INTRODUCTION:

Bangladesh Road Transport Authority (BRTA) is a regulatory body established to control,

manage and ensure discipline in the road transport sector and road safety related areas in

Bangladesh. It is an authority under the Ministry of Communication for carrying out the

purposes mentioned in the Motor Vehicle Ordinance, 1983. Chief executive of the authority

is the Chairman who exercises such power and performs the related functions according to

the approved rules which are assigned by the Government from time to time.

BRTA is the top Government Organization under the Ministry of Communication in the road

transport sector who is authorized for providing services such as, Registration of Motor

Vehicles, Issuance of fitness certificate of motor vehicles, Issuance of Motor Driving

License, Registration of Motor Driving Training Schools, Inspection of Motor Vehicles

involved in road accidents, Inspection of Government Vehicles for Repair and etc. BRTA

takes different actions and measures to promote road safety and it also coordinates road

safety activities carried out by different agencies and organizations.

ORGANIZATION INFORMATION AND THE SYSTEM:

Bangladesh Road Transport Authority (BRTA) was established under section 2A of Motor

Vehicle Ordinance 1983, (Amendment-1987) Vide SRO No-303/Law/87/MVRT/1E-

7/84(part), and dated 20/12/87 and has been functioning since January 1988. BRTA is a

regulatory body to control manages and ensures discipline in the road transport sector and

road safety related areas in Bangladesh. It is an authority under the Ministry of

Communication for carrying out the purposes mentioned in the Motor Vehicle Ordinance,

1983. The Chairman is the chief executive of the authority. He exercises such power and

performs such function as prescribed by rules and assigned by the government from time to

time.

As per revised organogram total number of circle is 62 (57 District Circle + 5 Metro Circle).

At present 57 circles are working where 61 AD (Engg.) is posted as head of the office. Rests

of the sanctioned circles are administered from nearby circles (57 circles). According to

revised organogram the number of sanctioned office staff is 815 out of which 479 are

working presently & Vacant Post 336. The remaining post is in the process of recruitment.

Circle offices of BRTA are headed by Assistant Director (Engg.) and the divisional offices by

Deputy Director (Engg.).

Since BRTA is involved in different functions and operations in road transport sector, it has

four systems for four main functions and services:

Modulus a – Registration System

Modulus b – Fitness Renewal System

Modulus c – Vehicle Owners System

Modulus d – Accident Report System

System for collection of motor vehicle tax and fees through online banking.

Smart Card driving license card printing system.

Retro Reflective Vehicle Registration of car number with RFID tag.

In our report we will be discussing only one system which is the major system of the

organization that is used for carrying out most of the major functions, the Bangladesh Road

Transport Authority, BRTA Information System.

ACTIVITIES & OBJECTIVES:

In BRTA, There are some sort of activities are done. Bangladesh Road Transport Authority’s

ongoing activities are:

Controlling and regulating road transport by executing motor vehicle acts, issuing

route permits and fixing rates and fares of buses and trucks

Conducting regular activities like: Issuing driving license, fitness certificates,

registration certificates and Driving Instructor's license

Registering schools for motoring

Organizing and conducting workshop Seminars for delivering information

regarding safe driving and traffic regulations

Making research and development for developing ideas and methodologies for safe

road transport and traffic system

The main objectives of BRTA MIS are:

Dealing with safety of road user and taking remedial measures for precaution road

Issue Driving License (Professional, Non-professional).

Transfer of ownership of vehicles.

Transfer of vehicles from one location to another.

Vehicle fitness inspection.

Assisting law enforcement agencies like police in solving vehicle related crimes.

Earning revenue for the Government by way of Collecting road tax and other fees

related to vehicles.

TASKS THAT ARE DONE BY THE SYSTEM FOR THE ORGANIZATION:

This system helps the organization to carry out mandated services such as Registration of

Motor Vehicles, Issuance of Fitness Certificate of Motor Vehicles, Issuance of Motor Driving

license and Inspection of Motor Vehicles involved in road accidents with the four modules as

mentioned above.

Modulus a – Registration System

The system helps to generate registration

certificates of new cars through computers

along with the car number. Software is

already developed for the procedure, and after

the data inputs are given it automatically

generates the registration number and

registration paper in printed form. The inputs

include information such as, input capacity,

owner’s name and address, chassis number,

phone number, nationality, date of birth, engine number and etc. It was done manually

before, but now the existence of this system has made it more convenient for the procedure to

take place and serve its clients more efficiently and in less time.

Modulus b – Fitness Renewal System

It is a system which is used for checking whether the cars are fit enough to be driven on the

roads or not. It is a yearly procedure, but in case of new cars this system is not required for at

least five years. The software of this system is already developed, and after physical

inspection of the cars they check whether it is fit or not. Then for the certificate, the data

inputs are given in the software that extracts the information and the particulars from the

database and finally prints the form. Hence, the information of the vehicles whether they

require more fitness or not can be found in the database. A picture of the form for this

particular task is given in the next page, where the inputs from this form are given and can be

found in the database.

