FOREWORD The British Columbia Used Oil Management Association (BCUOMA) has received approval
from the Ministry of Environment to operate a Used Oil and Antifreeze Materials Stewardship
Program in accordance with the requirements of the Recycling Regulation.
The BCUOMA is a not-for-profit organization of wholesale suppliers. It is incorporated under
the British Columbia Society Act, managed by a board of directors drawn from its members,
retailers, two levels of government and other non-government organizations. BCUOMA’s
objective is to improve the collection and recycling of used oil, antifreeze, oil and antifreeze
containers and oil filters through initiatives that support the development of strong, competitive,
private sector recycling programs.
Used oil and antifreeze are both classified as hazardous wastes in British Columbia and pose an
environmental problem if improperly managed. The proper recovery and management of these
used oil and antifreeze materials is the focus of the BCUOMA Program.
This manual is designed to provide Collectors and Processors with a broad knowledge of the
BCUOMA Product Stewardship Program and specific details regarding systems and procedures
that could affect their businesses.

1.0 DEFINITIONS
a) Antifreeze means automotive antifreeze and is eligible to receive a Return Incentive when
picked up by a Collector.
b) Collector means a government-approved carrier that picks up used oil and antifreeze
materials from Return Collection Facilities and/or Generators and delivers them to a
Processor registered with the BCUOMA.
c) Environmental Handling Charge (EHC) means a levy paid to the BCUOMA by Wholesale
Suppliers on the first sale or distribution of oil and antifreeze materials in the province to a
customer not registered with the BCUOMA.
d) DIY means Do-It-Yourself consumers who purchase their own oil and antifreeze and service
their own vehicles and equipment. These consumers include private motorists, farmers and
small commercial generators such as fishers and loggers.
e) Filter means all spin-on or element style fluid filters that are used in hydraulic, transmission
or internal combustion engine applications including all oil, oil-air separator, diesel fuel,
coolant, storage tank, and household furnace oil filters, sump tank automatic transmission
filters, plastic/paper filters and diesel fuel filters used at retail and commercial pump islands,
but does not include gasoline fuel filters, air filters, household furnace air filters and sock-
type filters.
f) Generator means the user of lubricating oil, antifreeze, filters and/or oil or antifreeze
containers who, through normal application of these products, generates used oil and
antifreeze materials.
g) Ineligible used oil material means used oil material that is not eligible under this Program
as prescribed by BCUOMA from time to time.
h) Ineligible used antifreeze material means used antifreeze material that is not eligible under
this program as prescribed by BCUOMA from time to time.
i) Infrastructure Development Incentive (IDI) means a payment made by BCUOMA to
registered Processors of plastic oil and antifreeze containers to provide an additional
economic drive to encourage the processing of plastic oil and antifreeze containers.

j) Lubricating Oil means all petroleum-derived or synthetic crankcase oils, engine oils,
hydraulic fluids, transmission fluids, gear oils, heat transfer fluids or other oils or fluids used
for lubricating purposes in machinery or equipment.
k) Oil and Antifreeze Containers means all empty containers with a capacity of 30 litres or
less that are manufactured and used for the purpose of containing lubricating oil or
antifreeze.
l) Processor means a government-approved receiver of one or more used oil or antifreeze
materials that process these materials into saleable products. Processing requires that the
receiver have the demonstrated capability to manufacture value-added recycled products that
meet one of the following:
a) Delisting of material as hazardous waste
b) Approved industry standards (e.g. ASTM, CSA, CGSB)
c) Regulatory standards or code of practice
NOTE: Landfilling, road oiling and used oil furnaces are not acceptable processes.
m) Program means a stewardship program approved under the Recycling Regulation.
n) Recycle Docket means a document that verifies the pick-up of an eligible used oil and
antifreeze material.
o) Residual means the portion of a product that remains after the consumer of the product has
no further use for it, i.e. “Used Oil Material” or "Used Antifreeze Material".
p) Return Collection Facility means a facility that agrees to receive used oil, antifreeze, filters
or oil or antifreeze containers from the Do-It-Yourself (DIY) consumers.
q) Return Incentive (RI) means a payment made by the BCUOMA to registered Collectors to
provide additional economic drive to encourage the collection and processing of used oil and
antifreeze materials.
r) Used Antifreeze Material means automotive antifreeze and antifreeze containers after they
have been used for their initial purpose, but does not include ineligible Used Antifreeze
Material.
s) Used Oil Material means lubricating oil, oil filters and oil containers after they have been
used for their initial purpose, but does not include ineligible Used Oil Material.

2.0 INTRODUCTION
2.1 Background
As of December 2010, the BCUOMA program for used oil material collection and recycling has
been in operation for seven and one-half years under the Recycling Regulation. From 1992 to
July 1, 2003, the BC Return of Used Oil Regulation required that anyone who sold oil either had
to take it back at point of sale or arrange with someone else within a 4 km radius to take it back
on their behalf.
Programs similar to BCUOMA have operated in Alberta and Saskatchewan since 1997,
Manitoba since 1998 and Quebec since 2004. Ontario has a program for oil containers, oil filters
and antifreeze, but not oil.
A December 2010 amendment to the BC Recycling Regulation, required that a Stewardship Plan
be developed for automotive antifreeze and antifreeze containers on or before October 1, 2010
and that the Plan be operational on or before July 1, 2011. As of December 2010, only Manitoba
and Ontario have Regulations that require stewardship programs for antifreeze.
2.2 Program Objective
BCUOMA has developed a 3 Year Business Plan that is updated annually. BCUOMA's overall
goal is to encourage cost effective, environmentally responsible handling of used oil, antifreeze,
oil filters and oil and antifreeze containers in British Columbia. To fulfill its mandate,
BCUOMA focuses on four key objectives:
• Accountability to Brand-owner (Producer) members;
• Optimal recovery rates;
• Informed and participating end-users; and
• Environmentally responsible management of used oil and antifreeze materials.
BCUOMA achieves these objectives through a framework that employs a Return Incentive (RI)
and Infrastructure Development Incentive (IDI) funded through an Environmental Handling
Charge (EHC).
2.3 Program Framework
The BCUOMA program has been designed within the following framework:

