BUILDING CAPACITY FOR SAFER ROADS

The 2ndAbu Dhabi Global Road Safety Forum is a unique meeting for road safety professionals interested in identifying the means to continuously improve road safety performance and achieve ambitious vision zero targets in fast-motorising countries.

The event features high-level policy round tables addressing the strategic goals of the UN Decade of Action, training courses for road safety practitioners, and an international exhibition showcasing promising technologies and programs.

The Forum is open to officials from national and local government as well as road research institutes, business actors, public health professionals and civil society stakeholders actively engaged in safety programs locally, nationally and worldwide.

KEY EVENT OUTPUTS: 1. The Forum will produce a final declaration encouraging signatories of the UN Decade of Action to address capacity building and institutional strengthening across the five pillars of the Global Plan of Action in areas such as road safety institutions, traffic injury data collection, driver training, social marketing, enforcement, automotive safety, road engineering, urban planning, and emergency medicine & victim rehabilitation.

2. The Forum will also provide a platform for the launch of a Global Centre of Excellence on Road Safety based in, and spearheaded by, Abu Dhabi to develop road safety skills in beneficiary countries through targeted research, technical collaboration and training programmes. The Centre of Excellence will deliver training courses tailored to the needs of practitioners from countries most affected by road traffic injuries.

The launch of a UN Decade of Action for Road Safety in 2011 has energised governments to develop national action plans and quantified targets. This roundtable will review global progress and present future political action ahead of and beyond the mid-term point of the Decade of Action.

A number of cities have made remarkable strides in mobilising agencies, stakeholders, civil society, and the media around the shared goal of safer roads for all. Drawing on these success stories, this panel will discuss the enablers that can elevate road safety to a societal priority.

Drawing on the wealth of knowledge and experiences shared during the Forum, this panel will address means to remedy the persisting capacity gap in low- and middle-income countries within the next five years as they rapidly increase their fleet of motorised vehicles.

ES 1 Road Safety Trends & Challenges in GCC & MENA Time: 13:30 15:00 Location: Mezzoon Ballroom A

When comparing indicators such as road crash fatality rates, healthy years of life lost due to crashes, and percentage of GDP lost, a number of MENA countries now rank among some of the worst performers in the world. This panel will discuss interventions, including targeted policies, sustainable funding streams and building capacity.

A long-term road safety strategy is required to continuously improve road safety performance. This panel will discuss how national programmes can be designed to overcome capacity weakness, and the role of a supportive legislative framework in bringing targeted safety outcomes under control.

Weak road traffic injury surveillance systems and evaluating tools continue to plague effective decision-making. This panel will discuss what is known about successful road safety interventions, and how to prioritise interventions in fast-motorising countries.

The component problems of road traffic injury are diverse and institutional collaboration is needed to achieve effective interventions. This panel will address intervention models that leverage the skills and resources of a wide range of actors.

Investments in public transit, safe biking and pedestrian infrastructure, coupled with demand management measures can all significantly improve traffic safety. This panel will discuss recommendations for integrating safety into urban planning and transport policy, while minimising risks to vulnerable road users.

In rapidly motorising economies, Information & Communication Technologies can play a catalytic role in creating safer driving conditions. At the same time, they can create a distracting environment leading to increased risk of injury. This session will discuss emerging technological trends and promising applications in the MENA region.

Young and novice drivers are disproportionately represented in serious and fatal traffic injuries. This panel will discuss best practices in reducing high risk exposure among learner drivers and the potential offered by continuous traffic safety education.

In 2010 for the first time in the history of automotive industry, sales of light vehicles in emerging economies exceeded those of mature economies. Tomorrows emerging market will favour smaller, lighter vehicles which could compromise safety performance unless strict standards are adhered to.

Long neglected by the international community, child injury prevention is now becoming recognised as an urgent priority. In a world designed for adults and road networks that have typically been designed for cars effective child protection requires a combination of policy shifts, local investments to protect school zones and stepped up communication campaigns tar geting parents.

A number of important tunnel projects are being undertaken in emerging economies. The hard safety lessons learned by European countries have been applied in high income countries, and could also benefit emerging countries albeit at a high cost. Proper training remains the biggest obstacle. Projects are often well funded during the construction phase but leave scarce resources for training of personnel. As a result, a number of state-of-the-art projects have been completed that are not being operated to their full capacity. This session present a number of lessons learned that can be readily applied by emerging economies, as well as case studies of existing projects, ranging from guidelines established by PIARC to the new tunnels in the Middle East.

Research has shown that around 80-90% of the social costs of death and injuries in country road systems can be traced to deficiencies in about 10-20% of the road network. Basic, well-known safety engineering measures on these roads can help mitigate these risks, protect vulnerable users and repay their investment. This session will discuss road hazards from a safe system perspective, emphasising the use of analytical methods to identify sites with the highest risk of serious injury frequency and select countermeasures based on cost-effectiveness.

Sustaining high levels of enforcement and maintaining an equally high perception of enforcement among the motoring public are essential to the success of recently introduced legislative measures in the region that addresses the main traffic injury risk factors. This panel will discuss locally appropriate enforcement measures as well as the communication channels with the motoring public available to the police forces.

This session will discuss how post-crash care can avoid preventable death and disability, limit the severity of the injury and suffering, and ensure the crash survivors best possible recovery and reintegration into society.

INNOVATION FORUM: The Innovation Forum is the solutions counterpart to the policy round tables and will be located in a spacious atrium designed as a multipurpose auditorium, hospitality and exhibit space. Topics to be covered include:

WORKING GROUPS: There will be five Working Groups, each focusing on selected aspects of the five pillars of t he UN Decade of Action on Road Safety. Professionals from all sectors attending the event are invited to participate.

The Working Groups have two main tasks: Review and finalise the joint declaration to be endorsed at the closing plenary session: An Agenda to 2020. Analyse challenges specific to GCC countries and other fast-motorising regions of the world, as well as define associated

research, education and capacity-building programmes to be addressed by a Global Centre of Excellence on Road Safety.
