Editorial - It’s the Custom

Webster’s Dictionary says a custom is: (1) A habitual or usual course of action; usage or practice. (2) The whole body of usages or practices which regulate social

life; generally accepted conventions. (3) Law: Long-established practice considered as unwritten law.

It is customary in the world at large, including in Houston and in Briar Village, to follow certain rules of neighborliness. Our Deed Restrictions are also rules we customarily follow. There are a few who live in Briar Village who don’t get this concept and they make things unpleasant for the rest of us and they cost us money, by lowering the value of our homes.

If you are new to Briar Village, Houston, Texas or the USA or are a first time homeowner, please read this carefully. We need your help. …Some long-time residents may need to review this too... (Apologies to the very many who are considerate of their neighbors, and to those who may find this offensive, but it needs to be said.)

(1) Parking multiple cars in the street in front of your house is not a custom. It looks junky and may keep ambulances and LARGE fire trucks from getting where they need to go in emergencies, especially on main streets through the neighborhood. Also, it is dangerous: small children are blocked from drivers’ view; it is hard to back out of driveways and simply drive straight down the street. (2) Work or commercial vehicles of any kind, including trailers, parked in front of a house or in the driveway, habitually, is not a custom and is against Deed Restrictions. (3) Noisy machines, power washers, for example, should not be continually run during the times when others are trying to enjoy the peace and quiet of their weekend or evening at home. Everyone understands an occasional project, but thoughtless, repeated noise from any kind of engine is not the custom. This includes mowing the lawn too early and waking sleeping people; wait until after 8-9-10:00 a.m. on weekends or ask your neighbors their preference. (4) Walking your dog and letting it urinate on every mailbox post, bush, flowerbed and trashcan in your path, is not customary. You may pick up the poop, but most of us don’t want your dog’s urine either. We have common areas and a dog park nearby, it is customary to take your dog to those places for a walk, not someone else’s front yard. (5) If you live by a storm sewer inlet in the street, you are the caretaker of that opening. When it is clogged by leaves, branches and debris, pick it all up and put it in the trash, that is the custom. Also, keep the street/gutter area tidy in front of your house, and don’t sweep or wash more dirt into it. (6) Grass is customary. If your front yard is bare dirt, the poor appearance lowers the property value and sale-ability of every house around you. Call a professional if you can’t fix it. (7) Edging the grass at all concrete areas is a custom and required by Deed Restrictions. (8) Grass and weeds growing in the cracks of driveways, curbs and sidewalks is not a custom, either use an herbicide or the weed eater to get rid of it. (9) Excessive use of flowerpots and “yard art” in the front yard is not a custom. Personal artistic expressions belong in the back yard, not the front yard.

~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~

Take a drive through a lower-priced subdivision, then drive through a higher-priced subdivision - which one has a quantity of “stuff”, cars and trucks and bare dirt, out front? Are you intentionally lowering the sale price of your home and your neighbors’ homes? Living by local customs is not a difficult concept; by ignoring our customs, do you realize you are being disrespectful to us? Ask yourself:

How would you like to live next door to you? What if it is your child that can’t be seen in time?

What if the Fire Truck can’t get to your burning house? What if every house and street in BV looked like yours?

Garden Club

Next Meeting - Container Gardening

The June meeting of the Briar Village Garden Club will be held 9:00 a. m. Saturday, June 16 at the Clubhouse. Everyone is invited. We’ll hear about “Container Gardening.” Thankfully, this is a trend that is currently “in” in a big way. Gardening magazines are filled with photos of lushly planted containers as artistic as cut floral arrangements; and the containers, themselves, have become works of art. (Check out Nelson Water Gardens, Buchanan’s and Joshua’s for some of the more dazzling pieces for sale.) A beautifully planted container, or grouping of planted containers, can “fill” a large garden space by tricking the eye as a lure or focal point and can be the entire garden in a small patio or garden space. At the June meeting you can learn some tips for creating the perfect contained garden for your space needs. Warning: they are addictive!

Landscape Design and Irrigation

Twenty residents attended May’s meeting to hear landscape architect Keije (KG) Asakura talk about irrigation and landscape design. One of the favorite tips Mr. Asakura offered was a short cut to prepare a new garden plot or landscape area. He called it the “River Oaks method” and it eliminates the need to bust sod to dig a new bed. He said to lay wet newspapers (1” thick, or more) over the chosen area and then to spread 3 – 4” of topsoil or mulch on top. Ideally you would wet the area before beginning, and he said within a week or two you could begin planting on this spot and the underlying grass or weeds would be dead.

Gardening Supplies

Susan von Gonten reports that Lowe’s has stocked quite a selection of gardening supplies that are more eco-friendly for those who have not yet embraced organic methods, but who may be willing to try an alternative to pesticides, fungicides and questionable synthetic fertilizers. As examples, she found agricultural molasses (a soil builder and ant deterrent) and 20% vinegar (an effective substitute for Round-up) sold by the gallon. Also orange oil (to kill fire ants). Caution is reserved for other products at this time, as chemical companies have become aware of the burgeoning sales of organic products, a few are hyping products to be “organic” which are not. Read the labels. For those interested in some of the politics in this industry, check out www.suedbyscotts.com.

Repelling Chinch Bugs

Chinch Bug season is upon us when the temperature is high and the rains of May are gone. Lawns in BV were hit hard last year. Inadequate watering and excessive use of nitrogen fertilizer are key culprits in predisposing lawns to chinch bugs. Prevention is easier than treatment, so water regularly.