1. It is based on the user-pay concept. The Program ensures that a fair distribution of the costs
associated with collection and recycling of used oil and antifreeze materials is tied to the
point of sale for the consumer/generator, rather than on the material return.
2. The program is designed so that the EHC is set on the sale of oil, antifreeze, oil filters and oil
and antifreeze containers at a level that ensures that the funds collected are sufficient to pay
for its collection, processing and share of the administration and program costs.
3. Within the three-year rolling Business Plan, specific performance measurements are set for
collection of EHCs, administrative costs as a percentage of EHCs, recovery rates, quantities
collected per zone per capita, number of Return Collection Facilities (RCFs), number of
collectors and processors and cost per litre of oil and antifreeze to collect and recycle, and
cost per kg of filter and oil and antifreeze container to collect and recycle.
4. The BCUOMA will support only those end uses that provide landfill diversion and
environmentally sound recycle/reuse options. Road oiling, oil-fired furnaces and land-filling
are not acceptable end uses under this program.
5. The BCUOMA will ensure compliance with the operating systems and procedures of the
stewardship program and all applicable government regulations.
6. The focus of the BCUOMA Program is to improve servicing and enhance the collection of
used oil and antifreeze materials in those markets not adequately serviced, without negatively
impacting the collection and servicing of those markets that are well serviced today.
Included in this is the maintenance of a sufficient number of RCFs for the do-it-yourselfers to
take back their used oil and antifreeze materials at no charge.
7. The BCUOMA is not a regulatory authority; the Association will not become involved in or
own collection and recycling facilities. The BCUOMA, in practical terms, represents an
administrative function which encourages increased collection and recycling activity within
the province of British Columbia through the administration of incentive based programs.

2.4 Program Summary
The heart of the program is a RI paid to private sector collectors and an IDI paid to used oil and
antifreeze container processors to recover these materials from the environment. The funding
mechanism for the RI and IDI is an EHC, which applies to most sales of new oil, antifreeze,
filters, and oil and antifreeze containers.
Each litre of oil and antifreeze, each oil and antifreeze container, and each oil filter has an EHC
applied to it at either the manufacturer, wholesaler, major retailer level or importer level (first
seller). The EHC is paid to BCUOMA which is a “not for profit” industry management
organization. The EHC is a component of the product cost and may be reflected in the price. In
2009, the EHC was increased for both filters and oil containers due to the significant increase in
recovery rates for these two used oil materials.
The BCUOMA establishes the EHC rates and administers the day-to-day operation of the system
in compliance with policies and procedures approved by its Members and Board of Directors.
The BCUOMA pays registered collectors a RI for the amount of eligible used oil and antifreeze
material properly returned for recycling/reuse, as outlined in Table 1 below. In addition, an IDI
of $0.30/kg is paid to a registered oil and antifreeze container Processor. The Collectors collect
the used oil, containers and filters available from the Generators and/or Return Collection
Facilities.

General Operating Guidelines – Oil, Antifreeze, Oil and Antifreeze Containers and Filters
1. The flow of material is from the generators and/or RCFs to the collectors and on to the
processors for re-use or recycling.
2. The BCUOMA program stimulates the return of material by providing a RI to collectors and
an additional IDI to oil and antifreeze container processors at a level that should allow the
collectors to pick up the used oil and antifreeze materials, under most market conditions at no
cost to the generator, to cover the cost of collection and recycling. The RI will vary
depending on market and other conditions.
3. A significant feature of this program is the existence of approximately 450 to 500 RCFs for
used oil materials and approximately 350 to 400 RCFs for used antifreeze materials where
the do-it-yourselfer can take back their used oil materials at no charge. These are mostly
existing car and/or truck service centres, such as Canadian Tire, Mr. Lube, Great Canadian
Oil Change and others where used oil and antifreeze materials are already generated. Some
local governments and community eco-centres have also been set up to take back these
materials. As of July 1, 2011, BCUOMA will be paying the RCFs $0.10/litre of oil if they
collect used oil, filters and oil containers and $0.15/litre of antifreeze if they collect used
antifreeze and the antifreeze containers.
4. As shown in Figure 1, the BCUOMA program has established freight-equalized zones
throughout the province, which include a transportation equalization component in the RIs
for each zone.
Operating Guidelines – Oil
All oil sold is subject to a “cents per litre” EHC with the exception of oils either consumed in use
(e.g. chain oil and marine cylinder oil) or requiring abnormal special handling (e.g. glycol based
hydraulic fluid). (Refer to Appendix A)
Operating Guidelines - Antifreeze
All premix and concentrate antifreeze sold is subject to the same "cents per litre" EHC.

1. An EHC is charged on a “cents per litre of container” basis for all full oil and antifreeze
containers less than or equal to 30 litres in size. Virtually all existing containers today are
made from plastic and therefore are the focus of the program. A few lubricating oils for the
aircraft industry are packaged in metal containers. These containers are recycled in the same
stream as the filters.
2. In addition to the RI paid to collectors of oil and antifreeze containers, a processor IDI is paid
to processors recycling these containers. This processor IDI recognizes the current market in
oil and antifreeze container recycling and is set and managed in a similar manner as collector
RIs.
3. There may also be supplemental incentives provided by the BCUOMA to encourage the
manufacture of new oil and antifreeze containers using recycled material (“closed loop”
recycling). Note: This supplemental payment will be used only when circumstances warrant
its use.
4. The EHC rate may be revised in the future for a particular type of oil and antifreeze container
to encourage the most “environmentally friendly” packaging. As an example, a multi-
material package or a non-HDPE plastic container may be levied at a higher rate if it
contributes to recycling costs higher than those of the standard HDPE plastic container.
Operating Guidelines – Oil Filters
1. The EHC is applied to all filters sold. A “filter” is defined as all spin-on or element style
fluid filters that are used in hydraulic, transmission or internal combustion engine
applications including all oil, oil-air separator, diesel fuel, coolant, storage tank, and
household furnace oil filters, sump tank automatic transmission filters, plastic/paper filters
and diesel fuel filters used at retail and commercial pump islands, but does not include
gasoline fuel filters, air filters, household furnace air filters and sock-type filters.
2. There is a two-tiered EHC structure in recognition of significant transportation and
processing cost disparities based on filter size. All filters less than 203 mm (8”) in length are
subject to one EHC; all other filters are subject to a larger EHC. (Refer to Appendix A)
3. An exception to 2 above is the sump type automatic transmission filters which are all subject
to the lower EHC, as outlined in Appendix A.

