Sheriff Brian Hawthorne reports that on Sunday, November 23, 2014 a Chambers County Deputy spotted what
appeared to be a Manatee in the Chambers County waters of the Trinity Bay. Once the sighting was confirmed,
Heidi Whitehead with Texas Marine Mammal Stranding Network and the U.S. Fish and Wildlife Service, along
with Chambers County Sheriff’s Office Marine Units teamed up to assist the mammal. Heidi stated that more and
more sightings of these mammals are being reported along the Texas coast.

Sheriff Brian C. Hawthorne reports that Larry Dewayne Brinkley 56 of Houston was convicted
in Judge Randy McDonald’s 344th District Court and was sentenced to 20 years for the murder
of Leslie “Bubby” Larrison. Mr. Larrison, a native of Anahuac, was unarmed when he was shot
and killed by Brinkley during an argument on the 31st of January 2014 resulting from a traffic
incident. Through the combined efforts of the Chambers County Sheriff’s Office and District
Attorney Chery Lieck’s office, justice was served in a senseless crime. Brinkley remains in the
Chambers County Jail awaiting transfer to the Texas Department of Corrections.

Sheriff Brian C. Hawthorne reports that on September 28, 2014 Chambers County 911
received a call of a black male on FM 3180 trying to stop vehicles. The caller stated the male
was very excited, trying to open the driver’s door of the vehicle and was trying to get into the
vehicle. A second call came into 911 of a home invasion from a woman stating that a male
had kicked in the back door of her residence and attacked her with a pole he found inside the
house. The suspect left the residence, and then returned to the residence tearing the inside of
the residence up. Deputy Hasley with the Chambers County Sheriff’s Office arrived at the
victim’s residence in the 4400 block of Wood Duck and confronted the suspect who was
leaving the victim’s residence. The suspect, who was later identified as Oliver Jarrod Gregoire
26 years old, charged the deputy who deployed his Taser hitting the suspect who went to the
ground. The suspect was able to get the leads off and charged the deputy a second time. The
deputy deployed his Taser a second time and the suspect again went to the ground. A
neighbor who witnessed the incident came to the aid of the deputy and helped handcuff the
suspect who was still fighting the deputy. By then EMS arrived and they were treating the
female victim inside her house. The deputy noticed the suspect had become unresponsive
and got EMS from inside the house. The deputy started CPR on the suspect and EMS
continued CPR and transported the suspect to San Jacinto Methodist Hospital on Garth road
where he was pronounced dead. The Texas Rangers are assisting the Sheriff’s Office with the
ongoing investigation of this incident.

Sheriff Brian C. Hawthorne reported that on September 24, 2014 at 4:04p.m. Chambers County 911 dispatched
Winnie EMS to the Winnie Stowell Park in regards to an unresponsive 30 year old female. Upon arrival EMS
immediately started CPR on the victim. When deputies arrived they were informed by witnesses that the female,
who was part of a work crew, was struck while removing a transportation brace. CPR continued while the injured
worker was transported by ambulance to the Winnie Community Hospital. Medical staff at the hospital was
unable to revive the victim. The name of the victim is not being released pending notification of next of kin.
Chambers County Investigators were on the scene and determined this accident was not related to the carnival
rides which had not yet been assembled.

Sheriff Brian Hawthorne reports that Lonnie Robertson 58 years old of Anahuac is being held in the Chambers
County jail for Aggravated Assault with a deadly weapon a Second Degree Felony. At approximately 11:40am
on 20 September 2014 deputies responded to 6400 FM 563 in regards to an individual being shot. While deputies
were en route to that location 911 dispatchers received another call from the shooting victim who was being
driven to the Anahuac Hospital, stating that Lonnie Robertson had shot him. Deputies arrived, surrounded the
house and were able to take Robertson into custody without incident. A 22 cal. rifle was recovered which is
believed to be the weapon used. The victim, William Hughes also of Anahuac was shot one time in the chest and
transported via Lift flight to Herman Memorial. His condition is listed as stable. The cause of the shooting is still
being determined by the ongoing investigation.

