GREEN BUILDINGS POLICY FOR REZONINGS
Adopted by City Council on July 22, 2010Amended June 25, 2014, February 7, 2017 and May 2, 2018
(Applies to rezoning applications after May 1, 2018)
All rezonings must meet the following requirements of either:
A. Near Zero Emissions Buildings, orB. Low Emissions Green Buildings.
This policy is effective immediately, and shall be mandatory for all Rezoning Applications received on or after May 2, 2018, with exceptions permitted at the discretion of the Director of Planning. For rezoning Applications received prior to May 2, 2018 that have not yet been approved by Council, applicants may choose to meet this updated version of the Policy or the preceding version.
REQUIREMENTS
A. Near Zero Emissions Buildings(1) Near Zero Emissions Building Standard
Projects shall be designed to meet Passive House requirements and apply for certification, or to an alternate near zero emissions building standard, such as the International Living Future Institute’s Zero Energy Building Certification, as deemed suitable by the Director of Sustainability.
AND
(2) Energy System Sub-Metering and ReportingProjects shall meet the requirements for Energy System Sub-Metering and Reporting, as described in B.5 of this policy.
AND
(3) Low-Emitting MaterialsProjects shall be designed to minimize emissions from interior materials containing volatile organic compounds (VOCs) or added urea formaldehyde, as described in B.8 of this policy.

WHAT IS AN AREA PLAN?
Area plans are policy documents that provide guidance and direction on a variety of topics, including: land use, urban design, housing, transportation, parks and public spaces, cultural infrastructure, social planning, heritage features and community facilities.
WHY IS AN AREA PLAN IMPORTANT?
The City seeks to leverage the opportunity of the Broadway Subway by coordinating comprehensive planning for the Broadway area with the delivery of the rapid transit project. The Broadway Plan will provide for a coordinated review of land use, amenities, housing, services, transportation and infrastructure throughout the study area.
FIRST NATIONSThe Broadway Plan area is a significant area of land, and is central within the unceded traditional homelands of the Musqueam, Squamish and Tsleil-Waututh Nations.
WHO CREATES AN AREA PLAN?
Throughout the planning program, staff look to engage the broadest range of people in the Broadway study area, including those of different cultural backgrounds, ages, incomes, renters and owners, and businesses.
HOW LONG WILL IT TAKE TO DEVELOP THE PLAN?
The Broadway Plan is expected to be completed for Council’s consideration in late 2020.
HOW CAN I GET INVOLVED?Over the next 15 months there will be ongoing opportunities to share your thoughts.

Metro Core Jobs & Economy Land Use PlanThis plan addresses the predicted shortage of commercial employment zoned area in the Vancouver Metro Core.
One of the general conclusions of the study is that residential uses have consistently outbid commercial uses in the core commercial areas, thus increasing the land values to make commercial office development unaffordable.
Several areas throughout the City core have been identified as locations where densities could be increased to encourage commercial office development. The subject site is located in a sub-area identified as desirable to increase commercial density.
The project site is located in an area identified for increased job space.

This plan shows the continuing progress of the employment district planning by the City, which most recently has been the creation of the Mount Pleasant Quebec Innovation Corridor. A logical area to consider next - The Broadway Corridor adjacent to the Mount Pleasant Light Industrial Area.