2.5 Benefits of the Program
The benefits of successfully implementing this program are:
� Provides greater environmental protection.
� Fosters continued development of the private sector recycling industry.
� Improves management of five waste streams and provides greater protection to
the receiving environment.
� Significantly improves the recovery rates.
� Provides an opportunity for the do-it-yourselfer to take back their used oil and
antifreeze materials at no cost.
� Nurtures the development of new technologies.
� Improves the efficiency and effectiveness of used oil and antifreeze material
recycling.
� Can be integrated across provincial borders.
� Requires minimum government regulation and oversight.
� Has support of a broad industry stakeholder group.

3.0 FREIGHT-EQUALIZED ZONES
3.1 Zoning Objectives
Recognizing that transportation costs are a key component of used oil and antifreeze material
management, the BCUOMA established eleven (11) freight-equalized zones within British
Columbia. The freight-equalized zones are based on primary and secondary road systems, the
volume of used oil and antifreeze related materials available for collection, and provincial
demographics.
The freight-equalized zones are required to ensure that collectors are appropriately reimbursed
for costs associated with collection, and to promote enhanced capture rates and recycling of used
oil and antifreeze related materials in market segments which have historically not been fully
developed. The freight-equalized zones are a critical component of the RI system administered
by the BCUOMA. Each zone has four RIs, one each for used oil, antifreeze, oil filters and a
combined RI for oil and antifreeze containers.
3.2 Zone Chart
Figure 1, the BCUOMA Zone Chart, indicates the location of the eleven (11) equalized freight
zones throughout British Columbia.
The freight zones are an integral component of the documentation requirements to substantiate
the collector’s invoice to the BCUOMA for RI payment. For ease of determining generator/RCF
zone locations, zone boundaries include full municipalities. A list of each municipality or
community in British Columbia and their zone can be found in Appendix N and on the
BCUOMA website at http://www.usedoilrecycling.com/en/bc/collectors. The zone specified
should be the point of origin for the particular used oil and antifreeze material.
The establishment of zones assists the BCUOMA in assessing the efficiency of the collection
program and where improvements in the system are required to enhance collection and recycling.

4.0 RECYCLING INDUSTRY RI and IDI
4.1 RI and IDI Objective
The objective of the RI and IDI is to provide an additional economic drive to encourage the
collection and processing of used oil and antifreeze materials throughout all markets of the
province by the private sector recycling industry.
As the collectors are the key to increased recovery rates, they are the recipients of a RI on
delivery of the used oil materials to a Processor registered with the BCUOMA.
It is the intent of the BCUOMA that under normal circumstances, where the used oil materials
have not been contaminated or commingled with other waste, these RIs are set to cover the cost
of collection and, where appropriate, the Processors for their handling and processing activities.
As the commingling of hazardous wastes is specifically disallowed by government regulation,
BCUOMA does not pay RIs on used oil and antifreeze materials that are commingled with other
materials.
The BCUOMA also pays an IDI directly to used oil and antifreeze container processors. This
IDI recognizes the current market in oil and antifreeze container recycling and is paid on the oil
and antifreeze container material pelletized into reusable plastic resin or made into value-added
finished products, such as plastic lumber or similar uses where the oil is encased in the finished
product and cannot be leached out.
The BCUOMA is not involved in any way with commercial agreements between collectors and
generators/RCFs or collectors and processors. The competitive market is the deciding factor in
these transactions.
4.2 RI and IDI Guiding Principles
The following guiding principles have been used in the setting of RIs for collecting all four used
oil and antifreeze materials and the IDI for processing plastics:
1. RIs are set to achieve the collection objectives, IDIs are set to enhance the
infrastructure for plastic recycling, and EHCs are set to provide the required funding.
2. RIs and IDIs are paid in accordance with the definitions of processors, as set out in 5.4
below.

3. IDIs paid to oil and antifreeze container processors require reporting of inventory
levels, at the request of the Executive Director.
4. Only one RI per product is set for each zone for all collectors.
5. RIs and IDIs will be adjusted in a timely fashion with the objective of causing minimal
disruption to the normal course of business.
6. All information provided by collectors and processors is held in strictest confidence and
is released only in aggregate form.
7. The BCUOMA Board of Directors makes all final decisions relative to the RIs and
IDIs.
4.3 Setting and Changing RIs and IDIs
As the key element in increasing the collection and recycling of used oil materials, the amount
and term of the RIs and the IDIs are crucial to the success of the program.
4.4 RI and IDI Term
Changes may be made as required to meet our objectives. The “triggers” of change will be:
� Economic impacts to the private sector recycling industry
� Used oil and antifreeze materials collected versus plan
� RIs and IDIs paid versus plan
� Changes in business economic fundamentals
� Input from all stakeholders
� Inflation and increased costs associated with collection and recycling operations
4.5 RI Eligible Products
Appendix A summarizes the collectible used oil and antifreeze materials that are included or
excluded from the BCUOMA program. Appendix A is subject to change as new products are
added or existing products are deleted.
For a product to be RI eligible it needs to meet, as a minimum, the following criteria:
• EHC was applied on the original sale or distribution of the product (i.e. it is included in
the EHC Applicable Products List in Appendix A).
• The product was sold or distributed (for example: not the remains of unsold inventory,
leftovers from an oil or antifreeze container “bottling” operation, etc.).
• The product is not contaminated (i.e. mixed with glycol, solvents, PCBs, paint, etc.).

