Administrative matters 1/ Approval of minutes of the meeting held on 23rd February 2016 The minutes were presented by Étienne le Bouteiller and have been unanimously approved without changes. 2/ Approval of the 2016 accounts – Budget for 2017 2016 accounts (appendix 1) and budget for 2017 (Appendix 2) have been presented by Étienne Le Bouteiller with comments in appendix 3. 2016 accounts and budget for 2017 have been unanimously approved. 3/ Fees 2017

Fees for 2017 have been unanimously approved (Appendix 4). A decision will have to be made about the AMR (Morroco). Dues for 2015 & 2016 are still unpaid. 4/ Renewal of position of President [Siobhan McKelvey]

Siobhan Mc Kelvey confirms that she will remain available for the IBEF until the next Annual General Meeting 2018 – likely to be before or during the PPRS in March. The renewal of her position as president of the IBEF for one more year has been unanimously approved. 5/ Approval of the admission of new members IBEF received applications from:

Hungarian Asphalt Pavement Association (HAPA),

FAYAT Group,

Asphalt Institute of East Africa.

Applications have been unanimously approved with the following conditions:

The decision has been taken to hold a new PPRS in 2018. Live! GL Events will bear the financial risk. The IBEF will contribute to the construction of the programme. The programme committee will be chaired by Jean François Corté. As usual, a World of Emulsions session will be organized under the responsibility of the IBEF. This will be the opportunity to update the worldwide consumption figures. To this end, a survey will be launched. Each of the IBEF members will promote the event throughout its own network; some material will be made available to this end. 10/ Next meetings General meeting will be held during the PPRS NICE 2018 (26th 28th March) Board meetings will be scheduled every quarter in 2017. Appendix 3

2016 RESULTS

Fixed costs are € 7,789.73 for a budget of € 7,713.36. The gap stems mainly from exchange costs in set-

tlement of invoices of contributions of some members.

Media, congress and reception costs amounted to € 11,891.70 for a budget of € 16,000.00. The PPRS Paris

2015 balance is included for an amount of € 1,213.00.

Revenues correspond to the membership fees (€ 19,945.00), the interests of € 394.95 (savings account),

as well as the cancellation of a provision taken in 2015 in the amount of € 4,851.00 (problem of VAT appli-

cable on the final bill of Live! GL Events, relative to the PPRS Paris 2015).

The 2016 result is positive of € 5,264.13 compared to a loss of budgeted € 4,818.36.

In the end, income and expenditure are little or less to the budget forecast.

Remember that the regular income of the IBEF are limited to the only contributions of its members (€

19,945.00 in 2016) and that only the commitment of its members allow it to be active and credible.

2017 BUDGET

Fixed costs are almost unchanged.

Media, congress and reception costs were budgeted at € 12,600.00, lower than the corresponding

amount budgeted in 2016 (€ 16,000.00). This reduction takes account of the reality of expenditure in

2016; the amount also includes reception at the Warwick hotel on February 27, 2017 for an estimated

amount of € 2,600.00.

An exceptional amount of € 23,000.00 € has been added to the budget 2017, in respect of the costs in-

curred for the promotion of the PPRS Nice 2018 and the IBEF during international events. These expenses

should be covered, at least in part, in 2018, by a quote part of the expected result generated by the PPRS

Nice 2018.

2017 contributions are those of 2016 to which have been added as new members, Fayat and HAPA, for

respective amounts of € 1,000.00 and € 545.00. The total amount is € 22,390.00. The possible contribu-

tion of the Asphalt Institute of East Africa was not taken into account. Note that the 2017 for ABEDA con-

tribution amounts to € 1,400.00 taking into account 60 emulsion plants reported on their website.

Feb. 23rd – 26th - AEMA ARRA ISSA Annual meeting

The board meeting and general meeting has been held on that occasion from 2 platforms. One in Europe in Paris, one in Bonita Springs, running simultaneously by video or teleconference. It has been the occasion to revise the strategic plan for IBEF to better serve its members and project seminars to develop emulsion techniques.

This congress was organized by the Morocco permanent committee of PIARC and PIARC with Jean-François Corté. Étienne Le Bouteiller participated and made a presentation.

June 1st – 3rd Eurasphalt / Eurobitume

Prague Czech Republic

Eurobitume & EAPA organize their congress every 4 years. During this 6th edition, the IBEF had the opportunity to make a presentation dealing with maintenance and ap-plication techniques. E&E Prague has also been the op-portunity for the IBEF to celebrate its 20th anniversary.

Co-organized by the European Union Road Federation

(ERF) and the Road Safety Markings Association

(RSMA)UK, this Congress took place in the Royal Armour-

ies Museum in Leeds.

The IBEF had the opportunity to make a presentation deal-ing with “Pavement preservation to ensure service for the road user”.

Nov. 2nd – 4th International Symposium on Asphalt Emulsion Technology -Crystal City - Arlington (VA) USA

Sixth edition of an event that takes place every 4 years. The organization was provided by AEMA with the sup-port of the IBEF. This year, there were nearly 200 registered participants. The speakers were mostly American and European. A presentation was also made on behalf of the Japan Emulsified Asphalt Association (JEAA). This event confirmed the involvement of the academic sector (universities) in technical research and develop-ment related to emulsions.
