We live in a great City and I am very proud to have served as a councillor for this term of Council and as Mayor for this year. It is very difficult to gauge how effective we have been as a Council in achieving our overall vision for this term of ‘a vibrant and inclusive community with an outstanding quality of life’.

But one indicator is the level of community satisfaction with our performance. The state government conducts a survey each year which asks a representative sample of community members to rate their satisfaction with a range of Council services.

I am pleased to share our 2016 results with our community and anyone with an interest in Boroondara, through the publication of the full report on our website.

The most pleasing aspect of the 2016 results is that

the Boroondara community has rated Council’s overall performance at 72 out of 100 which is six points above the average for our metropolitan peers.

Community safety has been a key issue for me throughout my public life. With next month being community safety month it is timely to ask you to consider what you can do to help. So I ask you to keep an eye out for community safety initiatives being presented during that month and read the October Boroondara Bulletin to see what we are doing locally.

One issue of local concern is the high level of vehicle theft in Boroondara. This is a key focus of the Boroondara Police. It was great to use our Communications team

to produce a series of crime prevention videos in English, Cantonese, and Mandarin, containing handy hints for residents to address this problem. It’s well worth viewing www.facebook.com/eyewatchboroondara/. If you’re on Facebook please share the videos to help make a difference.

When Council sought community views about the impact of new single dwellings on our City earlier this year, we received close to 1,000 submissions. There is a majority view that residents are concerned about established homes being demolished and replaced with large modern homes. The issue is that new houses tend to be large two-storey buildings which, in some cases, extend boundary-to-boundary in streets where the character is more traditional with boundary set-backs to allow for gardens.

Through advocacy, Council has made attempts to introduce better residential design standards for our community:

• Some successful - There is now a limit in the number of dwellings per lot and a two-storey height limit to parts of our City that have a residential character made up predominantly of single dwellings and dual occupancies.

• Some unsuccessful - The Victorian Government rejected Council’s proposed standards for minimum lot size, minimum apartment size, tree planting, site coverage, setbacks and open space.

• Some we are waiting for responses - Council made recommendations to Plan

Melbourne Refresh and the Managing Residential Development Advisory Committee.

With matters within Council’s power, we are strengthening our Tree Protection Local Law and commencing an extensive Municipal Wide Heritage Gap Study, an unprecedented proactive program to identify and protect heritage places within our City.

Council has also established an investigation program which includes consultations with industry, design professionals and relevant Victorian Government departments to discuss planning options and gauge their support in the

development of appropriate new planning controls.

Pursuing major change to the Victorian planning regulations is a long journey and there is no guarantee that the Victorian Government will accept the need for change. Council will continue to explore ways to help address community concerns and keep you informed as progress is achieved. Let’s work together to preserve what we love about Boroondara’s streetscapes and heritage.

Tackling concerns about large scale houses Single dwellings are built under Victorian Government building regulations and Council’s responsibilities and statutory powers regarding the approval of these developments are very limited.

Feel at home with the library Libraries are designed to be enjoyed by all but not everyone has the ability to visit a library in person. To ensure libraries can be used by the entire community, the City of Boroondara offers a Home Library Service. This service is provided free for those who are not able to physically visit the library due to disability, illness or limited mobility. It provides a regular delivery of a broad range of library materials of interest to the library member direct to the homes of Boroondara residents.

The Home Library Service offers housebound residents the same valuable service as those that visit the library. To enquire, contact library enquiries at 9278 4666 and ask for the Home Library Service Librarian, email [email protected] or send an enquiry via our website.

After expressing your interest you’ll be visited by a qualified librarian who will register you for the service and develop your personal profile. The librarian then creates a selection of materials matched to your tastes and requirements.

You’ll also be matched with a trained volunteer who will deliver and pick up your library materials. Specific titles or subjects can be requested and information, reference and referral services are also available.

The home library service offers housebound

residents the same valuable service as those that

visit the library.

The United Nations Association of Australia World Environment Day Award was presented to Council for Biodiversity Monitoring in Melbourne’s East.

