Background The draft Keilor Village Concept Plan (draft Concept Plan) was developed to address key recommendations as outlined in the revised Keilor Village Vision Document (Vision Document), adopted at the Ordinary Council Meeting on 24 November 2015. The Vision Document was originally developed through extensive consultation with the Keilor community in 2008, 2010 and 2011. It reflects the aspirations of the local community and serves as Council’s reference document to guide future development. The vision for the Keilor Village is to create an attractive, inviting and compact local centre offering a broad range of retail opportunities and services, while preserving and enhancing the distinctive natural, historic and semi-rural character of the Keilor Village. Some of the key urban design recommendations outlined in the document are to: Strengthen pedestrian connectivity throughout the village, through safer crossings, signage and new connections Enhance the public seating spaces at either end of the main shops through landscaping and perimeter seating to create robust intimate spaces Improve raised surface pavement to the main shops along Old Calder Highway Provide consistent landscape and surface treatments throughout the village to improve visual connectivity Include cycling paths and facilities with good connections to surrounding areas. 2. Consultation Consultation on the draft Concept Plan was undertaken at three (3) events: 1. Consultation with Keilor Village traders. This occurred at the Keilor Municipal Offices on 11 February 2016. All businesses within the Keilor Village were invited, with eight (8) traders attending 2. General community consultation undertaken at two (2) half day, pop-up events at the Keilor Village, on 19 and 22 February 2016. There was a good turnout of interested community members and 66 written responses were collected 3. A presentation to key members of the Keilor Historical Society and Keilor Residents and Ratepayers Association occurred on 13 January 2016 at the Keilor Municipal Offices. The community also had approximately eight (8) weeks to comment on the draft Concept Plan, which was available on Council’s website. Analysis The draft Concept Plan was generally well received by the traders (at event on 11 February 2016) and there was strong support for the proposals. The timing of works was discussed with the traders to get an understanding of when disruption caused by construction works could best be minimised. It was generally considered by the traders that January is the quietest time of trading, with many shops being closed for the first two (2) to three (3) weeks of January 2017. Council officers are supportive of this timing for works, and this will be worked through in greater detail with traders at the tender/construction stage. The two (2) half day pop-up public consultation events showed the majority (86%) of community members supported the concept. Several features of the design were very popular - particularly, the upgrade as a whole, the enhanced seating areas, inclusion of a shared path, raised crossings and refuge islands, new raised/level pavements, tree planting, re-opening the heritage gates and the inclusion of a rain garden. The community also expressed their passion for the existing character of Keilor Village and preferred materials and finishes that were sympathetic with the ‘historic/semi-rural look and feel of the village’. This has been noted and the draft Concept Plan updated to be more sympathetic in terms of materials and finishes. The Keilor Historical Society and the Keilor Residents and Ratepayers Association generally supported the upgrade. Some concerns were expressed, particularly regarding the proposed alignment of the shared path and the potential for vandalism if the J.P. McFarlane Memorial Gates were opened. A summary of issues raised during the consultation events and the Council officers’ response is at Attachment 1 to this report. As a result of the consultation, the draft Concept Plan has been amended to: • Emphasise the use of local village materials in the design (including stone and

timber). Plans have also been updated to include an indicative images sheet to reflect consultation suggestions

• Revise the shared path width to 2.5 metres (originally 3.0 metres) and investigate an anti-swing mechanism to the J.D McFarlane Memorial Gates

• Strengthen the landscape works and furniture proposed along Arabin Street.

The final draft Keilor Village Concept Plan (final draft Concept Plan) is at Attachment 2 to this report. A letter will also be sent to VicRoads requesting a response to the consultation feedback regarding reducing Old Calder Highway back to two (2) lanes. 4. Resource Implications Resource requirements for the development of the Keilor Village Concept Plan are provided within Council’s 2015/2016 Capital Works Budget.

Compliance Statement The final draft Concept Plan has been prepared in accordance with the objectives and key recommendations of the Vision Document. Conflict of Interest Declaration The Local Government Act 1989 requires Council officers, and anyone engaged under contract, providing advice to Council to disclose any conflict of interest in a matter to which the advice relates. Council officers contributing to the preparation and approval of this report, have no conflicts of interests to declare. 6. Officer Recommendation That Council: a. Adopts the final draft Keilor Village Concept Plan 2016, at Attachment 2 to this report. b. Thanks the community for their feedback on the draft Keilor Village

Concept Plan and writes to submitters advising of the adoption of the Keilor Village Concept Plan 2016.

c. Considers allocation of funds in the 2016/2017 Capital Works Budget for

the implementation of the Keilor Village Concept Plan 2016.

