5 Upon the obliger utilizing the Grant-in-aid only for the purpose specified in the saidletter and abiding by fulfilling and performing all the terms and conditions of the said letter theabove written obligation shall be void and of no effect but other wise it shall be and remain infull force effect and virtue PROVIDED always and it is hereby agreed and declared that thedecision of the Secretary, Department of AYUSH, Ministry of Health & Family Welfare as towhether the obliger has or has not performed and observed the obligations and conditionsherein before received shall be final and binding.

3. The amount claimed in this letter has not drawn earlier under the scheme.
