Broadway Avenue Bridge Replacement ProjectPublic Open House & Online Public Meeting

    Fall 2014 Summary

    Introduction

he Idaho Transportation Department (ITD) is replacing the existing bridge over the Boise River

on Broadway Avenue (U.S. 20/26) and rebuilding the roadway between University Drive and

    Front Street.

The Broadway Bridge is over 50 years old and is showing signs of wear. The bridge is too narrow

for the high volume of cars, pedestrians and bicyclists that travel over the structure, particularly

during community events. In addition, design and safety standards for bridges have become

much more stringent over the past 50 years since the current structure was built.

The project includes removing and rebuilding the Broadway Bridge, making roadway

improvements between University Drive and Front Street, and enhancing connectivity to the

    Greenbelt.

Broadway Avenue is a gateway into Boise from Interstate 84 and one of Idahos busiest

corridors. On average, 24,500 cars travel across the bridge each day. The Broadway Bridge is

surrounded by a vibrant community with Boise State University on the south and downtownBoise on the north. Given the high amount of businesses, residents, commuters, bicyclists,

pedestrians and others who will be impacted by this project, ITD recognizes the importance of

keeping the community involved and informed throughout design and construction

    Summary of comments

The purpose of the fall 2014 open house and online public meeting was to give the community

an opportunity to comment on preliminary design and construction plans for the Broadway

    Bridge Replacement Project.

On the comment sheet that was provided, ITD asked participants to respond to five questions.

Below is a summary of the most commonly heard responses for each question.

    1)

What are your thoughts (likes/dislikes) about the preliminary design of the new bridge?

The majority of participants were very supportive and positive about the preliminary

design plans. Frequently heard comments were:

o The existing bridge needs to be replaced, and the design plans meet the needs of

all users (vehicles, bicyclists and pedestrians).

o The improved pedestrian and bicycle facilities will be a great and much needed

improvement.o The design of the new bridge is attractive, modern, clean and functional.

o The new bridge will serve as a gateway into downtown and the design suits this

    well.

The common elements that participants liked are the:

    o

Width and design of sidewalks and bicycle lanes.

o Belvederes that provide a view of the river.

o Artistic design of the railing with integrated night lighting.

o Open view of the river (from both the deck of the bridge and underneath the

    bridge)

o Consider adding stairs at the southwest (BSU) quadrant.

o Improving the Greenbelt at Broadway is greatly needed, given the high number

of pedestrians and cyclists that travel over, under and on and off the bridge.

A few participants commented that the Greenbelt plans could be improved upon by:

o Adding signage where ramps connect with pathway and roadway to help

    bicyclists merge safely and smoothly.

o Designing roadway connections so cyclists are directed onto the bridge in the

    direction of automobile traffic.

o Including curb cuts on the deck of the bridge so bicyclists can enter the bike lane

without having to ride on the sidewalk.

o Ensuring there are no blind spots in the areas where stairs and ramps converge

    with the pathway or sidewalk.

    3) What are your thoughts about the proposed roadway improvements?

The majority of participants were supportive of the proposed roadway improvements.

Frequently heard comments were:o Widening the roadway and sidewalks and adding bike lanes are much needed

    improvements that are long overdue.

    o

The planned improvements will accommodate bikes, traffic and pedestrians all

    very well.

o Adding additional lanes will improve traffic flow and help relieve congestion,

particularly the bottleneck over the bridge during rush hour and university

    events.

Suggestions to take into consideration include:

o Make the traffic lanes 11 feet wide instead of 12 feet wide

o ITDs construction plans and detour routes seem to be well thought out and are

appropriate for the scope of this project.

A few participants commented that they would prefer a partial closure of the bridgeduring construction.

    5)

Are there issues that ITD should consider during construction?

Participants commented that ITD should consider the following issues during

    construction:

o Keep the public informed and involved before and throughout construction with

    early and continuous outreach.

o Clearly mark all detour routes with signage so traffic is rerouted smoothly and

    effectively.

o Ensure that construction is sensitive to the environment, including the river,

riparian areas, wildlife and nearby cultural resources (i.e., Christ Chapel, Julia

    Davis Park).

    o

Make efforts to reduce impacts to nearby businesses as much as possible.o Carefully consider how and when construction will impact the safety of river

    floaters.

    o

Make sure that Greenbelt detours are appropriate and safe for both pedestrians

    and bicyclists.

o Consider how to manage high-volume traffic during events at BSU and the

    Morrison Center.

    6) Other frequently heard comments included:

Thank you to ITD for seriously engaging and involving the public throughout the design

    Preparation and notification

Preparation for the open house and online public meeting began several months in advance.

The public involvement team prepared a detailed meeting plan that outlined the purpose,

event logistics, comment sheet questions and display board content. Boise residents and other

project stakeholders were notified about the meetings in several ways:

Postcard:Approximately 30,000 residents, property owners, agencies, business owners,

elected officials and community leaders received a postcard notifying them of the public

open house, online public meeting and the live question-and-answer sessions.

Newspaper display ads: Advertisements for the open house ran in the Idaho Statesman on

Sunday, Sept. 28, in the Idaho Business-Review and Boise Weekly during the week of Sept.

22, and in the BSU Arbiter on Monday, Sept. 29 and Thursday, Oct. 2.

Email invitation: Everyone who participated or expressed interest in the project

(stakeholder database of nearly 300 people) received an email invitation to the open house

preview that was held on Sept. 30. A save the date email was sent out on Sept. 17 and

five days in advance of the open house, a more detailed invitation was distributed that

included an electronic version of the postcard.

Radio ads: Advertisements were placed to run KBSX 91.5 (NPR station) several days leading

up to the open house. Ten advertisements ran each day (five in the morning and five in the

evening). Radio ads were also placed to run on BSUs student radio station for two weeks

leading up to the open house.

Website: A web slider was posted on ITDs homepage, as well as buttons that link to theonline public meeting webpage. An electronic version of the postcard was posted to the

    Broadway Bridge project page.

