additionally, you may want to con-sider pre-applying for a loan. doing so will allow you to know how much home you can afford before you begin search-ing; it can also give you negotiating power once you’ve selected a home, as the buyer will know that you’re already approved for a loan. However, the rates and amounts of pre-approval loans are usually only good for a fixed period of time; if your home search exceeds this period, you will have to re-apply for the loan.

How does the lender determine the maximum loan I can afford?

the lender considers your debt-to-income ratio, which is a comparison of your gross (pre-tax) income to housing and non-housing expenses. non-housing expenses include such long-term debts as car or student loan payments, alimony, or child support. according to the fHa, monthly mortgage payments should be no more than 29 percent of gross income, while the mortgage payment, combined with non-housing expenses, should total no more than 41 percent of income. the lender also considers cash available for down payment and closing costs, credit history, and so on when determining your maximum loan amount.

How do I select the right real estate agent?

the Brownsville-Haywood County Chamber of Commerce can provide a list of area agents. talk to each before choosing one. look for an agent who listens well and who understands your needs and whose judgment you trust. the ideal agent knows the local area well and has resources and contacts to help you in your search. overall, you want to choose an agent who makes you feel comfortable and can provide all the knowledge and services you need.

What should I look for when deciding on a community?

fortunately, Brownsville and Haywood County have many community and neigh-borhood choices. select a community that will allow you to best live your daily life. many people choose communities based on schools. do you want access to shopping and public transportation? Is access to local facilities like libraries and museums important to you? Or do you prefer the peace and quiet of a rural community? When you find places that you like, talk to people who live there. they know the most about the area and will be your future neighbors.

How can I find out about community resources?

Contact the Brownsville-Haywood County Chamber of Commerce for pro-motional literature, welcome kits, maps and other information. your real estate agent and the local library are also good sources of information.

What should I look for when walking through a home?

in addition to comparing the home to your minimum requirement and wish lists, consider the following:

• Is there enough room for both the present and the future?

• Are there enough bedrooms and bathrooms?

• Is the house structurally sound?

• Do the mechanical systems and appliances work?

• Is the yard big enough?

• Do you like the floor plan?

• Will your furniture fit in the space? Is there enough storage space? (Bring a tape measure to better answer these questions.)

• Does anything need to be repaired or replaced? Will the seller repair or replace the items?

• Imagine the house in good weather and bad, and in each season. will you be happy with it year-round?

take your time and think carefully about each house. ask your real estate agent to point out the pros and cons of each home from a professional standpoint.

The largest industry in Haywood County is agriculture. We grow more cot-ton than any other county in Tennessee and produced 189,000 bales last year on 103,000 acres. With its rich, fertile soil, the county’s heritage began on the farm — and several generations later, it remains on the farm. Soybeans are the county’s No. 2 crop, followed by corn.

Then we must not forget about the abundant flower and vegetable gardens in the area that provide everyone with fresh vegetables for their summertime pleasure and for canning or freezing. Brownsville-Haywood County is proud of its industrial base, which is quite large for a community of this size. Why? Because it’s an attractive place to locate, both aes-thetically and economically, and because of the low cost of living and no state taxes.

The local governments, the Chamber of Commerce and the Brownsville-Haywood County Industrial Development Board welcome prospects with open arms, Southern hospitality and great incentives. Among these incentives is the PILOT pro-gram, or Payment in Lieu of Taxes, which enables companies to reduce their tax burdens during the early phases of opera-tion. Other local incentives include pre-employment selection/training and testing; startup skills training/assessment; reloca-tion incentives for staff moves; incentives on utilities, including water, wastewater, gas and electricity; financing alternatives, such as using industrial revenue bonds or the lease-back alternative; design/build and lease alternatives; and local tax concessions.

Catch a ride with donnie Hatcher

Donnie Hatcher, owner of the Chevrolet, Buick, Pontiac and GMC Trucks dealership in Brownsville, is one of our local success stories. He’s been in the auto business for 33 years. He came to Brownsville in 1986, and the rest is history. He owns one of the largest dealerships in the area and sells an average of 900 cars and trucks — new and used — each year to people all over West Tennessee and beyond. He employs about 30 people, and his business pays more sales tax than any other business in the county.

