+,-$./,0*Ann Narcisse brings instructional expertise in a K-12 classroom, a record of success in leading adults, and the capacity to advance effective teams. As a bilingual speech and language therapist, she has been servicing culturally and linguistically diverse learners for over ten years. She also has a master’s degree in literacy and holds a New York State certification in this area. This has afforded her the opportunity to work alongside content area teachers in the classroom as a literacy coach and reading specialist. In addition to her work at Mid-Hudson RSE TASC, she currently serves as an adjunct instructor for Long Island University’s bilingual extension program teaching graduate courses in Multicultural Education and the Assessment of ELLs in Special Education.
Helping build the capacity of school districts and educators to support the achievement of
students with disabilities.

Education changes, in particular those
changes associated with the revised
accountability measures require staff
development activities. In order for
changes to be affected in the classroom,
additional technical and pedagogical
support may be necessary. RSE TASC’s
Bilingual Special Education Professional
Development programs are targeted
toward all staff who are to contribute
towards the instruction of ELLs with
disabilities – school principals, teachers,
and technical and administrative support
personnel. By disseminating evidenced-
based practices in the areas that integrate
bilingualism and special education we
affect change that is grounded on
research and evidence.

This half day workshop aims to prepare all personnel serving ELLs need to collaborate regularly with open and clear lines of communication when developing the IEP. Provision of an integrated set of support services including special education, English as a Second Language (ESL), bilingual education, and Title I is necessary in order to facilitate continuity of instruction for students throughout the school day. The IEP serves as a document that can memorialize these important decisions.