Sheriff Brian C. Hawthorne reports that on August 29, 2014, Joseph Ira Olson was arrest without incident
for the offense of, Sex Offender’s Duty to Register. The arrest warrant was issued for Joseph Olson at his
residence located at 17103 Choctaw Drive in Chambers County, Baytown Texas. The Chambers County
Criminal Investigative Division along with Sheriff’s Deputies attempted to execute the warrant for Mr.
Joseph Olson at his residence but they received no answer at his home. Criminal Investigative Division,
Sergeant Erika Yates located Olson hiding inside another residence located near his home. Olson was
arrested without incident and transported to the Chambers County Jail. Joseph Olson was released from
the Texas Department of Corrections on August 5, 2014 and was instructed to register as a sex offender
in Chambers County within seven days which is mandated by Texas State Law. When Olson failed to
register as a Sex Offender within the required time a warrant for the charge of: Sex Offenders Duty to
Register Life/Annually was issued. This charge is a felony of the third degree and carries a penalty of 2-
10 years imprisonment in the Texas Department of Criminal Justice.

Sheriff Brian C. Hawthorne reports today that Chambers County Sheriff’s Office Investigators have been working on information that has led to the arrest of Charles Culp, a former deputy of Chambers County Sheriff’s Office who was assigned to the jail as a Jail Supervisor and Tracy Rogers a commissioned correctional officer who was also assigned to the jail, and is currently on suspension pending the outcome of this investigation. Information of falsifying documents or the misuse of documents had come to the attention of the Sheriff’s Office administration. After a thorough investigation by the Internal Affairs Unit of the Chambers County Sheriff’s Office Criminal Investigations Division, (CID) felony warrants were filed charging the two, now former employees with the “Misuse of Official Information”. The charge is classified as a 3rd degree Felony. Sheriff Brian Hawthorne stated “This administration is doing what we said we wanted to do, and that is to bring integrity back to the Chambers County Sheriff’s Office”. Both former officers turned themselves in the Chambers County Jail and are awaiting arraignment. This case is still under investigations by the Chambers County Sheriff’s Office Internal Affairs Unit.

Sheriff Hawthorne reports that shortly after midnight on August 11, 2014 three individuals broke into a vehicle
parked at a residence in the 10000 block of Country Squire in Chambers County. A watchful neighbor observed
this taking place and immediately called Chambers County 911. The neighbor not only gave a good description of
the suspects’ vehicle but also of the suspects themselves. Communications quickly dispatched a patrol deputy
with a complete description of the suspects. While en route, Deputy Cordell observed the vehicle leaving the area
and pulled them over. The suspects had stolen property from the victim’s vehicle in their possession. They were
placed into custody and transported to the Chambers County Jail. All the suspects: Ishamel Mitchell 19 years of
age, Lebert Louis 18 years of age both from Baytown and Nathaniel Edward 22 years of age from Liberty were
charged with Burglary of a motor vehicle and have a $4,000.00 bond set.

Sheriff Hawthorne reports on July 1, 2014 shortly after 1pm dispatch received a call from a local rancher advising
of suspicious activity going on at his property he’s leasing from the Army Corp of Engineer’s. This property is
located in west Chambers County on Gou Hole Road. Upon meeting with the rancher, he stated while checking
his property and he came upon the clearing. He further reported that when he approached the clearing two
individuals that appeared to be camping there took off running once they spotted him. Once deputies arrived they
were lead to a large wooded area near Gou Hole Road and FM 565. The clearing which was not accessible by
vehicle, was approximately ¾ mile from the roadway through thick woods. The deputies arrived at an area where
they observed a large amount of Marijuana plants. The deputies realized the magnitude of the growing operation
and requested additional assistance.
The Chambers County Sheriff’s Office with the assistance of DPS Special Crime Unit and DPS-Air Wing Unit
collected approximately 5,500 plants which was determined to have a street value of approximately 2 million
dollars. The plants were in different stages of growth from seedlings in starter plats to mature plants. This
illegal activity from the setup of the camp appeared to have been in operation for some time.