Key Issues raised at Trader Consultation

Issues raised during the trader consultation included:

• No signalised pedestrian crossing has been included between the main shops and the

southern side of Old Calder Highway. • Desire to see Old Calder Highway reduced to two lanes (at main shops and East to

Keilor Hotel) to accommodate more car parking space and widened nature strip. • No toilets included in the design.

• Perception that Arabin Street was being left out of the design.

Key Issues raised during Pop-Up Event.

The main items identified that the community didn’t think had been properly resolved through the Draft Concept Plan included: • No toilets included in the design.

• No signalised pedestrian crossing has been included between the main shops and the southern side of Old Calder Highway.

• Congestion and vehicular queuing are an ongoing issue at the roundabout entrance to the main shops along Old Calder Highway.

Key issues raised by Keilor Historical Society and Keilor Residents & Ratepayers

Association.

The Keilor Historic Society and the Keilor Residents and Ratepayers Association generally supported the upgrade though they had concerns with the following items:

• No toilets included in the design.

• Dislike the alignment of the Shared Path through the Cliff Harvey Lagoon Reserve (due to width of concrete and safety concerns of children playing near cyclists).

• Dislike the idea of re-opening the Heritage Gates (due to potential vandalism of people swinging on gates).

• Perception that the seating areas are “too industrial and concrete, lack back support and don’t consider the heritage values of the Village”.

• Consider that the proposed new bus bay at Cliff Harvey Lagoon Reserve will encroach into the reserve and limit the area where people play bocce.

• Flora Street traffic island (roundabout) not included in the Draft Concept Plan.

• No signalised pedestrian crossing has been included between the main shops and the southern side of Old Calder Highway.

Key issues raised via handwritten letter and emails

• No toilets included in the design.

Response to Issues Raised During consultation, Council officers articulated Council’s position on the main issues raised where possible. Some of the issues had to be referred back to Council’s

Engineering Services Department and further investigated.

Some of the items were also repeated through the different consultation events. After consolidation of these items a list of ten (10) identified issues and Council officer’s

responses to these items are as follows:

1) No signalised pedestrian crossing has been included between the main

shops and the southern side of Old Calder Highway.

In 2013 Council’s Engineering Services Department conducted preliminary investigations into the proposal of a crossing in this location. Investigations included pedestrian counts

over a 12 hour period. The results of the survey were assessed against VicRoads guidelines and failed to warrant the need of a Pedestrian crossing. Previous investigations also revealed that if

the construction of a pedestrian operated signal (POS) in this location were to occur, it would involve the removal of several car parking spaces in front of the main shops.

Traders were also advised of the required loss of parking if a POS were to be constructed and were unsupportive upon hearing this news. The traders instead decided they were happy with the crossing points at either end of the shops be enhanced as per the Draft Concept Plan proposal.

It is therefore recommended that the proposed refuge islands crossing points at either end of shops be designed as per the concept proposal.

2) Want to see Old Calder Highway reduced to two (2) lanes (at main shops

and East to Keilor Hotel) to accommodate more car parking space and

widened nature strip.

Council has raised this suggestion with VicRoads (responsible authority) on several previous occasions. VicRoads does not support the reduction in lanes as Old Calder Highway acts as a bypass diversion to the Calder Freeway during emergencies/road

closures. Therefore this item is unable to be considered by Council. Council officers will write again to VicRoads requesting consideration of this matter.

3) Congestion and vehicular queuing are an ongoing issue at the roundabout entrance to the main shops along Old Calder Highway.

According to Council’s crash statistics, there has only been one (1) crash incident in the

last five (5) years reported at this location and this was unrelated to queuing. Council’s Engineering Services Department recognise that vehicle queuing is an ongoing issue, however there is no apparent solution at this time. As such there is no recommendation other than to continue to monitor the situation.

4) No Toilets included in the design

This item came up through all three (3) consultation methods and was highlighted a number of times at the pop up event at the Keilor Village. Residents were unhappy about the removal of the previous public toilet in the adjacent

reserve with nothing being reinstated in its place. It’s important to note that the new toilets at Cliff Harvey Lagoon Reserve are actually located closer than the toilets that were removed if the measurement is taken from a central point at the main Keilor Shops

(approximately 240m compared to 270m). The implementation of the Concept Plan, subject to Council adoption, will improve access to the existing toilets in Cliff Harvey Lagoon Reserve through the upgraded pedestrian

crossings over Old Calder Highway and through new signage.

