New Berrima Road Overpass ˃ Council is implementing plans for a new overpass connecting Taylor Ave and
Berrima Rd. ˃ We are finalising the relevant land access and acquisition agreements with Council to allow
construction to begin
˃ The new bypass will significantly improve traffic flow and eliminate rail/road interaction.
˃ The existing high volume air sampler (HVAS) situated between the cement works and Inghams
will need to be relocated.

Stakeholder Perception Benchmark ˃ During this financial year (2017-18), we will be conducting an SPB for Berrima
˃ SPB is our award winning process for verifying the environmental and community performance of
a site by gathering feedback from neighbours
˃ Random selection of sites throughout Australia are subjected to SPBs in each FY
˃ The SPB process involves pre-notification followed by collection of feedback
through various channels dependant on the site’s circumstances. ˃ Pre-notification usually by letter to all premises within footprint
˃ Feedback collection via combination of in-person visits, phone and online means
˃ The gathered information is used to both develop the subject site’s community
engagement activities and to highlight operational issues of concern.
˃ Site Stakeholder Engagement Plans are framed
around the comments given through an SPB
˃ SEPs are part of the operational process of
sites, so identified priorities must be addressed
˃ We have not yet identified the timing of
the SPB’s conduct ˃ However we will share the results with you at the
next community meeting.

Solid Waste Derived Fuels (SWDF) ˃ At our last meeting in November, we announced that the NSW Department of
Planning and Environment (DPE) had approved our modification for SWDF.
˃ To recap, the approval permits the following: ˃ Use of up to 100 000 tonnes per year of wood-waste derived fuel (WWDF) and refuse-derived
fuel (RDF) for the kiln’s energy needs, replacing equivalent amount of coal
˃ Amended air emissions limits
˃ Construction of a storage and feed system to allow SWDFs to be integrated into production
˃ The project represents an $11.3 million investment in the Berrima site. ˃ Supported by a $4.08 million grant from the NSW Environment Trust Waste Less, Recycle More
initiative
˃ Will substantially assist in reducing energy costs
and therefore cost of production, increasing long-
term viability of the site.

Construction schedule ˃ We recently updated our construction schedule which has seen some works
already get underway: ˃ Site preparation and civil works have already started
˃ Sep 2017: Construction of storage building begins
˃ Oct 2017: Overseas-supplied kit delivery – pipe conveyor and supports
˃ Oct 2017: Mechanical installation of equipment begins
˃ Apr 2018: Commissioning of plant and equipment
˃ May 2018: Performance testing and final commissioning

˃ Between six and 30 construction personnel will be involved in the project at
different times throughout the schedule.

Construction details ˃ Due to the location of the project at the rear of the Cement Works, we expect
there will be no discernible difference to normal operations.
˃ Construction hours will be ˃ Mon-Fri: 7am until 6pm
˃ Sat: 7am until 1pm
˃ No construction is allowed on Sundays or public holidays if the construction noise is audible at
our site boundary
˃ The sequenced stages of the construction schedule include:
˃ Civils and earthworks: earthmoving, pouring of
slabs and foundations
˃ Materials store and Reception building: built off-
site, fitting pieces together, services connection
˃ Installation of ‘grab’ crane: built off-site, install
moving floor hopper, crane and electricals
˃ Installation of materials handling equipment:
tube conveyors, bin feeders, multiflex
˃ Electrical, control and instrumentation: cabling,
switchroom, light and power

movements) which may be noticeable outside site, first testing of SWDFs and your feedback,
reports to authorities
˃ Information will be supplied by the Project Team, Berrima site management and Boral’s
Stakeholder Relations Manager.
˃ All regular channels will be used: usual community meetings, newsletter, Cement Works website,
local media editorial and advertorial, potential site inspection events (during and post)

Reminder – Pollution Incident Response Register ˃ Our obligations under the NSW Protection of the Environment Act 1997
require us to have procedures for notifying the community if a ‘pollution
incident’ occurs. ˃ Examples include significant oil or hydrocarbon spills, release of high volumes of alkaline
water, fires and/or significant smoke
˃ Part of the procedures includes establishing a register of neighbour’s contact
details to be used for such notification. ˃ Started in 2013, all details kept secure and not used for other purposes

Change to community meeting regime ˃ As part of Berrima’s planning consent, we are required to establish and manage
a Community Liaison Group (CLG). ˃ Purpose is to act as a two-way communication channel between residents and Boral, sharing
information as well as identifying and recommending solutions to matters of concern.
˃ Is to include representatives from Boral, Council and up to four community members
˃ The NSW Department of Planning and Environment introduced new guidelines
for Community Consultation Committees in November which means we need to
make changes. ˃ Until now, our open community meetings have been our way of meeting this requirement
˃ With the new guidelines, we need to properly constitute a CLG going forward
˃ The CLG is an independently chaired
forum which will meet at least twice a year
to review and discuss the same things as
we do at the existing meetings. ˃ Up to seven community representatives may be
part of the CLG
˃ Membership is via an expression of interest to the
independent Chair who then makes the selection
˃ Boral and Council selects its own representatives
˃ Members sign a Code of Conduct and must
declare interests before joining the CLG

Change to community meeting regime ˃ Following this meeting, we will begin the process of transitioning to this new
arrangement. ˃ We will write to the DPE to request allocation of an independent Chair
˃ Once the Chair is identified, we will work with them per the guidelines to recruit community
representatives (advertising and general promotion)
˃ We will ensure all of our ‘regulars’ are updated with activities as they occur
˃ Recognising that joining a formal committee is not for everyone, and the valuable
contribution made through our ‘open’ community meetings until now, we are also
going to voluntarily hold a ‘whole of community’ meeting each year. ˃ WoC meetings will run as per our existing meetings – open to everyone, Boral to chair
˃ Will be held at the start of each new financial year (Jul-Aug) so we can review the previous year’s
activities and the new year’s plans
˃ Extra WoC meetings will be arranged if important
matters come up, or if the community requests
one.
˃ We are making our voluntary WoC
commitment because we believe it is
needed to keep all locals connected with