Comment Transcriptions Question #1*Comments are transcribed verbatim. A blank line (______) indicates that the comment was not legible.

CS# QUESTION #1)What are your thoughts (likes/dislikes) about the preliminary design of the new bridge?

1 Improved pedestrian access will be a great and needed improvement. The bridge is one of the main links between the

city/downtown and BSU; it would be nice to have something to mark this fact as a gateway of sorts.

2 The Broadway Bridge is a historical location in Boise and attention needs to be given to the significance of this area. The

Bridge is a focal point for visitors coming into town and those that are participating or visiting BSU university. To have

Broncos on the bridge would be a wonderful addition to the remodel of the bridge.

3 I really like the width and design for bikes and walkways. I would really to see some support for Broncos on the bridge

similar to those at Washingtons Pullman Cougars at their entry bridge. It is after all the Bronco Bridge.

4 I like the open design with incorporated lighting. Are the girders orange? Seems like there also should be greater separation

between traffic/bike lanes and pedestrians. Wonder if people will feel safe.

5 I like the wide sidewalks, belvedere viewing areas to the water, and open girders underneath. The lit rail at night is beautiful. I

do feel it lacks a feeling of grand entrance or exit although I DONT feel horseheads are the answer to that. Aside from the

belvederes it feels more like a road, less like a bridge.

    6

7 I like it. The design is simple and inoffensive. I wonder if it would be good to consider roadway lighting in addition to the

lighting incorporated into the railing. Would it be possible to incorporate some type of decorative end to the railing at the

four bridge corners, like the current horizontal piers that have 1956 stamped into them? It could be the date, or some type

    of public art.8 Attractive design

10 sidewalks are great! Belvederes are bonus!

Bike provisions very good to include, but could be improved

    Appreciate connection (visual) w/river

9 It looks very good seems all desires for the cycling users were met while making the bridge wider and safer for motorized

traffic. Still wish it were more visually appealing.

10 Cant do too much public education on when and how long the bridge will close.

    CS# QUESTION #1)

What are your thoughts (likes/dislikes) about the preliminary design of the new bridge?

Have a tailgate party on the old bridge at the last home game and then get to work that night. Have another party on the new

bridge the day before you open. Perfect time to promote the design AND generate good will.11

12 I really like the wide bike/pedestrian lanes and connecting to Greenbelt. Lighting and look out point are a nice touch.

13 The wide bike lanes and rail lighting will make it a much nicer bridge to ride across than the current one.

14 I like the clean, modern look of the bridge and the improved access to the bridge from the greenbelt and Julia Davis Park. I

also like the wider sidewalks and suggest they would be even wider (as could the bike lanes) if the vehicle lanes are resized to

11 wide instead of 12 wide. That might even allow room for a solid barrier between the traffic and bike lanes, which would

make it safer for cyclists. I would not like to see reference to BSUs Bronco symbol on the bridge. Theres plenty of BSU stuff

on the south side of the river.

15 The concept design presented today is beautiful and functional great combination. Please retain the colors proposed for the

    bridge deck and girders.

The belvederes are a terrific idea highly contributory to a landmark bridge in an urban environment.

Please consider and study reducing the travel lanes from 12 to 11. The eleven foot cross section is more appropriate in the

urban setting. The space saved could be allocated to wider bike lanes.

16 I like it Please include street name Broadway identification on bridge over water for boaters.

    17 -

Glad to see the emergency ramp plan and ok with using bollard to prevent access by recreational trailer boats.

    - Some concern about the ramp and surrounding shoreline becoming a popular non-trailered boat and tuber access and

then as a result creating a choke point w/Greenbelt users, similar to the current situation at the Boise River Recreation

    Park (A.K.A. Whitewater Park).

18 Place sign Broadway Bridge on both sides of new bridge w/large letters for boaters/rafters/public. See other bridge likenew 30thStreet Bridge for ideas on lettering.

19 Love the design no bronze Broncos though.

20 I like the Greenbelt access points to/from the bridge at each of the four corners.

The ped and bike delineation looks good.

    21 Looks great!

    22 Like:

    - looks much more accommodating to all modes

    CS# QUESTION #1)

What are your thoughts (likes/dislikes) about the preliminary design of the new bridge?

    - Bike lanes (wide good); rail lighting hopefully this will help with overall lighting and minimize light pollution.

37 I like. I want to be sure the bike lanes look and feel protected with appropriate striping and striping that continues to feelsafer entering and leaving bridge through the adjoining intersection and turn lanes.

38 I like the design. Pedestrian viewpoints from the bridge are important. Better access to Greenbelt from all sides a plus.

    39 Looks great Build it!!

40 I appreciate the fact that the design will allow the public to see the steel structure of the bridge.

41 I enjoy the idea of wide sidewalks. I do like the idea of the emergency boat ramp. I like the wide bridge lanes. I think in a town

of great artistic and natural beauty the bridge design feels very sterile. Some f lare on the bridge would be very nice. Also in

some way paying homage to Boise State.

42 I like that the new bridge will be much safer for pedestrians, and the lane expansions will help mitigate congestion especially

    during events.

43 In my opinion attractive and functional.

44 Overall, I like the design. Wish the sidewalks were 12wide instead of 10. Like that the Greenbelt is being raised.

45 Seems that aesthetic considerations were taken into account. I like the pedestrian belvederes. How about orange girders on

one side and blue on the other?

    46 Okay

47 I like that you can see the river from underneath (and above?) (unlike the Parkcenter Bridge)

Thanks for making it friendly to bicyclists and pedestrians.

    48 Super design needed improvement.

49 I am impressed with the core and thought put into this design. Hopefully it will serve us another 50 years.

50 Needs done. Concerned about small business impact.

51 It looks like everything is well planned and thought out. The new bridge will be a beautiful addition to Boise.

52 Overall my view of the new bridge is positive. The current bridge is outdated and needs to be replaced.

    53 Okay.

54 The new bridge looks great! Someone does not have poverty of the imagination.

55 I want to see complete separation of vehicles, bicycles and pedestrians in both directions on the bridge.

    56 I like the design.

57 The new bridge plan/design looks great.

    CS# QUESTION #1)

What are your thoughts (likes/dislikes) about the preliminary design of the new bridge?

