LIMITED ENTRY HUNTINGLimited Entry Hunting (LEH) is a system by which hunting authorizations are awarded to resident hunters based on a lottery or random draw. The purpose of LEH is to achieve wildlife management objectives and maintain hunting opportunity. LEH seasons are introduced where it has become necessary to limit the number of hunters or limit the number, class or sex of animals that may be harvested. The following species of game are available

under LEH within certain areas of the province: bison, caribou, elk, grizzly bear, moose, mountain goat, mountain sheep, and mule (black-tailed) deer. All of these species, with the exception of bison and grizzly bear, may also be available through a General Open Season (GOS). Although GOS may precede or coincide with LEH seasons for the same species in the same area, the class of animal available during the GOS will often be different from the class of animal available during the LEH seasons.

APPLY EARLY TO AVOID THE LAST MINUTE RUSHThe New BC Hunting Online Service

Last year the Province of B.C. introduced the BC Hunting online service for Limited Entry Hunting (LEH) applications. The response from hunters was very positive - over 70% of all LEH applications received for the 2016 fall draw were submitted through the online service.

Your Fish and Wildlife ID (FWID)

You need a Fish and Wildlife ID (FWID) to buy hunting licences or submit LEH applications. The FWID replaces the old BC resident hunter number card. Your FWID is a permanent number linked to your personal Fish and Wildlife online profile. Your profile contains details about your credentials, licences, LEH applications and authorizations. If you already have a hunter number, your new FWID will be the same number with three extra digits. You can obtain your FWID online at BC Hunting (www.gov.bc.ca/hunting) or at any Service BC or FrontCounter BC location.

There is no cost to get your FWID.

Buying a hunting licence for your child?

Both you and your child need a FWID.

Your Limited Entry Hunting Authorization

As of 2017-2018 you are no longer required to carry a paper copy of your LEH authorization. See shared hunt rules for important details.

LEH authorizations are now electronic and will be available in your Fish and Wildlife profile. You can view or print your LEH authorization by logging into BC Hunting online or visiting a FrontCounter BC or Service BC Office.

Electronic Based Hunting Licences

As part of ongoing improvements to hunter services, the Province is introducing electronic-based hunting licences in spring 2017. The old licence booklet will no longer be used. Instead of the paper booklet, your resident hunting licence will be visible on your Fish and Wildlife profile. You don't need access to your profile while hunting. Conservation officers can view your Fish and Wildlife profile on their mobile devices to check your credentials, licences and LEH authorizations.

You still need a paper version of your species licence(s). The licence has been redesigned with a barcode for identification purposes. You must carry species licences with you while hunting and you must cancel the licence by notching it as soon as you harvest an animal. If you buy a species licence online, it will be mailed to you.

Where can I get a licence or apply for LEH?Fees: The fee for an LEH application is $6.30, including taxes, and is not refundable.

• You also need a BCeID to use the BC Hunting online system. A BCeID is an account that provides secure electronic access to online government services, including the BC Hunting online system. If you don’t have a BCeID, you will be prompted to register for one when you sign on at www.gov.bc.ca/hunting. You don’t need a BCeID if you buy your hunting licence or LEH application in person.

HOW TO USE THIS SYNOPSIS

This synopsis outlines the application process for Limited Entry Hunting. Hunting opportunities advertised in this synopsis are arranged by species, then by region, followed by class of animal, and finally by the Management Unit (M.U.) where the hunt takes place. Management Units may also be divided into zones for certain species. The "MAP SECTION" of this synopsis displays these boundaries. Where LEH occurs over an entire M.U., a map of that M.U. is not provided in this synopsis; for maps of M.U. or zone boundaries, go to www.gov.bc.ca/hunting or iMapBC at www2.gov.bc.ca/gov/content/governments/about-the-bc-government/databc/geographic-data-and-services/imapbc.The term ‘species’ as used in this synopsis refers to the type of game animal, such as moose, elk, caribou, etc., and encompasses all classes, such as bulls, cows, calves, etc., of that species. For example, bull moose and an antlerless moose are considered the same species.Each hunt is given its own unique 4-digit HUNT CODE, which is highlighted on the left of each column on each page. DO NOT use last year’s LEH synopsis, as the hunt codes may change each year.

WHO CAN APPLY?

