MESSAGE FROM

Mr. Seah Kian PengAdviser to Marine Parade GRC Grassroots Organisation (Braddell Heights)MP for Marine Parade GRC

Dear Residents, Budget 2017 was announced in late February and debated in Parliament. The Budget takes into account important issues facing Singapore such as the economy, water, and the health of its people.  The approved spending for each ministry sets the direction in which Singapore is heading – as usual our largest allocations go to ministries such as defence, education and health.  In my Budget debate speech, I spoke about the increase in water prices and argued that using price alone to motivate people to save water is not going to work. All of us recognise that water is precious and we need to price it correctly. While I agree that the revised water tariffs are a fairer mechanism (considering water security and need for technological developments), I believe not taking this resource for granted will only stick if we experience it first-hand.  Singaporeans born after 1964 have never experienced water rationing; conducting the occasional water restriction exercises in our schools and communities might be useful avenues to cultivate awareness and appreciation of water conservation.

In looking after low-income Singaporeans, the Government places great emphasis on this.  One and 2-room HDB flat owners will see no increase in their water bills at all, plus the KidSTART programme (currently piloted in a few regions) is expected to benefit about 1,000 children from these families.  In addition, we are also actively engaging these families through regular home visits and parent group sessions, equipping them with support in skills and practical knowledge in maternal and child development, health and nutrition.

I am happy to update that there have been many upgrading works in Braddell Heights – this is the infrastructure which forms the foundation of a better home for all. Together wth grassroots leaders, we work closely with our Town Council and other government agencies to drive the plans. Most residents would have noticed the upgrades at Serangoon Central Drive – with a new mini park, more benches, and upgraded linkways. Photos of these improvement works are on page 6.

Finally, I want to encourage all residents to stay healthy so that we can enjoy life.  The Community Club organises many

fitness programmes from brisk walking to Zumba. Residents have given me positive feedback on the programmes, so do explore and find one that fits your interest.

Belanjawan 2017 telah diumumkan pada akhir Februari dan telah dibahaskan di Parlimen. Bajet mengambil kira isu-isu penting yang dihadapi oleh Singapura seperti ekonomi, air, dan penjagaan kesihatan rakyat. Bajet yang diluluskan untuk setiap kementerian menetapkan arah laluan - seperti sebelum in, peruntukan terbesar disalurkan kepada kementerian-kementerian seperti Pertahanan, Pendidikan dan Kesihatan.

Dalam ucapan perbahasan Bajet saya, saya bercakap tentang kenaikan harga air dan berhujah bahawa, dengan menggunakan faktor harga sahaja untuk mendorong rakyat menjimat air, mungkin tidak akan berkesan. Kita semua tahu bahawa air adalah berharga dan kita perlu menetapkan harga dengan betul. Walaupun saya bersetuju bahawa tarif air yang disemak semula adalah satu mekanisme yang lebih adil (memandangkan keselamatan air dan keperluan untuk perkembangan teknologi), saya percaya bahawa kita akan mula menjimat air jikalau kita mengalami sendiri, pengalaman kekurangan air. Rakyat Singapura yang dilahirkan selepas tahun 1964 tidak pernah mengalami catuan air; dan dengan menjalani latihan sekatan air di sekolah-sekolah dan masyarakat, cara ini mungkin berguna untuk memupuk kesedaran dan penghargaan terhadap penjimatan air.

Pemerintah memberi keutamaan untuk membantu rakyat Singapura berpendapatan rendah. Penduduk flat HDB satu dan dua bilik, tidak akan melihat peningkatan kepada bil air mereka, ditambah pula dengan program KidSTART (kini dalam peringkat percubaan di beberapa kawasan) dijangka dapat memberi manfaat kepada kira-kira 1,000 kanak-kanak dari keluarga-keluarga ini. Selain itu, kami juga

melibatkan diri secara aktif dengan keluarga-keluarga golongan ini melalui lawatan ke rumah dan sesi kumpulan ibu bapa, melengkapkan mereka dengan sokongan dalam kemahiran dan pengetahuan praktikal dalam pendidikkan dan perkembangan kanak-kanak, kesihatan dan pemakanan.