Carrying on a family tradition

Golden Circle Insurance Agency Inc. is an independent insurance agency offering life and health, auto and home, and business and bonds. It was established in 2001 with an initial focus on developing profitable per-sonal lines business from the former Golden Insurance Life Insurance Company, as well as from all of Haywood and adjoining coun-ties. Golden Circle Insurance Agency writes insurance for nationally known companies, which allows the lowest rates for custom-ers. The agency also offers competitive rates for businesses and churches, as well as bonds. Customer service is its biggest asset, following in a family tradition — they want to make everyone feel at home with their company.

With more than 50 years of continued insurance business success, the descen-dants of Charles Allen Rawls have now established the Golden Circle Insurance Agency in an effort to provide a broader range of services in Brownsville-Haywood County, as well as to develop new business opportunities in the communities in which this family is already so well entrenched.

Two of the agency’s principals, Malitmore and Cynthia Rawls Bond, have been in the family business for the past 40 years. Additionally, both have strong busi-ness and political ties on both the local and state levels. Key agency staff members include principals Dwight and Andrea Bond Johnson, who have also worked on the life insurance side for many years. All agency staff members hold property and casualty licenses for the state of Tennessee. Dwight Johnson is a graduate of Tennessee State University and holds a mechanical engineering degree. He is a board member of the Brownsville Chamber of Commerce and serves on the INSOUTH Bank Advisory Board. E veryone who works for the Haywood County Board of Education is a dream maker. They

give students the educational tools they need to make their dreams come true.

From the pilot preschool program through high school, local educators offer students a well-rounded educational experience through academics, technology, arts, sports and numerous extracurricular opportunities.

At Anderson Early Childhood Center, preschoolers and kindergartners master basic skills with the help of parents and teachers who work together so students can move into the first grade prepared. Elementary schools offer outstanding programs in math, science, language, spelling, social studies and computer technology, preparing them for junior high school. In junior high, in addition to expanding their studies in all basic courses, students also take history and foreign-language classes and are introduced to extracurricular activities and sports in seventh and eighth grades. This enables students to make an easier transition to high school, where they can choose their courses, sports and activities based on interests they have developed.

Haywood High School (HHS) students can elect to further their academic stud-ies to prepare them for college or to take technology courses that teach them specific

job skills, preparing them for a number of different careers. The two divisions interact, giving students options that will enable them to make better life choices in the real world after graduation. Students at Haywood High School earn hundreds of thousands of schol-arship dollars each year.

The Tennessee Academic Decathlon (TAD) was formed at Haywood High School in 1985 and has grown to be a strong academic competition across the state. The founders of this competition in Tennessee were Gordon Perry, Glynn Bridgewater and George Norvell, all from Haywood County. Dr. Susan Wilson, assis-tant principal at Haywood High, is chair-man of the Board of Directors of TAD, and Glynn Bridgewater, English instruc-tor at Haywood High, is executive secre-tary-treasurer of TAD. Regional competi-tions are held in west, middle and east Tennessee each year, and state competition is held at Austin Peay State University in Clarksville.

The organization is part of the United States Academic Decathlon (USAD), which has headquarters in Los Angeles, California. USAD establishes the curricu-

lum, which changes every year. The 2004–2005 curriculum theme was “Ancient Civilizations,” and the 2005–2006 theme is “The European Renaissance.”

Haywood High has advanced to state competition for 19 consecutive years and has ranked among the top five schools each year. Haywood High School was a pioneer in innovation in 2003, being the first school in Tennessee to enter two separate teams in competition. Both teams advanced to state competition. In 2005, HHS placed fourth in the state, and our students won a total of 19 medals. One of our students, Joe Sills, was the overall first-place scorer in his division. In 2006, TAD will celebrate its 20th anniversary in Tennessee. Special recognitions and

ceremonies are planned for the January competition at HHS.