5.0 RI SYSTEMS REQUIREMENTS
5.1 Systems Objective
The BCUOMA has established the supporting systems for this program with the objective of
achieving the simplest method that will integrate normal accounting requirements with the
typical practices of the recycling industry.
5.2 Systems Guiding Principles
The following guiding principles were used in the development of the program systems:
� new system will cause minimal disruption to existing private sector recycling systems
� system must leave an appropriate audit trail
� all processes must be simple and easy for registrants to use
� systems must not restrict the free flow of products in the competitive market
� all technologies providing acceptable end uses must be treated equally
� all claimants must be registered with the BCUOMA
� payments will be for specified performance only
� systems will include appropriate penalties for fraudulent misuse
5.3 Registration Requirements
The BCUOMA is not a licensing body. The Association relies on existing government
approvals, licenses and permits to screen eligible industry participants applying for registration
to the BCUOMA Program. The BCUOMA requires that each participating collector and
processor register with the Association by submitting the appropriate forms (BCUOMA
Collector Registration Application Form 201, or BCUOMA Processor Registration Application
Form 301) and providing documentation verifying that the company has the required government
approvals with respect to their specific operations. All operating site locations must be included
in the application for registration.
All applications must include a “Letter of Regulatory Compliance”. The “Letter of Regulatory
Compliance” will certify that the collector and/or processor has completed a third party audit of
its operation and that the operation is in compliance with all applicable legislation and
regulations. The “Letter of Regulatory Compliance” shall be signed and/or sealed by a member
of a duly recognized professional association or society that sets member qualifications and has
appropriate audit standards and protocols (i.e. Canadian Environmental Auditing Association –
CEAA – http://www.ceaa-acve.ca/ , Association of Professional Engineers & Geoscientists -
British Columbia Used Oil Management Association Page 16
http://www.apeg.bc.ca/ , and the Applied Science Technologists & Technicians of BC -
http://www.asttbc.org/).
All collectors and processors and their activities and facilities located within the boundaries of
British Columbia must be subject to and comply with all British Columbia legislative and
regulatory requirements including, without limiting, the foregoing registration, insurance,
storage, transportation and processing facilities. All facilities located in other provinces or states
must be subject to and comply with applicable provincial or state legislative and regulatory
requirements.
Upon receipt of the registration application, the BCUOMA reviews the information, approves the
application based on the applicant’s ability to provide appropriate registration documentation,
and assigns a specific registration number for each collector and processor.
The BCUOMA maintains an active database of registered collectors and processors who provide
the services required for the BCUOMA to fulfill the mandate of the stewardship program. The
list of registered collectors and processors is posted on www.usedoilrecycling.com.
Documentation requirements to substantiate the BCUOMA registration are as follows:
Collectors
Collectors of used oil and antifreeze materials must register with BCUOMA by completing and
returning to BCUOMA, a BCUOMA Collector Registration Application Form (BCUOMA201)
along with the required documentation listed on the form. Materials to be collected and zones
in which collection will take place must be specified on the form.
Processors (Receivers) – In British Columbia
Processing facilities in British Columbia must register with BCUOMA by completing and
returning to BCUOMA, a BCUOMA Processor Registration Application Form (BCUOMA301),
along with the required documentation listed on the form.
Processors (Receivers) – Outside British Columbia
Collectors using Processors (Receivers) out–of-province must ensure these Processors are
registered with the BCUOMA. To register, out-of-province Processors must complete the
BCUOMA Processor Application Registration Form (BCUOMA301) and provide the required
documentation listed on the form.

Companies (receiving Centrifuged and/or Shred Plastics) - North America
Processors which centrifuge and/or shred plastic must ensure these two product lines are sold to
organizations located in North America and registered with the BCUOMA. To register, these
organizations must complete the BCUOMA Companies Application Registration Form
(BCUOMA401) and provide the required documentation listed on the form.
Note: For inter-provincial transport of Hazardous Waste Used Oil and Antifreeze Material,
most Provinces require Collectors (Carriers) to have a valid Carrier Number,
complete required manifests and deliver to a Processor (Receiver) with a valid
Receiver Number. Shipping hazardous wastes across international borders requires
additional approvals from Environment Canada.
5.4 Definitions of Used Oil and Antifreeze Material Processors and Payment of
RIs and IDIs
OIL PROCESSOR: BCUOMA-registered facility or combination of facilities that processes
the oil to the degree whereby the oil meets the following specifications:
• Government, American Society for Testing Materials (ASTM) or equivalent approved
specifications for sale as a re-refined lubricating oil; or
• specifications for sale in the manufacture of asphalt concrete (pavement), as outlined in
the Hazardous Waste Regulation or applicable government standards in other states or
provinces; or
• specifications for sale to a cement kiln as a fuel as outlined in the Hazardous Waste
Regulation or applicable government standards in other states or provinces; or
• specifications for sale to a government-approved fuel use other than for cement kilns, as
outlined in the Hazardous Waste Regulation or applicable government standards in other
states or provinces; or
• specifications for other uses that meet the intent of the Hazardous Waste Regulation or
applicable government standards in other states or provinces such as for mining
explosives or exploration drilling.
In all cases above, the oil must be analyzed in accordance with government-approved methods
and shown to meet the required industry and/or government specifications. Application of used
oil to any land for the purpose of road construction, repair, or dust suppression is prohibited by
the Hazardous Waste Regulation and is not a BCUOMA approved use. The application of used
oil in oil-fired furnaces is not a BCUOMA approved use.