Pool Parties & Pool Tags & Issues

Pool parties for personal celebrations must be scheduled through RCM Phone: 281-493-5400. You must make separate arrangements with Sweetwater Pools to have a lifeguard for any party. One of the main purposes of the required Pool Tags is

identification in case of emergency. Great idea for the peace of mind of the Moms whose kids arrive at the pool with nothing but a swimsuit and a towel! If you have any issue with lifeguards or anything pertaining to

the pool, please contact the Pool Director, Randy Garner. He will contact Sweetwater Pools, the employer of the lifeguards. (BV’s Pool Contract is with Sweetwater.) The BPCIA prefers you direct your concerns through them first, please.

Views from our Australian Neighbors

Ron Boyd, a professor of geology at University of Newcastle in Australia, has been visiting Houston on a learning sabbatical since January with his family, and they are leaving the end of June. He is working with Conoco-Phillips for this 6-months period and living in Briar Village. Wife Tina has joined the tennis group and the garden club and son Dan is attending Westside High and was the goalie for the Barcelona soccer team (a local under age 16 team). The first outing the family took was to San Jacinto Monument to learn something about the history of the area. They have been doing day trips often on weekends to see the sights and get a feel for the area. Previous sabbaticals were in Germany, Canada and New Hampshire. They were surprised by the size of Houston and the amount of traffic and freeways, expected to see cows everywhere, and can’t believe all the shopping areas! Ron and Dan like to surf and have been to several coastal areas to participate; while Tina has taken a few horse riding lessons. They have been sampling some of the restaurants and find that they like the unique ones rather than the chains. Ron says Minute Maid Park is the best stadium of its kind he has seen, and the family has enjoyed Rodeo Houston and the Azalea Trail as well as some trips to surrounding areas and activities: Round Top, San Antonio, Kemah, Washington-on-the-Brazos. They also visited New Orleans and saw some old friends from the days when Ron taught at LSU. They have enjoyed Briar Village so well that they would consider moving back here if the opportunity arose. They find our area to be like an old-fashioned community where neighbors know each other, are friendly, and join in with one another for their activities. And…there were cows on their street recently, so something they expected has come true! Their advice for visitors who are interested in Houston is to start with a visit to the San Jacinto Monument and learn about the history first, then find what you want to do and get involved – it’s all here!

Gardening Goodies Cheap Solution for Powdery Mildew (That white, cottony-looking stuff.)

In the humid months, “powdery mildew” can become a problem in the garden for crepe myrtles and cucumber plants, in particular. A real cheap and effective solution is a mixture of 1 cup of milk with 9 cups of water! Put this solution in a sprayer and spray the entire plant, including the undersides of the leaves. Do this twice a week and your powdery mildew problem should disappear.

Paul James, master gardener and host of HGTV’s “Gardening By the Yard” says this works in two ways: It has a germicidal effect – it kills the fungal spores – and it also appears to stimulate plants in such a way that they become more resistant to the disease. He says that in recent university tests, the milk and water spray was found to be more effective than the two most popular synthetic fungicides on the market today. Using milk as a fungicide is not new. James remembers seeing his grandfather using it more than forty years ago.

Flag Day June 14th - Show Your Colors!

Inspired by…three decades of state and local celebrations, Flag Day - the anniversary of the Flag Resolution of 1777 - was officially established by the Proclamation of President

Woodrow Wilson on May 30th, 1916. While Flag Day was celebrated in various communities for years after Wilson's proclamation, it was not until August 3rd, 1949, that President Truman signed an Act of Congress designating June 14th of each year as National Flag Day.

Ignoring City Garbage Codes Could Cost You $200

Trash Violations include placing trash out tooearly and not removing empty trashcans fromcurb by 10:00 p.m. on the day of pick-up. Trash pick-up is on Tues. & Fri. It isacceptable to put trash out the evening before, but wait until after 6:00 p.m. Garbage bagsand/or debris placed out early not only detractfrom the curb appeal of the home in violation, but the neighborhood as a whole.

Architectural Control Committee (ACC) Submit Your ACC Form to RCM - Not to BPCIA

5 ACC Requests were received since the April Meeting; all were approved as submitted. Remember - all visible improvements must have ACC approval BEFORE work starts or you risk having to re-do a roof, a paint job or a fence that does not comply with Deed Restrictions. One of the reasons we strictly enforce Deed Restrictions in BV is to protect our property values.

Deed Restriction Activity April 2007* Violation Letter(s) Sent For: No. Sent

House misc. repair(s) / maintenance, including power washing brick/siding 9

Yard Violations 21 Vehicles, Trailers, Boats 4 Fence 2

Nice Yard, Thanks, Apology 3

If you receive a Violation Letter saying you need to paint your house, you must still get proper approval from the ACC before you paint; this is true for all visible work, including fences.

*As of June 1, Bill Gray, BPCIA Director over Deed Restriction Enforcement, will review every Violation Letter before RCM mails it.

Tennis Courts’ West Gate & The Boys

The fence repairs are nearly completed. However, because BV “big boys” pry open the top of the west gate to climb through and on to the courts, thereby bending the gate’s frame so it won’t latch, no decision has yet been made on whether to fix that gate once more or leave it chained. Parents, please discuss this with your boys; without a key, no one should enter the Tennis Courts.

BV Maintenance Fees - Now $462.36 Are Due