Any resident of British Columbia who holds a Fish and Wildlife ID with active B.C. resident and hunting credentials may apply. To be eligible to obtain a B.C. resident credential, hunters must be a B.C. resident as defined in the Wildlife Act, or qualify for an exemption. To obtain the hunting credential, a hunter must prove successful completion of hunter safety training such as CORE. For the purpose of entering the LEH draw, First Nations persons residing in B.C. registered under the Indian Act (Canada) will be granted the hunting credential upon proving status. For more information about B.C. residency, residency exemptions and the hunting credential please go to www.gov.bc.ca/hunting.A hunter may not apply for or be issued an LEH authorization if the hunter’s hunting licence, or their resident or hunting credentials have been suspended, cancelled, or expired, or if the hunter has unpaid fines under the Wildlife Act or the Firearm Act. Applications submitted by a person who becomes ineligible to win an authorization will not be entered in the draw and no refund will be issued. Also please note that if you have moved out of the province, you must re-establish your residency in B.C. to be eligible.

FIRST NATIONS APPLICANTS

The Ministry recognizes that First Nations may establish aboriginal rights to harvest wildlife for sustenance (food, social,

and ceremonial purposes) within their traditional areas, and that treaty First Nations have treaty rights in relation to harvesting wildlife. Those uses of wildlife must be sustainable, and harvesting methods must not jeopardize safety or the use and enjoyment of property. Any hunting of wildlife species for sale or barter, in whole or in part, is not legal, except as authorized by regulation or where there is a demonstrated aboriginal or treaty right to do so.Persons registered under the Indian Act (Canada) residing in British Columbia are not required to obtain a hunting licence or a species licence under the Wildlife Act.Individuals who exercise an aboriginal right to hunt for sustenance purposes within a traditionally used area or who exercise treaty rights are required to comply with hunting regulations related to public health and public safety. In situations where conservation of a particular species is of concern and compliance with hunting regulations is required by individuals exercising aboriginal or treaty rights - which may include the requirement for Limited Entry Hunting authorizations - there will be prior consultation with the affected First Nations in accordance with Ministry policy and procedures. Enquiries about a traditional hunting area, practice or requirements that may apply should be forwarded to the appropriate First Nation officials or Regional Fish and Wildlife Office.First Nations individuals who wish to hunt outside their traditionally used territory or treaty areas must do so in accordance with Hunting Regulations (except for the licensing exemption described above for persons residing in B.C. registered under the Indian Act, Canada). This includes making application for an LEH authorization via the LEH draw. A Fish and Wildlife ID with active B.C. resident and hunting credentials is required to submit an application for LEH. For the purpose of entering the LEH draw, persons residing in B.C. registered under the Indian Act (Canada) will be granted the hunting and resident credentials upon proving status and residency. Proof of status includes a Secure Certificate of Indian Status issued by the Government of Canada, or a letter from the Band Office or First Nation Government confirming status.

ONE APPLICATION PER SPECIES

An applicant may only enter one application per LEH species per draw.

A person may not apply for a second grizzly bear or a second mountain sheep for hunts that occur in the same licence year, if they were successful in receiving an LEH authorization in an earlier draw.

SECOND CHOICES

An LEH application presents an option for you to make a second hunt choice for the SAME SPECIES. Entering a second choice is optional. If you would like to learn more about how second choices operate, please consult: www.gov.bc.ca/hunting.

GRIZZLY BEAR SUBSTITUTE HUNTS

Occasionally, there are hunting opportunities for grizzly bear remaining following the first and second choice phase of the LEH draw. Any of these remaining opportunities will be assigned to applicants who wish to be considered for a substitute hunt on their application. Applicants should be aware that, by applying for a substitute grizzly bear hunt, they may be authorized for a hunt in an unfamiliar AREA (see page 4 for explanation of AREA).

WHAT ARE YOUR CHANCES?

The LEH draw is a lottery, and there are no guarantees of success. For the main draw in 2016, the Fish and Wildlife Branch processed 161,364 applications and issued roughly 25,282 authorizations for 8 species. Therefore, on average, one in every 6 applications was successful. Odds for individual hunts vary. Generally, the more popular a hunt is the lower your chances are of being drawn.

ENHANCED ODDS

For hunters who have not won an LEH authorization recently, enhanced odds increase their chances by reducing the chances of those who have been successful in recent years. If you were successful in receiving an LEH authorization for any species, except deer, your odds will be reduced for that species. If you were successful for elk in regions 1 or 2 or moose anywhere in the province your odds are reduced by 66% for 3 years for that species. If you were successful for any other species, except deer, your odds are reduced by 50% for one year.

