Synod Council Report: Proposed Constitution and Bylaw Amendments Synod Council presents the following motions for consideration by the BC Synod in Convention 2014. As specified
in the Constitution and Bylaws of the BC Synod:
Section 1. Amendments to this constitution and bylaws may be enacted by special resolution at any Synod
convention, provided they are proposed in writing by Synod Council, the National Church Council, a
conference of this Synod in convention, or a congregation at a duly called meeting, and are circulated in
the convention mailings or to the chairpersons of all congregations of this Synod at least thirty days in
advance of the Synod convention, and adopted, with or without change, by 75% of those present and
voting.
Section 2. Amendments become effective upon acceptance by the Registrar of Companies.
SECTION 1:
MOTION #1
Be it resolved that the BC Synod in Convention amend Bylaw 12. Standing Committees, Part J. The Committee for
Worship, by replacing the current sub-section c with a new sub-section c:
Section 1. The task of the committee shall be to:
c. seek ways to stimulate, support and train church musicians, working to uphold a strong musical tradition
in our congregations and in our Synod.
c. stimulate, support and train worship leaders – including but not limited to musicians, assisting
ministers, sacristans, ushers, artists and readers – and encourage the development of a creative and
inspiring atmosphere to worship God in this Synod and its congregations.

MOTION #2
Be it resolved that the BC Synod in convention amend Bylaw 9. Officers, Section 7, by adding a new sub-section f
and re-numbering the current f to k sub-sections accordingly:
The Bishop shall …
f. have the privilege of voice in each congregation or ministry of this Synod, including congregational
meetings.

MOTION #3
Be it resolved that the BC Synod in convention amend Bylaw 4 by inserting after the existing Section 10 a new
Section 11, and renumbering the remaining Sections:
Section 11.
a. When an eligible and duly-called ordained minister who has accepted the call to serve a
congregation is installed in the pastoral office of that congregation, the pastor becomes a

member of that congregation by virtue of the installation. When the call to that pastoral
office ends, the pastor’s membership in that congregation ceases.
b. When an eligible and duly-called ordained minister who has accepted the call to serve two
or more congregations that have formed a multiple-congregation parish is installed in the
pastoral office of that parish, the pastor shall join one of those congregations no later than
60 days following the date of installation. When the call to that pastoral office ends, the
pastor's membership in that congregation ceases.

Be it resolved that the BC Synod in convention amend Bylaw 7. Conventions, Section 9. Convening, sub-section e:
e. the secretary shall send out make available a bulletin of reports to all voting members at least thirty
days before each regular business convention.

MOTION #5
Be it resolved that the BC Synod in convention amend Bylaw 12, Standing Committees, Part H. Examining
Committee, by replacing the current Section 1 with the following, and then re-numbering the current Sections 2
and 3:
H. Examining Committee
Section 1. The Examining Committee shall consist of the Bishop, together with one seminary professor,
two laypersons and one pastor appointed by the Synod Council, and one pastor appointed by the National
Church Council. The appointed members shall serve for two-year terms.
Section 1. This Synod shall participate in the Western Synods Examining Committee. Terms of
reference for and procedures of the Examining Committee shall be defined in the candidacy manual of this
Church.
Section 2. When the Western Synods Examining Committee is unable to convene in order to
examine a candidate for ministry, a Synod Examining Committee shall be convened by the Bishop and shall
consist of the Bishop, together with one seminary professor, two laypersons and two rostered ministers.

Be it resolved that the BC Synod in convention amend Bylaw 5 in the following ways:
BYLAW 5. Rostered Ministers – Diaconal
Section 1. This Synod shall have maintain a roster of lay diaconal ministers.
Section 2. To be eligible for consecration into the lay diaconal ministry and be on this Synod’s roster of

diaconal ministers, a candidate must have accepted a call in this Synod (which call may be subject to the
candidate's consecration) and must have met the standards set forth in the candidacy manual of this
Church.
Section 3. This Synod’s Examining Committee, which shall interview all candidates for ordination
consecration and all persons applying for acceptance on the roster of lay diaconal ministers, shall ensure
their:
a. acceptance of and adherence to the Confession of Faith of this Church,
b. fulfillment of academic requirements,
c. personal qualifications for carrying out the functions of the lay diaconal ministry to
which a call has been extended.
Section 4. Continuance on the Roster of Lay Diaconal Ministers
In order to remain on the Synod’s roster of lay diaconal ministers, each lay diaconal minister must be in
possession of a proper call in this Synod, or be on leave from call or be an individual who has been
suspended from exercising the office and privileges of the diaconal ministry, in accordance with the
administrative bylaws of this Church … (Bylaw 5 continues unchanged) ….
SECTION 3: MOTION regarding Continuance on the Roster of Ordained or Diaconal Ministers

Be it resolved that the BC Synod in convention amend Bylaws 4 and 5 to take into account the roster status of
retired or disabled, so that the pertinent sections read:

In order to remain on the roster of ordained ministers of this Synod, each ordained minister must be in
possession of a proper call in this Synod, be on leave from call, or be an individual who has been
suspended from exercising the office and privileges of the ordained ministry, in accordance with this
Church’s administrative bylaws.
In order to remain on the roster of ordained ministers of this Synod, each ordained minister, except
those who are retired, disabled, on leave from call, or suspended from pastoral ministry, shall be in
possession of a proper call from a congregation, a synod or this Church itself. Such a call may be for an
indefinite or a specified length of time. Before issuing the call, the calling agency shall consult with the
Bishop of this Synod.