58 It is much nicer than the Parkcenter Bridge because drivers, etc. will still be able to see the river. I like lighting along the rails

and the areas for pedestrians to overlook the river.59 Stairs coming down to tunnel need to angle away from entrance.

    60 Likes:

    1) Open view of the river for bike lane under bridge.

    2)

    Wide sidewalks with viewing area.

    Dislikes:

    1) One year interruption of bike lane under bridge.

    2)

Girder look is industrial. I rather have a more elegant timeless look.

    3)

Bridge abutments in river are dangerous for floaters.

61 I think design looks good!

    62 Design is wonderful!

    63 Looks great.

    64 Seems o.k.

65 Looks great. Consider a physical barrier between traffic and bike lanes, maybe a curb of some sort; or those reflective plastic

    posts spaced out.

66 I think, that overall, the project makes sense, and I like the alcoves for pedestrians and bicycles to stop and look at the river.

However, I do not like 3 lanes for cars keep it at two lanes in each direction it would make for a more pleasant experience

    for pedestrians and bicyclists.

67 I really like the idea of larger pedestrian lanes and bicycle lanes. That is more important than the design for auto traffic.

68 Like it.69 I like the contemporary look. Night lighting will be great. Hows the lighting under the bridge for safety? Dont want to create

    a space that encourages loiterers.

70 I like the design and especially like the lighted areas. I also like the ability to see the river in certain areas.

71 Like the design of the bridge. Really needs to be safe for foot and bike traffic.

    72

73 The wide pedestrian walk and the bike lanes. I also like that you will be able to see the river both from the bridge and from

    the greenbelt.

    CS# QUESTION #1)

What are your thoughts (likes/dislikes) about the preliminary design of the new bridge?

    74

75 Overall good. The bridge needs improved pedestrian and bicycle lanes and access to/from the bridge.76 Good idea. I like the wider sidewalks.

77 Good. Bike lane is good. Nice wide sidewalk.

78 The belvederes for stopping pedestrians. Increased bike lanes. Room for foot traffic.

79 Looks nice The old bridge needs to be replaced.

80 The preliminary design looks good. Widening the bridge to 3 lanes in each direction is great for handling traffic volume.

Widening the sidewalks and bike lanes is definitely going to improve safety and accommodate the volume of BSU fans

heading to the Stadium. I like the improvements to the Greenbelt as well. Also the lighting will be a new safety improvement.

At the moment I only see this being a really good project. Cant identify any dislikes at this time.

81I think its about time that is the right time to replace this bridge. Youve done a good job at explaining the plans, designs

    and impacts.

82 I like the wide lanes, wide bike lanes and wider sidewalk. Also like the belvederes.

83 Plan looks well thought through with considerations for better pedestrian and bike travel.

    84 I like it.

    85 Looks fine.

86 - Attractive design overall love the openings below the span.

    - Agree with the full closure no one likes roadwork until its done, so get there fast.

87 Overall big improvement will keep bikes and walkers out of traffic. Lighting on the railing should have good visual impact.

88 From what I saw and heard, I think the plan looks great. Including the questions below.

The only suggestion I have to just go ahead and make it 4 lanes each way. Think ahead and be proactive to Universitys and

Citys growth. Good example is just look at the freeway already.

89 You might want to look at the pedestrian/bicycle traffic pattern on Portlands Hawthorne bridge. I would recommend that

rather than separate bicycle and pedestrian spaces they be combined.

What are your thoughts (likes/dislikes) about the preliminary design of the new bridge?

see ZERO mention of transit opportunities bw, rail, etc. I am happy to see improved Greenbelt access. I am disappointed

that this open house does not tell a participant what extent their comments/concerns will impact design or construction ofthe bridge project.

    101

102 Excellent proposal well thought-out and responsive to the needs of all varied users of this bridge. Many, many thanks for

letting the public be part of your planning process.

103 Details regarding Christ Chapel should be written down somewhere. The discussion I heard seemed to be verbal

commitments and not written commitments. Also the preliminary plans sheets would be helpful to have in order to see how

close to the chapel and the school house will be from the sidewalk and pathway connections.

    104

105 Have lights on the bridge piers been considered? If not, I think that would definitely enhance the esthetic aspect of the

bridge. The restoration of the original pier lights below the Capitol Blvd. bridge provides an excellent example of how lighting

below the bridge enhances the structure.

106 I love the rail lighting on the bridge.

CS# QUESTION #2)What are your thoughts about ITDs plans to improve Greenbelt connectivity to Broadway Avenue?

1 Adequate. Ensure lighting is improved.

2 With the number of people that use the Greenbelt for recreation and getting to and from BSU is paramount.

3 I really like what you have done with the connection of the bike path. It needs to go all the way to St. Lukes.

4 I look forward to improved connectivity compared to existing access on BSU side.

5 Nicely done. Simple, elegant curving line through rail and concrete. I love the open view to the river.

    6 Good improvements.

7 A great improvement! I wish stairs could be incorporated into southwest (BSU) corner.

8 The improved connectivity is well received.

9 Why no ramp on the north side of the river or is that the one on the northwest corner? If so, all the intersections need to be 90

degrees, dont they? You force the cycling traffic to turn their heads to look for westbound pedestrians and cyclists. Tough to

    do.

10 Good lots of good lighting under the bridge wide with room for pedestrians and cyclists.

    11

    12 Excellent!

13 It appears to be a great improvement over current connectivity options.

14 I like the steps up to Broadway and the ramps for tubers to use.

15 The connections appear to meet needs of all users. Signage may be required at certain areas such as from the Ram toGreenbelt due to volumes of bikes/peds moving from all directions.

16 I like it great connectivity.

    17 Ok.

18 Dont stop floaters during summer. Try to do construction earlier in season or later in fall or create an adequate portage plan.

