There was one correction to the Calendar of Events. The Book Club will meet on August 23, 2020 in The banquet room and they will be socially distanced.

Commodore Krantz reported that the Olive Events contract will be coming up in the next month and they have agreed that it will be the same as last year, with an additional two years. It also includes the stipulation that either side can cancel with a signed written notice.

The parking lot restriping was completed in time for the Jr. Sailing Swap meet. The boat storage spots on the west side of the lot were shortened to 8ft which allowed for 1 mor spot on the south end by the crane dock.

6.7.2 Port of San Diego Master Plan Update Late 2020: Anticipated release of the Revised Draft PMPU for public review. Soon after the Draft Programmatic EIR will be circulated for Public review as well.

2. Summer Program 2020 Summer program cancelled due to Covid-19.

3. Fall Program It’s possible that we may be able to do a Fall/Winter weekend program if the health restrictions improve greatly in the next two months. We would need member support for supervision and instruction to make this happen. Kent said he is not optimistic at this time that the program will take place in the fall, but it could be rolled out quickly if things change.

4. Fleet a. No changes since November 2019 report. b. We will undoubtedly require some engine maintenance on the Whalers. c. Will likely replace one Whaler engine prior to summer 2021. d. There will be considerable clean-up/fix-up/repair needed on the entire fleet due to the

extended nonactivity. He does not anticipate making any major purchases this year.

5. Fundraising a. Donations: There has been very limited general donation activity this year. b. Boats for Sale: No boats currently for sale. c. Swap Meet:

Our annual swap meet was held on August 8th. The results were surprisingly good given the social circumstances we are in. Our next proceeds were $2,374.00. Thanks to Don Mumby and Dave Kissinger for leading this event. A general announcement and thank you to members went out on August 12th.

6. Outreach / Promotion / Advertising a. We were fortunate to have Sheila Clevenger assist with social media and web updates.

Unfortunately (for us), Shelia will be leaving for some extended cruising next month. b. We would like to find a replacement for Sheila on our committee. If you have someone

you feel may be interested in helping with our social media – or in any way for that matter – please let me know.

7. Scholarships

Our scholarship fund for Promises 2 Kids is fully funded for the 2021 summer season (holdover from 2020). 20 Promises kids will be hosted during a 2-week period next summer.

8. US Sailing – National Sailing Programs Symposium 2021 US Sailing has pushed the 2021 event out to January 2022 in Savannah, Georgia. This is an event that I attend every year which brings together program directors from across the country to educate, network and explore equipment.

9. Dock Shed Move I have not been following any Board discussion that may have taken place on this topic since my presentation of recommendations back in February. A brief discussion with the Port Captain recently indicated that the topic has been tabled indefinitely. I would appreciate having any background regarding this decision.

Kent and Baron Sams had a conversation about the floats under the dock shed. Commodore Krantz said he thought they were going to get other input on this project. Baron said the diver went down and estimated the cost for the floats between $1500-$2800. Baron will follow-up. VC Clements asked if there were any new developments with the engines for the whalers. Kent said nothing has been done.

