The following specification calls for furnishing, delivering and installing a new 14 foot 14.8 cubic yard Williamsen-Godwin (or prior approved equal) dump body with true fixed bar less design and all necessary hydraulics, pumps, valves, controls and control console for Dump Body, Plow and Sander. GENERAL: 14’ long x 84” to 86” I.D. x 96” to 98” O.D. x 46” tall sides, 14.8 cubic yard water level dump body that is the manufacturer’s latest design and current production model and must be bid with all standard equipment as shown in the manufacturer’s printed literature plus all optional equipment listed below. All material used to be no less than 50,000 PSI yield strength unless described differently in specification. All welds to be continuous. Skip welding is not acceptable.

2. FRONT/BULKHEAD: Front end 62” high, 3/16” Extra high tensile 50,000 PSI yield strength steel with 2 formed horizontal stiffeners and outboard cylinder housing for a trunion mounted lift cylinder.

3. UNDERSTRUCTURE: Cross memberless design, 8” x 15# wide flange structural steel I-beam longitudinals. 8” deep rear cross member with return flanges for strength. 1/4" 50,000 PSI yield strength reverse sloping rear bar (Asphalt rear). 3/8” vulcanized rubber cushion strips to be mounted to underneath side of longitudinals to help protect chassis frame from wear.

7. HOIST: 140” stroke, 6” diameter, 3 stage Inverted lift, trunion mount, telescopic hoist, NTEA Class 120 Cylinder 45.1 Ton @ 50 degrees includes the following: body guides, front lift cylinder mount, greaseable cylinder to body lift straps and dual body safety props.

8. REAR HINGE ASSMBLY: Heavy duty steel cast rear hinge assembly, 5” wide x 8-1/2” long pad with 2-3/8” hinge pin, pad to have greaseless composite bushings.

9. LIGHTING: LED sealed one piece lighting system, “Truck Lite” 6” oval rubber shock mounted stop, tail and turn lights with 4” round LED back up lights, fully recessed into rear corner posts, LED 3 light I.C.C. cluster and

10. CAB PROTECTOR: 10 gauge 50,000 PSI yield strength steel, 74” wide and extend forward of body 36”, gusseted for support and so not to interfere with vertical exhaust when installed.

11. REAR HITCH: Model 2300 Premier air shock pintle hitch assembly, approximate hitch height to be 24”, hitch face plate to be made of 3/4” steel plate and 3/4” steel tapered side gussets, with chipper bar beneath hitch.

5/8” hitch face plate and 5/8” side gussets are not acceptable.

12. INSTALLATION: All wiring connections to be encased in either conduit or split loom. Wiring to be routed thru a junction box on both the truck and body to facilitate easy identification of wires. All hydraulic, air, and electrical are to be secured with mechanical attachments and be equipped with quick disconnects to facilitate quick removal of body and hoist. Hydraulic lines to be provided to front of chassis for a power reversible snow plow. Provide additional 12 inches of

hose length past the front bumper, hydraulics are to be “Capped” to allow Bonner County to complete installation of plow hitch at a later date. All wiring to be equipped with “Heat Shrink” wire connectors. 3M wire “Quick Clips” are not to be used at any location. All hydraulic hose fittings are to be JIC O-ring where applicable. Provide and install mud flaps fore and aft of rear tandems with rears to be removable and front flaps to have anti-sail brackets. In order to insure a seamless installation the body upfitter providing the equipment shall have the shop technicians responsible for the installation of the bid equipment meet with personnel from Bonner County Road and Bridge at the District 1 shops in Sagle, Id. At this “Pre-Build meeting” all items required to make a “Turn Key” installation are to be discussed providing an opportunity for Bonner County shop technicians to make sure that the bidder’s technicians have a full understanding of the County’s requirements.

13. DUMP BOX BODY PREPARATION AND PAINTING: Dump box body preparation and painting shall be performed in accordance with the Dump Box Preparation and Paint – Metal Preparation section beginning on Page 20 of these Technical Specifications.

2016 BONNER COUNTY IDAHO HEAVY TRUCK HYDRAULIC SPECIFICATIONS

The purpose of this specification is to describe a central hydraulic system and controls for the operation of a dump body, plow and spreader on a severe service heavy duty truck. The products specified by name and model number have been chosen to perform together as a system and it is the intention of Bonner County, Idaho that al l o f the components will be purchased as an engineered system from a single source rather than individual components from multiple sources. Exceptions may be bid if noted. It will be Bonner County's decision to determine if the exceptions are considered equal to the specified engineered hydraulic system. Any exception to the make and model number of the specified equipment must be noted by manufacturer, model number with performance literature. ITEM DESCRIPTION COMPLIANCE

1. PUMP: Hydraulic pump shall be an open circuit, axial piston, load sense, variable displacement, pressure and flow compensated design. Pump displacement shall be 98cc. Pump case drain must be plumbed directly back to the reservoir. Hydraulic pump must include a low oil shutdown. In the event of a low oil condition the reservoir sensor shall result in the pump going into a neutral position allowing the vehicle to be returned to a service facility without removing the driveshaft. A console override switch shall be included to allow an operator a momentary engagement of the pump to stow equipment. Hydraulic pump shall be an Eaton model 620 with low oil shutdown valve.