    19 Additional connectivity is wonderful.

20 Like it! Even though BSU doesnt get stairs, the pathway seems reasonable.

    21 Good.

    CS# QUESTION #2)

What are your thoughts about ITDs plans to improve Greenbelt connectivity to Broadway Avenue?

22 Proposed Greenbelt connectivity is much improved. Something not in the renderings is a curb cut so bicyclists can enter the

bike lane and not ride on the sidewalk.23 Plans to improve connectivity to Broadway look good and is definitely needed.

    24

    25 Positive.

    26 Nice!

27 Great plan, I like all of it.

28 These look good. Good to remove man-made shortcuts. Bikes should not have to dismount this will help.

29 Im just glad that was considered.

30 Curb cuts to get bikes from the greenbelt to the bike lanes make sense. I hope the bridge bike lanes are connected to bike lanes

on Broadway north and south of the bridge!

31 Bicyclists and cars dont mix, and the arrogance of cyclists will only result in more cyclists fatalities. Cyclists want bike lanes, but

    they ridge on bike lines.

32 Go the fast route, close Broadway and get it done.

33 I appreciate the need to do that and I expect youll do it well enough to satisfy most of us.

34 All Greenbelt designs seem to be well throughout and functional.

35 I like that you will be able to get on the bridge from all four corners of the Greenbelt.

36 They are needed! The ramps look long for bikes, but understand there is a grade requirement for other access groups.

37 I like the improvements being able to go under the bridge on sides is valuable.

38 Good. Access in front of Christ Church needs to be looked at in terms of elevation and height of path areas. On SE Greenbelt

connectivity great idea about input on the take out raft or tube on Boise River.

39 Grades and stairs ADA is addressed good work

40 I have lived in Boise for 4 years and I have seen the Greenbelt increase in popularity. To have increased connectivity from

Broadway to the Greenbelt is of paramount importance.

41 I enjoy this part a lot. Currently it takes a lot of effort to get onto Broadway Ave.

42 The plan appears to make access for bikes and pedestrians safer and easier, especially on the northeast side.

43 Much needed as the use has increased greatly over the years. Design highlighted the safety issues!

    44 Good improvements.

    CS# QUESTION #2)

What are your thoughts about ITDs plans to improve Greenbelt connectivity to Broadway Avenue?

45 More the merrier. Steps, ramps and bike access seem good.

    46 Okay.47 Great.

    48 Perfect!

49 It is awesome. We wont have to be billygoats climbing up and down the slopes (especially bad in the rain).

    50

51 It will be a great improvement especially near the RAM side of the bridge.

52 Improved connectivity will be a boon to pedestrians and cyclists. It will improve north/south alternative transportation options.

    53 Good.

    54

55 I want to see the connection made in such a way that shortcuts which tear up the grass and make new paths are not likely.56 I like it.

    57 Good idea.

58 They look good, much improved.

    59 Good.

60 It would be better to have ramps that curve into bike path. By the Railroad Bridge across from the library is a good example.

The problem with the sharp T is that it is a very t ight turn for cyclists. The northwest intersection is bad, currently because turn

going south off Broadway to east on the bike path is tight.

61 I like that the Greenbelt elevation will be increased. This area floods whenever the dam releases are high.

    62

    63 A great idea.

64 I found that plans describing need to convert small portions of greenbelt to non-recreational use to be a bit confusing until I

    requested clarification.

    65 Great.

    66 Good!

67 I especially like the changes around BSU to separate foot and bike traffic. There is a lot of bike traffic around BSU that needs to

    be accommodated.

    68 Good.

    CS# QUESTION #2)

What are your thoughts about ITDs plans to improve Greenbelt connectivity to Broadway Avenue?

69 Great! Looks well thought out with easy access and a great way to cross Broadway.

70 That is a great plan. People will howl for awhile (probably until its finished) but in the long run itll be worth it.71 This will make getting to University easier also liked the stairs near Ram. Just not a blind corner.

    72 Great.

73 Excellent! Connectivity is difficult now.

    74

75 With improved dedicated bike lanes it is critical to improve connectivity to/from the Greenbelt.

    76 Good idea.

    77 Good.

78 Always a good idea. Will the rest of Broadway accommodate bike lanes? This would futher improve connectivity. If not, cyclists

will use both sides of the bridge to ride in both directions. (possibly).

    79 Good plans.

80 I use the Greenbelt a lot and this will definitely improve the connectivity to Broadway Avenue. I have felt uncomfortable riding

my bike across the bridge and, quite frankly, havent felt much better about walking.

81 Like them. Its barely adequate now.

    82 Great accessibility.

83 Visibility of the river under the bridge is a plus.

    84 Great.

    85 Looks very nice.

86 It looks well thought through and will create an amenity.

    87 Great.

    88

89 Do it in a way that bicyclists are directed onto the bridge in the direction of automobile traffic.

90 Its needed like the design.

91 Could be dangerous for cycling merging from greenbelt onto Broadway. Suggestions: Signs on Broadway warning/alerting

driver of merging Greenbelt traffic might help. Also, perhaps a stop sign for cyclists at junction of greenbelt with Broadway.

92 Great, bummer that floaters will be impacted though.

93 This is a definite improvement.

    CS# QUESTION #2)

What are your thoughts about ITDs plans to improve Greenbelt connectivity to Broadway Avenue?

    94 Looks good.

95 As a daily Greenbelt commuter, I enjoy the focus on this well-needed improvement. I also enjoy the departmentsunderstanding of how important this bridge is to the ever-expanding student population of Boise State.

96 Great idea! The lack of good bike access to the Greenbelt currently on the NE and SW sides is frustrating. (I bike to work from

East End to BSU via the Broadway Bridge daily)

    97 No issues.

98 Please check traffic from pedestrians and bicycles at maximum i.e. game days 1 hour before kickoff. Maybe add a bus stop past

    bridge somewhere south of bridge.

