Executive Summary Availability of suitable river access points with appropriate and complimentary infrastructure are critical to the enjoyment of recreational boating and water-based activities within the areas investigated as part of this study. The quality of this infrastructure is essential with regards to improving current user groups experience and in the promotion of the region as a tourism destination which provides visitors with multiple water-based activities at a variety of locations.

This study assesses five locations within Dungog Shire local government area (LGA):

■ Tocal Boat Ramp, Paterson River ■ Queens Wharf, John Tucker Park, Paterson River ■ Kings Wharf Park, Paterson River ■ Vacy, confluence of Paterson and Allyn Rivers ■ East Gresford Showground, Allyn River.

The outcomes of the site assessments revealed that the quality of access, complimentary on-shore support and facilities varied considerably. The assessment revealed that all of the sites require improvements if they are to offer an optimal level of service and facilities suitable for their location.

Out of the five sites, Tocal boat ramp would qualify as the only location which provides infrastructure directly related to boating and river access, the other four sites have little to no elements which enable safe and equitable access to the water.

It is evident that the popularity of Queens Wharf, Kings Wharf, and East Gresford Showground revolve around the natural setting and low impact/ unobtrusive water-based activities such as swimming, fishing, canoeing and kayaking which should be encouraged and promoted at these locations.

Vacy is the only site investigated which appears to have no current usage patterns to enable a decision based on patronage of the location. However, the value of this location as a local community asset and tourism opportunity should be considered with regards to allocation of funding for works relating to improved access and water-based opportunities.

The outcomes of the study and consultation process were analysed to identify opportunities and constraints for improving access and infrastructure. This provided the basis for the following objectives and principles:

■ to ensure the long-term sustainability of recreational boating and river access as a key driver of the local economy;

■ to provide equitable launching facilities that reflect the diversity of usage and demands; ■ to provide a range of facilities that meet the expectations of the boating and wider community that

can be maintained at a high standard within the available resources of the local authority; and ■ ensure the ongoing use of boating infrastructure is environmentally sustainable.

Introduction This report has been prepared by GeoLINK for Dungog Shire Council (Council). The findings contained in this Boating Facilities Requirement Study will assist Council and stakeholder groups in applying for and accessing various forms of funding associated with improvements to the boating environment, river access, public amenity and facilities.

1.1 Study Objectives and Methodology

The purpose of the study is to provide a comprehensive understanding of the existing status of boating infrastructure and river access at five locations along the Patterson and Allyn River within Dungog Shire and to provide direction for sustainable management and decision making for undertaking asset improvements and funding applications that meet community expectations and management capacity.

To achieve this outcome, the study undertook the following tasks:

■ site assessment of the locations to assess current infrastructure and facilities; ■ a community/ user consultation process to identify recreational boating issues, needs and

aspirations and broader community aspects which can be gained from improvements to water side access; and

■ identification of key improvements.

1.2 Study Areas

Dungog Shire is a LGA covering 2,251 km2 in the Hunter region of New South Wales, with a current population of 8,975 (2016 Census). The shire includes three main rivers, the Patterson, Allyn and Williams (refer to Illustration 1.1). For site locations refer to Illustration 1.2. The focus of this study is on:

■ Tocal Boat Ramp, Paterson River ■ Queens Wharf, John Tucker Park, Paterson River ■ Kings Wharf Park, Paterson River ■ Vacy, confluence of Paterson and Allyn Rivers ■ East Gresford Showground, Allyn River.

Background

2.1 Overview

Paterson River rises in the Barrington Tops National Park, west by north of Careys Peak, and flows generally south and south-east, joined by six minor tributaries including the Allyn River at Vacy, before reaching its confluence with the Hunter River between Hinton and Morpeth.

The river system courses through fertile farming land of the Paterson and Allyn River Valleys and the historic Patersons Plains; descending 933 m over its 151 km course.

The area has a well-documented European history which adds to the value and connection to a number of the locations which have been assessed as part of this study.

Site Analysis

3.1 Overview

Site visits were undertaken on 19 June 2018 and were facilitated by Dungog Shire Council’s Assets and Facilities Manager to visually assess the five sites.