The use of citizen science was recognised as one of the project’s key success

factors. The community was supported to undertake surveys of birds at specific reserves and wetlands across the region, and then send their results to Birdlife Australia. The adopted project is continuing to encourage residents to monitor birdlife and climate-

sensitive plant and animal species by visiting one of three ClimateWatch trails created for the project, or downloading the ClimateWatch app.

The award was made possible through the collaborative efforts of participating EAGA councils and partnerships

with the Australian Research Centre for Urban Ecology, Melbourne University BirdLife Australia and ClimateWatch.

A free Document Signing Service has been established at the Boroondara Police Station, 34 Harp Road, Kew East, as a community service promoted by the Victorian Department of Justice. The Document Signing Service is staffed by a roster of volunteer Justices of the Peace (JPs) and is available each Monday and Wednesday from 11am to 1pm.

JPs are authorised to act as an independent and objective witness to documents which people use for official or legal purposes, for example a JP may:• attest the execution of a document• witness an affidavit for use in court• witness a statutory declaration• witness Enduring Powers of Attorney

Celebrating seniorsCouncil is celebrating the Victorian Seniors Festival with an array of free and low-cost events for our older residents.

From Sunday 2 October to Sunday 9 October 2016 Council and community groups will play host to a variety of concerts, luncheons, dances, exhibitions, and table tennis matches. All seniors, their friends and family are welcome to join in the fun.

Council invites you to kick off the Victorian Seniors Festival in Boroondara with an afternoon of performances followed by a tea dance on Sunday 2 October at the Hawthorn Arts Centre.

Pick up your free copy of the Victorian Seniors Festival in Boroondara program at the Council building in Camberwell, libraries, the Hawthorn Arts Centre, a seniors centre or download the program at boroondara.vic.gov.au/seniors-festival .

Free public transport is available for all Seniors Card holders for the duration of the festival.

All payment methods are detailed in notices, and on the ‘options for payment’page on the City of Boroondara website. The Victorian Government’s legislation capping rate revenue came into effect on 1 July 2016 and applies to Council’s total rate revenue, not individual properties. The rate cap does not apply to the Fire Services Property Levy which is set by the Victorian Government.

Individual ratepayers will see their rates vary in 2016-17 due to a number of factors, including the fact that all properties across Victoria are being revalued this year. If individual property values have increased by more

than the average, people will pay a higher amount in rates, and if values have increased by less than the average, rates will be lower.

Remember, if you’re paying your rates in quarterly instalments the key dates are:

• First instalment due on 30 September 2016

• Second instalment due on 30 November 2016

• Third instalment due 28 February 2017

• Fourth instalment due 31 May 2017.

If you’ve opted for your rates payment in full, payment is due by 15 February 2017.

Take part in a series of workshops associated with the Droplet Project, to explore multimedia arts, ecology, water and local frogs with Town Hall Gallery artist in residence, Pierre Proske.

The immersive workshops will shape Pula Pod, a temporary sculptural installation being developed for the Hawthorn Civic Space (on the corner of Glenferrie and Burwood roads in Hawthorn).

Pula Pod will be in action at Hawthorn Civic Space every evening at dusk between September and November.

Zelman Symphony Concert: American StoryFormed in 1933, The Zelman Memorial Symphony Orchestra is the longest-running community orchestra in Melbourne. Camberwell Travelogue ClubFrom the mountains of Nepal to the deserts of central Australia, Travelogue Club members meet regularly to travel the world – and sometimes to get to know their own country a little better, too.

What started as a slide afternoon 37 years ago has gone digital, yet the format remains: each month a speaker presents photographs of their travels. More than just looking at pretty pictures, it’s a chance to hear real, lived travel stories.

“I think for people that perhaps can’t afford to go or they’re physically unable to travel at this stage of their life to be able to be an armchair traveller is really nice.” says regular attendee, Annette Mackintosh.

The meetings are also a social occasion, as members catch up over afternoon tea.

“We’re a kind, friendly group of people who tend to take a great interest in the world, politics and religion,” says Club President, Bill Mather.