Saya gembira untuk memaklumkan bahawa kini, ada banyak kerja-kerja menaik taraf di Braddell Heights - ini adalah infrastruktur yang menjadi asas kepada kediaman yang lebih baik untuk semua.

Bersama pemimpin akar umbi, kami bekerja rapat dengan majlis bandaran dan agensi-agensi yang lain untuk melaksanakan program-program. Kebanyakan penduduk telah melihat peningkatan di Serangoon Central Drive - dengan taman mini baru, lebih banyak bangku dan laluan penghubung yang telah dinaik taraf. Akhir sekali, saya ingin menggalakkan semua penduduk untuk mengekalkan gaya hidupan sihat supaya kita dapat menikmati kehidupan lebih baik. Kelab Masyarakat kita menganjurkan banyak program kecergasan, dari acara berjalan pantas hingga Zumba. Para penduduk telah memberi saya maklum balas positif terhadap program-program ini. Manfaatkan program yang sesuai minat anda.

我在财政预算案的辩论中针对以提高水费作出了表述,不认为单

靠提高水价能推动人们节约用水。我们都知道水源宝贵,因此

得制定“正确的”水价。考虑到水源的安全性和开发新技术的需

求,我认为调整后的水价是合理的,但要人们不把水源当成是理

所当然的,还得让人们“亲身经历”。在1964年以后出世的新加

坡人没经历过水配给时代,或许在学校和社区实行水配给演习将

有助于国人培养省水意识,更加珍惜水源。

在照顾低收入国人这方面,政府非常重视这一点。居住在一房式

和二房式组屋的家庭每月的水费账单将不受水费上涨的影响。在

某些社区试行的“幼儿抚育辅助计划”(KidSTART)预计将为一

千名有需要家庭的孩童提供支援,照顾他们在学习以及健康发展

的需求。除此之外,我们也积极地通过拜访和家长讨论群组与这

Tuan Bai (团拜) is an annual festive event celebrated by all grassroots leaders of Braddell Heights Constituency. Similar to previous years, Tuan Bai 2017 was held at the Braddell Heights Community Club. A platform where all grassroots leaders gather to celebrate this festive occasion, it is also to recognise the hard work and time put in by all grassroots leaders for the year, express gratitude to chairmen of committees (if any) who were stepping down, and welcome grassroots leaders as new chairpersons to various committees.

There are 24 grassroots organisations in Braddell Heights Constituency, each serving the needs of residents. These include the Citizens’ Consultative Committee (CCC), Community Club Management Committee (CCMC), Inter-racial and Religious Confidence Circle (IRCC),

Community Sports Club (CSC), Community Emergency and Engagement Committee (C2E), 6 Residents’ Committees (RCs), 2 Neighbourhood Committees (NCs), and 6 Sub-Committees – the Senior Citizens’ Executive Committee (SCEC), Women’s Executive Committee (WEC), Malay Activity Executive Committee (MAEC), Indian Activity Executive Committee (IAEC) and Youth Executive Committee (YEC).

3 grassroots leaders have been nominated as new chairpersons to various committees – Braddell Heights Zone ‘F’ RC, Bartley NC and Senior Citizens’ Executive Committee

Ms Chris Chu takes over Mr Tay Poey Kiang, PBM as the chairperson of Braddell Heights Zone ‘F’ RC.

Chris is a familiar face in the Braddell Heights estate. She has been serving the community for the past 19 years. The late Mr Victor Lee (past Secretary of Braddell Heights Zone ‘F’ RC)

inspired her to be a servant-leader. Chris believes strongly in teamwork and she is ever ready to explore new ideas and opportunities to bring joy and fun to residents in Braddell Heights estate.

These are her first thoughts and on her focus as the new Chairperson of Braddell Heights Zone ‘F’ RC:

Mr Lim Kwee Poh, PBM takes over Mr Chang Ham Chwee, BBM as the new Chairperson of Braddell Heights SCEC.