The assessment process involved the identification of features and characteristics of the sites and a determination of their value or quality as observed and recorded during the inspection.

The following criteria was assessed to provide a comprehensive understanding of the use and value of the sites:

1. location and access; 2. amenity; 3. facilities and infrastructure; 4. activities and operations; and 5. opportunities and constraints.

3.2 Tocal Boat Ramp, Paterson River

3.2.1 Location and Access

Tocal is a local-rural boat ramp (refer to Illustration 3.1) which is council owned and managed land, zoned under the Local Environmental Plan (LEP) 2014 as RU1 Primary Production. The ramp is located three kilometres by road and water on to the town of Paterson, and 18 km by road and water to Morpeth on the Hunter River in the south. Morpeth is the location of the neighbouring boat ramp on the Paterson River (refer to Illustration 1.1).

The Hunter, Williams and Paterson River RMS map identifies Tocal as a 4x4 recommended vehicle boat ramp which may need to be reviewed based on works recently undertaken. It should also be noted that the RMS web map for boat ramps does not show Tocal. The web map should be reviewed and updated.

3.2.2 Amenity

The site is an ‘out of town’ location where there is minimal passive surveillance and there is a tendency for people to illegally dump household waste which detracts from the natural aspect of the river and riparian vegetation.

The embankment topography is steep in locations with no visible signs of tracks or informal river access points.

3.2.3 Facilities and Infrastructure

The site comprises of a large parking area which appears to be suitable for the current demand. The parking area is to be graded to improve drainage issues and a new compacted road base material is to be installed as part of works undertaken by Dungog Shire Council funded by the Better Boating scheme.

The ramp was upgraded in 2016 with the installation of rock scour protection and piles. The ramp is approximately 35 m long which can become a constraint when reversing (refer to Plates 3.1 and 3.2). The desirable length of ramp below the ramp crest that is exposed at the Mean High-Water Level is 10 m. The shoulder of the ramp is becoming overgrown with vegetation which if not managed could contribute to manoeuvring issues.

The only other infrastructure directly related to boating is signage located at the top of the ramp.

3.2.4 Activities and Operations

The ramp is a necessary part of boating in the study area due to the geographic distance between boat launching ramps which allow access to the Paterson River. If Tocal is closed, river access becomes an aggravation to the local community due to increased travel times to other river access points.

3.2.5 Opportunities and Constraints

■ Safe mooring point for boats would enable efficient use of the boat ramp to enable a more convenient passenger transfer and access for single boat operators.

■ Installation of a fish cleaning table would provide better facilities for the local fishing club who run events and competitions. The design would have to be highly vandal resistant.

■ With Paterson only three kilometres away by water the potential to provide canoe and kayak access would offer facilities and opportunities for this user group.

■ To assist with passive surveillance of the location the installation of picnic seating and shelters could create a frequented day use area.

■ Regular maintenance should be undertaken to remove rubbish and slash/ mow verge vegetation to present a managed location.

■ Whilst upgrades would provide an improved experience for the user, the location is subject to vandalism and public neglect due to its location. Any works which are undertaken should take this into consideration.

■ Any works which are undertaken should take into consideration that low lying areas of the site are flood prone.

3.3 Queens Wharf, John Tucker Park, Paterson River

3.3.1 Location and Access

John Tucker Park is located on the south-eastern side of Paterson and is Council owned and managed land, zoned under LEP 2014 as RE1 Public Recreation. Vehicle access is from Tocal Road in the east and Queen Street in the north. Due to its proximity to residential areas of Paterson the park is easily accessed by foot or bike. Travelling by water from this location to Kings Wharf or Tocal is 1.5 km and three kilometres respectively.

The location has no boating access to the Paterson River or any formal means of mooring and accessing the park from the water. Access to the water’s edge is limited to one unofficial access point for swimming and fishing (refer to Illustration 3.2).

3.3.2 Amenity

John Tucker Park has a high patronage as it provides multiple recreational uses to the local community and visitors, as well as providing historical context of how the town of Paterson was associated with the river, being the location of a loading wharf (refer to Plate 2.1).