Lee Johnson Recently met @ 2 months ago at SGYC. Was introduced to Clive when he was visiting the Club on a 30-day Guest Membership. He expressed interest in meeting some members as he was considering applying for Membership. Joining because belonging to a club such as this provides the chance to socialize with other boaters and place his boating activities in the context of a community. Have not been out on the water together, but have enjoyed good conversation around boats, boating activities and the Membership benefits and experiences available at Silver Gate. Recommends: He is affable, intelligent, and I think has a personality well suited to the Club and its Members. Lisa Clements Recently met at the Club. Met Clive as a prospective Member and chatted with him over lunch for a few hours. He’s joining for boating, social, and volunteering activities. He has 2 daughters, whom I have not met. Recommends: Clive is familiar with the yacht club experience having friends at SDYC. I believe he will be an active Member of SGYC and will contribute to our activities. Lisa put Clive in touch with another member to discuss boating and understands that they spent a pleasant 3 hours together and look forward to spending many more hours together. Reference Andy Forman, friend Worked together as airline pilots for Sky West Air in Fresno, CA and became best friends. Andy was in Clive’s wedding in 2007. They live in close proximity to each other and their families are close too. The families vacation together, Andy & Clive even share the same birthday. Clive is a person of integrity, very responsible, who as an airline pilot is entrusted w/public safety. Clive is a friendly, outgoing, positive person. He’s really looking forward to becoming a member & has a boat deal coming together right now. This will be a good life transition for him. Greg Morton, friend Has known Clive for 10 years, met through their daughters when they attended pre-school together. They’ve done some business together, but their relationship is mostly social. Clive fits the yacht club lifestyle as he enjoys boating and water sports, including diving. Clive is an open, warm person who fits in well with others. He also wants his daughters to be involved in boating and to have a love of the water. Andy Bartocci, friend Known Clive for 30+ years, since his 20’s. He is a good guy, and a good father. Their daughters know each other too. The families do a lot together, including trips. They socialize more with Clive’s family than anyone else. Clive has very diverse interests: fishing, hunting, backpacking. He’s also well-read. Clive served as a USN pilot, first in helicopters, then planes & served his country well. He has a good sense of humor, enjoys people and some very close friends. He is part of the Point Loma community, knows a lot of people, and is sure he will join in on SGYC’s charitable events.

Lisa Keith Has known the Einhorn family for 5 years. Are friends who met each other at the Point Loma library when their children were toddlers. Joining to expose Zevin to boating as well as to the social aspects of the Club. No shared yachting experiences - hope to have some in the future. Has known Zevin since she was a toddler and she is extremely loving, caring, kind and well-behaved. Recommends: Dori and Eric are involved in our local community and are passionate about having a sense of community. Dori, Eric, and Zevin are a well-mannered family who I look forward to being friends with for many years to come. Dori has expressed interest in volunteering her time to help with Youth Activities at SGYC. Reference Summer Beck, friend & co-worker Has known the Dori for 12 years, initially from working together at Farmers Insurance. Have been working together at Einhorn’s agency for 10 years now. They are amazing people. Dori is responsible for nudging Summer to buy her first home. They’ve become great friends over the years & Summer is very excited for them to join SGYC. Both Dori & Eric are hard workers and go-getters. They’ve built a very successful insurance business together. Eric is super funny, and a good person. Dori is very open, easy-going and easy to get to know. She’s very focused on homeless, and animal issues in our community - is a very caring person. Jim Berrens, friend Eric & Jim have known each other for 25+ years through league sports. They regularly hike Cowles Mountain together. Eric is a solid person who builds friendships quickly, when you meet him, you’ll instantly like him. He’s also very reliable and is a good friend. Jim met Dori through a work friend and introduced her to Eric, thought they’d hit it off together! They are both quality individuals and are good solid friends. The two families know each other well. Eric had a heart attack a couple of years ago, and is doing well now as he continues with his fitness goals Angela Beal, friend Met Dori when their kids were two years old and they happened to be at the beach together and started chatting. They’ve become very close friends, especially the past 2-3 years. Said that Dori originally looked at SDYC, but felt it was not a good fit for them. Dori would like to start a rowing club to get kids interested in this sport. Angela

noted a couple of other families would be immediately drawn to this as well. Dori & Eric are honest, caring & loyal people, they volunteer at their daughter’s school. Even though they run a busy & successful business, they make time to parent - that’s their priority #1. They are generous and very caring in supporting their friends and their community. Dori is a hustler, when she wants to accomplish something, she goes for it and makes it happen. She’s driven and will nail any task given to her. She also very kind and selflessly helps others facing difficult situations, like when twin school mates of Zevin lost their father to a heart attack a couple of weeks before Christmas. The twin’s birthday was Christmas day, and Dori created a birthday celebration in their home with gifts, food and a birthday cake for the twins…very thoughtful. Eric had the same type of heart attack, due to a blockage, as that father. Dori was able to get him to the hospital in time for a good outcome!

