Project History: The Michael A. Bilandic Building is a 420,367 square foot, 24-story building established in 1923. The scope of work for this project provides for repairing brick, limestone, and terra cotta masonry, and replacing damaged windows in this high-rise building. Portions of the glass fiber-reinforced concrete facade will also be repaired and resealed. A select area of roofing will be replaced above an entry. The glass/spandrel panels at the existing aluminum curtain will be removed and reinstalled with new gaskets/sealants. The existing storefront system and some doors at grade level will be replaced. Several existing bronze doors will be restored. Select areas of cement based exterior cladding will also be repaired and repainted.

Description of RFP Change: The original substantial completion date for this project was August 16, 2021; however, that date has been revised to December 8, 2021 due to a delay in releasing the authorization to proceed for the subcontractors. Bowa Construction is requesting compensation for general conditions for this extended timeframe to achieve substantial completion.

Requested Action: We are requesting approval of Proceed Order G-11 in the amount of $211,000.00 to address the necessary extended general conditions and requirements needed to meet the construction schedule to achieve the revised substantial completion on December 8, 2021.

Proceed Order G-11: $211,000.00 NTE Bowa Construction has expended resources waiting for ATP approval of five key subcontractors. ATP approval was not received until late March 2021. Bowa Construction Project Executive, Clay Scheller, has affirmed that his management team was on standby and not working on other jobs. CDB estimating has reviewed this request and can support it. Estimating has reviewed the NTE $211,000.00 proceed order amount and find it acceptable.

As work progressed on the exterior, masonry conditions that varied from the as-built drawings were discovered. Bowa Construction has determined that they will need to add manpower and additional swing stages in order to achieve substantial completion by December 8, 2021.

Description of RFP Change: Bowa Construction is requesting overtime and double-time compensation to meet the substantial completion of December 8, 2021. Recently discovered masonry conditions have increased the amount of work required to complete the project and approval of overtime/double-time will allow them to meet the construction schedule.

Requested Action: We are requesting approval of Proceed Order G-10 in the amount of $450,000 to address the required overtime and double-time needed to meet the construction schedule to achieve substantial completion in early December 2021.

Proceed Order G-10: $450,000.00 NTE Bowa Construction has requested overtime & double time to meet the construction schedule because of the amount of time required for the base scope of work and work related to discovered conditions. Bowa Construction needs to work overtime/double time to complete the project on time for a substantial completion of December 8, 2021. The proceed order is for the overtime and double time work required to obtain Substantial Completion by December 8. 2021. Overtime supervision for Bowa Construction is included. Due to the amount of discovered conditions found as the masons worked on the exterior elevations, Bowa Construction determined that they need to add manpower and additional swing stages to be able to achieve Substantial Completion by December 8, 2021. There are two more projects which will be under construction soon at the Bilandic Building: 250-020-043 Upgrade Elevators and 250-020-044 Renovate Bilandic Building. Exterior masonry project, 250-020-041 needs to be substantially completed by early December to get out of the way of the two other projects. Project 250-020-044 has an extremely aggressive schedule: Area 1 work to be substantially completed by 4/1/2022 ready for new Tenant move-ins. The requested overtime work will be required to meet the Substantial Completion date of December 8, 2021, for project 250-020-041.

The Veterans Home is a 119,735 square foot, 1-story building. The scope of work for this project provides for the replacement of the original 60 kW generator with a new 750 kW unit, replacement of the original 150-ton indoor air-cooled chiller with an outdoor unit with remote evaporator, replacement of the chilled water piping mains serving the original building, replacement of two (2) 650 MBH boilers, heating system piping modifications, ceiling and light fixture removal, and reinstallation/replacement of piping and electrical work. The facility will remain occupied throughout construction. As such, the chilled water system cannot be down for more than a few hours at a time during cooling season and cannot be down at all during warmer weather conditions. The cooling system replacement and switchover, along with all related work, must be scheduled in a manner to minimize disruption to the facility. The building was originally constructed in 1991 as a 120-bed facility. An 80-bed addition was constructed in 2005. The chiller, associated pumps, and piping to be replaced serve the original building. During the course of the project it was discovered that the adjacent chiller that serves the 80-bed addition is failing posing a risk to the residents. Description of RFP Change: Provide for the rental, connection, start-up and switchover of a 200-ton temporary chiller to serve the Home for the remainder of the cooling season (approximately 4 months). Requested Action: We are requesting approval of Proceed Order H-01 in the amount of $113,500.00 to provide a rental chiller during the interim period (approximately 4 months) until the existing chiller can be replaced. We are also requesting approval of Proceed Order E-01 in the amount of $6,500.00 to provide power to the rental chiller. Contractor Trade Proceed Order

M E M O R A N D U M TO: Ron Wright FROM: Chris MacGibbon on behalf of Drew Stephenson DATE: August 4, 2021 RE: 040-050-024, Emergency PO H-01 & E-01 The scope of the referenced project at the Illinois Veterans’ Home – LaSalle (IVHL) provides for the replacement of the original 150-ton indoor air-cooled chiller with an outdoor unit among various other heating, cooling, and electrical work. This chiller serves the original 120-bed portion of the facility. The project is in the very early stages of construction. The Home was originally constructed in 1991 as a 120-bed facility. An 80-bed addition was constructed in 2005. In July, IVHL began experiencing problems with the chiller in the newer 80-bed addition (adjacent to the one being replaced under 040-050-024). The A/E for the project, Webb Engineering, investigated the chiller and concluded that “failure was imminent.” It was recommended that this issue be addressed immediately. Nursing homes and long-term care facilities are required to maintain temperature and humidity levels in accordance with the Heat Index Table/Apparent Temperature in Table D of 77 Ill. Admin Code 300. If the interior temperature reaches 80-degrees with 45% relative humidity, the residents health and safety could be at risk and be in violation of the code. CDB, DVA, and the CPO met and agreed that it would be in the best interest of the veterans and the State, if the procurement of a temporary chiller (for this cooling season) and the design and installation of a permanent replacement be done under the existing contracts. The CPO authorized the work to begin while a PSA modification and proceed orders (PO) are prepared and pending.

