OuR ViSiOn:

Zero Emissions by 2030Acknowledging the urgency to reduce

greenhouse gases, BREAZE has a vision that by 2020 the Ballarat community will have significantly

reduced its greenhouse gas emissions towards

achieving zero emissions by 2030.

President’s Report The extraordinary growth in the last year remains a challenge . With such fast growth, come the inevitable growing pains . Mid way through the year, the committee undertook an organisational structure review which led to a wonderful strategic planning day with members and staff . The challenge for the organisation is to maintain the ability to achieve the goals in the strategic plan, while still servicing the members from a grass roots level .

BREAZE is in a strong financial position with excellent cash reserves due to our successful commercial activities and grant applications over the last 18 months . However, some programs that have made substantial contributions to our income have come to an end and our current income is low . Board and staff are developing ideas for additional enterprise activities and best positioning ourselves for having multiple income streams in the future . We value the expertise that has been built up amongst our current staff and have no plans to reduce staff numbers . Our current financial position reinforces the importance of maintaining a vibrant volunteer base . BREAZE has been built on volunteer work . Perhaps some members see our office and paid staff and think that the ‘volunteer phase’ is over? This couldn’t be further from the truth: BREAZE will remain a grass-roots organisation and I encourage all members to contact Office Manager David Bilbrough to talk about volunteer opportunities .

In relation to enterprise activity, there has been continuing work on the BREAZE Local, which is to open in the first quarter of 2011 . The BREAZE Local will sell a range of normal kitchen and household products, with an emphasis on local sourcing, reducing packaging and making organic products available at affordable prices . The BREAZE Local will expand as customer support is demonstrated, so I encourage all BREAZE members to make shopping at the BREAZE Local part of your weekly schedule!

Carol Head has been President for most of the financial year, but retired and relocated to Apollo Bay in February . As Vice President, I then stepped into the role and will continue until the next AGM . I would like to thank all the Board members for their hard work and valuable input over the last year .

Board members are all volunteers and this is just one way you can contribute to responding to climate change . Although we can be proud of our achievements at BREAZE, the reality is that the planet is warming and the need to take action is even more urgent than it was four years ago . We can be proud but not complacent; we need more and stronger action on climate change at all levels of society; global, federal, state, municipal, household and personal . I again encourage all members to ring the office and find a role that suits you!

Executive Officer’s Report For the organisation’s relative youthfulness, BREAZE is wise beyond its years . At 3½, much has been achieved . The energy of the staff, volunteers and members is enough to create our own power station – if only we could harness the enthusiasm to generate electricity!

The innovative bulk-buy programs continue to assist financing the organisation, along with various grants and donations . Our great success in the first round of Solar in Schools was a huge win for not only BREAZE, but the local schools that were greatly assisted by our Solar team . The team was exhausted by the end of the year, with the last minute changes announced to the second round of funding . A huge thankyou to Nick, Meredith and Simon on an extraordinary effort .

The year began by employing two more staff . Mel Woolcock joined the team as the communications coordinator, to continue much of what she had been doing since day one . The team also gained the wisdom of David Bilbrough as office manager . We now have a raft of staff, with a mix of full and part time loads . The staff can achieve only so much, our main efforts still come from a hugely supportive volunteer workforce .

Community Campaigner, Andrew Bray has been maintaining the pressure on all levels of government with the help of the Engaging Government action group . Our involvement in the nationally coordinated 100% Renewable Energy Campaign, through Mel, along with other national groups has provided fantastic resources to assist in our local campaigning in Ballarat .

The enormous energy generated from the Climate Change Forum showed in the responses to the member survey conducted in March . The results were both heartening and challenging . It was great to hear the positive feedback . There was also so much energy out there, how do we get it all done?

Our partnerships around the region continue to grow . The Earth Matters relationship with the University of Ballarat and The Courier has been beneficial to all . While our involvement in the Regional Sustainability Alliance {RSA} Ballarat, has been a key to making things happen around town .