Angela said there hasn’t been an orientation meeting since February because of Covid-19, but she’s thinking of having a Zoom meeting with them. Commodore Krantz wants the meeting at SGYC on the outside patio but Angela prefers to have a Zoom meeting. G. Morris: The pool situation is out-of-control, some people are not leaving after their two hours and other members can’t use the pool, and we need children’s hours. Commodore Krantz: This issue will be revisited later in the meeting, but if Angela wants a Zoom meeting, every new member since February must attend the meeting, it is mandatory. M. Gervais: If there is a Zoom meeting about the pool issues all SGYC members should be invited to attend. She also said at every hotel you go to children under 12 are not allowed in the jacuzzi. B. Sams: I agree. It’s important to have all members at the meeting, even if we have to meet in small groups. Commodore Krantz: A Zoom meeting is ok, but everyone who has joined the club since February must attend.

Smith: I watched Associate members with infants taking the infants into the jacuzzi in diapers. Infants have no control and they can’t tell you when they need to go potty. That bacteria can’t be controlled. Commodore Krantz: I think we need to halt things right now and come back to this issue later in the meeting.

FUN & FITNESS FLEET

Beach Cruiser Bicycles Our 2 new beach cruiser bicycles arrived a couple of weeks ago and have been put into service! They’re really nice and are getting good reviews so far from all that we’re hearing. I’d like to thank Steve Zambroski and Jeff Linney for getting them put together upon arrival; Celeste, for managing the bike rack positioning to keep them nice, and Jill, who facilitated the purchase of the bikes and new bike covers to keep them shiny & new! Stand-Up Paddle Boards We have 4 new standup paddle boards on order, which should be delivered the first week of September. The fleet SUP manufacturers finely got smart and have placed utility holes on the craft to easily allow a cable locking system that can be secured to the racks. (If I could add an emoji here it would be the Namaste hands in thanks) Storage for Stand-Up Paddle Boards I’m looking forward to seeing what Baron & Don come up with to store the new boards. It would be best if the SUPs can be stored in single layers, for ease of getting them in/out of the racks and so we can maintain each with a cover to prevent UV damage. We’re keeping 2 of the old, bullet-proof boards that will be perfect for children to use. The new boards are also very bullet-proof and are made specifically for fleet use. 6.12 Security Committee – Charles Knezevich – Written Report Submitted 6.12.1 Last Month’s Meeting

Last month’s Security Committee meeting was cancelled, but we met informally due to a lack of topics that needed to be acted upon, immediately. This month’s meeting also does not have enough topics to merit one, and it will be cancelled to help comply with Covid-19 “Social Distancing” guidelines. It would have been scheduled to be held on Wed. 08/12 @ 6pm, in the Club Library. Always on the Wednesday preceding the monthly SGYC BOD meeting.

6.12.2 Latest Security Related Events As you probably know, we had been doing very well for this last few months, and there had been NO new significant security events reported! Unfortunately, there was a new security event. Four males were seen, climbing over the fence, to use the pool area. A member saw this and chased them off.

1. Our Commodore asked: “...can something be placed on the wall to deter this behavior? " 2. Our initial response is: Do you think just posting a sign would actually work? Or does it require

something a little more assertive? We suggest signs alone will not be effective. And something slightly more aggressive but still safe will likely be required.

3. Considering that, the Security Committee is recommending that these small caltrop pest strips listed below, as examples, be placed on the top of the fence. They would be a reasonably low-profile choice, somewhat tasteful, and not too obvious. This can be done in a relatively inconspicuous way yet, still effective in causing any "fence-jumper" some pause. This is a fairly

provide a “fix” for the gate nearest the laundry room, which needs a plate placed on the doorway to prevent easily “jimmying” the door open. Progress on this effort needs to be revisited.

