• Tiering c riteria for Elementary/ Middle Schools will fo llow the 2009-10approac h, with the add itions of the Sc hool Climate Surveys inrep lac ement o f TCRS and a Peer Sc hool Index to a llow for c omparisonof student p op ula tions

• Tiering c rite ria for High Schools will emphasize a c omparison of theperc enta ge o f students on trac k to high sc hoo l graduation, asc ompared to the p erc enta ge o f students a rriving in high sc hoo l rea dyfor 9th grade w ork. High Sc hool Tiering will a lso inc lud e the Sc hoolClimate Surveys and a Peer Sc hool Ind ex.

• In 2010-11 a ll NHPS sc hools will be Tiered and 7-10 sc hools from ac rossa ll performanc e tiers will engage in “ Transformation” Planning

Tiering will be informed by the following sc hoo l performance measures:

1. Stud ent Progress:Student p rogress on the CMT in math, read ing, and writing rela tive to otherstud ents with simila r ac ademic histories, as measured by the Med ian Stud entGrowth Perc entile (3-yea r weighted average)

2. Student Performance:Perc ent of students sc oring a t or above p rofic ient and goa l on CMT in ma th,rea d ing, writing and sc ienc e (3-yea r weighted average1)

3. Sc hool Learning Environment:

Qua lity of the sc hool lea rning environment, as measured by SLE survey inp utfrom students, tea c hers, and parents (annua l)

Measuring Multiple Years: Student Prog ress and Student Performance a re c a lcula ted as theweighted average o f three yea rs of da ta , where the c urrent year is 50% and the p rior twoyea rs ea ch 25%
