CRISIL is proud to launch CRISIL Business School Grading - India's first independent and robust grading service for the education sector.

CRISIL's mission is to play an integral role in India's human skill development agenda. Guided by its vision to make markets function better, CRISIL strives to bring greater transparency to the education sector through this grading service, thereby enabling all stakeholders to make informed decisions. The grading service will facilitate exchange of best practices, and support improvement in the quality of education provided. The launch of CRISIL Business School Grading is the first step in CRISIL's plan to extend grading services to the entire education sector.

Our Business School Grading service aims to recognise quality and promote excellence in management education, while helping aspiring students find business schools that best match their needs. India's best business schools can, at most, accommodate about 5 per cent of students aspiring for admissions to the management institutes: the remaining 95 per cent of aspirants choose from 2000 and more institutes, about which the information available is currently limited. Students aspiring for admission to these institutes, therefore, have to rely on advertisements and hearsay in taking what is a significant decision. These students will be among the prime beneficiaries of CRISIL Business School Grading.

CRISIL provides a comprehensive assessment report on the graded programme. Our independent assessment will enable business schools to identify best practices, and help them benchmark their institution with other business schools on key parameters. The grading service will also enable potential employers to find business schools that best match their requirements, thereby expanding their recruitment horizon.

The grading service is an outcome of extensive feedback that CRISIL has obtained from various stakeholders in the education sector, including recruiters and institutions. CRISIL Business School Grading is a reliable tool for assessing an institute's ability to impart quality education and achieve the desired student outcomes through the graded programme. The assessment is based on both qualitative and quantitative parameters, to ensure that the evaluation framework is robust and comprehensive.

This compendium presents summary reports on the first 24 business school programmes graded by CRISIL. We believe you will find these reports insightful and informative.

Over the past few years, exponential growth in the management education sector has compromised the quality of education. Traditional sources of quality measurement, such as business school rankings and accreditations have been unable to provide consistent, good quality information to stakeholders. This lack of transparency in quality bolsters the need for a comprehensive standard of quality measurement that is useful to both students and recruiters. CRISIL's Business School Gradings is the only standardised, unbiased, and independent measure of management education quality.

CRISIL's Business School Gradings service aims to recognise quality and promote excellence in management education. Through this service, CRISIL seeks to recognise and foster quality management education, while helping employers and aspiring management graduates find business schools that best match their needs.

The quality of management education in India does not follow a normal distribution curve. At one end are India's best business schools, which have an enduring legacy of providing high-quality education, and are striving to reach international standards. At the other end, are the schools that offer a largely homogeneous education quality; these are usually managed by entrepreneurs with a greater focus on business goals than on academia and student development.

The need for improvement in quality is reflected in the increasing training spends by corporate India on its entry-level management graduates. Reports suggest that corporates spend the equivalent of as much as two months' salary that is paid to the recruits, for training them in basic skills that should have been acquired by the recruits at a business school.

Several issues plague quality standards in management education, from the operational constraints associated with attracting quality faculty and students, to the need for increasing interactions with the industry to ensure currency of the course material. More importantly, students tend to consider business school education to be a conduit to attaining a high-paying job; acquiring the requisite skills for these jobs, however, receives secondary status. Business schools have, in turn, been investing tremendous efforts to ensure that their students get placed, rather than in inculcating employable skills.

Until recently, there was not much focus on the need to improve the quality of management education, as demand continually outstripped supply. However, recent trends are likely to augur well for quality improvement in management education in India. Several business schools have not been able to fill their seat capacity for the academic year; as supply outstrips demand, business schools will be compelled to strive for and showcase good quality education.

Until now, the only sources of information on the quality of education provided by business schools were rankings and accreditations. CRISIL's Business School Gradings are a more transparent, and independent source of information than rankings and accreditations.

CRISIL's Business School Gradings are available to all business schools, irrespective of their size and legacy. Much unlike most rankings, which are available for the top 100 business schools, CRISIL's Business School Gradings are available to all institutes. All management programmes are benchmarked against an eight-point scale and denote peer grouping - again, much unlike rankings. Rankings create a hierarchical order, which are, at times, incapable of reflecting a significant disparity in education quality from one rank to another. Additionally, rankings, being sequential by their very nature, can be misleading if a few top business schools refuse to participate. By classifying the quality of all management programmes on an eight-point scale, CRISIL's Business School Gradings use bands, which are likely to be more stable than rankings over the years.

Accreditations have been assigned to promote excellence in education. Nevertheless, education quality varies vastly among accredited institutions. Although accreditation focuses on the quality of education, it does not certify quality learning experiences. Academic quality is created by education standards implemented by individual faculty members in their interaction with students. CRISIL's Business School Gradings service does not seek to merely judge the ability of an institution to provide quality education, but to assess if students have indeed gained quality learning experiences from the management programme. CRISIL's grading methodology, therefore, includes quantitative as well as qualitative parameters of assessment, and its methodology requires the grading team to visit the campus of the institute being graded.

