It is a tribute to the community spirit of Boroondara that we have received thousands of responses to our call for contributions to the Boroondara 10-year community plan.

In November we started asking our residents what’s important to them in Boroondara. It was wonderful to see how many community members took the time to let us know what mattered to them, and how positive they were about life in Boroondara. We’re now halfway through the second stage of this work, and we’ve asked you to tell us how you would prioritise the seven broad themes we’ve grouped your original responses into.

We want you to make your voice heard - you can tell us online how important you think each theme is to you, or come to one of the Pop-up Council events at Maling Road on Sunday 9 April or the Boroondara Farmer’s Market on Saturday 15 April.

Stock up on farm-fresh produce at Boroondara Farmers Market

The Boroondara Farmers Market on Saturday 15 April 2017 is a great chance to stock up on farm-fresh supplies and delicious treats. Select fresh fruit and vegetables, free-range eggs, sauces, breads, jams and biscuits, all directly from the producers. The April market will feature stallholders and Rotary volunteers dressed in their Easter finery. The Easter Bunny will also be handing out treats. Join in the fun, and don an Easter bonnet for the festivities.

It’s no surprise that Boroondara is a popular place for people to settle. Our city has many great features - leafy suburbs, heritage buildings, beautiful parks and gardens, plenty of schools, quality community facilities, and vibrant shopping strips. With Melbourne’s strong population growth, we will continue to see significant residential development and building activity in Boroondara.

Under the direction of the Victorian Government, all councils are required to play a part in accommodating this growth. Our challenge is to plan for this change without adversely affecting the characteristics which make the city a wonderful place to live.

How do we as a Council balance conserving valued neighbourhood character while allowing for the natural process of change in our suburbs? There is no one-size fits-all solution, so we are taking a considered and multi-pronged approach.

What you can doYou can help support our advocacy efforts by making submissions to the Victorian Government when the opportunity arises.

As a matter of urgency, we need the Victorian Government to substantially increase the fines for illegal tree removal. Currently the maximum fine set for a breach of the Tree Protection Local Law is $2,000 - an insignificant amount of money when compared to the cost of building a new house.

Only the Victorian Government can amend the penalties. You can write to the Minister for Local Government ([email protected]) requesting the fines to be increased to a level that provides an effective deterrent.

Municipal Wide Heritage Gap StudyOver the next two years, we will assess about 21,000 properties within the municipality for their heritage value. If justified, heritage controls will be introduced to protect them.

The aim of this project is to help ensure that development pressure does not result in the loss of important heritage assets. Tree Protection Local LawBoroondara’s streetscapes owe much of their character and charm to trees.

Canopy trees in private properties make a significant contribution to our streetscapes. This is why canopy trees are protected under the Tree Protection Local Law. It is an offence to remove healthy canopy trees without Council’s permission or to intentionally damage them. We take these matters seriously by investigating suspected breaches, issuing fines or prosecuting those who don’t do the right thing.

The maximum penalty of $2000 for breaches is set by the Victorian Government and we have advocated for many years to have the penalty increased. Encouraging high quality building designOur community is changing. While there will be continued prominence of traditional family households, we are seeing growth in single older person and younger person households. Each group has different housing needs to suit their lifestyle. For example, some prefer to live in a higher density development close to public transport and shops while others are looking for a detached house with a back yard.

We support the development of high quality multi-dwelling development in appropriate locations. However, we will reject developments that have a negative impact on our amenity. We have a strong track record of defending our decisions at the Victorian Civil and Administrative Tribunal.

AdvocacyCouncil’s planning powers are dictated by the Victorian Government’s policies and regulations. We actively advocate for the protection of Boroondara’s neighbourhood character and heritage places by:

• Providing evidence-based feedback to the Victorian Government’s reviews of planning policies and regulations like Plan Melbourne Refresh, Better Apartments Design Standards, Protecting the Yarra River and the Heritage Act Review.

• Highlighting inappropriate developments like the Markham Estate redevelopment in Ashburton and calling for better planning outcomes for the community.

• Working collaboratively with neighbouring councils to address issues like the Walmer Street Plaza in Richmond.

• Pushing the Victorian Government to strengthen building regulations so that new single dwellings are appropriately designed and respect established neighbourhood character.

Protecting our heritageBoroondara has a broad range of heritage assets that exhibit many architectural styles and greatly shape the City’s character. These places are highly valued because they have aesthetic, social or historical significance.The Municipal Wide Heritage Gap Study is a proactive program to identify and protect valued heritage places of local significance through the introduction of heritage controls.

The study is underway with suburb assessments for Canterbury and Camberwell completed. We also recently finished preliminary consultation for Canterbury. The preliminary consultation period gives property owners the opportunity to submit feedback about the suburb assessment prior to the formal statutory process of introducing the heritage controls.

Did you know?• Planning and building regulations are separate. Planning is about land use and what can be built on the land, while building regulations ensure the structural integrity of the buildings and health, safety and amenity of occupants.