Report of Synod Council Actions
Significant Actions Undertaken By the Council and Officers of the BC Synod For
the period between the 2012 and the 2014 BC Synod Conventions
(Note to the reader: The motions are labelled by an alpha-numeric system that identifies the
body making the motion, the date, and the motion number for that meeting. The motions of the
two bodies are interleaved in chronological order. In order to distinguish further those made by
one body from those made by the other, the Officers’ motions are significantly indented. This list
is not comprehensive; what is recorded here is deemed by the Secretary to be of greatest
significance.)
Continuation of Renewal and Redevelopment proposal: BCSynCoun30Aug2012-09: MS that
the BC Synod Council engage the services of Alan Roxburgh of the Missional Network for the
purposes of implementing Phase 2 of the proposal presented by the Renewal and
Redevelopment Task Force at this meeting (refer to Appendix 1), at the cost of $59,392.00,
before tax. [Discussion included the payment schedule (not clear at this point); the need for
enhanced administrative scrutiny; some uncertainty over the effectiveness of the initiative in our
Synod; the need for a new impetus in mission and ministry especially in view of a tired and
declining membership; the need for the Synod’s leadership to be committed to the process of
what amounts to a cultural change in the Synod.] Carried unanimously.
BCSynCoun30Aug2012-10: MS that the BC Synod Council access the $59,392.00, plus
applicable taxes, from the restricted fund, “Canadian Missions.” Carried.
BCSynCoun30Aug2012-11: MS that the BC Synod Council approve the proposed constitution
and bylaws of Deo Lutheran, Salmon Arm, subject to the inclusion of the provisions itemized in
the Secretary’s letter of September 21, 2011, and upon receipt by the Synod Office of the
completed document. Carried.
BCSynCoun30Aug2012-12: MS that the BC Synod Council approve Matthew Senf for
ordination, pending receipt and acceptance of call. Discussion: Bishop Mohr noted that the
Conference of Bishops would review the recommendation from the Examining Committee and
the Council’s approval. Carried. (Reinhardt abstained because he is Senf’s pastor.)
BCSynCoun30Aug2012-13: MS that the BC Synod Council extend a letter of Call for
Specialized Ministry to Matthew Senf to serve the Lutheran Urban Mission Society on a part-
time, non-stipendiary basis. [Discussion: The meeting noted that this may have implications for
pension plan of the church. It noted as well that this may mark the beginning of a ministerial and
professional trend in the church, and that it may be a necessary development in light of
institutional realities. The meeting further noted the National Church document, “Guidelines
Related to Non-Stipendiary Ministry,” and its provisions for annual review; and the National
Church document, “Guidelines Related for Initial Calls to Ordained/Lay Diaconal Ministry.”]

Rev. Richard Hung, and remove him from the Roster of Ministers of the BC Synod. Carried.
BCSynCoun30Aug2012-15: MS that the BC Synod Council remove Vancouver Chinese
Lutheran Church from the roster of congregations of the BC Synod. Carried.
BCSynOfficersOct2012-01: MS that the Officers authorize the establishment of a
banking account at the New Westminster branch of VanCity Credit Union. Carried.
BCSynOfficersOct2012-02: MS that the Officers direct the Treasurer to transfer the
$1,000,000 – that is, the proceeds of the Surrey property sales agreement – to the
Synod’s new account identified in the motion BCSynOfficersOct2012-01. Carried.
BCSynOfficersOct2012-03: MS that the Officers recommend to the BC Synod Council
that it establish the following Church Workers’ Salary Guidelines for 2013: 1.012 X the
2012 salary figures. Discussion: The Officers noted that the factor in the formula comes
from the Consumer Price index for BC for the period year-over-year September 2011 to
September 2012 – namely, 1.2%. Carried.
BCSynOfficersOct2012-04: MS that the Officers recommend to the BC Synod Council
that it establish a policy for setting the annual increments in the salary guidelines for the
BC Synod. Carried.
BCSynCounNov2012-06: MS that the BC Synod Council appoint the people to the respective
Synodical Committees, as per the document Nominations for Synodical Committees –
November 2012 as corrected (namely, the deletion of the names Barbara Perry and Rev. Ray
Niebergall). Carried.
BCSynCounNov2012-07: MS that the BC Synod Council appoint Rev. Ray Niebergall to assist
the Specialized Ministry Committee for a period of four years. Carried.
BCSynCounNov2012-08: MS that the BC Synod Council remove Rev. Kebede Dibaba from the
BC Synod roster. Carried.
BCSynCounNov2012-09: MS That the BC Synod Council remove Rev. Dr. Eddie Kwok from the
BC Synod roster. Carried.
BCSynCounNov2012-10: MS that the BC Synod Council direct the Officers of the Synod to
develop a proposal for divestment of the Synod’s property at 1005 Kensington Avenue in North
Burnaby, and report back to the Synod Council no later than its next regular meeting. Carried.
BCSynCounNov2012-12: MS that the BC Synod Council transfer $10,000, which is a portion of
the net rental income for the fiscal year ended June 30, 2012, from the general account to the
capital assets contingency fund created by the Council in the motion BCSynCounFeb2011-05.

