BS 0: the purpose of British Standards include:

a) facilitating trade, particularly in reducing technical barriers and artificial obstacles to international trade;

b) providing a framework for achieving economies, efficiencies and interoperability;

c) enhancing consumer protection and confidence; and

d) supporting public policy objectives and, where appropriate, offering effective alternatives to regulation.


Why are standards important?

•standard against which the integrity of a particular design/ installation can be measured

•supporting legislation for free movement of goods by providing a minimum safety level to be accepted

•defining criteria for acceptance and so effectively eliminates safety from the competitive arena

•benchmark for discharging duty of care for safety

•definition of state of the art to disseminate good practice and promoting a common approach

•Shackleton launched 1914 Trans-Polar Expedition



•Endurance lost in 1915 in the ice

•Shackleton led crew to safety on Elephant Island then went for help by open boat to South Georgia across the ocean

In 1999 the decision was taken that it was time for a fundamental revision of the

EN81-1 and EN81-2 standards.

There were many reasons for this :

• New developments in technology have meant the increasing need to

amend the existing standards.

• Revisions of EU Directives to consider

• Development of other incorporated EN standards such as EN 60204-1

• Lessons learned from accidents

• Maximum number of amendments to EN 81-1/2 reached

Comments received from 29 countries


The prEN81-20 and prEN81-50 document were sent for public comment at the end of 2011 and returned to CEN/TC10/WG1 at the end of April 2012.

Whilst is was anticipated there might be a lot of comments based on previous experience of interest in the standards for lifts, no one realised just how many would be received.

In total more than 4200 comment were received. After consolidation of identical comments the following needed to be answered;

REVISION OF EN 81-1/2 EN 81-20/50

EN 81-1 and EN 81-2, will be merged and become ;

● EN 81-20: Requirements for complete passenger or goods passenger lift installations independent of the driving system

● EN 81-50: Description of the examinations, calculations and tests of lift components used in any type of lift (passenger, goods passenger, goods only lift, etc.)


EXAMPLES OF SAFETY IMPROVEMENT FOR PASSENGERS EN 81-20/50

Higher requirements for strength of landing and car doors – Pendulum Testing for all door types



Preventing door striking the passengers when entering or leaving the lift car

Prevision against possible fall into the lift well due to self-rescue

Higher requirements for rescue of trapped persons



Increased lighting in the lift car.

Higher requirements for strength of car walls

Improved materials used in car enclosure (flameproof and safety glass).

Better classification of loading conditions, and safety using loading vehicles (forklifts etc).

Specific requirements for over connecting the car and landing door contacts during maintenance operations to avoid the use of “bridges”.

MANUFACTURING CONSIDERATIONS EN 81-20/50

Development of new products requires time and manpower and should be considered according to the implementation dates.

New materials will need to be sourced and additional components are required to be purchased or manufactured.

Some new elements will require new product certification, which may need to be from independent sources. e.g. Notified Bodies

There may be a need for new product documentation describing new features. (user manuals, certificates, etc)

New installation methods and risk assessments may be required.

New on site test procedures to show product conformity.

consequential changes to many standards, since

EN 81-1 and EN 81-2 are frequently referenced

throughout the whole of the EN81 series.

Due to the publication of EN81-20/50 the following standards will need to be considered for amendment.


Consideration to be given to the amendment of ;

• National Standards Bodies – National standards referring to EN81-1/2.

• Notified Bodies – Rfu’s, technical guides, design examinations etc.

• Local Authorities information and specifications – referring to EN81-1/2, e.g. Building Regulations

• Legislative Guides from the EU Commission

• Guidance documents issued by Trade Associations and other interested parties.



In order to allow for the co-existence of EN 81-1/2

with EN 81-20/50 it will mean that the old versions

of these revised standards will not be able to be

fully withdrawn until July 2017, when EN 81-20/50

come into full force and EN 81-1 / 2 are withdrawn.



During the next three years EN 81-20 and EN 81-50

will be prepared for revision, such that it can be

published as soon as possible after EN81-20/50

come into full force.

This is due to more items which were needed in

EN81-20, but time ran out.

WHAT NEXT – REVISION OF EN 81-20 / 50 EN 81-20/50

• Revision to include new technologies (steel ropes < 8 mm, fiber ropes, belts)


• EN 81-20/50 will be adopted at a global level, although with minor modification to suit local markets.

• Therefore it seems sensible to move towards an ISO Global Prescriptive Standard, based on EN 81-20/50 where these minor modifications could be avoided.

WHAT NEXT – A MOVE TO GLOBAL STANDARDS EN 81-20/50


• The plan, if accepted by CEN and ISO, would involve the adoption of EN81-20/50 as identical standards at ISO level, leading to the eventual withdrawal of EN 81-20/50 as European Standards.

• CEN would then be given the task of leading the upkeep and further development of the standard, with ISO member participation.



• The ultimate aim;

• One world, one design standard, one minimum level of safety.

• CEN at the heart of the continued development in lift safety standards.

• Users around the world being familiar with the lift technology no matter which country they might visit



FUTURE BRITISH STANDARDS

MHE/4 are working with various stake holders to develop a new British Standard for the modernisation of existing lifts with regard to their use in fighting fire. Work has only recently started, but it is expected that this new document will form a point of reference for all those wishing to upgrade an existing fire fighting/fireman’s lift to today's state of the art, or to provide guidance on how to improve a non-firefighting lift and make it suitable for use by the fire and rescue services.