2. The previous month’s Sounding’s "Security Corner" focused on using Amazon Alexa’s integrated sensor/camera options, along with “situationally aware” “guard” options aboard.

3. Next month’s Sounding's "Security Corner" article will likely focus on more tips on using Amazon Alexa’s “guard” options aboard, to help enhance “situational awareness.”

Directors Hi Team, I have noticed that the gate to the pool somehow continues to get hyperextended, perhaps by people pushing a little too hard pas 90 degrees. I thought perhaps a doorstop would be a good idea, maybe permanently affixed in the concrete directly behind the gate, but also not a trip hazard. Just a thought to avoid further damage to the gate. I have managed to temporarily fix it a few times but can imagine continual repairs are costly. Another thought would be having a box of large trash bags that fill the trash cans in the pool area available, perhaps in the trash area. I have emptied the trash multiple times on the weekends and I'm happy to continue doing so, but if there is no trash liners, people may be less inclined to help.

The intent of this request is to recommend that the Bridge & Board establish an Officer of the Day program to provide a "go-to" individual to represent the Club Membership on weekends and special holidays. The Officer of the Day could serve to greet visitors who inquire as to the nature of our club and answer any questions they may have about our types of membership and access to our facilities and services offered i.e. the galley bar, pool spa, BBQ, meeting rooms, bocce ball court sporting equipment, paddles etc. The Officer of the Day would relieve office staff of these activities, being particularly helpful during these days of limited operations. Equally important, the Officer of the Day could serve as a friendly reminder of the special protocols established by the Board for safe use of the various club facilities, safe distancing between members and the mandatory use of face masks. We recommend that Officer of the Day be limited to Board and Bridges members as well as volunteer Full Flag members. The scope of their operation would be defined as Club House facilities and grounds but exclude dock areas. A schedule of participation could be prepared in advance. Officer of the Day badges could serve to add apparent status to the Officer of the Day.

Seymour: I’m comfortable giving tours and he lives close by so it’s no big deal. K. Gray: There will have to be a schedule. C. Leginski: It doesn’t have to be all day, maybe 8-12. B. Couzens: Why not do this? He said we could do it on a trial basis. Celeste is it good to have someone available to greet guests and give tours? C. Contreras: I agree with Rick. It’s the responsibility of all members to help out, but if you want to play police don’t send out dogs with no teeth. All members need to sign the pool rules, or their membership will be in question. G. Morris: One part of this discussion is about what Carlos just said. I haven’t let people in who have no membership card or number. I don’t want to kick people out of the pool, but maybe we need to establish kid time. B. Sams: It can be dangerous to be policing especially when people have been drinking. S. Seymour: The rules need to be written out at the pool to have teeth. R. Krantz: People disregard the rules all the time even when they are written. D. Mumby: I still think having an officer of the day is not a good idea. L. Clements: I’m opposed to having a non-Board member in the office. We also talked about a video tour of the club at one of our meetings. C. Leginski: We’re giving 3-4 tours per week and we’re getting new members. B. Couzens: The office of the day is just to be here to roam the club. The intent is to be there to assist/serve the office and give tours on weekends.

What are the rules on bringing guests to the pool? C. Leginski: We don’t know who the guests are. R. Krantz: 6 or 7 people who have been showing up are exceeding the 2-hr. limit and staying 5 hours or more. B. Couzens: Maybe we should close this Action Request. C. Contreras: I thought the pool was limited to members – no guests. We need to send out an email blast to members saying follow the rules, or your membership will be up for review. D. 8/14/20 20-544 Board of

