AIG to sell up to 90% of International Lease Finance Corporation (ILFC)

American International Group, Inc. (AIG) and an investor group led by Weng Xianding, the chair of New China Trust Co. Ltd., announced that they have entered into an agreement un-der which AIG will sell up to a 90% stake in International Lease Finance Corporation (ILFC), a non-core asset, to the investor group in a transaction that values ILFC at approximately $5.28bn. The investor group comprised of New China Trust Co., China Aviation Industrial Fund and P3 Investments, agreed to acquire 80.1% of ILFC for approximately $4.23bn, with an option to acquire an additional 9.9% stake. Upon receipt of required Chinese regulatory approvals and exercise of the option, the investor group is expected to be expanded to in-clude New China Life Insurance Co. and an investment arm of ICBC International. The trans-action, which is expected to close in the second quarter of 2013, marks another success in the disposition of AIG’s non-core assets. At closing of the transaction, AIG will retain at least a 10% ownership stake in ILFC, allowing it to continue to participate in the growth of ILFC’s unique franchise, including the benefits that the investor group will bring to the company.

• ILFC priced $287,042,000 1.492% prefunded secured notes due 2025 guaranteed by the Export-Import Bank of the US (Ex-Im Bank). “This first-ever Ex-Im Bank financing for ILFC will further support our company’s goals of diversifying capital sources and reducing average funding costs,” said ILFC CEO Henri Courpron. ILFC will use the proceeds of the notes to finance the purchase of two new Boeing 777-300ER aircraft to be operated by Emirates.

AAR to manage repairs, procure spare parts for UK’s Roy-al Squadron fleet

AAR was selected by the UK Ministry of Defence (UK MoD) to be the exclusive manager and single source of all repairs and spare parts requirements for its fleet of BAe146 and HS125 aircraft, and of all unit exchanges for the HS125. The three- year agreement in-cludes a one-year renewal option. The aircraft are operated by the No. 32 Royal Squadron at RAF Northolt and are used to transport VIPs, as well as passengers and freight between Afghanistan and the UK. The UK MoD plans to double the number of BAe146s to four in 2013 to support its operations.

Rolls-Royce T56 engine enhancement for USAF exceeds expectations

Rolls-Royce and the U.S. Air Force completed flight testing for the latest enhancement for the T56 engine, and preliminary results have exceeded expectations for reduced fuel consumption and reliability improvements. The Rolls-Royce T56 engine powers all legacy C-130 aircraft, with the Series 3.5 program the latest improvement aimed at enhancing performance. Recent flight tests with an installed Series 3.5 engine demonstrated a 9.7% reduction in fuel consumption and more than 22% increase in reliability, achieved through a significant reduction in operating temperatures. The C-130H test aircraft com-

pleted its flights in October at Edwards Air Force Base, CA. A final report on the test data is expected later in the year, with Accelerated Mission Testing under way at Rolls-Royce facilities in Indianapolis. Certification of the Series 3.5 by the FAA and qualification by the USAF are expected in 2013.

MEBA 2012 breaks participation records at new Dubai World Central home

The business aviation world touched down in Dubai as the fifth, and largest, Middle East Business Aviation show (MEBA) – the only event in the region dedicated to business avia-tion - opened for the first time at the expansive master-planned aerotropolis Dubai World Central.

The show, which has 385 exhibitors from 45 countries – 14% more participants than two years ago, was officially opened by HH Sheikh Ahmed bin Saeed Al Maktoum, President of Dubai Civil Aviation Authority and Chairman of both the Emirates Group and Dubai Airports. Ali Al Naqbi, told delegates at a pre-expo conference that the regional business aviation market, currently valued at US $493m, will be worth US $1bn by 2018 “Quite simply there is huge growth potential here,” said Al Naqbi who explained that regional business aviation traffic had risen 12% in the past year and predicted its installed fleet would expand from the current 500 to 1,300 aircraft by 2020.

MEBAA pushing for changes in regional business aviation regulations

The Middle East Business Aviation Association (MEBAA) the official representative of the Middle East and North African business aviation industry, is to begin collaboration with 23 authorities in the region to help draft a “much-needed” regional business aviation policy with Saudi Arabia and the UAE targeted in the first development stage.

The policy plan was outlined by Ali Al Naqbi, MEBAA’s founding chairman on the side lines of the Middle East Business Aviation (MEBA) event – the region’s only show dedi-cated to business aviation which was held last week at Al Maktoum International Airport, Dubai World Central (DWC).

“We have reached a joint initiative agreement with the US headquartered General Avia-tion Manufacturers Association (GAMA), to assist us with this programme which is an es-sential growth driver for the sector,” said Al Naqbi. “The MENA region is on the threshold of rapid expansion in business aviation yet the growth potential is being held back by the lack of a dedicated regulatory environment for the sector.”

Al Naqbi said the region’s business aviation sector is currently governed by commercial airline policies which can often leave operators waiting two years for an aircraft licence and six months to add new aircraft type to existing licences.

“Business aviation is not commercial aviation and should not be regulated as such; it needs access to airports and airspace, airport infrastructure tailored to its needs, and the freedom to operate with flexibility and agility,” said GAMA president and CEO, Peter Bunce.

Al Naqbi described the lack of an appropriate regulatory framework tailored for business aviation as “the single biggest obstacle to the full development of business aviation in our region” and said MEBAA’s membership of over 190 is increasingly hungry for change.

Boeing and the BMW Group signed a col-laboration agreement to participate in joint research on carbon fiber recycling and share knowledge about carbon fiber materials and manufacturing. FLYHT Aerospace Solutions received an activation Supplemental Type Certificate (STC) for its Automated Flight Information Re-porting System (AFIRS) 228 on the Boeing 777 model aircraft from Transport Canada. On July 18, 2011, FLYHT announced the receipt of a provisions only STC for the Boeing 777 series aircraft. The activa-tion STC now allows for the activation of the AFIRS technology and enables its full functionality. The receipt of the activation STC is the

first step in enabling an existing customer, a US specialty carrier, to install AFIRS on its first Boeing 777. The next step will be the famil-iarization of the STC with the Federal Aviation Administration (FAA) in the United States because the customer is flying US registered aircraft. This process is expected to begin immediately and normally takes six to eight weeks. Once the FAA has approved the STC and installation is completed, the customer will be able to activate the AFIRS technology on two Boeing 777 in their fleet of nine aircraft.

This brings the number of Founding Members who have demonstrated fully funded commit-ment to the organisation to 19 in total. AfBAA is now working to establish who will be invit-ed to join as the Final Founding member and anticipates the concluding selection, and clo-sure of this significant category, by the end of the year. The selection of Hadid International Services follows hard on the heels of AfBAA’s NBAA announcement that it has launched three new membership categories which have been tailored to encourage membership appli-cations from the full spectrum of aviation busi-ness. Any commercial enterprise that owns or operates a General Aviation aircraft in Africa can join with “Operator Membership”; whilst the “Supplier Membership” is designed for those that provide goods and services to the industry.