• Depending on the types of building work, you may require separate planning and building permission before you carry out any construction or building works. It is always advisable to contact our Planning and Building departments before starting on a building project to see what approvals are required.

• Planning permits are generally not required for the construction of a single-dwelling. The vast majority of building permits for single dwellings are issued by private building surveyors who are not required to seek our approval. Many of the large houses that have sprung up in the last few years have not required our approval.

Fund your project with a Community Strengthening Grant Applications for the 2017-18 Annual Community Strengthening Grants program open in April.If you’re part of a not-for-profit community group you could be eligible to receive up to $10,000 in grant funding.

Each year, Council and the Rotary Club of Balwyn support projects and initiatives that encourage community participation, develop partnerships, address community needs or improve the wellbeing of Boroondara.

Seventy-six community groups received grants last year. Recipients included initiatives ranging from a program to increase female participation in sport, water gardens in kindergartens, through to music therapy for dementia patients. Your project could be next!

We encourage one-off applications for community projects which have not been submitted before.

Applications for the 2017-18 program are open from Friday 28 April 2017 to Monday 5 June 2017.

Stay safe with wood fires As the weather cools down, now is the time to prepare your wood burning heater for use in winter. • Ensure your flue/chimney has its annual clean

• Check how much smoke is being emitted (wood heaters should only smoke for 20 to 30 minutes when first lit and 10 minutes after more wood has been added).

While wood fires are an effective and pleasant way to warm your home, they can emit smoke and odours that are harmful to people’s health and the environment.

Construction is about to begin on a water storage dam at Freeway Golf Course, as part of a collaborative sustainable water management initiative. The $2.8 million Bolin Bolin Integrated Water Management Project is being led by Manningham City Council, in conjunction with us, Carey Grammar Baptist School, and with the support of Melbourne Water and the Department of Environment, Land, Water and Planning.

The dam is being built between the 14th and 15th holes at the popular golf course, and as a result, the 15th hole will be closed for approximately five months.

During this time, the spare hole will be open for golfers to play a full 18 holes.

We will use water from the dam to irrigate the entire golf course. As a whole, the project will harvest approximately 35 mega litres of stormwater annually, relieving demand for potable water consumption, reducing pollutants going into the Yarra River and minimising the demand for extraction from the river for irrigation purposes.

Kew Night Market

Despite three local mums juggling nine-to-five jobs and seven boys between them, Kew residents Gina Zouglakis, Katie Whitecross and Natasha Alessi have grown a small dream into a big reality with the creation of the Kew Night Market.Its growing popularity means operations have now moved from their humble beginnings at the local scout hall into the much larger venue of the MCC Kew Sports Club. Though the market has rapidly expanded, Gina Zouglakis said that the ethos remains for the market to stay local, with a local focus.“We’ve all raised our kids in Kew. We feel it’s important to stay close to the neighbourhood and support local entrepreneurs,” Gina said.“Having a great variety is also important. The Carnival of Love

Hundreds of Melburnians are due to gather at the Ark Centre, Hawthorn on Sunday 30 April to enjoy the colourful celebrations of the “Carnival of Love”, or Gangaur Mela as it is traditionally known in India.The Rajasthani Kutumb of Victoria (RAJKOV) organises the popular cultural event which is now in its 13th year. RAJKOV President, Nitesh Vyas said that the Gangaur is one of the most vivid festivals in the Indian calendar.“The festival is rejoiced with great enthusiasm and happiness all over the royal state of Rajasthan and we hope to share this enthusiasm and happiness in Boroondara,” Nitesh said. “The community can expect a lively atmosphere with traditional Rajasthani dances, historical drama, Rajasthani music and royal Rajasthani food (with daal, baati and churma). Boroondara residents can now recycle more as part of their weekly recycling collection.The innovative flexible plastics program allows households to put plastic bags and other flexible plastic – like bread packaging, rice and cereal packaging, and cling wrap – into the recycling bin inside a plastic bag tied at the top.

What are flexible plastics?

Packaging from groceries like bread, rice, pasta, toilet paper and frozen foods.

Cereal or biscuit wraps.

Plastic bags from department stores and supermarkets

What can’t be recycled with the flexible plastics program?

Silver or foil-lined packaging including chip, chocolate bar or ice cream wrappers.

Before disposing of flexible plastics:• Remove food, dirt or other residue from the flexible plastics to be recycled.

• Put all of the bags and flexible plastic packaging into a plastic bag and tie it closed.

• Make sure the rest of your recycling is not put in bags before it is placed in the bin.

• Show everyone in your household how to recycle flexible plastics.

Catchment crawl This school holidays, join our family-friendly cycle to explore local waterways.

The five-kilometre round trip from Willsmere Park in Kew to the Burke Road Billabong will visit a number of spots exploring the natural features of our waterways.

Please bring your own bike, helmet, and drink; all attendees must be competent riders; and, children must be accompanied by an adult. This activity is recommended for children eight years plus.