The pump will be mounted to operate from a REPTO configuration driven from the transmission, and will use a tubular driveshaft. Suction port shall be plumbed with 2.5” diameter suction hose and a shutoff ball valve will be located at the reservoir.

Pressure port shall be 1.0” and include a high pressure ball valve shutoff.

2. VALVE ENCLOSURE: The valve enclosure shall be frame mounted, in a location not to interfere with body, wing plow or exhaust components. Final mounting location shall be determined at a pre-build meeting.

The Enclosure shall be constructed of stainless steel with a full lid cover. The cover shall be weather resistant and extend over the sides and front of the enclosure to protect the valve assembly and electrical valve connections. The stainless steel lid shall be retained by two rubber fasteners. Handles shall be welded to the lid and constructed of stainless steel. The valve assembly shall be installed in the enclosure by the hydraulic system supplier and pre-plumbed to the outside of the enclosure through the use of bulkhead style fittings. No hoses shall enter the weather-tight area of the enclosure. Valve shall be pre-wired and plumbed inside the enclosure. The Valve enclosure shall be a Cirus Controls stainless steel valve enclosure.

3. DIRECTIONAL CONTROL VALVE MANIFOLD: The directional control manifold will be constructed of, Danfoss PVG32 /PVG100 load sensing sectional spool valves of the cast iron modular type used in mobile construction equipment. Hoist must use appropriately sized PVGlOO valve sections and be installed in the valve bank as one complete valve assembly. Critical functions like "Box Down or Hoist Down" must have the ability to descend rapidly, while retaining the safety of precise control and variable operational speed. Systems which open parallel flow paths to bring the hoist down are unacceptable for this application.

The valve must be constructed so that all ports are on the same plane, allowing the valve to be mounted against the bottom of the valve enclosure on a

removable valve mounting plate which is sealed with a gasket, preventing contaminate ingress into the enclosure. No hoses may penetrate the enclosure, and all hydraulic hose connections are to be made directly to the fittings which extend beyond the valve mounting plate into the valve body itself.

The directional valves must be compact in design and installation and withstand temperature extremes of -22°F to 140°F ambient temperature, and tolerate oil cleanliness standards to maximum of 23/19/16 per ISO 4406. The load sensing shuttle network will be internal.

Valve sections must exhibit load independent flow characteristics of load sense circuitry and the valve must be rated to a maximum continuous pressure of 5075 PSI in the main body and 3000 PSI in any aluminum auxiliary manifolds.

Electric valve functions must use a PWM proportional electric signal which utilize an electrical connection of at least IP68 connection. Air operators where appropriate.

Conveyor, spinner, and liquid functions will be installed in a Hydraulic Integrated Circuit (HIC) manifold installed as one unit integral to the PVG32 valve stack. The HIC manifold will be made of anodized aluminum and the electric valve cartridges will utilize IP68 Deutsch connectors.

5. HYDRAULIC RESERVOIR: The hydraulic reservoir shall be constructed of stainless steel and will be mounted behind the cab. Final mounting location shall be determined at the prebuild meeting. The oil reservoir portion shall not be less than 40 GAL capacity, filled with ISO 32AW hydraulic oil and will include a baffle plate to prevent oil flow from venting directly to suction port. Tapered outlet shall be below oil level at all times to prevent air entrapment. A magnetic drain plug shall be installed into reservoir. Tank shall be clearly labeled "HYDRAULIC FLUID ONLY". An oil level sight gauge/thermometer shall be provided on the reservoir. A suction strainer shall be installed in the suction port of the tank. There shall be a provision for a single ¾” NPT threaded top mount connection for the oil temperature/level sensor. Single Temp/Level sensor shall be vertical mounted with M12 connection. Sensors will not trigger low oil condition when filled properly even when both hoists are fully extended. Return oil flow shall be through an in-tank reservoir mounted filter assembly. Return filter shall be provided as part of the tank assembly. It shall be rated @10 micron. There shall be an electric pressure switch with a molded M12 connector to activate a warning “Filter Bypass” message on the control console. Hydraulic reservoir will be a Cirus Controls BTC stainless steel cross frame mount reservoir.