Once the used oil has been shipped to the registered processor and the Oil Recycle Docket or the
Oil Collector RI Summary Claim Form is signed by the processor, the oil collector can make a
claim to BCUOMA for payment.
ANTIFREEZE PROCESSOR: BCUOMA-registered facility or combination of facilities that
processes the antifreeze to the degree whereby the antifreeze meets the following specifications:
• American Society for Testing Materials (ASTM) ASTME 1177 - 06 standard for sale as
sale as a coolant in automotive engines; or
• American Society for Testing Materials (ASTM) - ASTME 1119 - 97 standard for sale as an approved industrial grade coolant.
Upon application to BCUOMA by the processor, BCUOMA may approve other end-uses that
meet the intent of the Hazardous Waste Regulation. Part of the registration process requires
proof that the processed antifreeze can meet the ASTM standards outlined above.
In all cases above, the antifreeze must be analyzed in accordance with government-approved
methods and shown to meet the required industry and/or government specifications. Once the
used antifreeze has been shipped to the registered processor and the Antifreeze Recycle Docket
or the Antifreeze Collector RI Summary Claim Form is signed by the processor, the antifreeze
collector can make a claim to BCUOMA for payment.
OIL FILTER PROCESSOR: BCUOMA-registered facility or combination of facilities that
removes the oil and other impurities from the oil filters to the degree whereby they are accepted
at a provincial or state government-approved steel smelter for processing into recycled steel.
Once separated, the oil can be shipped to a registered oil processor and a claim can be made for
the oil. Land-filling of the filters is not an acceptable end use.
Once the processed filters have been shipped to a government-approved steel smelter and have
met the specifications for steel scrap for that smelter, the oil filter collector will get a metal ticket
signed by the smelter and can then make a claim to BCUOMA for payment. If the crushed
filters have been delisted under the Hazardous Waste Regulation and are shipped to a metal
recycler or broker, the oil filter collector will get a metal ticket signed by the metal recycler or
broker and can then make a claim to BCUOMA for payment. The processor must sign the Filter
Recycle Docket or the Filter Collector RI Summary Claim Form.
PLASTIC OIL AND ANTIFREEZE CONTAINER PROCESSOR: BCUOMA-registered
facility or combination of facilities that removes the oil and antifreeze from the plastic containers

and pelletizes it into reusable plastic resin for sale into the market to produce new plastic
containers or other uses; OR
BCUOMA-registered facility or combination of facilities that processes the plastic into value-
added products, such as plastic lumber or other similar uses where the oil is encased in the
finished product and cannot be leached out; OR
BCUOMA-registered facility or combination of facilities that processes the plastic and removes
most of the oil and/or antifreeze from the shredded plastic. Once the shredded plastic has been
processed and shipped to, and signed off by, a plastic manufacturer or pelletizer, who is also
registered with BCUOMA and resident in North America, the claim can be made to BCUOMA
for the IDI.
In all cases, the pelletized plastic or value-added product must meet the industry standards.
Once separated, the oil can be shipped to a registered oil processor and a claim can be made for
the oil. Land-filling of the plastic is not an acceptable end use.
Once the plastic has been received and the Container Recycle Docket or Container Collector RI
Summary Claim Form is signed off by the registered processor, the plastic container collector
can make a claim for payment.
5.5 Cross Border Movement of Used Oil and Antifreeze Materials
The BCUOMA’s mandate is to enhance the capture rate of used oil and antifreeze related
materials and to ensure that these materials are appropriately recycled. It is not BCUOMA’s
intention to restrict the movement of used oil and antifreeze related materials to approved
processing locations which, from an economic perspective, make good business sense.
Therefore, the BCUOMA will not restrict British Columbia based collectors from transporting
used oil and antifreeze materials to approved processing facilities in other provinces or states in
North America.
Collectors wishing to use an out-of-province processor must ensure that the processor is
registered with the BCUOMA. The out-of-province processor must complete the appropriate
Processor Registration Form (BCUOMA Processor Registration Application Form 301) and
provide documentation verifying that all requirements of their governing jurisdiction have been
met. Information confirming the status of these facilities must be submitted to the BCUOMA to
substantiate an invoice for RI payment. It will be the responsibility of the out-of-province
processor to comply with the BCUOMA’s RI system requirements so as to ensure system

integrity. Out-of-province processors will be included within the scope of the BCUOMA’s audit
protocol.
5.6 Program Confidentiality
Under the BCUOMA program, information with respect to specific generators/RCFs, collectors,
processors and companies will be kept confidential. The volume of used oil and antifreeze
related materials collected and the financial reimbursement to individual collectors and
processors will not be disclosed.

6.0 RI PAYMENT BASIS
6.1 General
The BCUOMA program will recognize the common practices of industry with respect to used oil
and antifreeze material collection and verification of volumes and weight by collectors. These
are:
• used oil – litres determined by tank or container dips
• used antifreeze - litres determined by drum, tank, or container dips
• oil filters – weight in kilograms of each drum of filters
• oil and antifreeze containers – bag and/or pail count plus total weight in kilograms
In all cases, ORIGINAL Recycle Docket, Summary Claim Forms, and weight scale tickets must
be submitted unless the Executive Director approves otherwise.
6.2 Used Oil Collectors
The BCUOMA will pay registered collectors a RI for acceptable used oil delivered to a
registered processor.
Invoices sent to the BCUOMA for used oil RI payment must be substantiated by utilizing a
BCUOMA Oil Collector Return Incentive Claim Form or (BCUOMA102O) or an alternative
form approved by the Executive Director, and attaching all required information. Please see
Section 6.7 regarding timing of submissions and payments.
The Oil Collector Return Incentive Claim Form, or an alternative form approved by the
Executive Director, must summarize, by zone, the volume of used oil collected including water
percentage deductions. Percentage bottom sediment may be requested by the Executive
Director. The Oil Recycle Docket or Oil Collector RI Claim Form must be signed by the
processor. All verification documents must be attached:
• recycle dockets/manifests
• water test information
When collecting RI-eligible used oil in British Columbia from RCFs and/or generators, a
collector will use an Oil Recycle Docket or alternative form approved by the Executive Director