    99 Excellent.

100 Im very happy about this. The existing access leaves a lot to be desired. Im hopeful that access will improve use of both the

    Greenbelt and Broadway Bridge.

    101

    102

    103

104 The land exchange for the Greenbelt in Garden City is a good idea.

How does West Park Center bridge connect to the Greenbelt? How will cyclists safely cross the bridge and get on the

    Greenbelt?

    105

106 On the slide for Station 3 (Greenbelt Connectivity Northeast), the stairs from the bridge meet the greenbelt directly where the

greenbelt exists from the tunnel that goes under the bridge. I wonder if those stairs could be realigned to merge with the

greenbelt a bit further away from the tunnel so as to avoid a blind intersection for pedestrians and cyclists?107

CS# QUESTION #3)What are your thoughts about the proposed roadway improvements?

1 The initial concepts appear to address the significant pedestrian and bike issues.

2 Definitely needed especially w/the growth of Boise and the BSU campus.

3 It is an exciting project, saving the $3.5 milion and doing it in 9 months is great.

    Please add Broncos!!

4 It would be nicer if there was a separation between bike lanes and traffic lanes.

5 Roadway improvements look good. Seems that it will accommodate bike, traffic, and pedestrians all very well.

    6

7 Very nice. Bike lanes and wide sidewalks will feel much safer.

8 Bike lanes are too exposed to vehicles. Reduce travel lanes to 11 each. Include a 3wide painted buffer between the bike lane

ad travel lane. A reasonable compromise would be 116 travel lanes and 18 painted buffer.

w/o bike buffering, people will ride on sidewalk. This is not desired and dangerous. Ped/bike collisions are common on

    Greenbelt.

9 Anything is better than what is in place now!

10 Good like the bulb outs (belvederes). like the bike lanes.

11 Auto lanes on bridge would not be wider than on approaches. 12 lanes are unnecessary on bridge, would encourage

    speeding.

12 Ive noticed that traffic backs up on Myrtle to the Discovery Center parking lot entrance regularly when major events(concerts, sporting) take place at Boise State. I support the added lanes in both directions for motorists and bikes/walkers.

    13

14 These lanes each way will encourage drivers to move faster across the bridge if they are wider than the lanes feeding into

them, so it would be better to leave the width the same and not encourage drivers to speed up on the bridge.

15 Bike lanes and wide sidewalks are great. Travel lanes should be reduced to 11. 12 lanes are excessive in an urban area.

    16 Very much needed

    17 OK

    CS# QUESTION #3)

What are your thoughts about the proposed roadway improvements?

bottleneck for both vehicle and pedestrian traffic. I have seen several close calls where people were nearly hit by vehicles. The

wider newer bridge will improve safety during times of peak usage.41 Really good. I like the idea of wider bridge. Concerned about proper lighting for safety and night and pedestrian.

    42

43 Of course, much needed and the widening will be greatly accepted!

44 Im confused on why Broadway is being improved between Front & Myrtle. That has been improved in the past 10 years. Why

    the need?

45 Seems necessary. Maybe if a downtown circulator to the airport becomes a reality the extra space would be good.

    46 Okay

47 Needed! Seem well thought out.

Should take care of bottleneck where people want to turn left at Whole Foods.

    48 Great- well engineered!

    49 They seem very sound.

    50

51 I think it is a good idea. The old bridge is in rough shape and needs replacement. It is good that it will be replaced before it

    breaks!

    52 Should improve traffic flow.

    53 Good

    54

55 I take the roadway improvements for granted and want to ensure that bicycles and pedestrians can use the bridge fully.

    56 I like it.

57 The roadway improvements are way overdue.

58 Good, needed. I avoid walking across the bridge now, too close to traffic and really bad when pavement/roadway is wet.

    59 None

60 The no merge right lane off Myrtle onto Broadway is dangerous for pedestrians. Upon completion of construction the merge

    lane should be eliminated.

    61

    62 Certainly needed!

What are your thoughts about the proposed roadway improvements?

    63

64 Seem fine. I do wonder about an additional traffic control device at the University entrance by Christ Chapel. Auto andpedestrian congestion after a football game can be fierce!

    65

66 Again, three lanes in each direction are too busy. Take a step back and look at the vision for Boises gateway-it is a pleasant

two lane street from I-84 to the bridge-no need to widen (except for the pedestrian and bicycle lane). Please consider this-it

shouldnt be about moving cars-look at Front St or Myrtle Street-impersonal and dead because of too many lanes.

67 More capacity will be great! I hope the plan is to accommodate future increases in traffic flow.

    68 Good.

69 Road between Myrtle and Front is soooo bad my skid plate came off my SUV

    70 Long past due.

71 3 lanes across the bridge will move traffic nicely. Also the belvederes will be a nice touch for visitors

    72 Wonderful!

73 I would like to see buffered bike lanes. Not to add them to a new construction project is not forward thinking.

    74

    75 The plan seems reasonable.

    76 Much needed.

    77 Good.

78 With the increased lanes on the University side, it may/will be more difficult to get pedestrians across the street at crosswalks.

I expect an increase in time between light changes and subsequent increases in the walk signal count.

    79 They are necessary.

80 I think they are great!

    81 Glad to see it.

    82 See #1.

83 Close the entire bridge and complete the project in 1 yr and not 2 yrs.

    84 Good.

    85 Looks good.

86 Good overall; are 12-foot lanes necessary? Probably too late for consideration but wouldnt 11-foot lanes be cheaper and

    serve the same vehicles?

87 The extra lane is really needed.88

    89

    90

91 These will improve traffic flow; however, this might cause a tendency for higher auto/truck speeds. Suggestion: A flashing light

in both directions activated by excess speed of vehicles approaching the greenbelt junctions.

92 Like the wider streets, 3 lanes and wider sidewalks.

93 Additional lanes, a new bridge and new roadway are needed.

94 A bit of concern regarding SB bike traffic as it passes Myrtle with cars doing right turns onto Broadway.

95 I enjoy the simpler design. It fits the set architectural standards of other crossings. I believe the department needs to know

how important the ease of access and safety of pedestrians is for the design.