Modulus c – Vehicles Owner Module

This system requires information of the owner of the motor vehicle, it is part of the

registration system from module a, where it is connected to the form that is used for the

registration in module a. it is in section 2 where they mentioned that the information are to be

filled in by the owner as it represents the owner information section. It includes name, date

of birth, address, phone number, nationality and few others. The data inputs are given and

updated in the database where it can be viewed if required.

Modulus d – Accident Report System

To provide information on the accidents that take place, including car’s registration number,

place and time of accident, cause and nature, name of the owner and all other particulars can

be found in the database. Unfortunately the system has not been active online from the time it

was built, but the software has been developed in a manner that after it is activated online the

information of the accidents (cause, day, time, nature and etc, as mentioned earlier) will

automatically be generated and can be found in the database and system. However, currently

BRTA and Police have been working together internally and manually on its database but it

has not been published online.

DATABASE USED BY THE SYSTEM:

Bangladesh Road Transport Authority (BRTA) was using ORACLE 9I which is a system that

stores data logically in the form of table spaces and physically in the form of data files. It was

converted to Oracle 10G database and it has been informed that they are looking forward to

upgrade it to Oracle 11G within a month.

CENTRALIZED/DECENTRALIZED PROCESSING:

In the past the system followed decentralized processing, but it caused problems such as,

duplication of data (registration number and license, etc,) for which the process was

converted into a centralized process. For example, a car stolen in Dhaka sent to Rajshahi

could get its registration number duplicated there, or a man’s license cancelled in Dhaka

could get a duplicate license in other districts like Sylhet or Chittagong. Therefore the whole

process has been converted into a centralized process.

They have been able to have an established centralized processing through the Central Data

Centre, which is connected to 64 districts through VPN (Virtual Private Network) or through

intranet ting (Intranet) among the 64 offices of BRTA. The daily activities that is occurring in

BRTA is getting updated in the database, hence they are automatically generated. The

availability of Real-Time Online Banking enables the officers who are working on the

websites inside the BRTA building with their individual authorized passwords to get

notifications immediately after a data input is given for an activity. The conversion into

centralized processing turned out to be very beneficial for the company.

INFORMATION ON DATABASE DESIGN:

Unfortunately the BRTA officers whom we interviewed could not provide us much

information on the database design due to confidential issues. The only information they

provided us is that the design of the database is based on ORACLE back end and the front

end is JAVA. However, they were kind enough to provide some screen shots of the

information system that forms the database of the organization.

Above is the screen shot of the vehicle and drivers’ information system, where all the

information that forms the database is provided. After the registration of a vehicle, these are

the information that is entered into the database.

Here is the screen shot of drivers’ database information system, it is the initial information

that is found in the system of the drivers’ license, and the database is formed using these

information. It is the first sheet of database formation. It helps IS in viewing the different

information such as the test dates, test results and others.

After passing the test, there will be a final stage where the driver is issued with drivers’

license and for that, they need to fill in the following information into the system for updating

the database.

DEVEPLOMENT OF THE DATABASE SYSTEM:

External outsource has developed the system. CNS limited, Tiger IT ltd, BMFT ltd are

involved in all the four systems. Before using the system, the BRTA’s system was operated

manually. But after developing the system, now it is called database system. So BRTA is now

using database system. After using database system, handwritten data are now being

converted into printed report format. This system helps to efficiently deliver the services to

their clients and quicker process.

PERFORMANCE OF THE SYSTEM: BEFORE AND AFTER:

The performance of the database system is very efficient. After developing database system,

the company is now very flexible when it comes to delivering their performance and services.

The company’s working speed has increased after using the database system. Before using

this system, the company was using handwritten data performance, the whole process was

done manually which took a lot of time and was not stable as well. It took a lot of time for the

staff and officers to find a data manually; sometimes they couldn’t even find the required data

for which they had to come up with quick solutions to help their work which was a huge

hassle. But now it has been changed into printed format through computers and due to the

existence of the system it is more easier to find the required data in the database and extract

any needed information of a client and vice versa. Printed data reports help to deliver

efficient, quick print, easy to print and more stable services and performance than the

handwritten data reports. However, after installation of the system BRTA faced few problems

in getting acquainted to the system. Since the officers and staff never used such system

before, they had to be trained and had to work hard in getting used to the system.

CAPITAL INVESTMENT AND REVENUE:

Capital Investment:

The capital investments of BRTA are set up of data centre, set up all types of required

hardware generators, manage the space for office or rent a building for office or office

purposes and the returns they get from these investments. Manage the ICT equipments.