The embankment topography is steep in locations however an un-used road access point indicates that a pedestrian ramp could provide access to the water for a range of user groups (refer to Plate 3.3).

Established trees create a pleasant setting and provide adequate shade and shelter along the riverbank top (refer to Plate 3.4). The majority of the riverbank is steep and inaccessible with numerous weed species preventing views and access to the water.

3.3.3 Facilities and Infrastructure

There is ample covered and open seating located around the park and along the top of the river bank. BBQ facilities and amenities are in appropriate locations with a playground and sporting field adding to the various activities within the park.

There is no formal infrastructure related to boating or river access.

3.3.4 Activities and Operations

The location is a popular destination during the summer period for visitors and locals partaking in activities such as fishing from the bank, swimming and passive recreation such as picnicking or sports.

The popularity of the location as a swimming destination can be gauged by the construction of an unofficial access point with ‘home made’ jetty and steps. The jetty confirms the need for water/ river access in the area (refer to Plates 3.5 and 3.6).

3.3.5 Opportunities and Constraints

■ Mooring point and jetty for boats would allow for water-based access to the park and create a destination stop off for boat users.

■ Bank topography would allow for a walkway to enable equitable access to the water. ■ The location does not appear appropriate for car and trailer boat launching due to the park’s other

recreational uses and the probable conflicts with vehicle parking and passive recreational usage. ■ Launch and mooring point for light craft such as canoes and kayaks would enable access and

provide opportunities for travelling to Kings Wharf 1.5 km by water from this location. ■ Opportunity for riverside walk between Paterson and John Tucker Park (dependent on land

ownership) would provide an alternate connection to the river and offer land-based activities. ■ Jetties would provide swimming and fishing access to the water, however assumed conflicts

between boats and other water based recreational activities would need to be considered when locating the jetties.

■ General vehicle access to the park during and after flood events has been noted and should be deterred with the possibility of locating lockable gates at the access points.

■ Any works which are undertaken should take into consideration that low lying areas of the site are flood prone.

3.4 Kings Wharf Park, Paterson, Paterson River

3.4.1 Location and Access

Kings Wharf is Council owned and managed land, zoned under LEP 2014 as RE1 Public Recreation. It is located on the northern side of Paterson and can be accessed by vehicle from King Street. Due to its proximity to residential areas of Paterson the park is easily accessed by foot or bike. Travelling by water from this location to Queens Wharf and Tocal, are 1.5 km and 4.5 km respectively.

Vehicle access is via a steep asphalt road leading to an unsealed car parking area.

The location has no boating access to the Paterson River or any means of mooring and accessing Paterson from the water. Access to the water’s edge is limited to one unofficial access point for swimming, rope swing and fishing (refer to Illustration 3.3).

3.4.2 Amenity

The general appearance of the park is one which is well frequented, however the landscape and infrastructure is visually dated and deteriorating. Most of the park is dominated by a large unsealed car parking area (refer to Plate 3.7).

The location provides pleasant views over the water to the north and west over an agricultural landscape, with the eastern view dominated by a railway bridge (refer to Plate 3.8).

The embankment topography is steep in locations however historical images indicate previous access (refer to Plate 2.2) and confirm that a pedestrian ramp could provide access to the water for a range of user groups.

The general appearance of the infrastructure is dated and degraded, however there appears to still be a regular patronage at this location. There are three shelters with picnic benches, tables and BBQ facilities located at the top of the river bank, and public amenities opposite the car park area.

There is no infrastructure related to boating or river access.

3.4.4 Activities and Operations

The location is a popular destination for swimming with a swing attached to the railway bridge which appears to be well used based on the informal access path along the embankment (refer to Plate 3.9). It is assumed that the usage pattern is seasonal, with larger numbers during the warmer summer months.

The location also provides a pleasant place for informal gatherings due to the relatively level area associated with the seating and BBQ facilities (Refer to Plate 3.8).

■ Opportunity exists to upgrade the site through improved spatial planning for car parking and public use, replacement of infrastructure, and maintenance of dilapidated items.

■ Mooring point and jetty for boats would allow for water-based access to the park and create a destination stop off for boat users.