96 New/fresh pavement will be nice, along with the wide bike lanes.

97 Concerned about no center divider other than painted lines.

98 Great idea long past due. It can be dangerous often if you watch bike & pedestrian traffic for a few weekdays.

Nice design-keep all lighting energy efficient. Look into solar roadway or walkways to generate electricity to remain energy

    neutral over time.

    99 Excellent

100 I dont consider the widening of Broadway necessary. Additional road lanes will leap to increased demand. Solutions for

addressing congestion should focus on alternative transportation.

101 You should incorporate a guard rail on the Broadway bridge to prevent bikers from climbing the ramp up to the sidewalk fromgoing straight onto the driving surface. (roadway)

    102

    103

    104

    105

What are your thoughts about ITDs construction plans?

1 Non-staged-shorter window of disturbance for local businesses.

    2 Fine

    3

4 Full closer fine with me. Hope there is still funding.

5 Seems very reasonable for a project of this scale.

    6

7 Go for the 9-month plan! Lets get it done fast and save some money.

8 Close bridge and expedite construction is a good thing. Consider a temporary ped crossing light at Caesar Chavez to provide

    more direct greenbelt access.

9 Nine months! Close it and get it done on schedule and no one will ever remember what happened.

10 See notes on #1-turn lemons into lemonade with plenty of public engagement before, during, and after. Create incentive

for early completion. Invite the public to contribute to creative ways to encourage early completion

    11

12 I favor the full closure for 9 months.

13 The shorter, full-closure option seems wise.

14 Im glad you chose the 9-month closure and I live in a place where I use this bridge several times a week.

15 Full closure makes financial sense and minimizes overall business impacts.16 Sound plan-prefer 9 months over 18 months.

17 Concerned about statement at Station 4: In the summer there will be several days when river floaters will not be allowed to

pass under the bridge due to overhead work

There will need to be a well-planned and communicated closure time and I certainly hope it wont be during the main floating

season! If its before June or after Labor Day and on a few weekdays it should be OK but doing it any time during the 4thof

July-Labor Day time frame would have a significant business financial and community perception cost. If this must be done

during floating season, where will the takeout, portage trail and put in be placed?

What are your thoughts about ITDs construction plans?

    18

19 Full closure will be tough, but will shorten construction time.20 I support the full closure for 9 months. So long as it progresses on schedule.

21 There may be a better bike detour on the SE. I havent ridden there in a while, but seem to recall a more direct way back to

the greenbelt than indicated on your map.

22 Would prefer a complete closure and shorter construction timeline.

23 I am in favor of the full closure of Broadway to support the 9 month timeframe.

    24

    25 Pristine.

    26

27 Completely closing traffic to cut the construction time in half is a good idea; I can also support all other construction plans.

28 Was worried about detour due to full closer, but see that Park Center Bridge will work for us with little inconvenience. Live in

    Fallbrook.

    29

    30 Faster + cheaper = better!

    31 Long overdue.

32 Be sure night lighting during construction is adequate. Be sure greenbelt users have a safe path (4 lit) during construction.

    33 About right I guess.

34 The Chambers Ambassador and Small Business Committee look forward to working with ITD on explaining construction

activities to businesses along Broadway and side streets.

35 Im ok with the bridge closing to get the project completed soon.

    36

    37 Seem reasonable.

38 No comment. Figure your engineers know how to deal with the implementation.

39 I really like the design with the lookouts on the river.

40 I appreciate the plan to shut down Broadway from start to finish. It is best for all Boise residents to endure the hardship of

the construction for a shorter period of time, than to endure a partial shutdown for a longer period of time.

41 Big proponent of closing for 9 months vs. 18 months. Get it done and over with.

    CS# QUESTION #4)

What are your thoughts about ITDs construction plans?

    66 Ok.

67 I much prefer closing the old bridge completely and getting the work done in a shorter time. Im not sure about the boatramp on the one side. I understand the need and use by rescue personnel, but would need to see more specific details about

how it will affect the river.

    68

    69 Cant begin soon enough.

70 I like the idea of closing the street/bridge and getting the task done without taking two seasons. It may disrupt some

businesses but in the long run will (I feel) be a much better solution.

71 Not crazy about closing the bridge. Would rather see partial close. Need easier access to east side of University and to

business and shops between Myrtle and Belmont.

72 Please complete it in the one year rather than two.

73 Construction will be difficult for traffic but the new bridge will be worth it. And I think its smart to close the bridge and

    complete construction in 9 months.

74 Good idea to complete in 1 year, not 2.

75 Closing the short segment of Broadway to allow a shorter construction time and to reduce costs makes sense. Alternative

routes for auto, bike, and pedestrian use are reasonable.

    76

    77 Start construction sooner.

78 The early plans are very attractive.

    79

80 It looks like ITD is doing everything it can to shorten the time line as much as possible.81 Good idea-hope you hit your construction window and build in incentives for the contractor.

    82

83 1 year: ideal. Bike/pedestrian: good. Enhance communication conduits across bridge. ideal for better growth downtown.

What are your thoughts about ITDs construction plans?

    88

8990 The 9 month plan (vs. 18 months) is a good idea. Its better to finish as quickly as possible and save money. Traffic would be

    bad either way.

91 Good idea to close vehicle traffic in both directions to cut construction time. Will the detour for vehicles handle the rush

    hour traffic load?

    92

93 Closing Broadway will create traffic problems; however reducing the construction time (in half) is worth it/ Careful

monitoring will need to occur during morning and evening commute times.

94 Do what is reasonable to keep GB open as long as reasonable

95 It is a pretty fast project (9 months). As much as this will affect traffic patterns, it will benefit the area in the long run.

96 Although fully closing the bridge is a pain, cutting the construction time in half is worth it (and Parkcenter Bridge isnt that far

    away).