Setting up the data centre is one of the most important investments, that’s because, without

the data centre, the database system will not be able to run properly. There will be greater

chance of missing data or errors. Then set up all types of required hardware generators. It is

also a big investment. Then office space is a mandatory investment. So there must be a space

for office purposes. To run the system, ICT equipments are required. So managing all the ICT

equipments are also a big investment.

Revenue Investment:

The system has been developed to enhance efficiency of the work they perform, so the clients

get better services and less harassment. If the website is interactive rather than static, it will

help BRTA more since people can collect fitness certificate and other certificates and

information from their home; it leads to stronger contribution and motivation of goals.

Obviously the system helps to generate revenue from each activity as it has become more

convenient. In case of outsourcing (like few years back they had to outsource for tax and

fees), it requires investment from the private companies to whom it’s being outsourced to and

now due to the online banking system the database is automatically generated. People can

easily find if there’s any amount due and many more. The motivation and the convenience of

processing each activity have helped BRTA to generate monetary returns in large scale. The

organization seems to priorities revenue investment more.

The main issues with the current system that Bangladesh Road Transport Authority is facing

are in terms of the following:

Operations:

Bangladesh Road Transport Authority (BRTA) is currently using ORACLE 9I which is a

system that stores data logically in the form of table spaces and physically in the form of data

files. To maintain this operation system, there is little internal manpower. They are in

different level with different position. As there is little manpower over there, it is quite

problematic for them to operate all the system and information as the internal officers are not

familiar with computerized system. So nowadays, they are being outsourced, by hiring

external programmers and private companies to operate all their computerized activities. The

system software is operated by outside programmers as they have no internal programmer of

their own. Outsourcer’s programmers are not familiar to their traditional paper base system.

So it’s the biggest problem for internal officers to understand computerized system. BRTA

system administration is under the wing of the outsource company as well. Any problem in

the system or in the case of system crash, the private companies hired will have the

responsibility to come up with repairing solutions. They have also hired external vendor or

contractors who are helping them by gathering information about recording data of bus rent

or minibus, publishing tickets, providing transportation information and so on.

Maintenance:

As mentioned above, due to low manpower the operational functions and maintenance of the

system is done by the hiring of programmer from external private companies, like the

company, “Connectbd” took the responsibility of the system and looked after it for three

years. However there are few other particulars that the organization BRTA looks after, such

as, the Road Traffic Accident database as it has been mentioned earlier. It is one of those

which is being maintained and updated by BRTA on the basis of police MAAP (Micro-

Computer Accident Analysis Package) information. BRTA and the Bangladesh Police have

been working together to maintain the truthfulness of the database and promoting its

statistical exactness. Other maintenance like vehicle maintenance including patrolling,

mobilizing, parts exchanging, quality maintenance of issued driving license and number

plates are done by internal officers.

Backup:

BRTA is currently using “Recovery backup System or Disaster Recovery System” which is

located in Mirpur. There is no significant problem with backup as the data that is generated is

preserved as back up in the server. They have three servers in Thejgoan, Mirpur 10 and

Lalmatia. So if in any case there is problem in computers or the system crashes, there will be

no hamper or none of the data will be deleted. Because there is duplication in data’s in all

three servers. But if all the three server crash, they will lose all the data.

Security:

BRTA system security has different levels including authority level, officer level, outside

level. They are using Intranet in BRTA building and each level has different inspector or

officer with their individual password. An inspector can enter the website with its password

and work upon his panel but further procedure can only be done by the higher officers

(generate registration number), people with their rightful authority is provided with

passwords accordingly. It has been happened earlier that one officer has given another officer

his password for managing any task. That officer has stolen and licked the information’s to

outsource. It is still happening and that is the biggest risk for them. There are few CCTV

cameras over there checking the faces 24/7 that are accessing. Other users like outside

contractor or customers are strictly prohibited to enter into their website for managing any

task. So the problem is very less. But few errors may occur in case data entry is done

SUGGESTIONS, RECOMMENDATIONS AND FUTURE PROSPECTIVE:

Currently the security system of BRTA is extremely tight, for which they have their own

passwords and user Ids to access into the web, more importantly not everybody can have

access to everything they wish for. Each and every officer from different panels can view up

to the point where they are authorized to. The real online information are not available on the

internet for common people to see. It can only be viewed by the BRTA officers inside the

building through their intranet. It cannot be viewed by us through our broadband connections

or modems. Currently the information available for outside common people are in static

manner, if the website was more interactive then people could have gotten different

information about procedures and instructions from their home. They didn’t have to travel all

the way to BRTA office to get the registration or other activities done or to obtain

information about a particular issue.

Another issue, as mentioned above that the system was not used before by the staff when it

was initially installed, it required training and hard work to get the staff acquainted to this

system and as we have visited their office and there were few staff who were a part of the

maintenance of this system could not provide much information or answer many questions

that explains that still they are not skilled enough to be working around such system. Such

issues usually lead to interaction failure. Hence, more skilled staff is required to be around

the system that can provide information and get work done when needed without any

assistance.
