• Background on Project Partners, Freight Transport and Community Health
• Role of Land Use and TransportaMon Planning in Freight Transport Impacts
• Results of Mapping Freight Hazards in Priority Development Areas
• RecommendaMons for Healthier Planning
Overview
• Ditching Dirty Diesel Collabora)ve – Regional coaliMon that works to reduce diesel polluMon in the San Francisco Bay Area
• Pacific Ins)tute – Nonprofit research insMtute that conducts acMon research for sustainability with community groups and coaliMons
Project Partners
¡ Issue: Freight Transport Movement of goods and raw materials on trucks, trains, planes, &
ships ¡ Community Impacts
¡ Diesel pollution ¡ Noise & vibrations ¡ Traffic delays ¡ Safety hazards
¡ Health Effects ¡ Respiratory problems ¡ Disrupted sleep &
concentration ¡ Less walkable streets
Freight Transport & Community Health
“SB375 mandates an integrated regional land use and transportaMon planning approach to reducing greenhouse gas (GHG) emissions from automobiles and light trucks.” – Joint Policy Commi`ee

SB375 and Regional Planning
• 46 out of the 125
Priority Development Areas in the region intersect with a CARE community
• CARE zones are air quality “hot spots” with higher health risk due to toxic air contaminants
Mapping Freight Hazards
in PDAs
Iden)fy freight transport (FT) hazards in select Priority Development Areas that overlap with CARE communi)es Apply health protec)ve buffer distances around FT hazards
Methods
Methods conMnued
Iden)fy areas in Priority Development Areas that fall outside of freight transport buffer zones
Methods ConMnued
Iden)fy exis)ng sensi)ve land uses in Priority Development Areas (PDAs) that intersect with CARE communi)es
Methods ConMnued
• 74% of land in Priority Development Areas that intersect with CARE communiMes is far enough away from freight transport hazards to be suitable for sensiMve development like housing
• The % of residenMal land area far enough from freight transport-‐related land uses is greatest in Alameda County (51%), San Mateo County (40%), and San Francisco County (32%)
Key Findings
• Integrate freight transport concerns into regional land use and transportaMon planning processes
• Fine-‐grained air quality modeling can inform healthier site-‐specific development decisions
• IncenMvize housing development in porMons of PDAs with lower health risk
• Require miMgaMons for high-‐risk developments – Indoor air filtraMon systems & on-‐site monitoring – Sealed windows, sound barriers, site re-‐design – Prior noMficaMon of health risk for prospecMve tenants
RecommendaMons for Planning
• Ditching Dirty Diesel CollaboraMve • San Francisco FoundaMon • East Bay Community FoundaMon