■ The location does not appear appropriate for car and trailer boat launching due to restrictive bank topography to enable a straight accessway to the water.

■ Bank topography would allow for a walkway to enable equitable access to the water. ■ Launch and mooring point for light craft such as canoes and kayaks would enable access and

provide opportunities for travelling to Queens Wharf that is 1.5 km by water from this location. ■ Jetties would provide swimming and fishing access to the water, however assumed conflicts

between boats and other water based recreational activities would need to be considered when locating the jetties.

■ Any works which are undertaken should take into consideration that low lying areas of the site are flood prone.

3.5 Vacy, confluence of Paterson and Allyn Rivers

3.5.1 Location and Access

The village of Vacy is located seven kilometres by road and 12 km by water from the village of Paterson in the south, and 16 km by road and 19 km by water to Gresford in the North. The investigation site is at the confluence of the Paterson and Allyn Rivers and consists of land zoned under LEP 2014 as E3 Environmental Management and R5 Large Lot Residential.

Access to the river is via a 200 m track adjoining agricultural land on either side (refer to Plate 3.10). The track is wide enough if necessary to enable vehicle access. At the time of the site inspection access to the water’s edge was not achievable due to a mix of overgrown native and weed species (refer to Plate 3.11).

The location has no pedestrian or boating access to the water or any means of mooring and accessing Vacy from the water (refer to Illustration 3.4).

3.5.2 Amenity

This is an attractive setting that offers a secluded environment with pleasant views over agricultural land. The location could become a popular location for passive recreation such as picnics, swimming and general relaxation.

3.5.3 Facilities and Infrastructure

The location has no facilities or infrastructure.

3.5.4 Activities and Operations

It can be assumed based on the overgrown vegetation and minimal unauthorised tracks that this location is rarely visited (refer to Plates 3.12 and 3.13).

During the warmer months it has been noted that there are numerous requests from the local business staff as to locations with water side access.

3.6 East Gresford Showground, Allyn River

3.6.1 Location and Access

The showground is located on the Eastern side of Gresford and can be accessed by vehicle from park Street. Due to its proximity to residential Gresford the showground is easily accessed by foot or bike.

This is the only public access point to a safe river swimming location within the investigation sites. There is boating access to the Allyn River or any means of mooring and accessing the showground from the water. Access to the water’s edge is via steep timber steps which are in disrepair (refer to Plates 3.14 and 3.15 and Illustration 3.4).

3.6.2 Amenity

The alignment of the river at this location creates a large pool of deep water with the riverbank on the southern side providing small but level beach areas, creating a pleasant location for swimming and onshore fishing (refer to Plates 3.16 and 3.17). The northern bank is steeper and vegetated, with a number of rock outcrops enabling natural play elements. The scale of the river and the level accessible water’s edge creates a space which can accommodate large numbers of people who use the site for passive recreation.

BBQ facilities and amenities are located at the top of the river bank in appropriate locations. Inappropriate access down the embankment is managed by a timber post and rail fence to reduce unauthorised access in alternate locations.

There is no infrastructure related to boating or river access.

3.6.4 Activities and Operations

The showground has a full calendar with shows and events as well as providing camping facilities which ensure high numbers of patronage. The location is currently used for passive recreation such as swimming and picnics.

3.6.5 Opportunities and Constraints

■ Access to the river in the proximity of Gresford is limited to a small number of locations and can result in trespassing on private land by people who want to access a watercourse. Providing access in this location would enable community and tourist use at this location.

■ Bank topography would allow for a walkway to enable equitable access to the water. ■ The location provides a pleasant attractive setting that could be enhanced by weed removal and

Community Consultation

4.1 Overview

An important part in this process is the contribution of the local community in providing an accurate understanding of the scope of existing usage patterns with regards to access and activities undertaken within the study areas. Community participation was also vital in revealing locally relevant issues and in gaining opinions on the existing infrastructure as well as the community’s relationship with the rivers system and usage patterns. This section aims to identify and analyse the key issues, interests and values that define the quality of access and use of boating facilities at the sites.