Sheriff Hawthorne is proud to report that last year, Angela Hale was hired as an evidence technician for the
Sheriff’s Office. Upon checking the inventory of weapons, she came upon a stolen rifle that had been recovered
but not picked up by the registered owner. When she tried to contact the owner, Jerry Smith she discovered that
he had moved. She finally located Mr. Smith now living in the Baytown area. Upon speaking with Mr. Smith she
was told the rifle was given to him by a close family relative that was now deceased. Mr. Smith contacted and
reimbursed his insurance company and arrived at the Chambers County Sheriff’s Office to pick up his rifle that
was stolen and still in the original gun case 10 years earlier. The attached photo shows Jerry Smith receiving his

Sheriff Brian C. Hawthorne reports that on May 19, 2014 at 9:23 a.m. the Sheriff’s Office Communication Center
received a 911 call of an automobile accident at Belton Lane and FM 563 in Anahuac. Upon arrival of Chambers
County Sheriff’s Office Deputies and the Texas Department of Public Safety Troopers, Lifeflight was called for
two females to be transported to Hermann Memorial Hospital in Houston. At the time of this release it is known
that a maroon Jeep, driven by retired school teacher, Joann Brenek of Smith Point, pulled onto FM 563 from
Belton Lane and was struck by a pickup truck being driven by 61 year old Minh Huynh. An unknown female was
also in the truck with Mr. Huynh and was airlifted to Hermann Hospital where she is listed in critical condition.
The driver of the maroon Jeep, who was also airlifted to Hermann Hospital, was pronounced dead on arrival. The
Texas Department of Public Safety is investigating this accident.

Sheriff Brian C. Hawthorne announced today that the Chambers County Sheriff’s Office is joining forces with
the Texas Department of Transportation (TxDOT) and law enforcement agencies across Texas to remind drivers
and passengers to always wear their seat belt. To provide additional motivation, law enforcement officers will give
extra focus to ticketing unbuckled drivers and passengers throughout the “Click It or Ticket” enforcement period,
which runs from May 19 to June 1.
“A seat belt is your best defense in the event of a crash,” said Sheriff Hawthorne. “Buckling up, whether you’re
in the front or back seat, can also keep you from getting an expensive citation, especially this month.” For more
than a decade, TxDOT has sponsored the annual “Click It or Ticket” campaign to warn motorists to buckle up or
pay up. Only 76 percent of Texans used seat belts when the campaign began in 2002. Today, 9 out of 10 drivers
buckle up.
A properly fastened seat belt is the best way to avoid death or serious injury in a vehicle crash. Lap belts
should fit snugly across the hips, not over the stomach. Shoulder belts go over the shoulder and across the center
of the chest.
Wearing a seat belt increases the chances of surviving a serious crash by 45 percent. In pickup trucks, that
number jumps to 60 percent because pickup trucks are more likely than passenger cars to roll over in a crash, and
seat belts keep occupants from being thrown out of the vehicle.
Drivers and adult passengers can be ticketed if they aren’t buckled up, and violations can result in fines and
court costs of up to $200. Children younger than 8 years old must be in an age-appropriate child safety seat or
booster seat unless they are taller than 4 feet 9 inches. Fines issued to drivers for unrestrained children in their
vehicle can be as high as $250.

Sheriff Brian C. Hawthorne reports today that a Mother’s Day family outing on the Trinity River ended in
tragedy.
A family from the Mont Belveiu-Dayton area in Chambers County prepared themselves for an outing on
the Trinity River to celebrate Mother’s Day. The father was driving the family boat while his wife rode
along and watched her family members riding on a large tube that the boat was pulling. Upon rounding a
bend in the river near the Chambers and Liberty County line, the tube struck a partially submerged tree
floating in their path. Upon striking the tree the passengers were thrown into the water. Upon quickly
responding to their aide, the parents recovered them from the water and noticed their 16 year old daughter
was seriously injured from the collision with the tree. They called Chambers County 911
Communications to report the incident while they continued in route to the Trinity River Bridge boat
ramp which is located on the west side of I-10. Chambers County Deputies were first to arrive followed
by the Sheriffs Office Marine Unit as well as the Texas Parks and Wildlife. Life-Flight was called and
immediately began treating the injured girl and transported her to Hermann Memorial Hospital in
Houston where after arriving she was pronounced dead. The remaining family members arrived at the
hospital and admitted yet another family member, the victim’s older brother who is 24 years old and was
also on the tube was rushed into surgery. At the time of this report he had come out of surgery and is
listed in stable condition. No other injuries have been reported.
This case is being investigated by the Texas Parks and Wildlife with assistance from the Chambers
County Sheriff’s Office.

