6 Discussion 6.1 A Programme Board has been established by the County Council and Councillor

John Bailey is the Borough Council of Wellingborough’s representative on this. James Wilson, Corporate Director and/or Steven Wood, Head of Built Environment also attend a Technical Group as the Councils representatives on this subject. Officers and Members are working together to identify the most appropriate solutions for the future of the site. The County Council has commissioned MACE to undertake some detailed business planning, supported by NCC and NNDC Growth Area funding.

6.2 The Programme Board on which BCW sits has agreed the following as key

objectives:

o Enables public access; o provides long-term security for the buildings and site; o protects and preserves the heritage; o is economically sustainable/affordable; o contributes to local and sub-regional objectives; o and is deliverable.

6.3 The Borough Council of Wellingborough specifically notes and recommends that

the site should not be allowed to become derelict and unused. A mixed use approach that enables the site to be developed in terms of its educational potential as well as enabling some income to be generated is agreed as the best option. This might include options such as:

a) The site should be let for legitimate farm use until a longer term solution for the site can be found. (The grazing of Ponies which are damaging the archaeology should be immediately stopped).

b) The house and out buildings could be converted and used as general office facilities suitable for an anchor tenant and supplemented with educational use associated with the historic sites and suitable also for small businesses.

c) The site to be opened either for visitors and educational use with appropriate access to the surrounding archaeology.

d) Purpose built storage archive building for local archaeological artifacts, with public access for educational/visitor viewing.

however financial support for a proposed visitor centre at the site is identified through the Stanton Cross S106 agreement and it has been agreed that this can be moved to Chester House Farm if a suitable Visitor Attraction can be provided. A further contribution may be sought from BCW to allow appropriate development to progress.

Appendix 1

Wellingborough Visitor/Interpretation Centre – Chester House Farm 1 Background Chester House Farm is a unique cultural asset of regional, national and international importance. It encapsulates over 2,000 years of Northamptonshire’s past in its 34 hectares of farm and former parkland. Northamptonshire County Council (NCC) currently own the site and is working with the Borough Council of Wellingborough (BCW) and other Partners to find a way forward for the site, which is no longer viable in its present state particularly since a fire gutted the Grade II* listed farm house. The Chester House Farm site is of International significance and as such requires clear commitment to deliver a credible solution(s) for its future. The Conservation Statement and Statement of Significance, 2007(1) describes the site’s various features and periods of development. These statements highlight how the site should be recognised as one of the few sites in the country that represents so many periods of history. The site includes Bronze Age, Iron Age, Roman and Medieval settlements, together with 17th Century architecture in the Farmhouse and out buildings. A Programme Board has been established by the County Council and the Borough is a member of it. Both officers and members are working together to identify the most appropriate solutions for the future of the site. The County Council has commissioned MACE to undertake some detailed business planning, supported by NCC and NNDC Growth Area funding. Significance of Chester House Farm Chester House Farm’s primary significance rests with its unique historic environmental interest, particularly the combination of archaeology, ecology, historic buildings, and historic landscape. The Roman Town remains one of the site’s most fascinating features and one which could be exploited as a tourist attraction with further interpretation and work. The historical variety on the site also provides a significant educational resource. The Conservation Statement and Statement of Significance 2007(1) has been prepared for Northamptonshire County Council by Archaeo-Environment Ltd, a consultancy with specialist historic environment experience. It has been produced in consultation with the Borough Council of Wellingborough and English Heritage. The compilation of the report has involved a consultation with the local community and other stakeholders. The site is designated as a Scheduled Ancient Monument (SAM) covering a complete Roman town, deserted medieval village, park and gardens and area of ironstone extraction. The house and farm buildings are listed as Grade II* and Grade II. 2. Recommendations for Chester House Farm site 2.1 The Project Board on which BCW sits has agreed the following as key objectives:

2.2 Due to the fire which unfortunately gutted the Grade II* listed farm house there

will be additional challenges as to how best to preserve this part of the site and also to reuse it as part of a viable solution to make the site work as a whole. There are also opportunities arising from this set back and BCW will seek to work with the County to identify the optimum solutions to enable this restoration and reuse. This may include the development of a visitor centre from this location.

2.3 Whilst the house and outbuildings are of significant architectural value (Grade II*

Listed building), the modern barns have no architectural value and therefore could be removed to make way for more contemporary buildings to help achieve a viable future for the site.

2.4 The future uses of the site should be complementary with the surrounding

attractions like Irchester Country Park. 2.5 Access to the site by vehicle will be a challenge to resolve especially as the

Highways Agency has indicated that they would be against any intensification of the use of the existing access from the A45. Alternative vehicular access will therefore need to be found. Some progress with the Prologis development has been made with the creation of a new access and car park off Claudius Way. This cannot in its present configuration provide vehicular access to the farm buildings. In addition to this new vehicular access improved foot and cycle access from Wellingborough has been created with the installation of a cycle and pedestrian bridge over the River Nene linking the Embankment in Wellingborough to the site via Claudius Way.

2.5 There is an opportunity to ensure that Chester House Farm is part of the Nene

Valley network of attractions. Moorings should be provided to allow boat users on the Nene to take advantage of the facilities at Chester House Farm.

3 Wellingborough Visitor/Interpretation Centre 3.1 As part of the planned development of Stanton Cross, monies have been

secured through the Section 106 process towards the development of a Visitor Centre/Facility in the growth area, to serve both the new community and the population of Wellingborough as a whole.

3.2 This development is profiled in the Wellingborough East Masterplan (revised

2006) and is intended for a visitor/interpretation centre, originally within the proposed Town Park. However, renewed interest and further funding

opportunities for development on Chester House Farm (located on the south side of Wellingborough East), has enabled BCW to reallocate the funds with the agreement of the developer and project to this better placed site and will become available once this development begins.

3.3 Chester House Farm is identified in the Wellingborough draft SSPDPD -

Preferred Options 2010(2) as a site with significant heritage value, and recognises the importance of maintaining the historic features through creating an economically viable project.

14.0.9 Draft SSPDPD - Preferred Options (2010) ‘Any new buildings should be limited in scale and number, be of high

design quality and be necessary to support the use of the site as a whole. Uses which allow public access to and interpretation of the site would be encouraged e.g. heritage uses, a recreation/visitor centre, a community use and/or as an education resource.’

3.4 The project partners aim to provide diverse visitor experiences that will appeal

to people of all ages, backgrounds and interests, with the facility serving a variety of purposes including the provision of:

- Educational/training facilities; - Information and interpretation; - Meeting space for community needs; - Visitor amenities including catering and toilets; - Income-generating opportunities (e.g. marketing and sales); - Office space; - Other ancillary facilities such as parking, cycle racks etc.

3.5 Section 106 funding has been identified from within the WEAST development as

contributions towards the implementation of the project – funds currently secured - £140,000.

• S106 trigger; 10% - to be paid prior to the first occupation of the 100th dwelling. Balance to be paid prior to occupation of the 600th dwelling.

3.6 BCW Capital funds allocation is subject to financial scrutiny which includes an

allocation for this scheme. This project, however, is a high priority and once a sustainable project has been agreed a further request for funding can be made for capital funds to be released to support these plans. This will be subject to available funds and prioritisation against current and future projects.