It is with great trepidation that I step into Lisa Kendal’s shoes . Lisa departed BREAZE at the end of the financial year to explore the world with her family . Lisa has helped guide this amazing ship to its current healthy position . I hope to carry on in earnest and save the world, one Ballarat at a time .

Strategic Objectives: Community Engagement

BREAZE held many events and workshops during 2009 -2010 to engage and educate both the wider community and our members . At a local level, BREAZE worked independently and at times with partners, to produce some key events including:

Tanya HaPartnering with the City of Ballarat and the Art Gallery of Ballarat, BREAZE hosted well-known author and TV presenter Tanya Ha, who lectured to an audience of 200 about greener living and science .

BREAZE hits the tubeLocal designer Luke Keys worked with BREAZE to produce an amazing 30 second commercial promoting BREAZE and solar electricity, which screened regularly on TV for a couple of weeks . The government unexpectedly pulled the $8,000 rebate, which resulted in BREAZE pulling the ad off air early! Our thanks to Luke, who produced the ad at no cost .

2009 Earth Matters Climate Change ForumIn August of 2009, BREAZE teamed up with The Courier and the University of Ballarat to host the second Ballarat forum on climate change . The event attracted an audience of nearly 400 people and speakers included well-known experts Dr Kathleen McInnes, Mr David Spratt and Dr Mark Diesendorf .

Extensive media coverage appeared in The Courier before and after the event, and a number of key sponsors were secured and made the event a reality .

Organic Home-Grown Vegetable CompetitionAfter the success of the inaugural ‘Organic Home-Grown Vegetable Competition’ at the 2008 Ballarat Royal Agricultural Show, Michele Harvie and a team of BREAZER’s followed it up in 2009 with 15 entries to the competition . First prize was awarded to Kate and Phil Morrison of Lake Gardens .

Famous Last Words Lisa Kendal gave a moving speech to an audience of 400 on December 6 . She was invited as one of 7 women to present a speech based on the premise of their ‘final words’ .

Sustainable Living WorkshopsThrough ‘A Climate of Change’ project, BREAZE worked in partnership with BRACE and Central Highlands Library to present a series of free public workshops on sustainable living . A total of 8 workshops were provided over the 12 months .

Local Food ActionA regular hit with the BREAZE foodies has been the monthly pot-luck dinners . The local food group also provided learning opportunities for members, including a workshop on fruit trees in the backyard which provided access to a discounted purchase price on fruit trees .

Energy Saving & Windows workshop What a hit this event was! We had a full house - over 130 people fronted up on a freezing Ballarat night to learn how to save energy in their homes and better prevent heat loss through their windows . Displays and expert advice in the foyer encouraged the knowledge and conversations to keep flowing well after the tea and coffee was served .

BREAZE participated in community engagement activities on a national and sometimes global level, coordinated in conjunction with other climate action groups to strengthen our collective impact . These included:

The Big PictureOver 450 people took part in the Big Picture - a human sign at North Gardens, beside dried-up Lake Wendouree . Mayor Judy Verlin addressed the audience and commended BREAZE for its work thus far in tackling climate change at a local level . Over 5,000 events took place around the world on October 24 - all in the name of 350 . The events was a hit locally, with music performances all day, circus performers and an aerial photograph of the human sign {we of course offset the emissions associated with the light aircraft!} .

The Age of StupidBREAZE took part in a national link-up via solar power to launch of The Age of Stupid locally, on August 19 . Over 250 people turned up in Ballarat to watch this sobering film .

Run for a Safe Climate An epic 6,000km run from Cairns to Melbourne saw a team of 25 emergency service workers stop in Ballarat on November 27 . BREAZE coordinated a community event around the theme ‘fire affected communities, future fire and climate trends’ .

100% Renewable Energy CampaignBREAZE participated in the national launch of this new Australian campaign . Over 50 people gathered for a photo at the majestic Ballarat Train Station . BREAZE is one of 70 climate action groups who have signed onto this campaign . Since the launch, we have been conducting community surveys on renewable energy and building consensus for a feed-in tariff, which is one of the key steps toward 100% renewable energy .