Sheriff Brian C. Hawthorne reports that on April 23, 2014, while on patrol Deputy J. Cordell stopped several vehicles in the vicinity of recent known copper wire thefts in Anahuac. Investigator S. Arredondo with the Sheriff’s Office Criminal Investigations Division was called to the traffic stop and was able to identify multiple suspects involved in the incident. Further investigation led to the discovery of several similar thefts in the area including Texas City, La Marque, Dickinson, Alvin and Brazoria County. CID Investigators are working with other law enforcement agencies in these areas to assist with their investigations of possible crimes committed by these suspects. It is estimated at this time that Entergy has a loss of $100,000.00 in the Chambers County area alone. The suspects operated under the name High-Tech Cable and went throughout the area removing copper wire from transmission lines acting as lineman working for the electrical company. Alan Keith Bruce (37 w/m) of Conroe, Jaren Corey Mello (22 w/m) of Lumberton, Gary Christopher Nelms (39 w/m) of Texas City, and Paul Edward White, Jr.(28 w/m) of Partland, Maine were arrested and taken into custody at the scene and then booked into Chambers County Jail on charges of felony theft, with a bond of $25,000.00, and felony criminal mischief with a bond of $100,000.00 each. Sheriff Brian C. Hawthorne reports that at on 04-09-14 at approximately 9:30 p.m., suspect Fabian
Garcia (3-10-87) abducted at gunpoint his girlfriend Elizabeth Vega and their 6 month old daughter
from a residence on Ward Road in Baytown. Garcia drove the girlfriend and child to the 7900 block of
Bay View Drive in the Bay Ridge Subdivision. While driving there Garcia fired several shots out of the
vehicle allegedly at another vehicle. At this time it is unknown if any of these shots hit the vehicle.
Officer Kevin Dunlap with the Baytown Police Department was in the area, heard the shots and reported
them to the Chambers County Sheriff’s Office. While deputies were responding to the shots fired call,
Garcia was at the Bay View address and got into a confrontation with Justin Vega, the brother of
Elizabeth Vega. It is alleged that Garcia then shot Justin Vega with a 9mm handgun striking him once
in the shoulder. At the same time Elizabeth Vega tried escaping from the vehicle with her infant child
but Garcia forced her back into the vehicle and they fled the scene. Garcia was driving north on FM
2354 when he passed DPS Trooper Adam Rose who was driving south to the shots fired call. Trooper
Rose, from the description given by dispatch, recognized the vehicle, turned around and attempted to
stop Garcia. Garcia did not stop for Trooper Rose and Deputy Chad Pafford with Chambers County
Sheriff’s Office joined the chase. While going over I10 on FM 3180 at a high rate of speed Garcia
struck the guard rail of the over pass and drove into the grass esplanade on the north side of 3180.
Garcia exited the vehicle and fired several shots at the Trooper and Deputy. Trooper Rose returned fire
striking the vehicle. While Garcia was shooting at the Trooper and Deputy he had his child in his arms.
Garcia eventually surrendered and was taken into custody. The child and her mother were shaken but
not harmed during the shooting. Justin Vega was transported to Herman Memorial with a gunshot
wound to his shoulder. Garcia was taken to the Chambers County Jail and booked into custody. At the
time of his arrest he had additional open warrants for Assault of a Family member, injury to a child and
burglary. Additional charges are being filed by DPS, Chambers County Sheriff’s Office and Baytown
Police department.

Sheriff Brain Hawthorne reported on Tuesday April 1, 2014 during the afternoon a physical altercation between a father
and son occurred in the 1200 block of Gou Hole Road in Cove, Chambers County, Texas. During the altercation a single
gunshot was fired striking the son in the left shoulder. The son drove himself to San Jacinto Methodist Hospital in
Baytown, Texas, where he was treated and later released. All parties involved are cooperating with Law Enforcement
officials investigating the case.

Sheriff Brian Hawthorne and members of the Criminal Investigations Division joined in the release of 218
balloons Tuesday, April 1, 2014 by the Bridgehaven Children’s Advocacy Center (BCAC). Each year the BCAC
staff gathers on the Chambers County courthouse lawn in Anahuac and releases balloons which are symbolic of
the number of children they have assisted in child abuse cases. Also attending this event were members of the
District and County Attorneys Offices as well as Chief Virgil Blasdel of the Mont Belvieu Police Department.
The Executive Director of BCAC, Paula Sanchez stated that this was the biggest turnout for the tradition ever.
BCAC serves both Chambers and Liberty Counties.