CRISIL's Business School Gradings service aims to recognise quality and promote excellence in management education. Benchmarking management programmes on the eight-point scale, on the basis of the quality of education they provide and their ability to meet desired student outcomes is the first step in attaining this goal. The need for acquiring better grades will result in business schools striving to provide better education to students. More importantly, the availability of transparent and reliable information will ensure that all stakeholders are able to make informed choices, thus helping employers and aspiring management graduates find business schools that best suit their needs.

Benchmarking and improving quality standards in management education

CRISIL Education Gradings will support India's human skill development agenda

Evolving demographics unambiguously point out that India will remain a young nation, and the largest contributor to the global workforce, over the next few decades. From 2010 to 2030, India's total working-age population is poised to rise to 962 million from 749 million, accounting for 28 per cent of the global increase over the period, according to a November 2010 report entitled 'Skilling India The Billion People Challenge' published by CRISIL's Centre for Economic Research. The regional demographic diversity will, however, be unfavourable, as the maximum increase in working-age population will take place in the poorest states.

High illiteracy levels (around 23.7 per cent of Indian men and 46.6 per cent of Indian women in 2006-07 [refers to financial year, April 1 to March 31] were illiterate), persistent dropout rates, and lack of quality teachers and vocational training plague India's education system. Inadequate education and skills render a large proportion of educated youth unemployable. Corporate investments in employee education and training, therefore, continue to play a critical role in skilling India's youth.

CRISIL's mission, through its series of gradings in the education sector, is to become an integral part of India's human skill development agenda. The gradings will foster transparency in the education sector about the quality of education being provided by educational institutions, enabling stakeholders to make informed decisions. The gradings will enable exchange of best practices, supporting an improvement in the quality of education. CRISIL's initiative will, over time, span the entire education sector: the launch of the grading service for business schools is the first step in this endeavour

Criteria and Process for CRISIL Business School Gradings

Growth in India's economy has accelerated in recent years, driving demand for technically and professionally qualified manpower. India's demographics support the growing demand: CRISIL Research estimates that nearly 20 per cent of India’s population is expected to be in the age group of 15-24 years by 2016. If the Ministry of Human Resource Development, Government of India is to attain the targeted gross enrolment ratio, the country will need to set up a large number of universities and colleges. This indicates the urgent need for scaling up delivery in higher education, and more importantly, for setting in place a mechanism to ensure steady improvement in the consistency and quality of education provided.

CRISIL believes that a robust assessment of educational programmes, by independent agencies, will help introduce differentiation in the sector, and serve as a precursor for improvement in the quality of education imparted. An independent assessment will enhance transparency, benchmark institutes against best practices, and improve governance standards. The outcome of such assessment can be used by all stakeholders in the sector, including students, faculty, employers, donors, investors, and the government, to assess the quality of education being imparted. It is to address this objective that CRISIL has developed its Business School Gradings framework.

CRISIL Business School Gradings is assigned to specific programmes offered at different campuses by institutes, and assesses the ability of the institutes to impart quality education and to achieve the desired student outcomes through the graded programme. The grading will be valid for one year from the date of assignment. The business school can request CRISIL to renew the grading at the end of the one year.

The grading will be assigned on an eight-point scale to the mandated programme of the business school. (pronounced 'A triple star') denotes the highest grade, and Grade 'B' the lowest.

Each programme is given a national grading (relative to other programmes across India) and a state grading (relative to other programmes in the same state). This enables the institute to benchmark itself with other business schools across the country, and with institutes in the same state, operating in the same regional, infrastructural and regulatory environment.

CRISIL has developed its criteria for grading business schools after extensive research, and after having obtained feedback from several stakeholders. CRISIL uses quantitative and qualitative assessment parameters, to ensure that the evaluation framework is both robust and comprehensive.

An institute's vision and mission serve as a roadmap, and provide direction to the efforts of the management to achieve its stated objectives. CRISIL believes that well-defined vision and mission statements and their effective dissemination are key differentiators of quality for management institutes. The success of an institute's programmes hinges on the management's effort to impart quality education, and optimise students' employability. CRISIL looks at the composition and experience of members of the business school's governing council, its academic council, and academic advisory body, and evaluates their contribution to achieving the stated goals. The management's policies and governance practices are also assessed, as are student-enablers (such as merit scholarships, provisions for inclusive education, and bank tie-ups) provided by it.

CRISIL evaluates the programme's student selection process, especially transparency and rigour in admission and selection, the composition of the student selection panel, and the importance attached to the student's extracurricular achievements.

CRISIL believes that for management programmes, student diversity is a critical enabler of peer learning and therefore, of an enhanced learning environment. Peer learning complements the traditional faculty-driven learning, and often forms a major part of learning at good business schools. Students with work experience bring in a firsthand corporate perspective to the programme study, and enrich the collaborative learning experience. CRISIL, therefore, factors in centrally the institute's efforts to build student diversity.

