M unicipality of Consolacion is located at the Northern part of Cebu. This municipality is adjacent to Cebu and M andaue City.It is 13 kilometers away from Cebu City and 5 kilometers fromM andaue City with a total area of 45,949,400 sqm more orless. It has 21 barangays namely: Cabangahan, Cansaga,Casili, Danglag, Garing, Jugan, Lamac, Lanipga, Nangka,Panas, Panoypoy, Pitogo, Poblacion Occidental, PoblacionOriental, Polog, Pulpogan, Sacsac, Tayud, Tilhaong, Tolotolo,Tugbongan. Consolacion Police Station has gradually recovered peace and order in thearea. Problems on criminalities may be attributed to the rampant abuse of illegal drugs and illegal gambling. However, it is worthy to say that at present, the police-community united efforts have claimed success on peaceand order and public safety.
It indeed served the purpose, the residents are now very vigilant and prompt to act on incidents involving or affecting their safety, unless they need policeassistance. Barangay tanods in their respective area are very organized.This was however the product of massive education campaign and in closecoordination with local chief executive, municipal and barangay officials.

Consolacion is one of the most accessible ways of exit from Cebu and M andaueCity. Some criminals hide this town because some of its barangays are located
in remote places. The police to population ratio is 1 to 3,612.R
esidents of pier area from adjacent cities made this town a relocation site wherein most of them are unemployed and no other way of living except to commit a crime inorder to survive. Despite the rigid efforts of the policemen, some problems areencountered such as lack of police personnel and lack of police vehicle to beused during night and beat patrol in order to minimize the occurrence of crimes.However, despite of these constraints, the peace and order situation of thismunicipality is manageable.

M ost of the index crimes took place in barangay Cansaga, Poblacion Oriental,and B rgy. Pitogo. R apid urbanization, urban migration and population density
are the dominant factors that considerably affected the crime rate of a particularplace. For instance, barangay Cansaga and Poblacion Oriental were situatedalong the national highway and where business centers are located with a largenumber of transient people.

This station is maximizing its information campaign through Information Networkfrom the barangay officials, CTES, B rgy. Tanods, and selected members of BarangayIntelligence Network ( B IN) from all barangays. The channel of communication isbasically done thru cellphone and radio communication installed in some barangaysfor monitoring and information gathering purposes. For the period covered, peace
and order condition in relation to internal security within the area of immediateconcern remains normal. Intensified intelligence monitoring and conduct of mobile/random checkpoints.

Anti- C riminality C ampaignR igid operations like random checkpoints, patrolling and saturation drive against illegal drugs, illegal gambling and other forms of illegal activities, with the activeparticipation and cooperation of civilian volunteers like GUA R DIANS, barangayTanods, B IN and CTES helps prevent and minimize the occurrence of crimes in thismunicipality. Conduct an ntensive information campaign like pulong-pulong,lectures, seminars against all forms of illegal activities to all barangay and strict implementation of local municipal ordinances.

Upon assumption of office as Officer-In-Charge of this station, there is onlyone serviceable blue patrol jeep and one (1) unit motorcycle used as our mobility
in responding alarms, conducting checkpoints and any other police operationwithin AO R . However, reaping from a good relationship with the LGUs thru theadministration of Hon. M ayor Teresa P. Alegado and with the effort of theundersigned, one M r. Ike M aglasang, an interpreneur, donated one (1) unit Nissan Terrano Patrol car to help us in providing better police services to ourfellowmen, specially responding alarms and conduct police visibilities as our
proactive means of crime prevention. Also six (6) units of handset radio wereprovided by the office of the mayor.

Consolacion continues to enjoy a relatively peaceful environment. This is due to the collective effortsof the CO M ELEC, the local government units, the community and all law enforcement units inpreventing such incidents to occur. This station religiously conducted security preparations andimplementation during the 2010 election. On deployment of personnel, each polling centers wereprovided security assistance to secure the voters and vital installations. Each polling place had at least one (1) detailed policeman. Quick R eaction Team was also established to provide policeresponse when needed.
Following are the security-related activities/measures and police operations implemented during theelection period:
Conducted Peace Covenants wherein political candidates signed a peace covenant; Coordination meetings were conducted with the different election stakeholders. Likewise,
dialogues were also initiated by this Police Station with their respective Election Officers and
COM ELEC Stakeholders in the municipality; COM ELEC-PNP Checkpoints were established particularly at strategic locations along the nationalhighway to monitor movement of loose firearms, criminal groups and to strictly implement the NoPlate, No Travel Policy; and
Operation Baklas was also undertaken in the municipality against prohibited campaign posters andother propaganda materials posted outside the designated common poster area.
ELECTION 2010 ACCOMPLISHMENT REPORT FOR NATIONAL AND LOCAL ELECTIONS

For the period, this station regularly conducted the Police Information andContinuing Education (PICE) to update our personnel on crime prevention. OtherPolice Community R elation Activities undertaken:
Posting of the Police Hotline Numbers at strategic public places was conducted
for information and guidance of the public and to keep them aware on theimportance of their participation in crime reporting to prevent the proliferation of crime incidents.
Dialogues/pulong-pulong were conducted to the different barangays/community/ schools particularly in far flung barangays participated by theBarangay Officials together with their respective tanods by the PC R Team of this
Office. The ultimate goal of the said team is to implement a massive informationcampaign as well as mobilize the community to actively involve in crime. Guestings of local radio programs were religiously attended to discuss different
issues, activities, accomplishments, plans and programs of the PNP.

The continuous efforts in crime prevention and control such asdeployment of beat patrol, mobile patrol in crime prone areas and theregular consultation with stakeholders to enjoin them in crimeprevention activities have contributed to the decrease of index crimeand increase on non-index crime in this municipality.

RECOMMENDATION
1. Due to a notable increased in cases of physical injuries anddomestic violence in which suspects usually under the influence of liquor, it is strongly recommended that there should be anOrdinance to be passed regulating the use of liquor specially inpublic places and municipal Ordinance for Drunkenness.
2. This police station is in need of an LCD Projector to be used inour various seminars and trainings to be conducted together withour municipal DSWD, DILG & other LGUs/ NGOs counterpart.