Each team consists of nine students — three A students, three B students and three C or below students. Therefore, the competition is for students of all abilities, not just the academically elite. Decathletes take written and/or oral tests in 10 aca-demic subject areas — literature, science, mathematics, music, art, economics, social science, essay writing, public speaking and interview. Medals are awarded to the top scorers in each area.

Giving young students an edge

There’s all kinds of innovation going on at Anderson Early Childhood Development Center. Preschool and kindergarten stu-dents are getting a jump on being pre-pared socially and academically for first grade — and they are doing so with paren-tal participation. This is a requirement for students to attend Anderson.

Anderson is the site of one of the first premier pilot preschool programs in the state of Tennessee. Many other school systems have visited Anderson to use it as a model for their programs. The program first teaches students proper classroom behaviors — how to follow rules and exer-cise discipline — and shares other social skills with them to make the learning environment more productive. There is an instructor for every 15 children.

Instructors prepare students for kinder-garten, then first grade. Of great impor-tance is teaching the children “reading

readiness.” About 85 percent of the stu-dents can read at some level when they enter first grade. Each year, students are recognized each six weeks for exemplary behavior, improvement and mastering skills at end-of-the-six-weeks pep rallies.

An added attraction at Anderson is a partnership program the school has with the University of Tennessee Extension Service that offers students and their par-ents additional material, help with school-work, access to computers and computer-learning programs, and learning games and puzzles that they can use in the Family Resource Center or check out to take home.

Young students in Haywood County have an advantage over students in other communities with the preschool and kindergarten program at Anderson Early Childhood Center. It’s just the first step the school system takes to ensure that the chil-dren in the community get an early and sound foundation for learning in Haywood County Schools.

Hatchie river by Glen Gallien

Arising from the springs and brooks in the gently rolling hills near Corinth, Mississippi, the Hatchie River flows north-west through Haywood County and west Tennessee, eventually emptying into the Mississippi River. In a region where most rivers have historically been drastically altered by straightening and dredging for flood-control purposes, the Hatchie is the longest unchannelized river remaining in the Lower Mississippi River Valley. Its annual floods continue to support unique riverine features, such as oxbow lakes, as well as a floodplain that expands up to 3 miles wide in reaches and hosts the most

extensive bottomland forests in Tennessee. These intact habitats support over 100 species of fish, 35 species of mussels and 250 species of birds. Many of these species can be found in the nearly 10,000-acre national wildlife refuge located in the heart of Haywood County.

While the Hatchie remains a gem, it is highly threatened. Perhaps the most seri-ous threat to the river’s aquatic and forest communities is excessive sediment that is transported to the Hatchie from its tribu-taries. This erosion and subsequent sedi-mentation impacts agricultural fields and bottomland forests, decreasing crop and timber values on private and public lands. Excessive sediment also forms sand shoals in the main river channel, altering aquatic habitats and species diversity as well as hindering local recreational opportunities such as fishing and hunting.

In 1998, The Nature Conservancy began the Hatchie River Project with the vision to protect the rich biological diversity of the Hatchie River, while maintaining sustain-able cultural and economic uses of the river. The Nature Conservancy has designated the Hatchie River as “One of the 75 Last

For many years, beginning in 1985 under the umbrella of the Brownsville Peach Festival, this community has been the site of the Brownsville-Haywood County Walking Horse Classic, an event that draws a large crowd of all ages each year. In recent years it received recognition as the “Best One Night Show” on the Mid-South Walking Horse Association circuit.

Over the years, the event has drawn outstanding, award-winning horses and entries from as far away as Canada, England and several other U.S. states. Each show averages between 180 and 200 horses, and several world and grand champions have shown in the Brownsville

show. Jimmy McConnell, owner/trainer of Formac Stables in Union City, Tennessee, is a regular at the show, where he rode Black Night Shade, the current World Grand Champion. The horse show was origi-nally named the Jimmy Waddell Memorial Horse Show, and Waddell’s son, Dan, also a trainer at Formac Stables, competes every year in this show.

