    Introduction

    1. We are the Boundary Commission for Scotland, an independent, non-political bodywhose purpose is to make recommendations for Scottish Parliament boundaries andUK Parliament constit uencies in Scotland.

    2. We are tasked by the Parliamentary Constituencies Act 1986 to undertake a review ofUK Parliament consti tuencies in Scotland, and we must submi t t o the Secretary of Statefor Scotland a report containing our recommendations for 52 Scott ish consti tuenciesbefore 1 October 2013.

    3. This booklet contains our Init ial Proposals for t hese constituencies, information onhow to participate in our publi c consultation (13 October 2011 to 4 January 2012) anddetails of our Public Hearings t o be held throughout Scotland between 14 and 30November 2011.

    The Review

    4. This review is our sixth periodic review of UK Parliament constituencies in Scotlandsince the Commission was fir st established in 1945.

    5. The legislation will result in a UK Parliament elected from 600 constituencies in placeof t he current 650, and in 52 constituencies in Scotland in place of t he current 59, foruse in the General Election expected to occur in 2015.

    a. The legislation defines 2 consti tuencies: Na h-Eileanan an Iar consti tuency andOrkney and Shetland constituency.

    b. The electorate of every other constituency in Scotland must be between 72,810and 80,473 unless its area exceeds 12,000 square kilometres.

    c. No constituency may exceed 13,000 square kilometres.6. We commenced the current review on 4 March 2011. We are now consult ing the pub lic

    on our Init ial Proposals. Details of how t o participate in the consultation are givenbelow. We will produce Revised Proposals during 2012, and expect t o make our finalrecommendations for constituencies in 2013.

    7. For each constituency, we must recommend a name and its designation as a burghconsti tuency or a county constituency.

    Our Init ial Prop osals

    9. We have developed our Initial Proposals using electorate data from 1 December 2010.The number of electors registered in each council electoral ward on that date can befound on our website.

    10. Because of the constraints on constituency design it has not been possible to constructall constituencies from comp lete electoral wards. Where we have had to distribute award boundary between constituencies we have, in most instances, followedcommunity council boundaries or other recognisable boundaries. There are 324 wholewards, and 29 wards divided between constit uencies, in our proposals: 35consti tuencies contain 1 or more part-wards.

    11. 35 constituencies are each contained within a single council area. The remaining 17comprise parts of 2 council areas.

    12. Our Init ial Proposals are summarised in Table 1. Maps of each consti tuency can befound in Appendix A. The proposed constituencies and t heir constituent wards in eachcouncil area are listed in Appendix B.

    13. The public consultation on our Init ial Proposals runs from 13 October 2011 unt il 4January 2012. During that period we display our proposals at Display Point s, wheremembers of the public can inspect them and find out how to participate in theconsultation. There is at least one Display Point in each proposed const ituency.Display materials are also available to view on our website.

    14. As part of the consultation process, we will hold Public Hearings in Inverness, Dundee,Glasgow, Edinburgh and Lanark between 14 November 2011 and 30 November 2011.Further information can be found in Table 2.

    15 .Each Public Hearing will commence at 10 am on the date shown, and may continue fora second day if i t is not possible to conclude on the fi rst day. Each Publ ic Hearing wi llbe chaired by a Sherif f Principal appointed by us. At each hearing, we will exp lain ourproposals and will allow comments from anyone with an interest. Transcript s of thePublic Hearings will be available to view on our website after the hearings.

    16 .The order of business for each Public Hearing will be determined on the first morning.Those who cannot attend at 10 am on the first day but who wish to speak at t he PublicHearing are advised to make this known to the Secretariat to the Commission inadvance of t he hearing (tel: 0131 538 7510) or to the Chair of the Public Hearing at it scommencement.

    17 .While each Public Hearing will primarily focus on a particular geographical area,comments can be made on any aspect of our Initial Proposals at any of the PublicHearings.

    21 .After the consultation period on our Initial Proposals, we will publi sh all comm entsreceived, and the transcripts of the Publ ic Hearings, on our website. We will t hen holda furt her 4 week secondary consultation period, when you will be able to comm ent t ous on any of that material.

    22 .After the secondary consultation period, we will consider all the evidence we havereceived, and develop our Revised Proposals for consti tuencies. We will pub lish ourRevised Proposals for an 8 week consultation period during 2012.

    23 .After the consultation period on our Revised Proposals, we will develop our FinalRecommendations which we will submit in our report to the Secretary of State.
