Fall 2014 Summary

Introduction

he Idaho Transportation Department (ITD) is replacing the existing bridge over the Boise River

on Broadway Avenue (U.S. 20/26) and rebuilding the roadway between University Drive and

Front Street.

The Broadway Bridge is over 50 years old and is showing signs of wear. The bridge is too narrow

for the high volume of cars, pedestrians and bicyclists that travel over the structure, particularly

during community events. In addition, design and safety standards for bridges have become

much more stringent over the past 50 years since the current structure was built.

The project includes removing and rebuilding the Broadway Bridge, making roadway

improvements between University Drive and Front Street, and enhancing connectivity to the

Greenbelt.

Broadway Avenue is a gateway into Boise from Interstate 84 and one of Idahos busiest

corridors. On average, 24,500 cars travel across the bridge each day. The Broadway Bridge is

surrounded by a vibrant community with Boise State University on the south and downtownBoise on the north. Given the high amount of businesses, residents, commuters, bicyclists,

pedestrians and others who will be impacted by this project, ITD recognizes the importance of

keeping the community involved and informed throughout design and construction

Open House & Online Public Meeting Summary

All materials from the open house were available on ITDs website in an online public meeting

from Oct. 2 through Oct. 17. Live online Q&A sessions with the project manager were held on

Tues., Oct 7 and Wed., Oct. 15 from noon to 1 p.m. and 6 to 7 p.m.

In all, 215 people attended the public open house. From the open house and online meeting,

107 comments were submitted. A verbatim transcription of all comments is available in the

appendix of this document.

Summary of comments

The purpose of the fall 2014 open house and online public meeting was to give the community

an opportunity to comment on preliminary design and construction plans for the Broadway

Bridge Replacement Project.

On the comment sheet that was provided, ITD asked participants to respond to five questions.

Below is a summary of the most commonly heard responses for each question.

1)

What are your thoughts (likes/dislikes) about the preliminary design of the new bridge?

The majority of participants were very supportive and positive about the preliminary

design plans. Frequently heard comments were:

o The existing bridge needs to be replaced, and the design plans meet the needs of

all users (vehicles, bicyclists and pedestrians).

o The improved pedestrian and bicycle facilities will be a great and much needed

improvement.o The design of the new bridge is attractive, modern, clean and functional.

o The new bridge will serve as a gateway into downtown and the design suits this

well.

The common elements that participants liked are the:

o

Width and design of sidewalks and bicycle lanes.

o Belvederes that provide a view of the river.

o Artistic design of the railing with integrated night lighting.

o Open view of the river (from both the deck of the bridge and underneath the

bridge)

o Consider adding stairs at the southwest (BSU) quadrant.

o Improving the Greenbelt at Broadway is greatly needed, given the high number

of pedestrians and cyclists that travel over, under and on and off the bridge.

A few participants commented that the Greenbelt plans could be improved upon by:

o Adding signage where ramps connect with pathway and roadway to help

bicyclists merge safely and smoothly.

o Designing roadway connections so cyclists are directed onto the bridge in the

direction of automobile traffic.

o Including curb cuts on the deck of the bridge so bicyclists can enter the bike lane

without having to ride on the sidewalk.

o Ensuring there are no blind spots in the areas where stairs and ramps converge

with the pathway or sidewalk.

3) What are your thoughts about the proposed roadway improvements?

The majority of participants were supportive of the proposed roadway improvements.

Frequently heard comments were:o Widening the roadway and sidewalks and adding bike lanes are much needed

improvements that are long overdue.

o

The planned improvements will accommodate bikes, traffic and pedestrians all

very well.

o Adding additional lanes will improve traffic flow and help relieve congestion,

particularly the bottleneck over the bridge during rush hour and university

events.

Suggestions to take into consideration include:

o Make the traffic lanes 11 feet wide instead of 12 feet wide

o ITDs construction plans and detour routes seem to be well thought out and are

appropriate for the scope of this project.

A few participants commented that they would prefer a partial closure of the bridgeduring construction.

Are there issues that ITD should consider during construction?

Participants commented that ITD should consider the following issues during

construction:

o Keep the public informed and involved before and throughout construction with

early and continuous outreach.

o Clearly mark all detour routes with signage so traffic is rerouted smoothly and

effectively.

o Ensure that construction is sensitive to the environment, including the river,

riparian areas, wildlife and nearby cultural resources (i.e., Christ Chapel, Julia

Davis Park).

o

Make efforts to reduce impacts to nearby businesses as much as possible.o Carefully consider how and when construction will impact the safety of river

floaters.

o

Make sure that Greenbelt detours are appropriate and safe for both pedestrians

and bicyclists.

o Consider how to manage high-volume traffic during events at BSU and the

Morrison Center.

Preparation and notification

Preparation for the open house and online public meeting began several months in advance.

The public involvement team prepared a detailed meeting plan that outlined the purpose,

event logistics, comment sheet questions and display board content. Boise residents and other

project stakeholders were notified about the meetings in several ways:

Postcard:Approximately 30,000 residents, property owners, agencies, business owners,

elected officials and community leaders received a postcard notifying them of the public

open house, online public meeting and the live question-and-answer sessions.