State of Illinois Capital Development Board Request for Board Approval of Single Bid CDB Project No. 104-015-013 Lodge Repair at Black Hawk Historic Area Black Hawk Lodge/Museum Rock Island, Rock Island County Subject: Single Bid Award Project History: The Black Hawk Lodge/Museum is a 25,000 square foot, 2-story building constructed in 1935; the building is listed on the National Register of Historic Places. The scope of work for this project provides for the demolition of the existing heating and cooling system and for the installation of a new system with digital controls, precise humidity control for the artifact room, and new electrical service. The scope of work also provides for patching and painting of the disturbed areas, replacement of window/entry assemblies, replacement of exterior wood siding, reconstruction of the terrace guardrail, and replacement of the exterior exit stairs. DATE: July 8, 2021 RE: 104-015-013 Heating Contract Single Bid Over Estimate Lodge Repair at Black Hawk Historic Area Black Hawk Lodge/Museum Rock Island, Rock Island County This multiple prime project was bid on 5/12/21 and the single bid received for the Heating and Air Conditioning Contract work came in at 41.55% over the A/E’s estimate: Commercial Mechanical, Inc. - $1,048,000; A/E estimate - $740,360 This bid has been deemed responsive, and CDB Programming has added funding to cover the bid with a 10% contingency. The A/E reached out to 4 Heating and Air Conditioning contractors and Invitation For Bid documents were hosted by 8 plan rooms. I solicited 3 contractors for this trade, and there was 1 contractor at the prebid meeting that was not listed as a plan holder. I believe this project had active competitors prior to the bid date and was bid in a competitive bid environment. It is my opinion and the A/E’s that heating and air conditioning work is in high demand currently, therefore these contractors are submitting high bids, or not bidding at all. Also, there is the issue of cost of labor and material increases, and contractors are unable to submit and hold bids for very long. The current market in the area for this trade is highly saturated as well. I am requesting that the single bid for the Heating and Air Conditioning Contract work be awarded even though it is over the A/E’s estimate and there was a single bid. Re-bidding this project will most likely result in higher bids and delays to work that is much needed at the facility. This work needs to begin as soon as possible; the Black Hawk Lodge/Museum is a facility that hosts weddings and events, and they have not allowed bookings until July 2022 in the belief that construction would be complete by the above date. PROJECT SCOPE OF WORK:The University of Illinois at Chicago is a 125-building facility established in 1913.

The scope of work provides for construction of an approximately 15,000 square foot, 2-story addition to the UIC Innovation Center that will include a large co-working area, workshop space, offices, presentation room and loading dock. The Innovation Center expansion will be located adjacent to the Student Services Building, on the site of the recently demolished parking structure at the corner of Harrison and Throop Street, Chicago. The new building will be visible from the Eisenhower Expressway and will act as the campus's front door to the west.

The UIC Innovation Center serves as a gateway and bridge between UIC and its corporate partnerships and as a destination for innovation and collaboration. The goal for a new state-of-the-art collaborative space will be to provide a facility optimized for integrative work among multidisciplinary teams, expand the innovative educational experience for which the UIC Innovation Center is known and establish a new landmark for design on the University of Illinois at Chicago's campus.

The selected team will be provided with conceptual information that has already been completed under a previous contract.

A minimum of LEED Silver certification will be required for the addition only. The A/E will be responsible for commissioning services related to LEED certification.

The A/E will need to determine if any components of this project are eligible for a utility company or other energy grant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.

A combined MBE/WBE goal of 20 percent is applicable to the A/E team. Some level of participation from both MBE and WBE firms is required to satisfy this goal (this requires including one or more MBE AND one or more WBE firms on the team).

A VBE/PBE goal of 2 percent is applicable to the A/E team.

The Illinois Works Jobs Program Act Apprenticeship Initiative will apply to all prevailing wage eligible work performed on this project.

The scope of work provides for structural repairs to the exterior concrete building envelope such as crack, spalling and resulting corroded steel reinforcing repairs; north and south exterior main entrance stair repair or replacements, multiple elevated concrete balcony and perimeter railing repairs and improvements, as well as tuckpointing, caulking replacement of building expansion/control joints and windows and doors.

The Chicago State University would like to engage architectural and engineering services for the Robinson University Center. This project will occur in two phases. Phase I will entail addressing the building envelope, which is a masonry building, as well as the electrical, mechanical and HVAC systems that may have an impact on the building's exterior. The work will include addressing the parapet walls, foundation walls, replacing the existing skylights and roofing system. Additionally the building requires new windows, modifying the existing sprinkler system, demolition of the existing air handling units and replacing the existing failing fire pumping station, as well as the installation of security cameras. All of the exterior doors require replacement and must be ADA accessible. There may be some asbestos abatement required. The Chicago State University has a minority participation goal of 40 percent. Phase II will entail the A/E programming the building for future occupancy.
