TonightyouauthorizedhimtoadvertiseandreceivebidsfortheClarifier. Courtofficeiscompleted. Theremediationcompanywillbecomingonthe31sttoremovethetilesinthetaxoffice.
Idawilltemporarilybeinthefinanceoffice. Thetaxandfinancewillbemovedintooneofficeandthatwillbethetaxoffice. Constructionwillbemovingintothefinanceoffice. Theconstructionofficewillbeusedforstorageroom,akitchenareaandaconferenceroom. Taxbillsweresentout.TheaveragehomeinCaldwelltheincreasewas$708.00.The
Schoolis$531.00,County$138.00andthemunicipalityincreaseis$30.Acharthasbeenputtogetherandthetaxcollectorhasitintheofficesoyoucantakealookatit.
Theseniortaxfreeze65andoverasofDecember31,2013orreceivingFederalSocialSecurityBenefitsasofDecember31,2013andDecember31,2014youdonotqualifyiftheFederalSocialSecurityBenefitsforyouoryourspousewerereceivingorreceivedonbehalfofsomeoneelse.YoumusthavelivedinNewJerseycontinuouslysinceDecember31,2003orearlieraseitheraHomeownerorarenter.YoumusthaveownedandlivedinyourhomesinceDecember31,2010.StopbythetaxofficeandseeIdaRenneandshewillbeabletoexplaintoyoufurther.
CooksLanehadsomedrainageissuesbutithasbeenrepaired.TheexitfromCookslotontoPersonetteiscloseduntilThursday.
WaitingonaquoteforthecornerofBrooksideandGould. TomPatterson’sfromHatchMotthiswifehaspassedandourthoughtsandprayersgoout
tohimandhisfamily.CouncilPresidentO’DonnellaskedaboutthebricksalongBloomfieldAvenuebeingreplacedandresettingandPaulrespondedthathehadadiscussionwiththeMayortodayandPaulhassomeideasforadifferentapproach.CouncilmanHauseraskedwhenJimJorgensenwasherehehadaskedaboutthecurbsonRoselandAvenuebothsidesofcurbingthathasdisintegratedhasheheardiftheyhavestartedtheworksofrepairingandPaulrespondedthathewasn’tsurebutwillreachouttoJim.TheMayorandPaulhavealistofthingsfortheCountyandhewilladdthistothatlist.PaulCarellicontinuedhisreport:
ThetrafficstudyonBloomfieldAvenueandGouldwillbedonebytheendofthismonth. REPORTOFBOROUGHATTORNEY:GregMascerareportedthattheattorneysfortheparticipantcommunitiesregardingthesewer,tentativelytheyarescheduledtomeeteitherthe17thor18thofAugust.Discussioncontinuedwithwaterconsumptionwitheachtown.

Page 3 of 4 REPORTOFPOLICECHIEF:JamesBongiornoreportedonthespeedingcomplaintsonRavineAvenue.Thestudyshowedvehiclesarespeedingtraveling30MPHina25MPHzone.Wetalkedaboutdifferentoptionstomaketheareasaferandwelookedata4‐waystopatRavineandWestover.Weareaveragingmoresincethelaststudyof8vehiclesperhourinanhourweareaveraging433vehiclestravelingthatintersectioninanhourduringthepeakofan8hourday.Basedonthestudyandtherecommendationoftheengineerherecommendeda4‐waystopbasedonthenumberofvehiclestravelingthroughthatarea.WeknowstopsignsdonotcontrolspeedbutindirectlythatwillhelpwithourspeedingissuethatisonRavineAvenue.WiththestudythePoliceDepartmentdidtheywouldsupportthestudyfrom2012.CouncilmanHauseraskedhow30MPHcomparestootherroadswherepeoplearespeedingisit27or28MPHversesthe30MPHoristhatkindofcommonthatina25MPHpeoplearegoing30MPHandtheChiefrespondedbasedontheroadwaythespeedisgoingtobedifferent.CouncilmanHauseraskedtheChiefifitwassimilarorthesameonotherroadwaysoristhatanaberrationisthatunusualandChiefrespondednothat’sthenormwereceivedthesecomplaintsonbasicallyallourresidentialStreetspeopleareinarushtogettoplaces.CouncilmanHauseraskedwhatdevicewasusedtomeasurethespeedandChiefBongiornorespondedthattheofficerswereoutthereusingradar.CouncilmanHauserfurtheraskedwasthatdoneatthatintersectionorsayupontopofthehillorotherpointsandChiefBongiornorespondedtheytargeteddifferentareasonRavine.CouncilmanHauserrespondedsoifforargumentsakethespeedingwasdoneatthetopofthehill,whereitisrealsteep,andpeoplearegoingdownhillfromthestopsignatthatintersection,thatstopsignisnotgoingtoimpactwhat’sgoingona½amileabovethatandChiefBongiornorespondedabsolutelynottherestillwillbecomplaints.CouncilmanO’DonnellrespondedthatwhatevertheChief’spositionandrecommendationisheagreeswithitandtheChiefBongiornorespondedthattheywouldsupportthestudy.Afterdiscussionanordinancewillbeplacedonthenextmeetingfora4waystopsign.REPORTOFMAYOR:MayorDassingreportedthattheCountyLiaisoncouldnotmakeittonightbuthedidsendanemailtoletusknowthattherenovationsforthelunchprogramattheVeronaBoatHousearegoingverywellandheexpectsittoopenonschedulethefirstweekofAugustandhealsohasverifiedthatthebusescanpullrightuptothedooroftheBoatHouse.Hedidapologizefornotbeingherehedidhaveaconflict.ThereisanEssexCountyHomeImprovementProgramwhereyoucangetyourhomerepairedatnocosttoyou.TherewillbeaHomeImprovementworkshoponTuesday,July28thfrom6:30–8:30PMattheMontclairMunicipalBuilding,205ClaremontAvenue,Montclair.Formoreinformationyoucancall973‐655‐0200.TherewillbeaconcertontheGreenonJuly28thfeaturingsingerSong‐WriterMariaDontasfromNorthCaldwellandPastelefromLivingston.Itstartsat6PMwithfoodandthemusicstartsat7PMontheGreen.OPENPUBLICMEETING:MovedbyCouncilmanCapozzoli,secondedbyCouncilmanCascaranotoopenmeetingtothePublic.FrancineSokol,Clifton,NJshehasbeenaCommunityCentermemberfortwelveyearsandsheaskedaboutwateraerobicsandwhyinthepastfewyearstheykeepcuttingback.Therewereoriginally15sessionsandnowthereare8inthewinterand5inthesummer.TherearealotofladiesthatcamefromSpaLadythatarenowleavingtheCommunityCenterandgoingtoLAFitness.JoyceKlein,76DeweyAvenue,Totowasheusetodothewateraerobicsfrom10AM‐11AMandmostofthetimetherewere30ladiesinthepool.Theclasswascutto30minandtheyweredemandedtogetoutofthepooland30ladiesneedtogetintotheshower.BeverlyWilits,RoselandAvenueaskedwhatpartoftheCommunityCenteristheGroverClevelandSeniorCenterbecausethereisasignonthebulletinboardandsoisthecalendar.ThemonthlycalendarsaysGroverClevelandSeniorCenterandweareundertheimpressiontheroomwehadourlunchwastheroombutnowwheredotheseniorsmeetandtheCouncilmanO’Donnellrespondedthathewouldliketosayyesabsolutely.BeverlyhandedoutthecalendarforJuneandJulyandhadquestionsabouttheactivities.ShehadconcernsabouttheparkingattheBoatHouseandaskedifanareacouldberopedofffortheseniorswhowillnotbeusingthebus.PaulCarellirespondedthathewillmakesurethatMariaandBettyhaveaschedulewhichwillbepassedalongtoeveryone.MaryO’Reilly,CaldwellspokeaboutCouncilmanO’DonnelltakingresponsibilityfortheseniorprogrambeingmovedandCouncilmanO’Donnellrespondedthathedidn’ttakeresponsibilityformovinghetookresponsibilityforthefactthattheCountymoveditandhewasundertheimpressionthatitwastostartinJulyandit’snotstartinguntilAugust.IfhehadknownthattheVeronaBoat
