Housing Advisory Board

I have been involved with affordable housing programs since 1990 when I became the Section 8 Coordinator for the Milford, CT Housing Authority. I served as the Coordinator for 12 years. During that time, HUD introduced the Family Self-Sufficiency (FSS) Program and it was my pleasure to design the FSS Program for Milford and help 50 families move from total dependence upon assistance programs to total independence as well as helping others take steps toward self-sufficiency. To help individuals and families obtain a safe and secure home is most rewarding. It has been my pleasure to help hundreds of people secure and maintain a home in which they can work toward their goals and help their children develop socially and academically to reach their potential. Because housing is the largest single expense most people experience, creating affordable housing opportunities is a challenging as well as rewarding. Catholics for Housing (CFH) is a regional organization that can provide services throughout Northern Virginia. CFH has worked to provide housing solutions to residents of Loudoun County through our security deposit assistance program and our down payment assistance program as well as working to increase affordable rental opportunities. I have a strong work ethic to develop housing opportunities that meet the needs of a variety of populations. Affordable housing cannot be a one size fits all. I would like to share my experience as part of the Housing Board of Loudoun County and to be a part of affordable housing solutions in Loudoun County.

I have been administering affordable housing programs for 25 years. First in Milford, CT where I administered the Section 8 Program, developed an award-winning Family Self-Sufficiency Program and managed the public housing for the Milford Housing Authority. At Catholics for Housing (CFH) I have managed the direct-service programs, designed a homeownership program, wrote a successful proposal for the Neighborhood Stabilization Program to the Department of Housing & Community Development (DHCD) and was selected as one of the 5 agencies in Virginia to utilize TSP (Trust Stabilization Program) funds in Northern Virginia and wrote the proposal to DHCD to administer their Down Payment Assistance Program for the counties of Loudoun, Arlington, Fairfax and Prince William; CFH owns and manages 18 rental properties. I wrote “Choices”, a life skills program designed to provide basic information as well as to help participants understand that every choice has a consequence: better choices equals better consequences; better consequences help people move toward self-sufficiency. CFH is currently working with various developers to create additional housing and we have secured funding from two different sources to acquire and rehab properties for re-sale. I am responsible for the operation and continued development of Catholics for Housing.

In Milford, CT, I volunteered with the Network of Executive Women where I held an officer positions and the United Way as well as served on the Board of the Red Cross and held various positions at my church including Chair of the Board of Trustees. After my relocation to Virginia, I continue to volunteer with my Church, first as a member of the Trustees for 9 years including Chair for five years and then as Chair of our Church Council. I am a member of the Prince William County Continuum of Care Network, a member of the Prince William County Human Services Coalition and have served for several years on the Prince William County Housing Board, first as the Continuum of Care Representative and then as Supervisor John Jenkins’ appointee. I have worked on the Housing Chapter of the Consolidated Plan and for the last three publications have written the Housing Chapter of the Prince William County Needs Assessment, a bi-annual publication by the Coalition for Human Services and the United Way.

Although I was unable to attend college, I have a High School Diploma as well as certifications as a Section 8 Coordinator, a Family Self-Sufficiency Coordinator; I am also a certified Housing Quality Standards Inspector, and attend workshops and seminars to continue to grow within my profession.

I would bring 25 years of affordable housing experience to the Loudoun County Housing Advisory Board and an interest in furthering affordable housing opportunities in Northern Virginia. I observed the Loudoun County task force that was Chaired by Ken Blanchard that reviewed the Affordable Dwelling Unit Ordinance during 2014 and participated on the non-profit panel that presented information at one of the sessions. CATHOLICS FOR HOUSING (CFH)

CFH RÉSUMÉ

NOVEMBER 2014

The CFH service area is the geographic footprint of the Arlington Catholic Diocese, although CFH is an autonomous agency serving program eligible applicants without regard to race, creed, national origin, age or familial status. Workforce Housing

CFH developed 19 units of affordable workforce housing that were sold to members of the Prince William County (PWC) workforce; i.e., police officers, a fire and rescue tech, a DSS case worker, a parole officer, a school custodian and school teachers.

o CFH did the site work, designed and implemented the homeownership program, secured funding to assist the buyers and identified and qualified the buyers.

o CFH worked closely with the builder to ensure all County requirements were met as well as the needs of the buyers.