to document the collection. BCUOMA requires the following minimum information to be
included on the Oil Recycle Docket for verification of RI claims:
a) Date of collection
b) Name of RCF/generator
c) City/town of RCF/generator
d) Phone number of RCF/generator (including area code)
e) Fax number (including area code) and/or email address of RCF/generator
f) Applicable BCUOMA Zone
g) Litres of used oil collected
h) Signature of RCF/generator authorizing collection1
i) Signature of processor (receiver)
Collectors will be responsible for dipping their truck tanks before and after each pick-up to
determine the volume of used oil collected from each RCF/generator location. RCFs or
generators will be responsible for verifying the volume of used oil collected by signing the
collector’s Oil Recycle Docket.
Processors will be responsible for verification of volumes and quality of used oil received from
collectors. If there is a discrepancy between the collector and processor used oil volumes, the
lower volume will be used to substantiate the RI claims. When making adjustments, the volume
will be adjusted from the highest rated zone on the RI claim. Processors must sample and test all
incoming loads of used oil for water and provide results with the signed receiving document.
Bottom sediment tests may be required at the discretion of the Executive Director.
All used oil samples for testing must be representative of the entire load being received by using
the Tube sampling (all levels sample) method in accordance with ASTM D4057, or a composite
sample from the sampling valve on the discharge line taken at the beginning, middle and end of
the discharge, or approved equivalent. If the used oil truck has more than one compartment, a
separate sample must be taken for each compartment.
All used oil samples should be kept by the collector & processor for a minimum of 6 months.
Sampling and testing the receiving tank after delivery is not acceptable. Free water content
determined by paste cut must be deducted from volume received prior to testing for water.

BCUOMA limits contaminants in used oil eligible for a RI on the following water content:
a. 0 - 5% water – RI eligible with no volume discount
b) Between 5% - 35% water – RI eligible when volume discounted for water above 5%,
there is a RI reduction of 1% for every 1% increase in the water content above 5%.
c) Over 35% water – Not RI eligible
Water content in used oil must be determined by ASTM D95, the Retort method or approved
equivalent.
Processors receiving water contaminated used oil may surcharge the collector for the additional
operating costs associated with processing this used oil. Used oil contaminated with other
products (i.e. glycol, paint, solvents, PCBs, etc.) is NOT eligible for the RI.
Used oil containing water contamination in excess of the limits noted will require a volume
adjustment. The Collector must deduct the volume of water greater than 5% but less than 35%,
from the total volume of the used oil received, and note the water-corrected volume on the Oil
Collector Return Incentive Claim Form.
Collectors who are also processors must treat all internal loads received at their processing plant
to the same volume and quality checks as external collector loads, with a different company
official signing as processor than signed as the Collector.
6.3 Used Antifreeze Collectors The BCUOMA will pay registered collectors a RI for acceptable used antifreeze delivered to a
registered processor.
Invoices sent to the BCUOMA for used antifreeze RI payment must be substantiated by utilizing
a BCUOMA Antifreeze Collector RI Claim Form or (BCUOMA102A) or an alternative form
approved by the Executive Director, and attaching all required information. Please see Section
6.7 regarding timing of submissions and payments.
The Antifreeze Collector RI Claim Form, or an alternative form approved by the Executive
Director, must summarize, by zone, the volume of used antifreeze collected including glycol
percentage deductions. The Antifreeze Recycle Docket or Antifreeze Collector RI Claim Form
must be signed by the processor. All verification documents must be attached:
• recycle dockets/manifests

When collecting RI-eligible used antifreeze in British Columbia from RCFs and/or generators, a
collector will use an Antifreeze Recycle Docket or alternate form approved by the Executive
Director to document the collection. BCUOMA requires the following minimum information to
be included on the Antifreeze Recycle Docket for verification of RI claims:
a) Date of collection
b) Name of RCF/generator
c) City/town of RCF/generator
d) Phone number of RCF/generator (including area code)
e) Fax number (including area code) and/or email address of RCF/generator
f) Applicable BCUOMA Zone
g) Litres of used antifreeze collected
h) Signature of RCF/generator authorizing collection2
i) Signature of processor (receiver)
Collectors will be responsible for dipping the drums picked up, or if picking up by tanker truck,
dipping their truck tanks before and after each pick-up to determine the volume of used
antifreeze collected from each RCF/generator location. RCFs or generators will be responsible
for verifying the volume of used antifreeze collected by signing the collector’s Antifreeze
Recycle Docket.
Processors will be responsible for verification of volumes and quality of used antifreeze received
from collectors. If there is a discrepancy between the collector and processor used antifreeze
volumes, the lower volume will be used to substantiate the RI claims. When making
adjustments, the volume will be adjusted from the highest rated zone on the RI claim. Processors
must sample and test all incoming tank loads and/or drums of used antifreeze for percentage
glycol and provide results with the signed receiving document.
All used antifreeze samples for testing must be representative of the entire load being received
by using the Tube sampling (all levels sample) method in accordance with ASTM D4057, or a
composite sample from the sampling valve on the discharge line taken at the beginning, middle
and end of the discharge, or approved equivalent. If the used antifreeze tank truck has more than
one compartment, a separate sample must be taken for each compartment.