INDIVIDUAL HUNTS

All hunts are open to individual applicants. Some hunts also allow for group or shared applications. Please see sections below for details about group and shared hunts.

GROUP HUNTS

Group Hunts are available to hunters who wish to apply as a group. Group Hunt applications cannot be submitted for elk in Regions 1 and 2, or moose or bison anywhere in the province. Applicants can apply as a group of two, three or four persons.

Group Hunt applications are entered in the draw as a single entry. If a Group Hunt application is drawn and there are

enough remaining authorizations for each group member, each hunter in the group receives an LEH authorization and each hunter may harvest an authorized animal. If any member of a group was drawn for the same species the previous year, the entire group is subject to reduced odds.

When applying for a Group Hunt, please be aware that the number of authorizations printed in the synopsis is tentative. In the event that there are not sufficient authorizations available to provide everyone in the group with an authorization, the group will not be drawn.

SHARED HUNTS

Like Group Hunts, Shared Hunts are available to persons who wish to apply as a group. However, Shared Hunts are only available for moose or bison. The Shared Hunt is intended to increase the number of people drawn for moose or bison without increasing the number of moose or bison harvested in a given year. Applicants can apply as a group of two, three or four persons.

For a Shared Hunt application, each member of the group is entered in the draw. If any member of the group is drawn, the entire group is treated as being drawn and authorizations are issued as follows: A group of two will be authorized to take one moose or bison, and a group of three or four will be authorized to take two moose or bison. If only one authorization remains in the draw, and a Shared Hunt group of three or four persons is drawn, the group will be authorized to take one moose or bison only. All members of a drawn Shared Hunt application will have reduced odds the following year(s). If any member of a Shared Hunt application for a moose was drawn for a moose in the previous three years or any member of a Shared Hunt application for a bison was drawn for a bison in the previous year, the entire group will be subject to reduced odds.

SHARED HUNT RULES

Any member of a Shared Hunt may harvest an authorized animal. For shared hunts only, hunters are required to carry a paper Record of Harvest form while hunting. The Record of Harvest form is on the bottom part of the shared limited entry hunting authorization. Your shared limited entry hunting authorization is available online in your Fish and Wildlife profile, or you can request a copy of your Record of Harvest form at a Service BC or FrontCounter BC office. Communication is necessary within the group while hunting in order to avoid exceeding the group limit. Once an authorized animal is harvested, the successful hunter must immediately inform the other members of the group,

and each member of the group must immediately document the successful harvest on their Record of Harvest form.

HOW TO APPLY FOR A GROUP OR SHARED HUNT

Applications for group and shared hunts can be submitted online at www.gov.bc.ca/hunting or in-person at a Service BC, FrontCounter BC or participating vendor location. At time of application, the group initiator can add up to three group members or invite them to join the group. If you choose to submit an application on behalf of your group members, you must pay for all applications and no refund will apply. To add other hunters to your group, you will need to have their FWID number, last name and first initial. Due to privacy policies, agents will not look up your group members’ details.

Alternatively, the group initiator can submit his/her application and share the Group ID with up to three other hunters. All hunters who wish to join an existing group must have the GROUP ID at time of application.

DEADLINES FOR APPLICATIONSMain DrawThe deadline for the main draw (fall hunts) LEH applications must be submitted by 11:59 p.m. Friday May 26, 2017.

Spring grizzly anD Early SkEEna Mountain ShEEp Draw

The deadline for the spring 2018 grizzly bear and early Skeena mountain sheep LEH applications must be submitted by 11:59 p.m. Friday February 9, 2018.

NOTIFICATION

You can check your FWID profile online at www.gov.bc.ca/hunting any time after the draw has been run to find out if you have been successful.

TWO LICENCES REQUIRED

If you obtain an LEH authorization, you must also hold a resident hunting licence and the appropriate species licence to lawfully hunt.

BAG LIMIT

An LEH authorization does not permit a person to exceed the hunting season bag limit for any species. See the current Hunting and Trapping Regulations Synopsis for information on provincial and regional bag limits.

YOUTH AND INITIATION HUNTERS

The holder of a Youth Hunting Licence can hunt under the authority of their supervising hunter’s LEH. If the Youth Hunting Licence holder harvests an

LEH species, it is the animal authorized by the supervising hunter’s LEH and the supervising hunter must cancel the appropriate species licence and count that animal against his/her bag limit.

The holder of an initiation hunting licence cannot hunt under the authority of their supervising hunter’s LEH.