Kwee Poh has been serving as a patron for 16 years and a grassroots leader for 8 years in various committees such as the Braddell Heights CCMC. He has a personal mantra

of “never-stop-serving”. Kwee Poh is a mentor to many new and younger grassroots leaders in Braddell Heights, providing them good advice whenever needed. A strong advocate in ‘active ageing’, he hopes to attract more senior citizens to participate in community activities and events organized by the Braddell Heights SCEC.

Amicable, Chris is popular amongst the grassroots leaders and residents. She is easily recognisable by her beautifully highlighted hair in hues of purple. Chris is a huge fan of Teresa Teng and Chinese oldies.

“In this new year, we will continue to strive in the best interests of our community. I look forward to the continued support and teamwork from my members, and not forgetting our past Chairman, Mr Tay who will continue to guide and advise us, whenever necessary. It is important that we continue to forge strong community bonds with our residents through the activities we organise. We will also continue to overcome challenges together as a team.”

“(Having lived in several countries) Singapore is one of the best countries in the world to live in. I hope to contribute and give back to this society which has provided me with opportunities to grow and learn. Through the wide array of activities the committee organizes, I hope to build stronger racial ties, a more cohesive environment and improve the social needs of Singaporeans, thereby making Singapore a better home to live in.”

Mr James Lee takes over Mr Chan Shelt Tsong as the new Chairperson of Bartley NC.

James realised his childhood ambition and started his own business 3 years ago. He believes in “living your dreams” and hopes to inspire many more to follow his footsteps. James gives a glimpse of his plans as the new Chairperson of Bartley NC:

Drainage improvement works for Bartley Estate has been completed. A total of 7.5km of drains have been deepened and widened, as part of PUB’s overall effort to increase the drainage capacity and provide

a higher level of flood protection for our neighbourhood. The drains have also been decked over so it can be used as pedestrian walkways and more importantly, provide barrier free accessibility in our estate.

EdusaveThe BH Newsletter team spoke to 3 pupils, who were recipients of the Edusave Awards. They are Erajarajaeswari from Yio Chu Kang Secondary School, Sabhariswaran from Bishan Park Secondary School and Sarvesswaran from Townsville Primary School. Apprehended below are their words of appreciation and advice to their younger peers.

Braddell Heights Newsletter (BHN): How do you feel on winning these awards?

“You can say that it’s a dream come true and we are very happy about it. We have always wanted to make our parents proud and one of the best ways we could do them proud was through our academics”, said Erajarajaeswari, one of the recipients at the ceremony whom received two awards. Of the two awards, she was extremely surprised and elated to receive the Leadership award. It has always been a dream to receive such an award, and yes, it was indeed her dream come true!

BHN: How have your parents been instrumental in your achievements and character development?

My father worked long hours daily. As such, when my mum returns home from work, she would go through the homework with us. Even though she had only completed her ‘O’ level, she would try her best to help us. That is what we love and admire about her. My mum also taught us to treat everyone with kindness and love. We should give without expecting anything in return. My mum went through tough times during her teenage days. She would therefore share with us, her past experiences and ensures we do not repeat the same mistakes. She is more than a mother; she is our best friend.

BHN: How have your teachers helped you?

Our teachers play an instrumental role in helping us in our academics. They are our gurus and would always be there for us through difficult times. I remembered my teacher, Mdm Toh who taught me when I was in Secondary 3. She was an inspiring individual and a good role model. Mdm Toh treated every pupil in the class as a child of her own, always ready to render assistance in our academics or providing advice whenever necessary. She earned lots of love and admiration from her pupils. Mdm Toh taught us to work towards our goals and yet not to

leave anyone behind. She encouraged us to help one another in times of needs, and progress together as a class. She has now retired and we miss her greatly.

BHN: What are your aspirations?

I (Rajaeswari) hope to score 14 points in my GCE ‘O’ Level Examinations so as to pursue my dream in Psychology Studies in Ngee Ann Polytechnic. I have passion in Psychology and I would like to further my interests in this subject in the near future. I have always wondered how external factors can affect the feelings of humans and how a person’s mind would react differently in various situations.

I (Sabhariswaran) aspire to be a Sports Coach, particularly in soccer. I love playing soccer and I would like to be a soccer coach in the future. I love to teach and impart my knowledge and skills in soccer to others.

