- The country has a coastline of 8500
km
- 19º world´s largest producer of fish
- The extractive production reached
803.000 tons and the aquaculture
628.000 tons in 2011; and

The Brazilian Maritime Authority

Set general rules for the organization, preparation and employment of the Armed Forces.
Art. 17. It is for the Navy, as private subsidiary assignments:
I - guide and control the Merchant Navy and its related activities, with interests of national defense;
II - ensure the safety of waterway navigation;
III - contribute to the formulation and conduct of national policies relating to the sea;
IV - implement and monitor the fulfillment of laws and regulations, at sea and on inland waters, in coordination with other organizations of the Executive Branch, Federal or State, when it becomes necessary, due to specific expertise;
Single paragraph. By the specificity of those assignments, the Navy Commander has the competence over the matters set forth in this Article, being designated as "Maritime Authority" for this purpose.

Law 9.537/1997 (LESTA)
Regulates the item II of the article 17 of the
Complementary Law 97/1999
Art. 3 - It is for the maritime authority promote the
implementation and execution of this Act, in order to ensure
the safety of life and the security of navigation in open
waterways and inland waters, and the prevention of
environmental pollution by vessels, platforms or their
support facilities.

“Prepare and employ the Naval Power in order to contribute to the defense of the country. Be ready to act in ensuring the constitutional powers and at the initiative of any of these, of law and order; act in actions under the aegis of international organizations and in support of the country's foreign policy; and fulfill the duties provided by subsidiary laws, with emphasis on those related to the Maritime Authority, in order to contribute to the protection of national interests."

Maritime Authority Tasks
I.Regulate the pilotage service;
II.Determine the minimum safe manning requirements for vessels;
III.Determine the equipment and accessories to be approved for use
on board;
IV.Establishing the allocation of safety equipment and accessories
for vessels and platforms;
V. Establish the limits of inland navigation;
VI.Establish safety and habitability requirements for the prevention of
water pollution;
VII.Execute vessel inspection and survey; and

VIII. Development of standards for:
- Qualification and registration of professionals and amateurs;
- Traffic and stay of vessels in Brazilian Jurisdictional Waters; entry and
departure of ports, docks, anchorages and marinas;
- Vessel inspections and survey;
- Tonnage, determination of the free board, capacity, identification and
classification of vessels;
- Registration of vessels and inspection of Property Registration;
- Execution of works, dredging, research, mining; and
- Establishment and operation of signals and navigation aids.
