Broadcasting Licence Fee Quick Guide - submitting a return
Steps1. Log in to the BLF system
2. You will be directed to the home screen.
3. Once ‘Returns’ has been selected you will be on the Return overview page
4. Select ‘Access Return’ button for the licence return you want to work on.
5. The licence overview screen shows your progress through the return.
6. Licence Information tab
7. Select Profit and Loss tab
8. Select Balance Sheet – similar to Profit and Loss
9. Select Program Inventory Movement (PIM) (TV only)
10. Select Notes to PIM (TV only)
11. Return to overview screen and select ready for auditor. Receive an audit reference number.
12. Select Documents tab.
13. Upload documents in relevant section
14. Licence fee calculation tab
15. Calculate rebate (TV only)
16. Return to overview screen. Select ‘Submit to ACMA’ when ready to submit return.

Click on the arrow for the full message
Select ‘Returns’ to navigate to overview page
3. Once ‘Returns’ has been selected you will be on the Return overview page
4. Select ‘Access Return’ button for the return you want to work on.

Select a return year to view licences for
Your licence number, licence type, call sign, return status, return period and unlock requested will be displayed. Please take note of the return status and if any unlock requests are pending.
5. The licence overview screen shows your progress through the return.

An asterisk identifies which tab is missing mandatory information
The overview page will guide you through the process. Complete the tasks displayed to progress to the next stage in the return.

Answer the question by selecting the correct circle.
Please check that all licence information is correct

Add notes to specific line items by selecting show note.
Click on a total or subtotal line to see what line items are used for the calculation →

You can select the ‘Populate with Zeros’ button to have all fields filled with zero
You need to ensure the formula is correct before you can proceed.
10. Select Notes to PIM (TV only)

Provide an explanation if required
11. Return to overview screen and select ready for auditor. This will provide you with an audit number (displayed at top of screen).

If you want to change the figures on the profit & loss, balance sheet or PIM schedules select change numbers
A viewable B10 is available
12. Select Document tab.

Your system generated audit package is displayed. Click on the icon.
Your system generated statutory declaration is displayed. Click on the icon.
Note that documents can’t be removed once uploaded.
13. Upload documents in relevant section

Type a brief description. Select the document you want to upload. Select upload filesPlease ensure the uploaded documents have
passed the virus scan before proceeding
You can view uploaded documents ↑ by selecting ‘Download’
← Once all documents have been uploaded select refresh return

ACMA suggested value will appear if you are entitled to claim a rebate. You can claim any amount however ACMA may assess a different licence fee
Your licence fee will calculate automatically. If you have made alterations to fields in this schedule you will need to select ‘Save’ to obtain the correct calculation
16. Return to overview screen. Select ‘Submit to ACMA’ when ready to submit return.