I (Sarvesswaran) hope to be an Engineer in the future. I hope to build creative infrastructures. I like to build creative structures with my Lego blocks; a small step I have taken to improve on creative thinking.

BHN: What advice do you have for your peers?

Never give up. Persevere. Keep trying and trying. No matter how many times you fail, keep trying and there will definitely be a day when you will achieve success. There are many opportunities and platforms available to help us achieve our goals. We become more resilient in facing challenges and we would surely do and we have to overcome it with confidence and trust in ourselves. We must remember to thank our parents for their love, support and trust in us. We should also not forget our teachers who had taught us in academics, and imparted us, important life skills and values. Our parents and teachers are indeed instrumental in shaping our lives, to grow and mature into wholesome individuals.

BHN: What would you like to say to your parents?

We would like to thank our parents, especially our mum for all she had done over the past year. Without her support, we would not have made it this far. My mum is our inspiration and we would also look to her whenever we needed assistance. Thank you and we love you, mum!

Braddell Heights Newsletter (BHN): How long has your family been living in Braddell Heights estate?

Mr and Mrs Yip (MMY): Our family has been living here for the past 14 years, since 2003. Braddell Heights is a lovely estate and we are active in the community events.

BHN: What community events does your family participate in?

MMY: We participate in karaoke sessions on every 2nd Saturday evening of each month. On a weekly basis, we would also go for brisk walking or pai da (拍打) – Meridian Flapping Exercises which involves flapping the meridian points of our body. It is believed that pai da stimulates the central nervous system, helps heal aches and pain, and improves immunity. BHN: Have you met our Grassroots

Advisor (GRA) during community events?

MMY: Yes, we often meet Mr Seah Kian Peng during community events. We became friends just before his appointment as GRA for Braddell Heights, which is more than 10 years ago. Our first encounter with Mr Seah was at an event held in Metta School. He is very friendly and supportive of community events, and we are glad to have him as our GRA.

BHN: How did Pin Xiu start on swimming?

MMY: Pin Xiu started swimming when she was 6 years old, together with her two older brothers. Swimming was our family activity when they were growing up. Mrs Yip added, ‘By the age of 12, Pin Xiu began to swim competitively after she was identified as a talent in the sport. We used to accompany her for training at Farrer Park, and she will have her dinner after the training.’

BHN: How was Pin Xiu as a child?

MMY: She is a quiet child, and to balance her gait, she had to use AFO (ankle foot orthosis) to walk. At 12, she faced difficulties in walking and was recommended the use of the wheelchair. However, she is an

The BH newsletter team met up with two residents, Mr Yip Chee Khiong and his wife, Mdm Mrs Margaret Yip. They are parents of our national Paralympian, Ms Yip Pin Xiu. We spent an hour chatting, with Mrs Yip who was holding the conversation whilst Mr Yip maintaining a cool demeanour; occasionally providing his thoughts when Mrs Yip asked him to verify an event.

“Gaining experience is important, akin to

changing a car tyre. With the experience gained,

you will be more confident and comfortable, and can

perform the task more effectively.” – Mr Yip dogs. Fortunately, Mr and Mrs Yip were

not rushing for time and we spoke further.

MMY: Pin Xiu won a gold medal in the Beijing Paralympics in 2008. Initially, she did not know whether she would qualify but in one of the games held in the US, she managed to break the world record and qualify for the games.

During the opening ceremony of the game, we noticed Pin Xiu was not present (we would usually join her closer to the event as she flies with the team a few weeks in advance to train). We were worried and we found out later that she was not feeling well. She had a bad sore throat. Despite the sore throat, Pin Xiu managed to clinch a silver in her 1st event and a gold in her 2nd competition.

Both agreed that they have lost track of how many races Pin Xiu had won – they would take a photograph of the first set of six medals and send it to the newsletter team.

Mrs Yip asked about our professions and we spoke about gaining experiences in our jobs and from different incidents in our lives. There was a slight pause and we looked at Mr Yip.

He started moving his hands into Tachi stances and said: ‘Gaining experience is important, akin to changing a car tyre. With experience in doing something, you will be more confident and comfortable, and can perform the task more effectively.’