CFH built 33 units of affordable housing that were sold to first-time homebuyers. o CFH designed and implemented the homeownership program and secured

funding to assist the buyers. Neighborhood Stabilization Program (NSP) Homeownership Initiative

CFH received $1.5 million dollars to acquire and rehab foreclosed properties in PWC in 2010. Subsequently, CFH was granted an additional $632,410 and is now utilizing funds from the sale of each property to acquire and rehab additional properties.

CFH has acquired and rehabbed 17 properties; all properties are either sold or committed to buyers. Approximately fifty percent (50%) of the buyers have incomes below 50% of the area median income (AMI).

CFH has returned approximately $1,822,000 from the sale of properties allowing CFH to continue to buy and rehab homes to be sold to eligible buyers.

CFH is a high performin in the Virginia NSP Program. Virginia Department of Housing and Community Development (DHCD) is ranked 4th in the Nation for their administration of the NSP Pprogram.

Lease-to-Purchase

As part of the NSP program, CFH has utilized a lease-to-purchase option to assist several of the potential buyers to move into homeownership.

o CFH sees this option as a valuable tool to help low-to-moderate income households move into homeownership.

o CFH proposes to utilize a lease-to-purchase options as it enhances its programs.

VA DHCD TSP – Housing Trust Fund

CFH is one of five non-profits in Virginia approved to utilized a funding pool of one million dollars for rehab of foreclosed properties.

Virginia Community Capital (VCC)

VCC is providing a revolving line of credit in the amount of $800,000 to allow CFH to acquire and rehab homes that can then be re-sold to eligible homebuyers.

This funding can be used in Stafford, Prince William, Fairfax, Arlington and Loudoun Counties and all the cities and towns therein.

Rentals

CFH owns and manages 7 affordable dwelling units (ADU) in Arlington and 2 ADU’s in Fairfax.

o CFH meets all ADU requirements in both jurisdictions. CFH owns and manages a duplex and 7 single-family detached units in Fredericksburg.

o These units are all rented to the local workforce. o These units were acquired without subsidies.

CFH verifies income of all potential tenants and annually completes a recertification process to verify the program eligibility of tenants.

Life Skills

CFH developed “Choices” to assist our tenants in moving from needing affordable units to either market-rate tenancy or homeownership.

CFH desires to have people move through affordable housing programs rather than onto affordable housing program for an undetermined length of time.

o Each “Choices” participant will create an action plan for their individual program. CFH proposes all tenants participate in the “Choices” Program. CFH is working with local faith and community groups to train volunteer facilitators who

can provide the “Choices” program to their local communities. CFH is partnering with various local organization to provide the “Choices” program.

Senior Rental Assistance

In 1996, CFH designed and continues to administer a senior rental assistance program in Fairfax County which serves extremely low income households.

The program is restricted to seniors who are qualified to live in the Fairfax County-owned senior facilities except their income is insufficient to sustain an apartment home.

Seniors use 40% of their income to pay their rent; the program pays the balance. All seniors are recertified annually to confirm continued eligibility.

All participants have incomes less than 30% AMI; most have income at about 14% AMI.

CFH desires to implement a similar rental assistance program in other counties. Security Deposit Assistance

In 1988, CFH designed and continues to administer a security deposit assistance program. This program can serve households moving into permanent rental homes throughout the CFH service area which is the geographic footprint of the Arlington Catholic Diocese.

Eligibility requires applicants to have income less than 50% AMI and a rent that does not exceed 50% of their monthly income.

To promote self-sufficiency, CFH asks recipients to re-pay in small amounts the funds they receive, although CFH does not pursue recipients who choose not to re-pay. Those who do, may re-apply for security deposit assistance should that be necessary.

Down Payment Assistance

CFH has been named as an administrator of the DHCD Down Payment Assistance Program for the counties of Arlington, Fairfax, Loudoun and Prince William and the cities and towns therein. Applicants must be first-time homebuyers with total household income of no more than 80% AMI. Applicants are required to identify the property they wish to buy and secure a mortgage approval. Applicants must provide a deposit of at least 1% of the sales price and may not have assets of more than 10% of the sales price. Applicants will be served on a first-come, first-served basis.

CFH has the leadership and a Board of Directors who desire to expand and enhance our programs. CFH has staff with over 20 years experience in affordable housing and real estate. The CFH Board of Directors provide expertise in a variety of areas including real estate, development, banking, financial, architectural and legal. CFH has worked with a staff of 2 to 3 people during the last 10 years. CFH has increased staff to better meet the needs of the additional programs.