5) Perception that Arabin Street was being left out of the design

New pavement surfacing is not being considered for Arabin Street due to it’s good condition and compliance with Australian Standards for pavement gradients. Landscaping treatments however, such as additional tree planting and an upgrade of the

furniture suite are proposed for Arabin Street. It is recommended that Council include additional picnic seating facilities in Arabin Street for the use of Arabin Square employees to eat lunch.

6) Dislike the alignment of the Shared Path through the Cliff Harvey Lagoon

Reserve (due to width of concrete and safety concerns of children playing

near cyclists).

There was some concern from the Keilor Historic Society with the width of the Shared Path through Cliff Harvey Lagoon Reserve and the safety concerns with its proximity to the playground.

The minimum width of a shared path in this circumstance is 2.5 metres. The shared path is proposed to be built in the alignment of the existing footpath which is 1.5 metres wide. Therefore the path would be an additional 1 metre in width. Council has explored

other locations for the shared path but would not be able to do so without removal of several trees.

It is important to note that Council had great support from the local community for the proposed location of the shared path and the positioning of this proposed path is very much in line with Council’s Cycling and Walking Strategy 2008, Council’s Creating Better Parks Strategy 2008 and the Keilor Village Vision Document 2015.

The 2.5 metre shared path will ensure that an appropriate link is provided for the Keilor community to Cliff Harvey Lagoon Reserve that is accessible and well shaded. VicRoads

also supports the pathway alignment along with Brimbug (Brimbank Bicycle Users Group) who have provided a letter of support for the proposed path. It is recommended that Council proceed with a shared path in the proposed alignment

with the inclusion of additional cycling safety measures within the playground vicinity. 7) Disliked the idea of re-opening the Heritage Gates to Keilor Football Oval

(due to potential vandalism of people swinging on J.D McFarlane Memorial

gates).

Members of the Keilor Historical Society would not like to see the Heritage gates re-

opened due to potential vandalism of the gates being ‘swung on’. Council Officers understand this concern and consider that a design can be worked on that will prevent gates being ‘swung on while open.

There was good support from the local community for re-opening the gates. Council’s Heritage team and the intent of the Keilor Village Vision Document strongly support the

re –opening of these gates. It is recommended that Council proceeds with the proposal of re-opening the gates with

the inclusion of an anti-swing mechanism being investigated as part of the detailed design. Council officers will work through these ideas in more detail with the Keilor Historical Society prior to construction.

8) Perception that the seating areas are ‘too industrial and concrete, lack back supports and don’t consider the heritage values of the Village’.

The initial renders of the seating areas appeared ‘quite blocky’. They were intended to provide the viewer with a rough idea of the proposed layout and how they would be integrated within the two areas. It was always the intention to provide seating backs, tables and arm rests and while these were included in the initial renders it may have

been difficult to see clearly. Based on this feedback and the general comments received while conducting the pop-up events, plans have been amended to show the use of materials (stone & timber) that do

consider the heritage values of the village as well as very clearly illustrating back supports and tables etc.

During the detail design stage the exact type of materials and finishes will be worked through in further detail. 9) Belief that the proposed new bus bay at Cliff Harvey Lagoon Reserve will

encroach into the reserve and limit the area where people play bocce.

The Draft Concept Plan does show a new bus bay with a slightly larger footprint than the

existing bus stop. This larger footprint may have encroached into the bocce playing area. Based on this feedback the plans have been amended to limit the size of the proposed new bus bay to being no larger than the existing. Therefore this item will no longer be an

issue. 10) Flora Street roundabout not included in the Draft Concept Plan.

The Flora Street Roundabout proposal by Council was put forward to VicRoads in 2004. This proposal was supported by VicRoads (the responsible authority), although no funding was ever committed.

It is anticipated these works would have cost Council approximately $250,000.00 if Council were to fund them solely. The new proposed traffic treatment at the intersection of Old Calder Highway/Flora Street will improve the operation of the intersection in much

the same way as the proposed roundabout design while costing significantly less. The proposal includes:

• A traffic island which provides a safer crossing point for pedestrians and cyclists

crossing Old Calder Highway • Improved channelisation of the road • Provides protected right turn lanes into Flora Street (North & South) • It also provides opportunity to improve the alignment of the intersection and

improved access into the eastern village shops.