6. SPREADER/SANDER CONTROLS: Vehicle shall be equipped with a ground speed oriented, four channel (Conveyor, Spinner, Pre Wet, Anti-Ice) electric over hydraulic spreader control system. Spreader control shall be capable to interface with a color touch screen of at least 7” and shall have brightness control for day/night use.

The spreader controller shall be capable of operating a sander with auger/conveyor, spinner, pre-wetting system, and 3 boom, two tier Anti-Ice systems. Each function shall operate individually or simultaneously without additional in cab control hardware.

Spreader control system shall be capable of ground speed orientated Closed or Open Loop operation. Controller will be capable of spreading in lbs/gallons per mile (linear spreading) or lbs/gallon per lane mile (area spreading). The system controller shall be capable of ground speed oriented, calibrated open loop granular dispensing in lbs/mile or lbs/lane mile.

The controller shall include the capability of ground speed oriented control of a hydraulically driven, closed loop gate height for a spreader body with a center conveyor.

The 7” TFT Color Display shall be remotely mounted with adjustable swivel bracket. Display shall be capable of simultaneous display of Granular, Spinner Lane Width, Pre-Wet, and Anti-Ice application rates. Display shall also show other sensors (Temp, GPS, etc.) as well as actual ground speed and all active alarms.

Spreader controller must provide “on-screen help” documentation of all main operating functions as well as on screen diagnostics for system issues. On-screen help shall be sufficient to enable users to operate the system by following the on screen instructions, without referring to the printed operations manual.

System shall alarm either audibly or visually for the following conditions: off rate, sensor failure, low liquid remaining, low liquid flow shutoff.

Material rate adjustment (+/-), granular or liquid, shall be via keypad actuation. Operator keypad interface shall have 1.) Master Spreader System Power Switch, 2.) Granualr/Spinner Power Switch, 3.) Prewet Power Switch , Anti-Ice Power switch and 3 independent booms

switches. Boom switches can be switched ON/OFF independently for one (1) to three (3) boom operation. Granular, Spinner, Prewet and Anti-Ice rate adjustments shall be with a dual action toggle switch for rate increase and rate decrease. Keypad shall also include a toggle switch for Spreader PASS/BLAST operation.

Spreader Keypad shall be mounted within easy reach of the operator seat. Final mounting location to be approved by Bonner County Highway department.

System shall provide password protected application rates in each of granular, Anti-Ice, & Pre-Wet materials. Controller must provide the ability to name each material with up to five characters. Rate increments shall be individually settable for each material. Controller will have the ability to activate only calibrated materials for application by the operator.

The controller shall offer multiple layers of access control to set up files.

The controller shall have a Blast feature that is capable of operating as: Latched ON/OFF, Programmed Timed ON/OFF or Momentary ON/OFF. The controller will default to the PASS (sander pause) mode upon startup of the system to prevent spreading in the yard or shop.

The spreader controller will have a Test mode to be used for system verification and trouble shooting in a no-speed input situation while the truck is being worked on inside a garage.

The spreader control system shall be capable of operating with either a 7” or 10” touch or non-touch color display screen.

The material control system shall use a Microsoft Windows based programming platform. Proprietary software shall not be required for the operating system.

The material control system shall be capable of applying material by temperature ranges capable of automatically

varying granular, pre-wet, anti-ice based on temperature conditions.

The material control system shall have Windows based, proprietary data collection and reporting using WiFi data transfer technology.

The material control system shall be capable of exporting date from the control unit directly to an AVL provider’s equipment without any additional hardware or upgrade requirement.

The material control system shall be Cirus Controls SpreadSmart RXTM, Keypad operator input with 7” color TFT display.

7. WIRING DESIGN: The system shall include minimum rated IP68 connections for all “outside the cab” connections. Valve connections shall be M12, Amp JR and Deutsch inside the valve enclosure. Valve connections outside the enclosure are not allowed.

Each valve connection shall incorporate a LED diagnostic light providing a technician or operator visual confirmation as to the signal integrity from the spreader controller to electrically activate the Auger, spinner, Pre wet and Anti-Ice valve coils.

The spreader controller shall be capable of collecting time, date and location stamped events for all operating modes, errors and alarms, and for all material dispensed. The system shall be capable of recording digital or analog data that comes from up to 4 sensors (such as granular hopper level, gate height opening, granular material flow, plow position, hydraulic pressure, etc.). The spreader control system shall be capable of collecting and storing position data as well as collecting and storing temperature from a vehicle mounted temperature sensors. Storm and season material dispensed logs shall be accessible by the operator.

Spreader control system must be able to output its data in a standard serial data stream format to any brand AVL system that is able to accept serial data.