Earth HourAcross the world, people turned off their lights for an hour and reduced their electricity consumption on March 29 . BREAZE sponsored a local acoustic music event that used solar power and candle light, produced by Champion Projects . 4 venues and 8 beautiful performances later, all who attended were happy to do away with electricity for the night!

Strategic Objectives: Advocacy

With our Key Goals in mind, a small and dedicated Mick Jagger once sang “You can’t always get what you want, but if you try sometimes . . .” . He could have been describing the year in climate campaigning that was .

At a federal level BREAZE weathered the controversy around the government’s Carbon Pollution Reduction Scheme, arguing strongly that the package was flawed and should be scrapped . Its ultimate rejection was welcome, but left a hole in the government’s climate change response that we hope will be filled in the next term of parliament .

On the up side, the Renewable Energy Target was improved along the lines advocated by many groups such as BREAZE .

At the state level, BREAZE contributed to the development of the Victorian Climate Change Green Paper and lobbied hard to have the Hazelwood power station replaced with clean energy .

These activities saw strong member involvement - writing letters, planning events, joining rallies – as well as extensive media work, largely from Community Campaigner, Andrew Bray .

Attendees will have the opportunity to order from a basic range of fruit trees at a discounted price. Other information will be available (i.e. heritage fruit-tree suppliers). Graeme Taylor will be walking us through information on the evening. Graeme has been teaching at the SMB Horticultural Centre for the past 20 years and will provide us with expert knowledge!

Climate Action networksIt was a good year for getting to know the people we’re working alongside in the advocacy arena . This is an important part of our work, as by working with other groups we maximize our impact across the state and the country .

• Climate Action Network Australia Conference - February 2010

• Australia’s Climate Action Summit – March 2010 BREAZE made a joint presentation with Bathurst Community Climate Action Network on starting a Climate Action Group (CAG)

• Organising Community Change Training weekend in Anglesea - May 2010

• Victorian CAG network meetings

• Launch events for Safe Climate Australia and Beyond Zero Emissions Stationary Energy Plan

Strategic Objectives: Emissions Reduction Activities

BREAZE continued to work hard during the 2009-2010 financial year to help our members and the Ballarat community reduce their emissions . Over 350 people attended seven free community presentations conducted by BREAZE to explain the ins and outs of Solar Electricity, Solar Hot Water and SolaMate . A big thanks to our presenter, Nick Lanyon for his informative and entertaining presentations .

Solar Electricity Over 300 Ballarat households are now generating their own electricity thanks to the tireless efforts of the BREAZE Solar Electricity team . Nick Lanyon, Simon Reid and Meredith Alexander assisted hundreds of BREAZE members to reduce their greenhouse gas emissions by supplying high quality domestic PV systems, totalling over 350Kw of installed capacity . Our team of installers, Andrew Beckett, Steve White, Paul Whittle and Caleb Howard were led by Jim Brown who all deserve a huge thanks for their work in rain, hail or shine .

Solar in Schools Nine local primary schools were successful in receiving up to $50,000 each in funding through the Federal Government’s Solar In Schools Program . Once again Nick, Simon and Meredith assisted the schools through the application process and have arranged over 38kW of installed capacity . The Solar In Schools team have also helped a number of other schools as the funding has now become competitive and successful schools will be announced in late 2010 .

Solar Hot WaterBREAZE assumed the Solar Hot Water reins in November 2009 . Using the latest in evacuated tube technology the crack team of Barry Robbins, Jeff Dobell, David Bilbrough and our installer Andrew Plews fitted over 30 Solar Hot Water systems in the Ballarat area to the end of June 2010 .

SolaMateIn April 2010 BREAZE introduced SolaMate air heating and cooling to the people of Ballarat . Over 60 attended the free information session In April led by Stuart Elliott, winner of The New Inventors People’s Choice Award 2009, which led to over a dozen enquiries and five SolaMate installations .