COMPULSORY INSPECTION

Please refer to the 2016-2018 Hunting and Trapping Regulations Synopsis for Compulsory Inspection requirements. For information on where you can obtain a Compulsory Inspection, please refer to the ‘Compulsory Inspection Centre's’ section on the regional pages of the Hunting and Trapping Regulations Synopsis or www.gov.bc.ca/hunting.Anyone who kills a bull elk or a bull moose under the authority of an LEH authorization must, while returning from the hunt, keep the antlers of the animal available for inspection by an officer.

All persons hunting under an LEH authorization in B.C. are required to comply with hunting regulations under the Wildlife Act as outlined in the Hunting and Trapping Regulations Synopsis: www.gov.bc.ca/hunting

RESPONSIBLE USE OF VEHICLESThe modern Off Road Vehicle Act (ORV) promotes safe and responsible use of ORVs. Improved safety and mandatory registration helps officers better identify the few reckless operators that endanger others, harm animals or damage sensitive habitat. The fine for careless operation is $368 and for unregistered ORVs, $230. For more information about the ORV Act, visit the ministry’s website at https://www.for.gov.bc.ca/mof/orv/

The ORV Act applies to ATVs, motorcycles, snowmobiles, side-by-sides and on-highway vehicles (under 4,536 kg) used for work or play on Crown land.

Protect wildlife and their habitat, keep motor vehicles on existing roads and trails.

LIMITED ENTRY HUNTING - TERMINOLOGY(An explanation of the column titles used in the season tables)

HUNT CODE: Each hunt is given its own unique 4-digit HUNT CODE, which is highlighted on the left of each column on each page. Hunt codes change every year. AREA: This term is used in conjunction with a place name to denote a specific land area within British Columbia. It can consist of a number of Management Units, a single Management Unit or a portion of a Management Unit, referred to as a Zone. Hunters should be aware access is limited in some areas and are advised to confirm access before applying.MANAGEMENT UNITS: The province is divided into 225 management units identified by number. In this synopsis they are denoted by the initials ‘M.U.’ and a hyphenated number, i.e. M.U. 4-24, M.U. 3-14, etc. ZONE: Means a portion of one or more management units. If the Management Unit has been divided into Zones, this will appear as Zone A of M.U. 4-24, Zone B of M.U. 4-24, etc. Maps of Zones may be found on pages 15-27 or online at www.gov.bc.ca/huntingSEASON DATES: Refer to a period of time that hunting may take place. Hunters are reminded that under Section 35(2) of the Wildlife Act, anyone who kills or injures wildlife must make a reasonable attempt to retrieve that wildlife, and if it is alive, to kill it. This is particularly important with Bison.

The Special Mountain Sheep resident draw is available to resident hunters for fall 2018.There is only one Special resident Mountain Sheep authorization for one Mountain Sheep.The successful applicant for the Special Mountain Sheep hunt must hold a valid resident hunting licence, a Mountain Sheep species licence and the Special Mountain Sheep authorization while hunting. Please note that, while the Special Mountain Sheep authorization allows the hunter to harvest 2 Sheep in the licence year, the hunter CANNOT hold more than one valid Mountain Sheep species licence at any one time. A second species licence may not be purchased until after the first species licence has been cancelled. If an animal is harvested during the special hunt, it will not be considered in the calculation of reduced odds for future LEH applications. All other restrictions, including the location of open seasons, weapons restrictions, species,

and sex listed in either the 2018-2019 LEH Synopsis or the 2018-2020 Hunting and Trapping Regulations Synopsis (when available) apply to this special hunt. The successful applicant need not follow horn curl regulations that apply in the area hunted as the Special Mountain Sheep authorization will be for “any ram.”In addition, the successful applicant will have the opportunity to hunt either a bighorn or thinhorn ram Mountain Sheep during the dates listed below. If hunting a thinhorn ram sheep, the successful applicant may hunt up to 21 days prior to the opening date listed below for the intended hunt region.The non-refundable application fee for each Special Mountain Sheep application is $15.75 (includes GST). Ten dollars from each application fee will be directed to the Habitat Conservation Trust Foundation for projects specific to Mountain Sheep Management.

