Livestock sector plays a critical role in the agro-based economy of Pakistan. It is a highly labor-intensive sector and involves a large segment of rural work force. In Pakistan, livestock contributed 11.11% to national GDP and constituted 58.92% of agriculture sector during 2017-18. While other sectors and sub-sectors are suffering from saturation and stagnation,livestock sector continues to register annual growth of 3.76%. Livestock sector also produces a vast array of byproducts especially leather whose exports earned US$ 1 . 1 bi l l ion during 2010-2011 which amounted to the 4 .4% of total exports in 2010–11 and constitutes third largest export of pakistan after cotton and rice. About 8mill ion families in pakistan are generating their livelihood from livestock raising, which provides nearly 35% of their income. Livestock is an important component of agriculture in Pakistan, animals are not only used for p lough and transport purpose but also fulfill household needs for dairy products like milk, butter, whey and yoghurt . On the other hand , i t enhances income of rural households and can act as a safety net in case of crop failures especially in rain-fed areas.

The Government of Sindh with a vision to encourage development of small and medium enterprises (SMEs), to promote entrepreneurial mindset, and to give a m a j o r p u s h t o t h e w i d e r a g r a r i a n economy created Sindh Enterpr ise Development Fund (SEDF) to provide a susta inable inst i tut ional and legal framework to achieve such objectives.

SEDF aims to provide boost to value addition in the agriculture sector for multiple economic benefits on growth, intermediary services, and productivity. It also seeks to introduce farm-level interventions to improve efficiency and profitabil ity .

With an animal population of over 50 m i l l i o n , P a k i s t a n s u f f e r s f r o m l o w productivity compared to global players. Pakistan has three times more livestock population than Germany but yields one fifth of Germany’s and one third of New Zealand, representing a significant loss in potential economic and social values. This presents a wide potential of investment for the improvement of productivity and p r o c e s s i n g t o r e a l i z e t h e p o t e n t i a l b e n e fi t s .

Meat processing plants can be established in Sindh to leverage highly profitable opportunities in local and export market. In fact, slaughterhouses and processing plants can be vertically integrated to achieve greater economies of scale.

On the other hand, there is a vast unmet demand for modernized slaughterhouses in Sindh, which can be set up under v a r i o u s a r r a n g e m e n t s i n c l u d i n g public-private partnerships, joint ventures and so on. Such facilities are needed for slaughtering of animals under hygienic conditions.

Ideal location for plant is envisaged at Gharo, Sindh. It is located at 70km from Karachi, connected through road and railway network. Suitable plant can be established on 180 acres of land.