4.2 Methodology

To capture the spread of community input and interest within a manageable timeframe, a two-stage consultation strategy was undertaken. The first stage comprised targeted communication with key stakeholders and interest groups including representatives from public agencies and private or commercial interests. The second involved a community survey that was distributed to the stakeholder groups for distribution amongst their networks. The methods and outcomes of each process are described separately below.

4.2.1 Stakeholder Consultation

Direct input was sought from various stakeholders and organisations with an interest in activities along the Paterson and Allyn River. Representatives from the following organisations and groups were contacted:

■ Paterson Rotary ■ Paterson Progress Association ■ Vacy Village Carnival Committee ■ Gresford Park Trust ■ Gresford Community Group ■ Dungog Shire Council Councillors ■ Dungog Shire Council’s Economic Development and Tourism Coordinator.

The interested parties were invited to attend on site meetings or an evening meeting if required. Representatives from the following stakeholders and organisations attended:

■ Paterson Rotary ■ Paterson Progress Association ■ Vacy Village Carnival Committee ■ Gresford Park Trust ■ Gresford Community Group ■ Dungog Shire Council’s Economic Development and Tourism Coordinator.

The meetings were also attended by a representative from Dungog Shire Council.

4.2.2 Survey Process

A boating facilities survey was conducted over a period from 31 May 2018 to 6 July 2018.

The survey method involved the following steps:

■ Preparation of a detailed survey containing 10 multiple choice and written response questions (see copy at Appendix B).

■ Copies emailed to all stakeholder and organisations for distribution through their networks.

4.3 Survey and Consultation Outcomes

Out of the groups and organisations contacted, four forms were returned.

Information received through direct communication with the stakeholder groups during the consultation process provided substantial information with regards to community concerns and aspirations for river access and amenity.

The general consensus was that the current facilities are not adequate for their current use.

Recommendations

5.1 Overview

The outcomes of the site assessments and consultation processes have confirmed that there is a need and demand for improved access to enable boating and water-based activities on the Paterson and Allyn Rivers. The rivers are an important recreational asset for many of the residents within the study areas and provide a significant attraction for a large proportion of its visitors. The provision of water side access and associated infrastructure that meets the expectations of tourists and the local community will therefore be vital in sustaining water-based activities within the area.

Based on the community survey and stakeholder feedback, it is reasonable to assume that there are clearly defined usage patterns associated with river access in the study areas.

5.1.1 Tocal Boat Ramp, Paterson River

Tocal Boat ramp is an essential access point for boating on the Paterson river due to the lack of river access points currently available in the region. Upgrades to this location will ensure future use and provide an improved user experience (locations for recommendations have been identified in Illustration 5.1).

5.1.4 Vacy, Confluence of Paterson and Allyn Rivers

Public access to the rivers in this area is highly restrictive due to bank topography and private land ownership. The opportunity to create a riverside destination at this location would allow residents and visitors to experience a natural riverside setting in a peaceful rural environment. As such this location would provide opportunities for swimming, fishing and light craft use (locations for recommendations have been identified in Illustration 5.4).

Conclusion It is evident from the results of the site visits and community and stakeholder consultation process, that all of the locations investigated have significant recreational and social values for visitors and the residents of this area. The need to address these issues through a coordinated and strategically considered approach to planning for future boating facilities will be vital if the recreational and natural values of the river and the economic benefits from tourism are to be maintained.

The opportunity to create destinations for motorised boats from Tocal travelling to Paterson with various mooring opportunities will provide opportunities for pedestrian access to the village of Paterson offering a unique alternate form of river use which can become an activity promoted to increase tourism within the LGA.

Queens and Kings Wharf in Paterson will be used as destination points for light craft with 1.5 km one-way paddle providing water usage which is currently prohibitive due to the embankment gradients and eroded bank access points. With improved access these locations will offer water side access for a broader range of the community.

Improvements undertaken at Vacy will improve the general amenity of the village by providing an opportunity for passive recreation such as swimming and fishing, whilst also creating a location which can be used for light craft exploration of the upper reaches Paterson and Allyn Rivers.

Due to the existing popularity of East Gresford Showground as a river access destination, improvements made for pedestrian access will ensure that the location can be safely accessed and enjoyed by large numbers of visitors who use this location.