97 None, look forward to driving over the new bridge in 2016.

98 It needs to be done, the bridge is as old as I am!

99 Aggressive and will take detailed calendar.

100 The proposed scheduling and necessary road closures seem appropriate. I think its prudent to implement a full closure to

    accelerate construction.

    101

102 We live in the east end and are happy to put up with the temporary inconvenience when the road is closed in order to see

this project completed swiftly and within a reasonable budget. ITD, once again, demonstrates it is a well-managed,professional entity.

7 Please keep the Greenbelt open as long as possible.

    8

9 Keep the public informed and involved. Well done, so far.

10 Do we really need 12 lanes on the bridge? They are 11 before and after. Wider lanes may invite speeding. Add the extra

    CS# QUESTION #5)

Are there issues that ITD should consider during construction?

22 Consult bike/ped groups about a well-thought out detour of greenbelt and well signed-public education.

    23

2425 Plan for daylighting Cottonwood Creek in JD Park.

26 Parkcenter and Beacon crossing to North Greenbelt. Gravel parking lot could be improved to reduce bike tire punctures.

27 Keep bridge debris out of river.

28 Glad to hear plans to mitigate potential construction damage to Christ Chapel.

29 Boise State Football games and parking, especially in the neighborhoods.

30 A curb separating the bike lanes from traffic would keep everybody safe.

    31 Cost.

32 Fast, fast, get it done!

33 Beauty, elegance, design with the river in mind, minimize the powerful look of the bridge (make it seem less than it has to

be), enhance fish, birds, and small mammals passage, less concrete, more vegetation. Remember that the reason for the

bridge is to cross the river-let us know that? Name it for one thing; let motorists see the beauty of the river through the

railing, dont block the river out.

34 The Chamber looks forward to working with ITD on special weekend and weekday promotions to benefit the business

community along Broadway and side streets.

    35

36 Lighting-minimize light pollution, while keeping lanes, bike lanes, and sidewalks well lit.

37 Least amount of time the bridge is closed the better. Timing of Dec to Aug seems good.

38 Making public very aware of what is going on!

39 I realize there will be some who dont like the inconvenience and will take issues-the 9 month construct period is GREAT.40 Keep the public informed Radio/TV of the detour routes during construction.

41 Concerns for business and the construction impacts.

    42

43 (1) Detour routes (2) Lots of promotion on the benefits vs. delay! (3) Protect the environment!

    44

    45

46 New and move. I strongly suggest that for all the bicycle detours and on Walnut and Warm Springs (alternate detour routes)

    CS# QUESTION #5)

Are there issues that ITD should consider during construction?

that you negotiate for and establish bicycle lanes. And further that bicyclists try all detours out one month at least before

closure of bridge area to check for safety.

47 I know you will make sure detour routes are well marked and clear and posted all along the routes. Get The Statesman andTV stations involved to show stages progress, timeline, etc.

    48 Traffic control-etc.

49 Be sure to have clearly marked detour routes. Mention that businesses will be open for the duration. Possibly encourage the

construction workers to frequent some of the local businesses.

50 Incentives to shorten construction. Night work consideration.

    51 You all have!

52 Design issue: orientation of piers to flow. The West Parkcenter and Glenwood Bridges are not friendly to floaters. Please

consider the safety of floaters and boaters. The emergency access ramp is awkward-looking into the conceptual drawings. It

probably can be less intrusive than it appears in the drawing.

53 Please have bicyclists take the detours before bridge area closure. Many of the current sidewalks planned for use are simply

too narrow for more than one bike or one pedestrian going either way. I am for you building a new bridge. It is of overall

benefit. For both my travelling by adult trike or by automobile to and from our home in East Boise the detours especially by

adult trike will be inconvenient and take much more time. But mainly I will feel much less safe along your detours on my adult

trike. I hope you will give the detours by bike and trike your safety consideration.

    54

55 Distribute materials so detours are known especially for out-of-town people.

56 Hours of construction? Notice of construction? Pile driving for 8 hours straight?

57 Traffic flow with BSU in full session and football games.

    5859 None at this time.

    60

61 The bike lane diversion on the south side is not ideal for pedestrians. The north side diversion is good.

    62

    63

    64

65 Consider keeping the greenbelt (under the bridge) open as long and as soon as possible.

    CS# QUESTION #5)

Are there issues that ITD should consider during construction?

    66 Ok.

67 (1) Do the construction that is the most sensitive to environmental concerns. (2) Get it done as quickly as possible, after

taking #1 (above) into consideration.68 Full closure will create traffic problems. Better to not close to traffic in winter when less people will bike and there will be

more weather problems for detoured traffic-rain, snow, ice.

69 Make the greenbelt detours with both pedestrians and bikes in mind.

70 Will it be earthquake proof?

71 Putting the temporary greenbelt detour on Belmont seems extremely dangerous. Lots of traffic exiting Starbucks. I see near

    accidents there all the time.

    72

    73 Buffered bike lanes.

    74

75 Environmental concerns are my most serious. Care has to be taken to do no damage to the river, river banks, riparian zones,

    and wildlife.

    76

    77 None.

78 The greenbelt closure detours seem to make sense but if these are done at certain times of year they may increase danger to

winter cyclists- are the motorists prepared/ready to drive safely as well.

    79 Time.

80 None that come to mind right now. Im sure ITD is attempting to think of all possible contingencies.

    81

82 Please stay on schedule with construction. Traffic is going to be a nightmare. If the project allows, please consider workingsome overnight hours as well.

    83

    84

    85 No.

86 Any mitigation to help flow of traffic on detours will increase public acceptance.

87 Signage about lane closures and detours. (i.e.) Construction around SE Boise did not have adequate signage and equipment

was parked all over the place instead of being consolidated this summer.

    CS# QUESTION #5)

Are there issues that ITD should consider during construction?

    88

    89

90 On days when floaters cannot pass under the bridge, how will they get out before going under? How will it be enforced?91 Noise inside local businesses and residences should be minimized, especially before 8 am and after 6 pm. Negative effects on

    business volume (RAM and others).