Much of the area within Zone C and Zone J of M.U. 2-05 is PRIVATE LAND. Permission of the landowner must be obtained prior to the hunt. Applying for a LEH in these areas does not guarantee that there will be Elk present during the selected season. Also the private landowners may restrict the number of hunters that are allowed onto their land. It is the hunter’s responsibility to locate landowners willing to allow hunter access. This can be a long and challenging process with no guarantee of success. Hunters who wish to cross Indian Reserve lands at Indian River or use the dock at the head of Indian Arm should first contact Burrard Indian Band by phoning 604-924-4161.Indian Reserves are private property. In the Sechelt First Nation’s Traditional Territory they request hunters obtain permission, by contacting the resource management department at (604) 885-2273, prior to crossing or accessing any Sechelt Indian Band land.Hunters are reminded that under S.35(2) of the Wildlife Act, anyone who injures wildlife must make reasonable attempt to retrieve that wildlife, and if it is alive, to kill it. This is particularly important for Roosevelt Elk in areas restricted to ARCHERY EQUIPMENT ONLY, and these hunts are recommended only to archers with considerable big game hunting experience.

KOOTENAY AGE-RESTRICTED HUNTS (See Map 4E for boundaries)The following hunts are open ONLY to hunters who are under the age of 18, or over the age of 65, and WHO POSSESS A VALID FWID. To qualify as under 18, an applicant’s 18th birthday must fall on or after August 1, 2017. To qualify as over 65, an applicant’s 65th birthday must fall on or before August 1, 2017. Hunters who are under the age of 18 at the time of their hunt must be accompanied and closely supervised while hunting by a person who is 18 years of age or older and who meet the qualifications of a Supervising Hunter for Youth see details at www.gov.bc.ca/hunting

To qualify as under 18, an applicant’s 18th birthday must fall on or after August 1, 2017. Hunters who are under the age of 18 at the time of their hunt must be accompanied and closely supervised while hunting by a person who is 18 years of age or older and who meet the qualifications of a Supervising Hunter for Youth see details at www.gov.bc.ca/hunting

MOUNTAIN GOATDue to concerns over the large percentage of female goats harvested in some areas of the province, the Fish and Wildlife Branch continues to encourage hunters to harvest male Mountain Goats only. Copies of a DVD titled “Is it a Billy or Is It a Nanny?” are available for loan at regional wildlife offices to help hunters learn to select male Mountain Goats. SPRING 2018 GRIZZLY BEARIf you have made an application for a Fall 2017 Grizzly Bear hunt, you are eligible to apply for any of these hunts; however a successful Spring 2018 draw will make a person ineligible to apply for a Fall 2018 Grizzly Bear hunt.Applications must be received by February 9, 2018. Notification of successful draw results will be sent when the draw has been completed. Please note the numbers listed here are the actual number of authorizations issued for the Spring 2017 hunt and are subject to change. The tentative number of authorizations to be issued for Spring 2018 will be posted on the Ministry website the 3rd week of January: www.gov.bc.ca/huntingGrizzly Bears are sensitive to female harvest. The Wild Sheep Society of British Columbia has partnered with the British Columbia Ministry of Forests, Lands and Natural Resource Operations to develop an education program for hunters relating to horn curl restrictions that apply to the harvest of wild sheep in the province.

The Society and the Ministry have become increasingly concerned about the number of illegal sheep kills occurring in British Columbia, in some cases resulting from a lack of diligence. In some cases illegal kills may result in increasing hunting restrictions (such as Limited Entry seasons in place of general open seasons) or the complete closure of a season.

In an attempt to limit the number of illegal sheep harvested in British Columbia, the Wild Sheep Society

has created a horn curl education program, with the support of the Ministry of Forests, Lands and Natural Resource Operations.

The Society's horn curl education program is divided into two sections: an education component, and a test component.

Both the Society and the Ministry highly recommend that all sheep hunters review the horn curl education program and participate in the horn curl test. Even for experienced sheep hunters this will provide a helpful review.

Minimizing the female (nanny) harvest of Mountain Goats has been identified as an important conservation action. Previously, the Ministry of Forests, Lands and Natural Resource Operations has addressed concerns with the harvest of females through voluntary compliance among hunters to select a male Mountain Goat (billy). While the proportion of females in the harvest has decreased, there continues to be concerns over the high harvest of female mountain goats in some areas. In order to address this concern, a regulation has been implemented that states “It is unlawful to hunt a female Mountain Goat accompanying a kid or a female Mountain Goat in a group that contains one or more kids.”

This regulation does not protect all female Mountain Goats as a solitary female Mountain

Goat, or a female Mountain Goat within a group of goats that does not contain kids, would still be legal to harvest.