Sheriff Brian Hawthorne reports that on 25 March 2014, at approximately 3:55 p.m. Chambers County Sheriff’s Office Patrol was dispatched to a call for service at 46107 I-10 in Winnie, Texas, in regard to a robbery. The suspects are described as a white male in his thirties, facial hair, tattoos over legs and arms, with brown hair and a black male in his late thirties to early forties. contest that the CHICKEN Club puts on each year. Each year the Winnie Noon Optimist Club awards a first, second and
third place winners of the contest. However, once the judges selected the three best, they couldn’t decide on which one
was better than the other two. So they decided to make all three first place winners. The three winners each received a
Kindle Fire. The 4th grade winners of this year’s anti-drug poster contest are; Ariana Martinez, Miranda Hayes and Jesus
Matehuala.
Also present and assisting in the presentation was Larry Barron of the Winnie Noon Optimist Club. The Chambers County
Sheriff’s Office K-9 Deputy Carlton Carrington with Yoerie and Deputy Dan were also on hand. Sheriff Hawthorne
appreciates the hard work of all the members of the Winnie Noon Optimist Club and looks forward to a continuing

Sheriff Brian Hawthorne reports that on 3 March, 2014 at approximately 8pm Deputies Pafford and Karrer received a call
from 9-11 Communications to respond to the 5000 block of Creekside Avenue on a family disturbance. Upon arrival
deputies met with the alleged victim, Lisa Jimenez (29 w/f) outside her residence. Mrs. Jimenez informed the deputies that
her husband, Stephen Jimenez (29 w/m) had allegedly assaulted her and her father, David Manning (56 w/m) who came to
the house and tried to calm Stephen down. She then informed deputies that her husband had been drinking and was last
seen going into a bedroom with a loaded semi-automatic handgun. After receiving this information deputies called for
backup. Chambers County Sheriff’s Office Patrol Captain Tommy Henry and two DPS State Troopers responded within
minutes and were able to communicate with Mr. Jimenez. Captain Henry was able to persuade Stephen to exit the house
without a weapon, and his hands raised. Stephen Jimenez was placed into custody without further incident and
transported to the Chambers County Jail on charges of Assault Family Violence, Felony in the Third Degree
(strangulation) with a bond of $10,000 and an additional charge of Aggravated Assault with a Deadly Weapon, Felony in
the First Degree.

Chambers County Clerk’s office for David Ray, heart patient and husband of Laura Ray, County Clerk’s Office
employee. The lunch plates of sandwich, chips and a drink sold for $5.00 a plate. This combined effort raised over $1900

Sheriff Brian Hawthorne reports that on February 11, 2014, the Chambers County Sheriff’s Office Patrol Division
arrested 12 suspects on warrants of burglary and theft. All of the burglaries and thefts occurred in the Winnie area. Patrol
deputies started early Tuesday morning and by the end of the day executed over 20 warrants and each of the 12 suspects
were in custody. Patrol Sergeants Bonnie McLaughlin and Brent Abernathy, along with Patrol deputies Chris Burt, Luke
Clement, Robert Nobles and Cornelius Roundtree executed the warrants obtained by CID Sergeant Shane Arredondo. The
suspects arrested were: Alex Segura, Casey Jones, Kade Clark, Erwin Menard, Josh Menard, Melissa Lewis, Collin
Prewitt, Misty Paris, Wesley Bertrand, Shawna-Michelle Holmes, Edward Rigsby and Blake Thomassee. All suspects are
from the Winnie area except for Prewitt who is from the Highlands area. At the time of this report the Chambers County
Sheriff’s Office is continuing its investigation on these crimes and additional charges may be filed.

of the Winnie Veterinarian Clinic remind all canine owners in Chambers County of the state law of having your pet up to

