RE: Cease Receiving Coal Ash - JED Landfill in Osceola County

Dear Mr. Jackman,

The Board of County Commissioners received the letter from Mr. Damian A. Ribar, Division Vice President, Waste Connections, dated May 22, 2019 responding to the request that Waste Connections of Osceola County, LLC immediately cease receiving coal ash from Puerto Rico at the JED Landfill in Osceola County. His response indicated that Waste Connections of Osceola County, LLC will cease accepting coal ash at the JED Landfill on or before October 1, 2019. During its June 3, 2019 meeting, the Commission considered Mr. Ribar's response and heard additional public testimony addressing continued concerns with the presence of toxins in the ash and the potential of both environmental damage and human illness.

The Board of County Commissioners, after due deliberation, did not consider the October 1, 2019 cessation date to be acceptable and is reiterating its request that Waste Connections of Osceola, LLC immediately cease accepting coal ash at the JED Landfill in Osceola County and redirect the coal ash to another appropriately permitted facility.