BREAZE contributes to reduced emissions through

renewable energy and energy efficiency programs

and actions

BREAZE continues to work hard on building our knowledge, capacity and skill base . This has been particularly significant as we have continued to grow our enterprise activities with substantial financial turnover through our bulk-buy programs and Solar in Schools projects .

Office space and staff The move in early 2009 to the shared BEST building at 2 East Street South Ballarat has made a huge impact in terms of BREAZE’s accessibility to the public {and also the media} .

The financial year commenced with a flurry of new staff members . In August, Chris Pollock commenced as volunteer support coordinator, a role that she filled until June 2009 . BREAZE are seeking funding to get this position up and running again .

Mel Woolcock commenced at the same time to take on a paid role in design and communications and for a 3 month period, worked an extra one day per week on the nationally coordinated 100% Renewable Energy Campaign . David Bilbrough started soon after as the organisation’s office manager, and has provided valuable support to all staff and volunteers .

Andrew Bray began in January of 2010 to create a business plan for the BREAZE Local and also work on the Community Connectors program . BREAZE ended the financial year with Chris Plucke commencing as the orgnanisation’s Finance & Project Manager . Lisa Kendal wound up her role as Executive Officer at the end of June to travel with her family .

Staff Handbook - for volunteers and employees Our staff handbook is near completion and will soon be available for employees and volunteers . This document will be extremely useful for ensuring that our employees and volunteers are informed of their rights and responsibilities at BREAZE .

Volunteer & Member GatheringVolunteers and members were invited along to the office on October 28 for a afternoon tea to meet Chris Pollock, Volunteer Support Coordinator, and other new staff members . Chris also attended a Volunteer Week Expo in the Bridge Mall to meet the community and represent BREAZE .

RSA Ballarat {Regional Sustainability Alliance Ballarat}Late in 2009 we were thrilled to learn that the RSA application auspiced by BREAZE, to the State Government for an Ecoliving Grant was successful! Over a 3 year period, the project will receive $290,000 of funding from Sustainability Victoria (CHECK) . The main centre will be based in a shopfront at the historical Mining Exchange Building in Lydiard Street, with minor centres to be located at Buninyong, Delcombe and Wedouree .

Partners for this project include: City of Ballarat, the University of Ballarat, Central Highlands Regional Library Corporation, Regional Development Australia, Friends of Royal Park, Department of Education & Early Childhood Development, Central Highlands Water, Corangamite Catchment Management Authority, Delacombe Neighbourood Renewal Centre, Leigh Catchment Group, Central Highlands Primary Care Partnership, Ballarat Environment Network, and BRACE .

BREAZE will be working collaboratively with RSA Ballarat partners on other priority projects for the region .

A Climate of ChangeA 12 month project that started in August 2008, supported by the Victorian Government Sustainability Fund, managed by Sustainability Victoria wound up in September of 2009 . Project partners included the University of Ballarat, City of Ballarat, BRACE Education, Training and Employment, and Environment Victoria .

The project picked up on recent growth of community climate change (CCC) groups, as individuals and communities look to better understand what is happening in the world and how they can respond and contribute to climate change solutions .

Outcomes of the project include a toolkit of resources for climate action groups, research within the Ballarat region of people’s attitudes and behaviour toward climate change and sustainability, resources for individuals and educational workshops on sustainability . The history of BREAZE and it’s growth was captured both in text form and also in a series of short films that have been made accessible to all via our website and youtube account .

store . We expect the store, which is a partnership with the Ballarat South Uniting Church, to open in early 2011 .

Community ConnectorsThe Helen Macpherson Smith Trust are funding BREAZE $30,000 to develop a program to train community members to deliver presentations on sustainability to the public . The program will be developed by Andrew Bray in his role as community campaigner .

Media coverageBREAZE has appeared in local media {print, radio and TV} far too many times to count this year! Our permanent office base and constant staffing have certainly influenced this increased exposure . BREAZE is often called upon to comment on government policies and both local and national issues regarding the environment and sustainability .

