Dear FrienDsanD supporters,We Are PLeASed to present Legal Services of South Central Michigan’s 2013 Annual report. With your support, LSSCM has experienced significant growth in the past several years. LSSCM now has five field offices serving 13 counties in south and central Michigan and each year helpsthousands of low income families who are facing critical legal needs.

In 1997, LSSCM created two statewide programs - the Michigan Poverty Law Program andFarmworker Legal Services. Since 2008, LSSCM has created several new statewide programs to respond to emerging needs, such as foreclosure, elder abuse, immigration and self-represented litigants. LSSCM’s statewide staff travels throughout Michigan with offices in Ann Arbor, Kalamazoo, Lansing and dearborn.

In 2013, LSSCM’S Board of directors decided to restructure the organization to expand ourstatewide advocacy capacity. At the beginning of 2014, we created a separate Limited LiabilityCompany (LLC), called Michigan PLP, LLC. The LLC houses the statewide advocacy servicesincluding the Michigan Poverty Law Program, the Michigan Immigrant rights Center, Michigan elder Justice Initiative, and the Michigan Legal Help Program. Lorray Brown and Angela Tripp are now the Co-directors of the LLC. In addition, we also created the Michigan Advocacy Program, an umbrella organization to house the local legal aid offices (still called LSSCM), Farmworker Legal Services and the statewide programs.

In THe MeAnTIMe, we continue to pursue justice and fight poverty for those who need it the most. This 2013 Annual report highlights some examples of our advocacy work and the positive results we achieve for our clients.

Legal Problem --- DomesticViolence Survivor was facing

eviction from public housing after boyfriend assaulted her in

her apartment

Case Outcome --- Prevented eviction and obtained a Personal

Protection Order to preventfurther contact

Legal Problem – Elderly widow did not have clear title to her

property because a deed was not filed when her and her husband

paid off their land contract 35 years earlier

Case Outcome – Obtained clear title to home

Legal Problem – Even though the children’s primary home was

home with their father, thefoster care agency would not

place the children with himbecause he had not acted to

establish paternity in the courts.

Case Outcome – Reunifiedchildren with their father.

Legal Problem --- 18 year oldclient was hit by a drunk driver

and incurred significantmedical bills. Client had

Medicaid and submitted car insurance information to the

hospital. Hospital sued client for debt.

Case outcome --- Protectedclient’s limited income from

collection. Medicaid paid the hospital bills. Collection case

dismissed.

Improving Housing Conditions for Migrants --- FLS attorneys maintained an active role in the Michigan Department of Civil Rights “FarmworkerImplementation Workgroup”.As a result, the MichiganDepartment of Agriculture and Rural Development improved the migrant labor housing inspection process by significantlyincreasing the number of in-field inspectors.

Coordinating Advocacythroughout Michigan – MPLP coordinates statewide advocacy with the University of Michigan Law School, legal aid attorneys, the Legal Services Association of Michigan and pro bonoattorneys. In 2013, MPLP filed or consulted on numerousappellate cases and amicus briefs. These cases involvedimportant issues facing low income families such as parental rights, debtor issues, Personal Protection Orders and tenants’ rights in public housing evictions.

Increasing Collaboration to Protect Seniors – MEJI assumed responsibility for the long term care ombudsman programs in Ingham, Clinton, Eaton, Jackson, Hillsdale and Lenawee Counties. Through this work and incollaboration with LSSCM legal staff, systemic advocacyaddressed quality of care,residents’ rights, and otherissues.

Working to Ensure Access for all in the Judicial System – In 2013, MIRC played an important role on the Supreme Court’s Limited English ProficiencyImplementation Committee along with representatives from thejudiciary. The committee isadvising the courts on theimplementation of the new court rules related to language access issues in Michigan’s courts.

Expanding Access throughInformation – In 2013,individuals completed anaverage of 85 legal forms each day through the MLH website. MLH increased the number of materials available on thewebsite, added a chat-basedservice to answer questions that do not require legal advice,translated materials intoSpanish to launch aSpanish-language website, and opened three new self-helpcenters.

Ann Routt received theChampion of Justice Award from the State Bar of Michigan for her leadership at LSSCM and her tireless efforts on behalf of domestic violence survivors and low-income parents.

Christine Sauvé received the White House Champion of Change Award for her innovative work with our WelcomingMichigan initiative.

Tom Thornburg and Farmworker Legal Services received the César Chávez Award from Western Michigan University’s Division of Multicultural Affairs.

Bob Gillett received the Integrity in our Community Award from Thomas M. Cooley Law School’s Ann Arbor location.

Kerene Moore received LSSCM’s Outstanding Advocate Award for her work with immigrant survivors of domestic and sexual violence.

Ruby Robinson received LSS-CM’s Effective Community Response Award for his work coordinating advocacy for low-income immigrants.

Pam George and Jose Rosas received LSSCM’s 110% Award for their hard work and dedica-tion to LSSCM and Farmworker clients.