Newspaper display ads: Advertisements for the open house ran in the Idaho Statesman on

Sunday, Sept. 28, in the Idaho Business-Review and Boise Weekly during the week of Sept.

22, and in the BSU Arbiter on Monday, Sept. 29 and Thursday, Oct. 2.

Email invitation: Everyone who participated or expressed interest in the project

(stakeholder database of nearly 300 people) received an email invitation to the open house

preview that was held on Sept. 30. A save the date email was sent out on Sept. 17 and

five days in advance of the open house, a more detailed invitation was distributed that

included an electronic version of the postcard.

Radio ads: Advertisements were placed to run KBSX 91.5 (NPR station) several days leading

up to the open house. Ten advertisements ran each day (five in the morning and five in the

evening). Radio ads were also placed to run on BSUs student radio station for two weeks

leading up to the open house.

Website: A web slider was posted on ITDs homepage, as well as buttons that link to theonline public meeting webpage. An electronic version of the postcard was posted to the

Broadway Bridge project page.

Open house format

The open house was held over three consecutive days: the first day was for those who have

been involved with the project to date; the second day was for the general public and the third

day was for BSU students, faculty and staff.

Large visual display boards were used to present information about the project. During each

day of the open house, the same information was presented in the same format. Attendees

were welcome to come and leave at any time, as the public meeting was open house format.

RBCI, ITD staff and URS/consultant staff greeted attendees at the door, asked them to sign in,

provided them with a meeting guide and comment sheet and encouraged them to view the

display board stations that were set up around the room. ITDs project update video and design

fly through video played on televisions in a continuous loop during the open house.

ITD and URS consultant staff were available to talk with attendees and answer questions. All

participants were encouraged to complete a comment sheet, and tables and chairs were placedaround the room for those who wished to do so.

The display board stations include:

Station #1: Project Overview Described the planned improvements, explained why the

bridge needs to be replaced and provided the project process and schedule.

Station #2: Environmental Analysis Explained the purpose and need for the project and

the environmental analysis that ITD is completing.

Station #3: Preliminary Design Presented preliminary design plans for the new Broadway

Bridge and improvements to Broadway Avenue and the Greenbelt. Roll plots of the

Online public meeting format

ITD hosted an online public meeting for the Broadway Bridge Replacement Project from Oct. 2

through Oct. 17.

The online format allowed participants to learn about the project at their convenience and ask

questions at a time that fit their schedules. The online meeting was available continuously for

two weeks. ITD recorded 1,225 page views during the two weeks of the online public meeting.

The online meeting consisted of:

An introduction video The online meeting opened with Mark Campbell, ITDs Project

Manager, introducing himself, welcoming participants to the online meeting and giving a

brief overview of the Broadway Bridge Replacement Project.

Presentation slides The slides consisted of all of the display boards from the public open

house and included a voice-over introducing and explaining each slide. The presentationwas organized into five sections:

o Project overview

o Environmental analysis

o Preliminary design

o Construction

o Next steps

Online comment form Participants had the ability to submit comments at any point in the

presentation. A comment icon was located at the bottom of all of the slides, on the project

page and the online meeting page.

1 Improved pedestrian access will be a great and needed improvement. The bridge is one of the main links between the

city/downtown and BSU; it would be nice to have something to mark this fact as a gateway of sorts.

2 The Broadway Bridge is a historical location in Boise and attention needs to be given to the significance of this area. The

Bridge is a focal point for visitors coming into town and those that are participating or visiting BSU university. To have

Broncos on the bridge would be a wonderful addition to the remodel of the bridge.

3 I really like the width and design for bikes and walkways. I would really to see some support for Broncos on the bridge

similar to those at Washingtons Pullman Cougars at their entry bridge. It is after all the Bronco Bridge.

4 I like the open design with incorporated lighting. Are the girders orange? Seems like there also should be greater separation

between traffic/bike lanes and pedestrians. Wonder if people will feel safe.

5 I like the wide sidewalks, belvedere viewing areas to the water, and open girders underneath. The lit rail at night is beautiful. I

do feel it lacks a feeling of grand entrance or exit although I DONT feel horseheads are the answer to that. Aside from the

belvederes it feels more like a road, less like a bridge.

7 I like it. The design is simple and inoffensive. I wonder if it would be good to consider roadway lighting in addition to the

lighting incorporated into the railing. Would it be possible to incorporate some type of decorative end to the railing at the

four bridge corners, like the current horizontal piers that have 1956 stamped into them? It could be the date, or some type

of public art.8 Attractive design

Have a tailgate party on the old bridge at the last home game and then get to work that night. Have another party on the new

bridge the day before you open. Perfect time to promote the design AND generate good will.11

12 I really like the wide bike/pedestrian lanes and connecting to Greenbelt. Lighting and look out point are a nice touch.