Directors The following is presented to the Bridge and Board for your consideration as you explore working guidelines for use of Club facilities during the current Pandemic. These thoughts reflect the feelings of a number of Full Flag members who would prefer they get reviewed by the collective thought process of the full Board rather than be enshrined in an action request demanding a specific response. The sign-in process for the use of the Club’s laundry facility could be a helpful guideline for use of the swimming pool and hot tub. Clearly, some members are exceeding the recommended limit on the number of people allowed in the area at the same time, are not respecting the safe distancing guidelines nor the use of face masks when unable to maintain safe distancing. Furthermore, exceeding the 2-hour limit should be actively discouraged as it prevents other club members from enjoying the pool and hot tub because they are being monopolized by others ignoring the use guidelines. Even a family group of 12 people all related to each other does not fit within the limit. The presence of children is also a challenge if they are permitted to be in the pool or hot tub, unsupervised by an adult member of their family. If no such rule exists, perhaps we should seriously consider adopting one. A baby-sitter/nanny does not qualify and an adult family member with legal responsibility for the health and safety of the kids. (Did SDYC not have to implement a special member assessment to cover the cost of a legal liability judgement in the drowning of a child in their pool?) Some more food for thought:

• CDC says: "Exclude children less than 5 years of age from using hot tubs." • Red Cross says: "Children under 5 should not use a hot tub." • APSP says: "No young child should be allowed in a hot tub until they can

stand on the bottom and have their head remain completely out of the water."

• Mayo Clinic says: "Young children can quickly become overheated in a hot tub or spa."

• CPSC says: "Hot tubs pose a drowning risk to children and an overheating risk for young children."

• MHP says: "Hot tubs are too hot for young children, may have high bacteria. It goes without saying that infants in diapers are not permitted in the hot tub, even if being held in the arms of one of the parents. It is recommended to the Bridge and Board that they adopt a Family Use time (perhaps 10am to 4 or 5pm) separate from Adults Only

use time extended until closing. This would not preclude adults using the facility during Family Use time, assuming limits on the total members allowed are still being observed. It is our hope that these thoughts will trigger an approach that does not call for closing the facility and making the full membership pay for the misbehavior of the few.

R. Krantz: We have been experiencing this a lot. I think signing in with your membership number and time in/time out is a good idea. We will announce NO GUESTS at the pool, MEMBERS ONLY! The most egregious time is on the weekends and we need to limit the time. Maybe 2-4 p.m. on weekends and Friday open until 3, Saturday and Sunday until 2 or 3. We can do this on a trial basis with sign-up and use until 3 p.m. Lisa will lock the gate at 3:00. B. Sams: I think this is a good idea. We could reopen from 8-9 p.m. for adults only. Mumby: If Lisa locks and unlocks the gate, she could leave the lock off after 9 p.m. B. Couzens: It’s good to close down some hours to refresh the pool. We have to do this before Labor Day, especially closing after certain hours. R. Krantz: There has been total abuse and we have to do something that serves everyone. I think we need a combination of a sign-up clipboard and specific hours. C. Contreras: What happens if Lisa walks up and the pool is full, is she throwing people out? We need to reinforce the MEMBERS ONLY aspect of this because it’s the only thing we have with teeth is membership. Non-compliance puts a person’s membership in review. C. Leginski: When we hand out the membership packets, new members should have to read and sign the pool rules right there. R. Krantz: We will send out an email, post the new hours and put signs up at the pool. L. Clements: I won’t hesitate to tell people to leave. And I will tell people they will receive a letter to appear before the Board if they don’t comply. B. Couzens: I agree. Reduced hours are good and sign-in is good. If people on the sign-in sheet misbehave they get a letter. M. Berdan: No children under the age of 12 should be in the hot tub. There should be a sign on the gates, NO GUESTS AT THIS TIME. C. Leginski: They disregard signs at the pool. R. Krantz: The sign-in sheet will include time at the pool and the membership #, and because of Covid-19 No Guests will be allowed. We will establish new times Monday – Saturday 8 – 3:00 for all; 3-5 for cleaning; and 5-9 for adults only. R. Chambers: If we close at 2:00 instead of 3:00 we will short circuit bad behavior. L. Clements: I’m receiving comments from members that 2:00 is too early. R. Krantz: How many want to close at 2:00? Three Board members voted to close at 2:00. How many want to close at 3:00? Seven Board members voted to close at 3:00.

