FAMILY AND CHILD SUPPORT SERVICES

Breakout session’s parts:

1. Family support services at local level

2. Early prevention of abandonment and reintegration of children, living in institutional care

3. De-institutionalization and link to the reform to the development of new services for children and families

Fist part of the session:

Introduction presentation of the international expert on child protection issues, Ms. Tanja Colin, UNICEF Moldova

Presentation of piloting family and child support services at local level (rayonal, hokimiats)

Second part:

Presentation of Turkmenistan: child rights protection by the governmental services

Presentation of Turkey: centers of family support at local level, presentation of the State Agency on Social services and child protection

Presentation of the international expert on early childhood development, UNICEF regional office

Third part of the session: De-institutionalization and link of the reforms to new services development:

l Day care for children: Azerbaijan, Ministry of Education;

l Transforming of children’s institutions into the Family Support Centers, Presentation from Kazakhstan

Key points of the discussion: Piloting to be used for evidence based policy making starting with clear intention

for scaling up. Leave no child behind /out including those with HIV, with disability, victims of

violence etc Need for good planning for reform Need a coordination mechanism that is responsible for planning, developing

standards, Department for Child Protection and Family Support Need for a variety and diverse set of serves that meet different needs and families

and children at risk Need to have standards for available services for all kinds /types of children Identify ways to reallocate available funds so that they can be used in the most

effective manner Budgeting for reform is important Government\s purchasing of services from NGOs are important Need to focus on training of mothers and parents Close collaboration with the media

Main conclusion:

It’s time for all countries participating in the Forum to transfer from pilots to the changes of the system