This community is an easy sell for Walking Horse trainers and owners because it is centrally located, and orga-nizers and sponsors have made it a class-act show since its inception. Over the years, improvements have been made to the show’s East Side Arena through the help of the city, the county and count-less volunteers who work many hours to present this exceptional event. Of special interest to participants and visitors to the event is the outstanding concession stand that provides great food and everyone’s favorite — Southern fried pies. Basically the show is most widely known for the hospitality shown to all visitors.

Each year, the proceeds from the event go to help a worthy cause — most recently the Carl Perkins Center for the Prevention of Child Abuse, which has a satellite office in Brownsville.

Overall, the event makes the community proud and provides visitors an opportunity to see Brownsville-Haywood County during one of its finest hours each year.

B rownsville-Haywood County has a deep, rich Southern heri-tage in architecture, agriculture

and the arts, and it has been the tradition of this community to share its heritage with everyone.

A simple drive through the city and county will pique the interest of any early-American history buff, as he or she sees the homes, buildings and churches that date back to the early 19th century.

The county’s economy has long been based on agriculture, and the county abounds with beautiful farmland that con-tinues to be fertile, producing crops of cot-ton, corn, wheat, soybeans, other grains, and vegetables and fruits.

From this heritage, artists of all genres have created music, paintings and writings to record the region’s history through the arts.

Early blues musicians Sleepy John Estes, Yank Rachel and Hammie Nixon are known throughout the world for their music, as are Tina Turner and Fuel for their rock music and Alex Harvey for his country lyrics. These are just a few of the artists who have called Brownsville-Haywood County home.

Visitors can swing by the city’s West Tennessee Delta Heritage Center to see all the hometown musicians in the Music Museum. And this short list does not include the many professionals of Haywood County descent who have made a name for themselves and for this com-munity through their work in business, other forms of art, travel, literature, his-tory, sports, medicine, agriculture, faith and politics.

Hometown folks appreciate the arts and are fortunate to have the Brownsville-Haywood County Arts Council and the

Wednesday Morning Musicale to bring them wonderful dramatic, musical and comedy productions each year. These orga-nizations join many others that enhance the community’s social offerings, as do sev-eral patriotic and historical organizations that preserve the history of our veterans and promote Americanism.

In addition, the county is known for its generosity, with many programs that help those in need. The Boys and Girls Club, the Exchange Club, the Scott Street Resource Center, Habitat for Humanity, the Carl Perkins Center for the Prevention of Child Abuse, the Brownsville Rotary Club, and other organizations, church groups, businesses and individuals join together to support numerous year-round efforts to make life a little better for those who are less fortunate. After all, we want every-one to know that Brownsville-Haywood County is a great place to live.

The city and county are also fortu-nate to be home to the Haywood County Sports Museum and a valuable and unique Lincoln Collection.

Preserving our past are the community’s Historical Society and the Reese Moses-Scallions Genealogy Room at the county’s Elma Ross Public Library. One of the

Historical Society’s continuing missions, in conjunction with the city and county, is to place plaques and monuments throughout the community to mark significant histori-cal events. The Genealogy Department of the library provides thousands of pieces of information annually to people who are searching for their roots. In addition, the library has an outstanding collection of books, reference materials and periodicals and offers the community a wide array of services, including Internet access, a meet-ing room, the Lunch and Learn Program, a summer reading program for children in the community, and copies of local newspapers on microfilm dating back to 1838.

There is a lot of pride in Haywood County, and there are many reasons for it. It’s a county rich in heritage — a heritage that its citizens want to preserve and share.

F or those who visit or decide to make Brownsville-Haywood County their home, there are

plenty of choices for worship. With more than 100 churches in the community, new-comers will have no trouble finding the church that will best fit their needs. Fifteen denominations are represented in the com-munity, with several churches offering nondenominational services.

Many of the churches have great his-torical significance in the community; some were founded in the early 1800s. One of the oldest is Zion Episcopal Church, organized in 1832. It is now known as Christ Episcopal Church. The Greek Revival church’s tin ceil-ing and stained-glass windows are examples

of the early architectural beauty to be found in many of the churches, homes and build-ings in the community.

The local congregations welcome with open arms any visitors or newcomers to the community to join them in worship.
