Environmentalists and local landowners were up in arms about plans to build 30 tur- bines on 1 700 ha of Brakkefontein farm, 12 km south of Bonnievale. The turbines would have risen 200 m above the ground, with a rotor di- ameter at a hulking 120 m. Coastal and Environmental Services (CES), the environmental consultants for the project, announced on Thursday that the proposed site is not “windy” enough for the project to be via- ble. “Over the course of the last few months it has become apparent that the wind resource on the site, which has been subject to an ap- proximately year-long monitoring pro- gramme, is not sufficient to justify the project proceeding,” says Thomas King, an environ- mental practitioner for CES. CES conducted the environmental impact as- sessment (EIA) for the project, which was initi- ated by Terra Power Solutions. King further says that the project was made “financially inviable” after the feed-in tariff (the price that the relevant government agency pays to independent power producers) for wind energy “substantially decreased”. King says that for these reasons, coupled with the environmental sensitivities of the site and its surroundings, Terra Power Solutions decided to withdraw the application. He explains that numerous conservation ini- tiatives are in various stages of development or implementation in what would have been the project’s footprint. “The national Department of Environmental Affairs has been informed of the reasons for withdrawal by CES, and acknowledgement of this is still awaited from them.” The Brakke- fontein Wind Action Group, which was estab- lished to counter the proposal, and consists of Melozhori Game Reserve, Zonderend Conserv- ancy and many surrounding landowners, has welcomed the decision. “Although apparent at the outset of the EIA that the proposed site was not suitable for any form of industrial develop- ment, we acknowledge that Terra Power Solu- tions has made a sensible decision and consid- ered the interests of the surrounding commu- nity and ecotourism in the region.” Dr Bool Smuts, director of the Landmark Foundation, an environmental organisation that researches leopards in the area, was fiercely opposed to the project. He says the pro- posed site was “one of only three available and effectively remaining north-south genetic con- nectivity corridors for leopards”. In his objec- tion to the wind farm development, Bool stated that the proposed site is a proclaimed moun- tain catchment area. He raised concerns about the impact a development of this scale would have on bats, birds of prey – including vultures – and endangered renosterbos, to name but a few. “This is an absolute victory for conservation, environmental biodiversity and eco-tourism in the region,” says Ismail Bhorat, owner of the Melozhori Game Reserve, who has been very outspoken about his opposition to the pro- posed wind farm. Bhorat previously told Gazette that he stood to lose his R24 million investment in the game farm if the wind farm were to materialise, due to a loss of visitors scared off by noise and visu- al disturbance. Visitors and locals alike took to the banks of the Breede River this weekend for the ever-popular Wine on the River, despite the rain showers. Wine on the River kicked off on Friday and came to an end on Sunday. A welcome weekend of wine

Home Affairs andLabour not yet at centreDALEEN FOUCHÉ

A Langeberg resident left the new Robert-son Thusong centre in disappointment af-ter finding out that the Department ofHome Affairs and Department of Labourhave not yet moved into the centre.

The Breederivier Gazette recently reportedthat the Robertson Thusong centre would ac-commodate various government depart-ments, including the Department of Labourand the Department of Home Affairs (“Lange-berg’s ‘new place of hope’,” 9 October 2102).

Clifford Powell visited the Robertson Thu-song centre on 11 October to use the Depart-mentofLabour’sservices,butsaysthe“friend-ly receptionist” informed him that this depart-ment had not yet moved into the centre.

Powell says he was full of hope that he wouldno longer have to travel all the way to Worces-ter for government services, after readingabout the Robertson Thusong centre in theGa-zette.

Peter Pullen, spokesperson for the Depart-ment of Local Government, says the Depart-ment of Home Affairs is conducting a needsassessment of the Langeberg area to deter-mine whether or not the department needs to

open a full-time office in the Thusong centre.Until such time as this decision has been

made, the Department of Home Affairs will on-ly provide services during scheduled visits tothe Thusong centre.

The Department of Home Affairs will be atthe centre once a month and will confirm thedate ahead of time with the Thusong centre.

Residents are advised to phone the centreto find out when the Department of Home Af-fairs will be there.

Pullen says the Department of Labour hasalreadydecidedtodeliverservicesonaperma-nent basis at Thusong.

Pullen says the lease agreement is being fi-nalised.

The Langeberg Municipality, which ownsthe building in which the Thusong centre issituated, confirmed that the two departmentshave not yet moved into the centre and thatthe Department of Labour is currently finali-sing its lease agreement.

The Department of Home Affairs will be inthe McGregor Community Hall on 25 October;in the Happy Valley Community Centre inBonnievale on 30 October; and at the Centreof Hope in Montagu on 31 October.

“Onderwysposte is skaars.”

MEC explains thefuture of basic servicesDALEEN FOUCHÉ

A renewed focus on quality of lifeat informal settlements was pro-mised when Human SettlementsMECBonginkosiMadikizela paida visit to Nkanini, Nkqubela.

Madikizela visited Nkanini onMonday 15 October as part of hisprovincial tour to speak of his de-partment’s multi-phase strategy.“It is no longer about just buildinghouses,” he said.Elaborating, he said the depart-

ment will now focus on speeding uptheprovisionof basic services in in-formal settlements.Madikizela announced that his

department’s goal is to provide theminimum infrastructure require-ments to all informal settlements inthe Western Cape by 2014. The na-tional basic requirements includethat there be one ablution block forevery5 familiesandonewaterpointfor every 20 families.Madikezela announced that the

Western Cape Department of Hu-man Settlements would giveR1,1 million to the Langeberg Mu-nicipality to provide these basicservices to the informal settlementsin its jurisdiction. Half of thisamount will be spent in Nkanini.Sixty additional ablution blocks

and 15 stand-by toilets will be builtin the settlement.Madikizela said the department

had decided to place this heavy fo-cusonbasicservicesbecausepeoplewait a very long time to receivehouses. He said 500 000 families arewaiting for houses in the WesternCape alone, while the housingbudget for the Western Cape pro-vides for only 15 000 houses to be

built in this financial year.Madikizela said the government

does not have enough resources toprovide houses for all who needthem, which is why there is a re-newed focus on basic services – theidea is that while people will haveto endure a long wait for houses, they’ll at least be waiting “underbetter circumstances”.The message was apparently

“well received” by theNkanini resi-dents,whomMadikizela praised forthe “polite and civil way” in whichthey asked questions. “Some resi-dents even stoodupand thankedmefor communicating this message.”