Spreader Control system shall be capable of transmitting data via WiFi to Cirus Controls Drive By Download GPS DataSmartTM.

8. OPERATOR CONSOLE: The Operator console will be floor mounted (Non-pedestal type) holding Apsco lighted air control levers. The console will have 4 inches of vertical height adjustment. The base of the console that comes in contact with the floor will be constructed of stainless steel. There will be an access door on the front of the console that removes completely without the use of tools. Thumb screws will secure the access door. Relays, logic elements and terminal strips will be mounted on a plate that moves with the upper portion of the console as the height of the unit is adjusted.

Valve lever control for the dump hoist shall be feathering with spring return for neutral and center safety lock to prevent accidental actuation. The plow raise/lower, left/right will be operated by a Dual axis control. The hoist will be controlled by a single axis air control. The pup hoist will also be controlled by a single axis air control. The console will include extended length mounting for the spreader control and be mounted in a location easy to see by the operator. There will be a pressure protection valve included with the system to prevent loss of pressure in the primary system. Critical switches like "body up" will be of the proximity type switch and will be wired with logic that activates the light if the circuit fails, providing a measure of intrinsic safety. Air tubing will be color coded to identify each individual hydraulic section.

The operator console will be a Cirus Controls floor mount Tower Air Control system or pre-approved equal.

9. LOCKING SWITCHES: Control Console shall be equipped with Switch & Guard or Locking Switches for truck and pup trailer tailgate trip releases.

10. CONSOLE TO INCLUDE THE FOLLOWING WARNING LIGHTS: Body Raised, low oil/hot oil, and filter bypass.

DUMP BOX PREPARATION AND PAINT- METAL PREPARATION The following provides for durable and long-lasting painting of the dump body. Bidder may submit a liquid paint application process for approval in lieu of powder coat paint.

1. COLOR: The finish color of the dump box shall be white except where rubberized undercoating is applied over paint in accordance with Item 7 below of this paint section.

2. All oil, grease, dirt, etc. shall be removed chemically or by other means that off a clean surface for blast preparation. All sharp edges and corners shall be ground smooth.

3. All dump body surfaces (top, underneath, inside and outside perimeter) shall be 100% abraded by media blasting to remove all surface rust and mil scale/slag. Any blast media residue shall be removed before painting. Partial abrading of inside and outside corners only is not acceptable. 100% of all surfaces are to be abraded to an SSPC-SP 10 finish, near white blast cleaning.

4. PRIMER/PAINT MATERIALS:

a. There shall be a zinc/epoxy primer used that is to be certified for a minimum of 3000 hours in an SAE B-117 salt spray test. Acceptable materials are liquid. Sherwin Williams A-A-59745, PPG ZNP 200/201, PPG Amercoat 68HS. Powder: PPG Envirocron PCM-70140 powder.

b. The finish or topcoat paint shall be certified for 1000 hours for this same test. Acceptable brands are Sherwin Williams Genesis 3.5 VOC, PPG Delfleet Evolution 3.5 VOC, PPG Defleet Essential 2.8 VOC, PPG Amercoat PSX700 and PPG Envirocron TGIC Polyester powder.

c. The undercoating is to be certified for 800 hours for the above salt spray test. Acceptable brands are Daubert Tectyl 2101, PPG Corashield P8001.

5. MATERIAL APPLICATION:

The zinc rich epoxy primer shall be applied to accommodate a 3000 hour certification. Certification shall be made available upon request. If using liquid, the liquid must be 2 to 5 dry mil above metal profile in thickness. The powder zinc primer must be applied at 2 to 4 mils above the metal profile in thickness. If using a liquid zinc primer a sealer may be required over the zinc primer prior to top coating. The sealer may be required to prevent out gassing and pinholes prior to the finish topcoat. Refer to paint manufacture tech data sheet for proper liquid application over liquid primer.

The white high gloss top coat shall be applied with a minimum thickness of 2 to 4 mils for liquid paint, and 3 to 5 mils for powder paint to accommodate a 1000 hour certification. It shall have a gloss rating of 90% or higher.

7. The underneath of the dump bed shall be paintable water based rubberized undercoating applied to accommodate an 800 hour certification. Material thickness for undercoating shall be no less than 10-mils DFT (Dry Film Thickness).

8. The combined paint system finish shall pass an SAE B-117 accelerated salt spray test for no less than 4000 hours. Any methods, practices, or products must abide and be certified to meet this specification prior to bid opening. Paint Systems and Materials Certification must be made available upon request.

9. WARRANTY: Painting of Dump Box shall be guaranteed from fading and peeling for 3 years. Warranty shall begin when the completed unit is placed into service.
