DC Water’s DC Clean Rivers Project is implementing the Long Term Control Plan to control combined sewer overflows (CSOs).

Clean Rivers implemented a system of storage/conveyance tunnels along the Anacostia and Potomac Rivers, pumping station rehabilitation, and targeted sewer separation.

The consent decree was amended to include Green Infrastructure (GI) to manage storm events in the Rock Creek and Potomac River sewersheds.

To meet this challenge, Clean Rivers constructed approximately 200 GI facilities to manage stormwater and to mitigate flooding.

GI facilities are innovative practices that includes natural and built assets employed to mitigate impacts of stormwater runoff and flooding by capturing and infiltrating rainwater.

Background

Clean Rivers GI Maintenance:

• GI facilities maintained under these contracts were installed under variousconstruction contracts divisions and are at different stages of maturity.

Purpose

• The purpose of the GI Maintenance Contract is to support Clean Riversefforts to maintain the GI facilities to the prescribed level of service.

• Clean Rivers anticipates awarding two (2) maintenance contracts:

✓Contract A No. 200060 : All DC Water GI facilities located throughoutthe District or as determined by Clean Rivers, except those in the RockCreek Sewershed

✓Contract B No. 200070: GI facilities located within the Rock CreekSewershed

SCOPE OF WORK

Meetings

• Mandatory Kickoff Meeting

▪ Selected Contractors, all Subcontractors and Key Personnel must attend kickoff

meeting.

Trainings

• Selected Contractors will be provided tablets with software application installed to

execute GI maintenance work orders.

• DC Water will conduct training session (classroom and field training ) on GI

Maintenance Work Order tracking software application.

• Work orders will be set up by DC Water and deployed to the applications and

available to the Contractors prior to scheduled maintenance. Training will be

provided on how to access, execute, and submit GI maintenance work orders.

• Additional training will be provided as needed for new team members for the

duration of the contract.

Site Walk

• DC Water will conduct site walks with the selected prime contractors at each facility

location during or before the initial scheduled maintenance.

SCOPE OF WORK

Permits

• Contractors are responsible for obtaining all necessary permits for GI

maintenance work

▪ Permits required may include but are not limited to:

o Traffic Control Plan in accordance with the District of Columbia Department of

Transportation.

o District of Columbia Department of Transportation Occupancy Permit as it applies to

temporary No Parking signs

• DC Water must be notified of all permit application submissions and

approvals prior to the start of work on the project sites.

• The Contractor must follow all conditions listed on the permits.

Working Within Existing Easements

• Clean Rivers secured certain easements and agreements for site access to

perform inspection and maintenance of GI facilities (copies provided in

RFP documents). Contractors shall be subject to the terms and conditions

of the easements and agreements related to the inspection and

maintenance work.

Price Proposals

• Meetings and trainings shall be reimbursed at the unit price for the

Meetings and Training pay items specified in the Attachment B Price

Schedule.

• Permit application and processing shall be reimbursed out of Permit

Allowance Pay Item specified in the Attachment B Price Schedule.

• Unit prices for Preventative Maintenance (PM) pay items are specified

in the Attachment B Price Schedule. Unit prices shall be established

based on the maintenance specification provided in RFP.

• Preparation and submission of maintenance documentation will not be

measured separately for payment.

• Unit prices for Corrective Maintenance (CM) are captured in As-Needed

Maintenance pay items specified in the Attachment B Price Schedule.

The following shall be noted:

▪ CM Work Authorizations shall be based on the As-Needed Maintenance pay

items specified in the Attachment B Price Schedule. For any other unforeseen

work items, payment will be based on a mutually agreed upon price and paid

out of the Bid Allowance pay item as directed by DC Water.

▪ Emergency Repairs work authorizations shall be based on As-Needed

Maintenance pay items specified in the Attachment B Price Schedule. For any

other unforeseen work items, payment will be based on a mutually agreed

upon price and paid out of the Bid Allowance pay item as directed by DC

Water.

▪ The Bid Allowance pay item is a lump sum allowance which may be used to

compensate the Contractor for additional work items for GI maintenance as

defined and approved by DC Water. For additional work items, payment will be

based on a mutually agreed upon price in the work authorization.