9.1 Club Manager Report – Celeste Leginski – Written Report Submitted with Consent Agenda I’ve put together a guideline packet that we will give out to members who qualify and are accepting a slip in the Silver Gate Yacht Club Marina. Before a member is able to accept a slip, they must meet the criteria of these guidelines. Each of the documents below is on a separate sheet when sent out to a new member.

GUIDELINES FOR ACCEPTING A SLIP IN THE SGYC MARINA

If you are offered a permanent slip here at the club, you must take the following steps before your vessel will be allowed in the marina.

1. Make an appointment with the Port Captain, to have your boat measured here at the club. 2. Call the club office to schedule space at the guest dock for measurement. 3. If your boat fits the dimensions of the slip and you accept the slip, the Port Captain will then do a

vessel safety check. 4. If your vessel passes inspection and is approved by the Port Captain, then you must provide proof of

liability insurance, minimum $500,000 coverage and Silver Gate Yacht Club must be named as additional insured on the policy.

5. Provide current State registration and/or U.S. Coast Guard Documentation 6. Fill out the SGYC Bottom Paint survey form. 7. Please read the Dock Rules in the back of your roster.

To enjoy the privilege of a slip assignment or a dry storage space at Silver Gate Yacht Club a member’s account must be current and they must comply with Dock Rule D2 Conditions of Slip Rental/Dry Storage. A recent review of Club records indicates your file is missing one or more of the following:

9.2 Fleet Captain – Mark Berdan Mark reported the club races are still on hold, however, CRA continues to include us in their household races. Commodore Krantz reported they are getting close with the Port in allowing people to bring guests on their boats. Lisa Clements said they are making progress. The County has approved it with certain parameters, and they are waiting for the state to ratify the decision.

9.3 Port Captain – Baron Sams Baron reported he and Celeste are working on a letter to new members about what they need to be??? Our members need to have their boat inspected every year and I’m thinking of using a lottery system of 6-8 people.

9.4 Treasurer – Kit Gray

Although we had expenses in July, we are still up by $72,000.

9.5 Jr. Staff Commodore – George Woodley JSC Woodley thanked everyone for their patience and cooperation in getting the Zoom meetings and You Tube meetings working.

9.6 Director – Rich Chambers The Commodores’ Photo Gallery is complete. The spare parts package will be kept in the office. The old frames are available if anyone wants them. Kit suggested sending them to the Navy Exchange Thrift Shop. The Commodore said it’s ok to get rid of them.

VC Clements announced we will need a new editor for The Soundings because Jodi will be replacing Madeleine Gervais as the Board secretary. Please let me know if you know someone who is interested.

9.14 Commodore – Rick Krantz

Commodore Krantz announced to the Board that the appreciation dinner will be held at SGYC on Tuesday, October 6, 2020. It will be held on the patio with appropriate social distancing etc.

10. UNFINISHED BUSINESS 10.1 60-Foot Slip Fill

• Commodore Krantz read the motion for 60-foot slips: A. 60-foot Slips

a. The member’s vessel, as currently configured with bow pulpit, swim step, or dinghy attached with davits measures 50-feet or larger.

- Or - b. The member intends to purchase a vessel that meets the size requirements of D2.E.2.a within

60 days. The member will keep the Port Captain and Board of Directors advised of their progress on the intended purchase and may request an extension, in writing, from the Port Captain and Board of Directors.

• Vote: The Board voted unanimously to approve the motion as read by the Commodore. There were

no nays and no abstentions, and the motion was approved. 11. NEW BUSINESS

Glenn Smith would like to put out to the membership, a questionnaire on dining – on the facility, the food, and the pricing. Commodore Krantz suggested it could be done on Easy Vote. George Woodley and Baron Sams will work with Glenn on this project.