    92

93 Monitor detour routes, adjust stop lights, good signage for people from out of town.

    94

95 Making the public aware of dates ASAP. Ive experienced many delays without warning as a commuter. Also provide the

    public with detour information.

    96

97 Keep construction to 9 months.

    98 Routing traffic effectively.

    99

100 Appropriate bicycle detours. EPA compliance and beyond-mitigating construction impacts. Green building practices.

Local/state contractors for construction. Re-use of materials following demolition.

    101

    102

103 My comment is regarding the detour planned for west ParkCenter Bridge. As part of the detour plans, the ParkCenter bridge

should be restriped and converted into the 3 lanes in each direction as it was designed to hold at a future date. This detour

would be the future date to carry the additional traffic in time of need. This could be a mitigation piece to help ACHD accept

the additional traffic through the area.104 Closing the river to floaters is a bad idea because it will be very hard to inform people and enforce it. There is not a good

place for floaters to exit the river upstream of the construction area, to get around the construction and reenter the river. A

better idea would be to do that work 1) outside of common floating season, 2) between 9 pm and 12 noon and 3) have pilot

boats lead floaters though every 30-60 minutes from dawn to dark (or a bit beyond) when overhead work is necessary. That

way youll put some flaggers to work too. If that wont work, youll have to arrange a shuttle bus to get everyone around the

construction site. Spend some of the $3.5 million youre saving by closing the bridge.

Of course youll have the construction area netted of to prevent debris of any sort form entering the river. Right?

    105

    106

107 Ada County's raft, tube, kayak, and shuttle contract concession in Barber Park provides the majority of our Department'sannual revenue during the Boise River float season each summer. We have serious concerns regarding the statement in the

"Construction" portion of the online presentation that indicates, "In the summer, there will be several days when river

floaters will not be allowed to pass under the bridge due to overhead work."

We have also heard from our partners with Boise City Parks & Recreation that there has been some discussion about a

potential 2 month closure for river floaters.

We would like more information regarding the proposed closure of the river for floaters. Please clarify.

While a summer closure may allow for the project to be completed prior to BSU football season, it is certainly not acceptable

for our Boise River float season.

1 Good work on the design so far!

2 The addition of Broncos to the bridge also make the bridge not just a bridge but a distinct part of what makes Boise a unique

place to live. BSU contributes so much to our community it would be appropriate to recognize their contribution in this subtle

way. P.S. I am a Vandal but very proud of living in Boise and participating in what BSU offers to our community.

    3

4 Please dont remove the Christ Church.

5 This is an important civic project that will be in place for a long time to come. Thank you for your serious engagement of the

    public in the process.

6 Didnt know the construction timing decision (9 mos vs. 18 mos) had already been made. I will let the EENA know.7 It would be great to construct new landscaped medians with trees immediately south of the new bridge. These medians are a

the glowing design thank you for excellent design for pedestrians and cyclists. Construct 11 travel lanes rather than 12.

    16

17 Consistent with Boise Citys Boise River Recreation Plan, the center span of the bridge on both the upstream and downstream

sides needs to be signed Broadway Ave for better understanding. The signs above the Greenbelt path are not always visible

    CS# ONLINE Q&A SESSION

108 When will construction start? The Idaho Transportation Department anticipates construction will begin in late 2015.

Will the new bridge include any local art on it?

At this time public art has not been included in the preliminary design.

Will the bridge be under construction at the same time as the Broadway Interchange?

ITD anticipates that the new I-84 Broadway Interchange will be open before construction begins on the Broadway Bridge.

109 How many lanes will be across the bridge?

The preliminary design is for six total lanes, three in each direction.

How wide will the sidewalks be?The sidewalks on the bridge will be 10 feet wide. They will expand to 18 feet in three locations.

Are there going to be piers in the river? If so, how many?

Yes, there will be three piers in the river.

110 Im using the Greenbelt every day to cycle to and from work. What changes should I expect to see when the bridge is being

    built?

ITD is still in the process of developing construction plans. I will have a better answer for you closer to construction. What I can

tell you is ITDs goal is to have minimal interruption to Greenbelt users.

Will cyclists still be able to go under the bridge?

There will be a period of time during construction where the Greenbelt under the bridge will be closed. ITD will clearlydesignate an alternate route for cyclists during this time.

Will lighting be added in the tunnel under the bridge? This is really needed and I think would help with safety.

Yes, ITD will be installing lighting under the bridge along the Greenbelt.

I like the railing lighting on the road, but will this give out enough light? Are you also planning to add street lamps on the

    bridge?

The light in the railing is targeted to pedestrians. ITD does anticipate that additional street lamps will be added. We are

working closely with the City of Boise regarding the design and placement of the street lamps.

    CS# ONLINE Q&A SESSION

111 Ive just looked through the design plans at the online meeting and it looks great. How much will the bridge actually differ

from what is shown in these slides?

ITD is in the preliminary design for this project. At this time ITD does not anticipate the design presented will change

significantly, but it is still early in the process.

112 Is there an audio component to this webinar? Ive been connected via phone since it started but there is no slide

    progression and no audio.

ITD is in the process of further developing the online meeting process. The audio component is not available at this time. Feel

free to type your question and I will send you a response.

What is the proposed duration of closure for the Boise River to floaters during construction?

ITD is in the process of developing construction plans. I will have a better answer to this question closer to construction. ITDs

goal is to have as minimal interruption to floaters as possible. I anticipate there will only be a handful of days when floaters

will be impacted. It is just too early to give a more detailed answer to this question.

113 Will construction coincide with the BSU football season?

ITD anticipates construction to begin after the last football game of 2015 and to have the bridge back open by the first football

    game in 2016.

Will there be any impacts to the little white church over by the university?

There will be no impacts to the church. ITD has taken several steps to avoid any impacts to the church.

Will you have to tear the church down?

The church will not be torn down.

Could you make Capitol Boulevard into a two-way street during construction and make this a detour route also?

Capitol Boulevard could be used as an alternate route; however the signed route will be Beacon through Park Center to Front

    Street.