Sheriff Brian Hawthorne reports that Larry Dewayne Brinkley 56 of Houston is being held in the Chambers
County jail for Murder, a Felony 1st degree. “We had a road rage incident that turned into murder,” said
Sheriff Hawthorne. At approximately 9:30 p.m. on the 31st of January 2014 Brinkley was driving his 15 daughter
home when, according to witnesses, he cut off another vehicle on the road. When Brinkley arrived at the 500
block of Barrow Cemetery Road in Hankamer the other vehicle, which had been cut off, driven by Leslie
Larrison, pulled in behind him. It appears the two got into an argument about Brinkley cutting him off when
Brinkley went back to his truck, got a hand gun and shot 54 year old Leslie Larrison, killing him. The victim’s 10
year old grandson, who witnessed the incident, got out of the truck and found his grandfather dead. Brinkley fled
the scene and was later apprehended by Chambers County Sheriff's deputies after a brief pursuit. The handgun
used in this shooting was found covered in blood and was recovered as evidence. The victim, Leslie Larrison, was
unarmed and appears not to have had any previous contact with the suspect prior to this incident. The suspect is
being held in Chambers County Jail on $750,000 bond.

Sheriff Hawthorne reports that the Jefferson County Medical Examiner on
21 January 2014 completed a preliminary autopsy on the step-daughter of
Kristopher James Redd. Redd has been charged with capital murder in her
death. The autopsy was attended by the Chambers County Criminal
Investigators and the Chambers County District Attorney. The Medical
Examiner’s findings determined that the 2 year old victim had injuries in
various stages of healing, both internally and externally. Based on the
information obtained from the autopsy and other information obtained by
investigators, the child’s mother Jennifer Lynn Poole, has been arrested
for Injury to a Child by Omission which is a Felony in the 1st Degree.

Sheriff Brian Hawthorne reports that on 19, January 2014, Kristopher James Redd, 23, currently residing in Winnie,
Texas, has been charged with capital murder in the death of his 2 year old step-daughter. At approximately 9:15 a.m.
deputies were dispatched to the 200 block of West Elm in Winnie regarding a medical call. When deputies arrived Redd
had already fled the scene, and EMS was attempting to resuscitate the child. She was transported to Winnie Community
Hospital where doctors' attempts to revive her were unsuccessful. Medical staff reported signs of previous abuse and
Redd was subsequently located, questioned and charged with the murder. Another child at the residence was placed in
protective custody. The investigation is continuing and additional charges may be filed.

Sheriff Hawthorne reports that the Chambers County Criminal Investigations Division (CID) with the cooperation of the
Harris County Precious Metals Task Force has issued Felony Theft warrants for the arrest of 55 year old Willie Wayne
Taylor, and Eddie Lee Wallace who is 53, and both are from Houston. According to CID Investigators the two suspects
were involved in a theft from the Mitchell Industries which is located near 1-10 West and FM 565 in Chambers County.
The property taken was approximately a ½ ton of stainless steel and a commercial size portable BBQ grill. According to
Morris Scrap Metals located in Harris County reported to the Investigators that the suspects scrapped the same amount of
stainless steel the very next morning after the theft. In addition, Chambers County Investigators received information that
the same suspects could be connected to a previous burglary at the same location 6 months ago. The Investigators also
received information that the stolen portable grill was in the “Sunnyside” area of Houston. Investigators recovered the
grill and returned it to Mitchell Industries in Chambers County. (no photos available)

Sheriff Hawthorne reported that the Chambers County Sheriff’s Office received a call of a theft of a 2013 Polaris and
trailer from a residence in the 200 block of Hwy 124 in Winnie. The Chambers County Criminal Investigation Division
(CID) obtained video footage from a nearby business which happens to show a pickup truck occupied by two suspects
later identified through investigation as; Blake Thomassee and Collin Prewitt. Investigations led Investigators to Dayton,
Liberty County where both the Polaris and trailer were located and returned to the victim. Warrants for Theft have been

Sheriff Brian Hawthorne reports that at approximately 1:30 p.m. on January 7, Deputies Carlton Carrington and Jimmy Mount, while patrolling I-10, initiated a traffic stop East of Jenkins Road. Two male subjects in a rented Nissan truck registered out of Georgia gave conflicting stories and consented to a search of the vehicle. Approximately 11 pounds of marijuana, with an estimated street value of $24000.00 and a Glock 9mm pistol were discovered in the vehicle. The two, Derail Curtis Hudson 26 and Arliss Oneal Hudson 27 were subsequently arrested and booked into the Chambers County Jail on Possession of Marijuana which is a 3rd degree felony and unlawfully carrying a weapon which is a class A. Bond has been set at $15,000 on the Marijuana charge and $4,000 on the weapons charge for each suspect.