BCUOMA limits contaminants in used antifreeze eligible for a RI on the following glycol
content:
a) 42% glycol or greater– RI eligible with no volume discount
b) Between 42% - 25% glycol – RI eligible when volume discounted for glycol below 42%,
there is a reduction of 4% for every 1% decrease in the glycol content below 42%.
c) Less than 25% glycol – Not RI eligible
Glycol content in used antifreeze must be determined by ASTM D3321, or approved equivalent.
Processors receiving water contaminated used antifreeze (less than 42% glycol) may surcharge
the collector for the additional operating costs associated with processing this used antifreeze.
Used antifreeze contaminated with other products (i.e. oil, paint, solvents, PCBs, etc.) is NOT
eligible for the RI.
Used antifreeze containing water contamination in excess of the limits noted will require a
volume adjustment. The Collector must deduct the volume of water greater than 58.0% but less
than 75.0%, from the total volume of the used antifreeze received, and note the water-corrected
volume on the Antifreeze Collector RI Claim Form.
Collectors who are also processors must treat all internal loads received at their processing plant
to the same volume and quality checks as external collector loads, with a different company
official signing as processor than signed as the Collector.
6.4 Used Oil Filter Collectors
The BCUOMA will pay registered collectors a RI on the net weight in kg for acceptable used oil
filters delivered to a registered processor. All drum weights must be verified by weigh scale
tickets. Filters longer than 24 inches are not eligible for a RI.
Invoices sent to the BCUOMA for used oil filter RI payment must be substantiated by utilizing a
BCUOMA Filter Collector Return Incentive Claim Form (BCUOMA102F), or alternative form

approved by the Executive Director, and attaching all required information. Please see Section
6.7 regarding timing of submissions and payments.
The Filter Collector Return Incentive Claim Form must summarize, by zone, the number of
drums and weight of used oil filters collected. The Filter Recycle Docket or Filter Collector RI
Claim Form must be signed by the processor. All verification documents must be attached:
• recycle dockets/manifests
• collector weigh scale tickets
• signed metal broker/steel mill docket verifying total processed weight and the total
number of drums which comprise the weight
If two or more collector’s filters are jointly processed in the same batch, the number of drums per
collector must be itemized.
When collecting RI-eligible used oil filters in British Columbia from RCFs/Generators, a
collector will use a Filter Recycle Docket to document the collection. BCUOMA requires the
following minimum information to be included on the Filter Recycle Docket for verification of
RI claims:
a) Date of collection
b) Name of RCF/generator
c) City/town of RCF/generator
d) Phone number of RCF/generator (including area code)
e) Fax number (including area code) and/or email address of Return Collection
Facility/generator
f) Applicable BCUOMA Zone
g) Number of drums collected
h) Weight of each drum of used oil filters in kg
i) Weight of each empty drum should be shown as 21.4 kg
j) Total weight of filters in kg minus the 21.4 kg drum weight
k) Signature of RCF/Generator authorizing collection3
l) Signature of processor (receiver)
Collectors must document the number of oil filter drums collected from each RCF/generator
location. The RCF/generator must sign the collector’s Filter Recycle Docket verifying the
number of drums collected.

Processors will be responsible for verification of load weight and number of drums received.
Processors must weigh all incoming loads and provide a weigh scale ticket to the collector. An
RI will not be paid for filters longer than 24 inches.
Collectors who are also processors must treat all internal loads received at their processing plant
to the same weight and quality checks as external collector loads, with a different company
official signing as processor than signed as the collector.
6.5 Used Oil and Antifreeze Container Collectors
The BCUOMA will pay registered collectors a RI for acceptable used oil and antifreeze
containers delivered to a registered processor based on the weight of used oil and antifreeze
empty containers collected from each RCF/generator location.
When collecting RI-eligible used oil and antifreeze containers in British Columbia from
RCFs/generators, a collector will use a Container Recycle Docket, or an alternative form
approved by the Executive Director, to document the collection. BCUOMA requires the
following minimum information to be included on the Container Recycle Docket for verification
of Return Incentive claims:
a) Date of collection
b) Name of RCF/generator
c) City/town of RCF/generator
d) Phone number of RCF/generator (including area code)
e) Fax number (including area code) and/or Email address of Return Collection
Facility/Generator
f) Applicable BCUOMA Zone
g) Number of pails and/or bags collected
h) Signature of RCF/generator authorizing collection4

number of oil and antifreeze pails collected from each RCF/generator location. The
RCF/generator must sign the collector’s Container Recycle Docket verifying the number of bags
of used oil and antifreeze containers and pails.

The Container Collector RI Summary Claim Form must summarize, by zone, the number of 20-
litre pails and/or bags, and total weight of used oil and antifreeze plastics collected. The
Container Recycle Docket or Container Collector RI Claim Form must be signed by the
processor. All verification documents must be attached:
• recycle dockets; and
• weigh scale tickets
The collector must obtain a weight prior to delivery to the processor by using one of the two
methods listed:
• individually weigh each pick-up at every generator site, or
• aggregate weight by zone, based on each Container Collector Return Incentive Claim
Form
The processor must weigh all incoming loads and provide a weigh scale ticket to the collector.
In situations where there is a weight discrepancy of more than 3% between the Collector and
Processor weigh scale tickets, the lower weight will be used to substantiate the RI and IDI
claims. Collectors who are also processors must treat all internal loads received at their
processing plant to the same weight and quality checks as external Collector loads, with a
different company official signing as processor than signed as collector.
If collectors choose to densify the oil containers through grinding, baling or other means prior to
delivery to a processor, BCUOMA will pay the collector’s RI and the processor’s IDI only on
the densified weight delivered to the processor. In addition, BCUOMA will audit the collector’s
process from time to time, for assurance that the materials being shipped to the processor contain
only eligible oil and antifreeze containers.
6.6 Used Oil and Antifreeze Container Processors
The BCUOMA will pay a registered oil and antifreeze container processor an IDI for acceptable
pelletized plastic or value-added products delivered into the market, based on the weight of
empty used oil and antifreeze containers delivered by the registered collector.