BREAZE has also been covered in a variety of publications including New Internationalist, Thailand multimedia magazine Showcase {go the BREAZE G-Gen films!}

and This is Ballarat, which was accompanied by a photography exhibition at the Art Gallery of Ballarat .

networksBREAZE has continued to build on existing relationships with key partners in Ballarat, including our Earth Matters partners, The Courier and the University of Ballarat . RSA Ballarat has provided further opportunity for BREAZE to extend our networks and alliances .

BREAZE EO Geoff holds positions on boards of various groups including RSA Ballarat and CVGA {Central Victorian Greenhouse Alliance} .

Extending our reachBREAZE undertook it’s largest community awareness initiative so far in February of 2010 . An enormous number of postcards - 52,000 to be exact - were delivered to Ballarat residents via Australia Post {printed with soy inks on recycled stock, of course!} . The cards profiled our solar initiatives and information sessions, and the free sustainable living resources that are available on our website .

8. BREAZE AnnuAl RepoRt 2009-2010

BREAZE {Ballarat Renewable Energy And Zero Emissions} was formed in

2006 by locals who believe there are better ways to live on our patch

of the planet. We’ve grown into one of Australia’s largest not-for-profit,

community climate action groups! Here’s a glimpse of what we do:

• provide FREE eNews {over 1,700 subscribers!},

packed with local events, renewable energy

and energy efficiency info - sign up online

• run regular ‘How To’ workshops and major

climate change related events

• host a website filled with resources, short films,

advice, environmental campaigns and an events calendar

• help install solar electricity and solar hot water systems that

reduce greenhouse pollution {over 400 so far!}

• provide help with reducing greenhouse pollution to Ballarat

households, schools and businesses

• run ‘Community Connectors’, a program about living better

in a changing climate - if your community group is interested,

Note 1: Statement of Significant Accounting Policies

This financial report prepared is a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Act (Vic). The committee has determined that the association is not a reporting entity.

The financial report has been prepared on an accruals basis and is based on historic costs and does not take into account changing money values or, except where specifically stated, current valuations of non-current assets.

The following significant accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report.

a. Income Tax

Ballarat Renewable Energy and Zero Emissions Inc (BREAZE) is exempt from income tax.

b. Property, Plant and Equipment (PPE)

Leasehold improvements and office equipment are carried at cost less, where applicable, any accumulated depreciation.

The depreciable amount of all PPE is depreciated over the useful lives of the assets to the association commencing from the time the asset is held ready for use.

Leasehold improvements are amortised over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements.

c. Impairment of Assets

At each reporting date, the entity reviews the carrying values of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the assets fair value less costs to sell and value in use, is compared to the asset's carrying value. Any excess of the asset's carrying value over it's recoverable amount is expensed to the income statement.

d. Employee Benefits

Provision is made for the association’s liability for employee benefits arising from services rendered by employees to balance date. Employee benefits have been measured at the amounts expected to be paid when the liability is settled.

e. Provisions

Provisions are recognised when the association has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions are measured at the best estimate of the amounts required to settle the obligation at reporting date

f. Cash and Cash Equivalents

Cash and cash equivalents includes cash on hand, deposits held at call with banks, and other short-term highly liquid investments with original maturities of three months or less.

g. Revenue and Other Income

Revenue is measured at the fair value of the consideration received or receivable after taking into account any trade discounts and volume rebates allowed. For this purpose, deferred consideration is not discounted to present values when recognising revenue.

Interest revenue is recognised using the effective interest rate method, which for floating rate financial assets is the rate inherent in the instrument. Dividend revenue is recognised when the right to receive a dividend has been established.

Grant and donation income is recognised when the entity obtains control over the funds which is generally at the time of receipt.

All revenue is stated net of the amount of good and services tax (GST)

h. Good and Services tax (GST)

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Tax Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the balance sheet are shown inclusive of GST.

i. Shares

Shares held are originally recognised at cost which includes transaction costs. They are subsequently measured at fair value, provided a fair value can easily be obtained. Any movements in fair value are recognised through an equity reserve.