Industry interface

For a business school to ensure uninterrupted curriculum delivery, and optimise the learning environment for its students, it will need to ensure the adequacy and stability of its qualified faculty. A stable, adequately qualified faculty will, in the long run, reflect on the quality of student outcomes. CRISIL takes into account the experience (teaching and industry) of the faculty, and evaluates the transparency and robustness of the faculty selection process. This is because the quality of the institute's faculty and the faculty's ability to foster wholesome development of students is critical to student outcomes. CRISIL also evaluates the effectiveness of the teaching methodology adopted, because the mode of curriculum delivery is a decisive determinant of the students' ability to learn and adopt management concepts.

CRISIL also assesses the institute's initiatives in faculty development; these initiatives include sponsorship for external faculty development programmes, and tie-ups, if any, for faculty exchange programmes.

CRISIL examines the adequacy of the institute's infrastructure and its efficacy in complementing the teaching-learning process. The assessment factors in both the physical (brick and mortar) and learning infrastructure. CRISIL evaluates if these resources are effectively utilised and maintained. The assessment of infrastructure includes the evaluation of the self sufficiency of the campus, the adequacy of auxiliary, including information technology (IT) infrastructure, availability of library (both physical and digital) resources to students and faculty, and the institute's commitment to enhancing the learning infrastructure.

The structure and delivery of curriculum is a key determinant of the quality of education imparted. The mode of curriculum development and efficacy of delivery methodology are assessed in detail. Given the increasingly global and competitive nature of today's workplace, CRISIL evaluates how effectively the programme sensitises students to cross-cultural issues, and to ethical and social responsibility. CRISIL believes that optimal delivery of academic curricula and support for non-academic activities are extremely important for the wholesome development of students. The importance attached to initiatives such as extracurricular activities, competitions, and networking among students is, therefore, evaluated. How effectively the curriculum addresses industry requirements, the flexibility it offers to students to select electives for specialisation, the regularity with which curriculum is updated, and the emphasis placed on practical learning are also assessed.

Student outcomes are a direct reflection of the institute's quality and excellence. CRISIL evaluates student outcomes as a combination of employability of students, recruiters' satisfaction, support provided for entrepreneurial initiatives, extracurricular achievements, and contribution to the social sector. A programme that supports skill development and career guidance, in concurrence with academic skills, enhances the employability of students. CRISIL believes that it is important to provide leadership opportunity to students by creating an environment where students participate in clubs/committees, and are involved in decision making. Students' participation in competitions and events that are not strictly part of the curriculum enhances their ability to perform in a dynamic environment. CRISIL's perspective on student outcomes is, therefore, not confined to placements - an obvious outcome of management education in India - but to a more comprehensive view of academic and non-academic outcomes.

Business schools need to cultivate strong associations with industry in several key areas. These include inputs for curriculum development and review, guest lectures, and focused discussions led by industry professionals, alumni

involvement in student selection and faculty development, placement opportunities for students, and support for research activity. The quality of the business school's interactions with industry will impact the quality of education it imparts. CRISIL, therefore, evaluates the ability and initiatives of the institute to connect with industry. CRISIL assesses a host of factors, including the quality of executive development programmes, hosting of and participation in industry seminars, and involvement of alumni body, that enable an institute to develop and maintain close connections with industry.

Research

Research and development involve a diverse range of activities aimed at enhancing the institute's overall knowledge pool. Research focuses on knowledge creation, which is an important goal of educational institutions. CRISIL believes that excellence in research strongly boosts an institute's ability to attract funds, and high-quality faculty and students. CRISIL looks at investment in research, quality and quantum of research activities undertaken by the institute, and initiatives to foster a culture of research.

The grading process commences with the institute mandating CRISIL to conduct the grading exercise. CRISIL approaches the institute for critical information necessary for the grading, which CRISIL's analytical team analyses before visiting the campus. CRISIL analysts then visit the business school campus and initiate discussions with members of the governing and academic council, the programme director and coordinator, senior members of the faculty, non-teaching staff, and students as part of the grading exercise. CRISIL also seeks feedback from alumni and recruiters. CRISIL believes that such in-depth analysis of the institute is essential to optimally benchmark the programmes of the institute with those of its peers - both at the national and state level. Following these discussions and the information-validation exercise, CRISIL's analytical team prepares a report based on which an independent committee assigns the grading to the mandated programme. The grading is then communicated and a detailed assessment report is sent to the institute.

Skyline Education Group was set up in the year 1996 as an off campus institute for University of Lincoln and offered BBA in Tourism. In 1997, it was appointed as an authorised training centre by The International Air Transport Association (IATA) for its certification courses. It operated as a branch campus for Manipal Academy for Higher Education (MAHE), Manipal (Deemed University) and was later appointed as a study centre for Sikkim Manipal University (SMU) and Maharshi Dayanand University (Rohtak). Skyline also has an MOU with Maharshi Dayanand University for offering its PGP along with MBA of Maharshi Dayanand University. Currently, Skyline operates from Gurgaon Campus and offers a two-year autonomous Post Graduate Programme (PGP) along with distance learning MBA degree from SMU. The group plans to shift to a four acre campus in Rajiv Gandhi Education City, Sonipat in Haryana in 2011.