Invoices sent to the BCUOMA for IDI payments must be substantiated by the Container
Processor Recycle/Receiving Docket (example included in Appendix N) and BCUOMA IDI
Summary Claim Form (BCUOMA 103) or alternative forms approved by the Executive Director.
Please see Section 6.7 regarding timing of submissions and payments.
The Container Processor Recycle/Receiving Docket must be printed on company letterhead or be
easily identifiable as belonging to the company. This docket must be a uniquely and sequentially
numbered form and must include the following:
• the date the shipment of containers was received
• collector/driver signature
• processor signature
• the number of bags of containers
• the number of oil and antifreeze pails
• processor weight scale ticket.
The IDI Summary Claim Form must summarize:
• the date the shipment of containers was received
• the Container Processor Recycle/Receiving Docket number
• the number of bags of containers
• the number of oil and antifreeze pails
• the weight in kg as determined by both the collector and the processor.
All verification documents must be attached to the IDI Summary Claim Form:
• Copy of Container Collector RI Summary Claim form
• Copy of the collector weight scale tickets
• Container Recycle/Receiving Dockets signed by both the collector and processor
• Weigh scale tickets from the processor.
Registered processors may be required by the Executive Director to submit a signed statement on
the current inventory of unprocessed oil and antifreeze containers. RIs and IDIs will not be paid
for inventory of container materials beyond a reasonable working inventory.
Any IDI claims submitted in advance of the RI claims will remain unpaid until after both the IDI
and corresponding RI claims have been reviewed. In situations where there is a weight
discrepancy of more than 3% between the Collector and Processor weigh scale tickets, the lower
weight will be used to substantiate the RI and IDI claims.

6.7 General payment information
All collection information is due in the BCUOMA office within 100 days from the date of
collection. A completed Return Incentive Claim Form (BCUOMA102O, BCUOMA102A,
BCUOMA102F or BCUOMA102P) includes all of the required back-up documentation.
In the rare occurrence that a collector is unable to assemble a complete RI package within the
100 day period, the collector may submit the appropriate Recycle Docket(s) and Return Incentive
Claim Form, and indicate it to be an “Incomplete Claim”. The collector must also itemize the
missing information and/or documentation in the partial claim. Only when these above
requirements are fulfilled will an additional 80 days be granted, to allow the collector to
complete the Claim. The BCUOMA will not be responsible for contacting collectors regarding
any Incomplete Claim.
This will ensure BCUOMA receives the information necessary to review claims on a timely
basis and have estimates for the accounting system, and will allow the collectors and processors,
the ability to allow for winter weather conditions and to use economies of scale to transport and
process used oil materials. Collectors who do not submit their documentation within the time
frames outlined above will not receive payment from BCUOMA.
All processor information is due in the BCUOMA office within 100 days from the respective
Collector Invoice date. A completed Infrastructure Development Incentive Claim Form
(BCUOMA103) includes all of the required back-up documentation.
RIs and IDIs will be paid within 30 days from receipt by BCUOMA of complete RI/IDI Claim
Forms and all required attachments. Best efforts will be made to electronically issue payment on
the last day of the month for claims received by the 10th of that month and on the 15th of the
month for those claims received by the 25th day of the previous month.
Documentation requirements administered by the collector and processor must be maintained for
a minimum seven-year period. This information must be maintained for invoicing and for audit
purposes. Please see Collector Systems Flow Chart Figure 2 for a graphical presentation of the
RI collector process.

7.0 AUDIT REQUIREMENTS
7.1 Audit Objective
A significant component of the BCUOMA program focuses on auditing the used oil and
antifreeze material collection operation for each industry registrant. The BCUOMA audits serve
as an assessment function to the program to ensure system integrity and regulatory compliance.
The BCUOMA has adopted an assessment philosophy which focuses on maintaining fair,
consistent and appropriate follow-up action.
The BCUOMA audits determine compliance with the operating systems and procedures of the
stewardship program. BCUOMA’s audits take two forms -- spot audits which focus on
identifying gross errors and detailed audits which assess the documentation requirements,
accounting practices and invoicing processes.
The audits verify the amount of collected used oil materials claimed versus actual. Audit results
are used to determine the frequency of future audits.
The BCUOMA may cancel or suspend the registration of any collector or processor if they
fraudulently contravene the operating systems or procedures of the program.
7.2 Requirement for a Letter of Regulatory Compliance
All BCUOMA registered collectors and processors are required to provide the Association a
“Letter of Regulatory Compliance” every two years due on their respective anniversary date.
The “Letter of Regulatory Compliance” is to certify that the collector and/or processor have had
a third party audit of its operation and that the operation is in compliance with all applicable
legislation. The “Letter of Regulatory Compliance” shall be signed and/or sealed by a member
of a duly recognized professional association or society that sets member qualifications and has
appropriate audit standards and protocols (i.e. Canadian Environmental Auditing Association –
CEAA – http://www.ceaa-acve.ca/, Association of Professional Engineers & Geoscientists -
http://www.apeg.bc.ca/ and the Applied Science Technologists & Technicians of BC -
http://www.asttbc.org/). A “Letter of Regulatory Compliance” is required every two years but
the Board may from time to time establish an alternate frequency for any or all collectors and
processors that it deems appropriate.

The BCUOMA will provide 120-day grace period for receipt of the Letter of Regulatory
Compliance, and during this time all RI and/or IDI Claims will be held in abeyance. At the end
of the grace period, if the Letter of Regulatory Compliance remains incomplete, the collector
and/or processor will forfeit these claims

8.0 BUSINESS PLAN
BCUOMA will maintain a Three Year Rolling Business Plan, which will include specific
collection targets for used oil, antifreeze, oil filters, and oil and antifreeze containers, as well as a
financial plan. This plan is posted on the website www.usedoilrecycling.com.
8.1 Annual Reporting
Under the terms of the Recycling Regulation, BCUOMA is required to report program
performance against the Business Plan to the Minister annually. These reports are available to
the public and are posted on the website www.usedoilrecycling.com.