We moved on to the next topic – travelling.

BHN: Has your family been on any overseas trip lately?

MMY: Yes, we try to go for a family trip once a year. We have been visiting a few countries in the region and we visited New Zealand recently. We used to visit Malaysia when our children were young.

There was an incident that happened at Frasier Hill in Pahang, which we could recall vividly. Pin Xiu was 8 years old then and was playing on the swing with her

brother. Her brother pushed the swing so hard that she fell off backwards. We got a shock but thankfully she was fine.

BHN: What is Pin Xiu’s favourite food?

MMY: Tofu with minced meat. In general, she likes anything with tofu. Her favourite soup is 西洋菜汤 (xi yang cai tang). Pin Xiu also enjoys home cooked Ba Ku Teh (肉骨茶 – rou ku cha).

Before we ended our conversation, Mrs Yip shared with us the medical condition of Pin Xiu. She said: “In the past, we used to send Pin Xiu to Western and Chinese doctors, hoping for miracles. However, after she started swimming, we stop sending her for treatments. I hope that there is medical advancement and break through one day which can help Pin Xiu lead a normal life.”

With a heavy heart, we nodded and agreed that parents always want the best for their children. It made us reflect. We proceeded to take some photographs of Mr and Mrs Yip, exchanged numbers and ended our meet up.

BHN: Do you have any anxieties when Pin Xiu goes on overseas trips?

MMY: We have no worries. Her team mates, team manager, coach, physiotherapist and nutritionist are with her. Even when she was 13 or 14 years old, we were not worried as her first coach, Mr Ang Peng Siong was around to look after her.

BHN: Can you tell us more about her maiden victory in a swimming event?

MMY: Pin Xiu’s first victory was at a local meet when she was 12 years old. We remember that! She was very delighted by her victory. At that time, we did not know of Paralympics and did not expect her to be involved in competitive swimming. At this juncture, it started pouring cats and

Braddell Heights (BH) held its One Community Day on 15th January 2017. The main objective of this day is to foster a strong sense of community bonding by getting people within the community to help one another, especially the less privileged living amongst us. One of the initiatives was to donate 5kg bags of rice to families staying in BH. This was one way in which an opportunity is given to everyone in our BH community to do their part to help the less fortunate by not only donating the rice but also penning some good wishes for the receiving families. All in line with the spirit of giving during this festive season.

We also decided to make this Lunar New Year a special one for some families in our BH community by helping to spring clean their houses with the help of volunteers

from Braddell Heights as well as students from the Singapore Polytechnic. Many of the families that we helped are senior citizens who required assistance in physically demanding activities like removal of bulky items, painting of walls and scrubbing the toilets. While in the midst of spring cleaning the houses, one of our volunteers who is a professional hairdresser also helped to cut the hair of our senior citizens so that everyone looked their best for the Lunar New Year. These students talked about the experience being an eye opener for them as it exposed them to the harsh, difficult living conditions that some of our citizens are still going through and it made them more appreciative of what they are blessed with. When asked if they would still volunteer with the spring cleaning next year, both answered with an affirmative “Yes!”

SG Cares movement that we launched nationwide is definitely evident in Braddell Heights where the young and the old come together to care for and help one another in our community. Let us continue with this spirit of giving and caring to make everyday a One Community Day in Braddell Heights!

COMMUNITY ENGAGEMENT WITH BRADDELL HEIGHTS

True to its vision to nurture Scholars and Leaders, Zhonghua Secondary School has over the years developed and maintained a robust student development programme that is founded on its core values of Responsibility, Integrity, Care and Excellence. In the words of the school’s Principal, Mr Loh Leong Beng, while the pursuit of excellence is important, “it is equally important to care about the

society at large and to cultivate a sense of gratitude and paying it forward in our young”. Paying it forward has meant that over the years Zhonghua Secondary School students have been stepping forward to serve the community in partnership with the Braddell Heights’ Grassroots Organisations. Such collaborative efforts have provided students with the opportunity to become active members of their community whilst learning valuable life skills and cultivating character.