BCSynCounNov2012-13: MS that the BC Synod Council authorize the Treasurer to move the
Synod’s accounts to VanCity Credit Union. Carried.

WORKERS’ SALARY GUIDELINES FOR 2013, with the following amendment: Under “II.
Benefits,” replace the text with, “All congregations and employers shall participate in the
Pension and Benefits Plan of the ELCIC as per the policies of Group Services Inc.” Carried.
BCSynCounNov2012-15: MS that the BC Synod Council direct the Officers to generate annually
the CHURCH WORKERS’ SALARY GUIDELINES, utilizing the Consumer Price Index year-
over-year, September to September, for calculation of the annual cost-of-living adjustments.
Carried.
BCSynCounNov2012-16: MS that the BC Synod Council permit the Conferences of the Synod
to transfer their funds into the bank account of the BC Synod, and extend to the Conferences
administrative banking services while permitting the Conferences to retain authority over their
funds. Carried.

BCSynCoun-26Apr2013-15: MS that the BC Synod Council authorize the Surrey Urban Mission
Society to launch a capital fundraising campaign in the BC Synod in the fall of 2013, lasting for a
maximum of one year. BCSynCoun-26Apr2013-15-b: MS that the motion be amended by
adding the words “contingent upon the reinstatement of the Society’s charitable status by the
Canada Revenue Agency” to the end of the existing sentence. The motion to amend was
carried. The meeting then considered the amended motion: MS that the BC Synod Council

of the Society’s charitable status by the Canada Revenue Agency. Carried.
Padang Lutheran Relief Society request for endorsement by the BC Synod: Bishop Mohr
reported that he had received a letter from Chagai Lual, Executive Director of the Padang
Lutheran Relief Society, seeking endorsement by the BC Synod, for the purposes of promoting
the goals of the Society and appealing for funds. Bishop Mohr asked National Bishop Johnson
to comment on the request. Johnson pointed out that the ELCIC has a relationship with
Canadian Lutheran World Relief for overseas development work. The meeting also expressed
caution about endorsing relief societies and similar agencies, in view of the increasingly
stringent requirements of the Canada Revenue Agency. BCSynCoun-26Apr2013-16: MS that
the BC Synod Council not grant the endorsement requested by the Padang Lutheran Relief
Society. Carried.
BCSynCoun-26Apr2013-17: MS that the BC Synod Council direct 50% of the gross revenues

Eligibility under the BC Synod’s license The following parties are eligible to access the services of Metasoft Systems Inc. under the BC Synod’s license: a) The Administration of the BC Synod; b) Any Standing Committee of the BC Synod (as defined in Bylaw 12); c) Any Conference of the BC Synod (as defined in Bylaw 6); d) Any ministry or mission congregation of the BC Synod (that is, a ministry or mission
congregation that is organized by or under the auspices of the BC Synod and which is not categorized as a Standing Committee, a Conference, or a Congregation);
e) Any Congregation of the BC Synod when it is undertaking a special project in conjunction with at least one other Congregation of the BC Synod, or a Conference of the BC Synod, or a ministry or mission congregation of the BC Synod, or an established congregation or standing committee of another church body, or an established community organization.

Form for submitting petitions to the 2014 BC Synod Convention
The bylaws of the Synod make provision for delegates, congregations, conferences and synodical
committees to formulate petitions for the consideration of the Synod in convention.
Here are the pertinent parts of the bylaws:
Bylaw 3, Section 2: Congregations shall have the right to petition this Synod, according to
procedures set forth in these bylaws.
Bylaw 6, Section 5: Each conference shall have the right to petition this Synod according to
procedures set forth in these bylaws.
Bylaw 7, Section 11, sub-section c: Petitions from congregations and conferences shall be
submitted to the secretary of this Synod prior to the convention for referral to the Committee of
Reference and Counsel.
Bylaw 7, Section 11, sub-section d(i): receive and study petitions submitted to the secretary by
congregations and conferences, as well as those referred to it by the convention, a synodical
committee, or a delegate, and report to the convention its recommendations, together with the
original resolutions.