In September, the club takes off to Syria and Jordan under the guidance of Margaret Thodey.

With One Voice AshburtonFun and happiness come first in this inclusive community choir, where no auditions are necessary.

The Ashburton chapter is part of the With Once Voice program from Creativity Australia. The program grew from a belief that everyone can and should get singing, regardless of skill level.

“You definitely don’t have to be a super talented singer to enjoy being in the choir,” says Kim Reynolds from Creativity Australia.

The choir is bridging the gap between diverse community members as people of multiple faiths and backgrounds, high school students, elderly and the disabled sing together, led by Conductor, Kym Dillon.

“Kym brings the right balance of fun and challenge to each session, so that you can sing your troubles away, says Kim.”

With One Voice also promotes singing’s neuro-scientific benefits to our happiness and health.

“With One Voice is more than just a choir - it’s a family. Each week is a chance to make friends, to grant wishes and to make a difference, as well as enjoy the great feeling of singing in a group,” says Kim Reynolds.

We have many years of experience with fantastic tutors and courses that are constantly evolving and growing to meet community need. Most importantly, there is something for everyone - from the very young to most senior.

Council elections 21 October

School holiday fun

Local governments are elected every four years. In Boroondara there are 10 wards and voting will be conducted by postal vote.

Nominations to become a councillor open on 15 September and will close at 12 noon on 20 September 2016. The Victorian Electoral Commission will automatically post ballot packs to each voter in October. Election day is 21 October 2016 and the election results are anticipated to be declared on 2 November 2016. Similar to both federal and state government elections, Council will be in a caretaker mode 20 September until 22 October 2016.

During the caretaker period, the routine business of Council is able to continue. However, Council will avoid actions and decisions that may be interpreted as influencing voters or binding an incoming Council.

The program features a range of fun activities hosted across the

municipality with arts activities at the Hawthorn Arts Centre and programs at all library branches, Youth Services and the Kew Traffic School. There is something for primary and secondary students of all ages and interests.

Council continues to receive a high number of reported dog attacks with 30 per cent of prosecuted cases occurring in off-leash reserves. Dog owners can prevent these attacks by following three simple steps: • be prepared • be close • be watchful.

By carrying a leash, staying close to your dog so that they can listen to commands and maintaining constant visual contact, dog owners can swiftly bring a dog under control.

Our reserves are popular so let’s make sure the experience is good for all park users and ensure our dogs don’t interfere with, worry or threaten other park users.

Melbourne’s summers are becoming longer, drier and warmer, and these conditions are especially challenging for local gardens and gardeners.

Topics include:• garden design• plants that love dry climates• improving the water holding capacity of garden soils• choosing and applying mulch• irrigation, capturing rainwater and using greywater on your garden beds.

Local cyclists now have access to bike repair stations on three of the City’s major shared trails, after two were installed across Boroondara.

Just in time for spring, the well-equipped repair stations were recently installed at the following locations:• Anniversary Trail, off Fordham Avenue near Hartwell Station, Camberwell• Main Yarra Trail, off Willow Grove near Willsmere Reserve, Kew

Each of the stations feature a series of tools to help keep your bike in tip-top shape, including Allen keys, wrenches and a high quality bike pump.

These two new stations complement the existing one that was piloted on the Gardiners Creek Trail, next to HA Smith Reserve in Hawthorn.

Tailoring, fashion and costume design were crucial aspects of Louis Kahan’s journey as an artist. In Australia, Kahan contributed to a vibrant post-war arts scene where his training in art and tailoring in early 20th century Vienna and Paris influenced his later work.This exhibition showcases an exciting artist who moved seamlessly across theatre, dress and illustration. It also provides the back story to one of Australia’s migrant artists; a little-known story that includes work with the great fashion houses and celebrities of early 20th century Europe.Co-curated with Laura Jocic in collaboration with the Kahan Collection, Melbourne. Hawthorn Arts Centre Melbourne Fringe at The Basement

For the first time ever, The Basement at Hawthorn Arts Centre is the inner eastern place to be for the Melbourne Fringe Festival.