13 The wide bike lanes and rail lighting will make it a much nicer bridge to ride across than the current one.

14 I like the clean, modern look of the bridge and the improved access to the bridge from the greenbelt and Julia Davis Park. I

also like the wider sidewalks and suggest they would be even wider (as could the bike lanes) if the vehicle lanes are resized to

11 wide instead of 12 wide. That might even allow room for a solid barrier between the traffic and bike lanes, which would

make it safer for cyclists. I would not like to see reference to BSUs Bronco symbol on the bridge. Theres plenty of BSU stuff

on the south side of the river.

15 The concept design presented today is beautiful and functional great combination. Please retain the colors proposed for the

bridge deck and girders.

The belvederes are a terrific idea highly contributory to a landmark bridge in an urban environment.

Please consider and study reducing the travel lanes from 12 to 11. The eleven foot cross section is more appropriate in the

urban setting. The space saved could be allocated to wider bike lanes.

bridge. The restoration of the original pier lights below the Capitol Blvd. bridge provides an excellent example of how lighting

1 Adequate. Ensure lighting is improved.

the additional traffic through the area.104 Closing the river to floaters is a bad idea because it will be very hard to inform people and enforce it. There is not a good

place for floaters to exit the river upstream of the construction area, to get around the construction and reenter the river. A

better idea would be to do that work 1) outside of common floating season, 2) between 9 pm and 12 noon and 3) have pilot

boats lead floaters though every 30-60 minutes from dawn to dark (or a bit beyond) when overhead work is necessary. That

way youll put some flaggers to work too. If that wont work, youll have to arrange a shuttle bus to get everyone around the

construction site. Spend some of the $3.5 million youre saving by closing the bridge.

navigate and the posters are very good as well. Please note your cyclists should be wearing helmets. ITD should promote

safe cycling. River floaters should wear lifejackets. People in cars should wear seatbelts, etc.

Idaho Rivers United remains concerned about stormwater management and strongly encourages ITD to work cooperatively

with Boise City and ACHD to make the Broadway Bridge project a showcase for green stormwater infrastructure. Pursue the

options that come as close as possible to natural drainage and infiltration, pursue the options that put the water to good use,

pursue the options that provide other benefits including habitat, aesthetics, shade and/or recreation and pursue the options

that help solve long-standing stormwater management challenges in that neighborhood.

108 When will construction start?The Idaho Transportation Department anticipates construction will begin in late 2015.

Will the new bridge include any local art on it?

At this time public art has not been included in the preliminary design.

Will the bridge be under construction at the same time as the Broadway Interchange?

ITD anticipates that the new I-84 Broadway Interchange will be open before construction begins on the Broadway Bridge.

109 How many lanes will be across the bridge?

The preliminary design is for six total lanes, three in each direction.

How wide will the sidewalks be?The sidewalks on the bridge will be 10 feet wide. They will expand to 18 feet in three locations.

Are there going to be piers in the river? If so, how many?

Yes, there will be three piers in the river.

110 Im using the Greenbelt every day to cycle to and from work. What changes should I expect to see when the bridge is being

built?

ITD is still in the process of developing construction plans. I will have a better answer for you closer to construction. What I can

tell you is ITDs goal is to have minimal interruption to Greenbelt users.

Will cyclists still be able to go under the bridge?

There will be a period of time during construction where the Greenbelt under the bridge will be closed. ITD will clearlydesignate an alternate route for cyclists during this time.

Will lighting be added in the tunnel under the bridge? This is really needed and I think would help with safety.

Yes, ITD will be installing lighting under the bridge along the Greenbelt.

I like the railing lighting on the road, but will this give out enough light? Are you also planning to add street lamps on the

bridge?

The light in the railing is targeted to pedestrians. ITD does anticipate that additional street lamps will be added. We are

working closely with the City of Boise regarding the design and placement of the street lamps.

from what is shown in these slides?

ITD is in the preliminary design for this project. At this time ITD does not anticipate the design presented will change

significantly, but it is still early in the process.

112 Is there an audio component to this webinar? Ive been connected via phone since it started but there is no slide

progression and no audio.

ITD is in the process of further developing the online meeting process. The audio component is not available at this time. Feel

What is the proposed duration of closure for the Boise River to floaters during construction?

ITD is in the process of developing construction plans. I will have a better answer to this question closer to construction. ITDs

goal is to have as minimal interruption to floaters as possible. I anticipate there will only be a handful of days when floaters

will be impacted. It is just too early to give a more detailed answer to this question.

113 Will construction coincide with the BSU football season?

ITD anticipates construction to begin after the last football game of 2015 and to have the bridge back open by the first football

game in 2016.

Will there be any impacts to the little white church over by the university?

There will be no impacts to the church. ITD has taken several steps to avoid any impacts to the church.

Will you have to tear the church down?

The church will not be torn down.

Could you make Capitol Boulevard into a two-way street during construction and make this a detour route also?

Capitol Boulevard could be used as an alternate route; however the signed route will be Beacon through Park Center to Front

Street.
