optimistic outlook for new ‘p-plate’ councilBRIMBANK

Brimbank’s next elected council needs to be a council ‘‘with P plates on’’, according to outgoing administrator Peter Lewinsky .

Mr Lewinsky, who will step down on January 30 to take on a new position as a monitor at Darebin council, said he was con� dent the council scheduled to be elected in March next year would thrive due to a cultural change created under administrators’ watch since late 2009.

� e new council will serve a 17-month term before statewide local government elections in November 2016.

Brimbank’s councillors were sacked and administrators appointed in 2009 following a damning report by Ombudsman George Brouwer into the strife-torn council.

“I’m con� dent the culture has changed; we’ve got good quality people in here,” Mr Lewinsky said.

“I’d like the community to elect a good, balanced council, representative of the diverse community. ”

Looking back on his four-year tenure, Mr Lewinsky believed the administrators had done a “pretty solid job’’ to make Brimbank a better place.

“Look at headlines and the nature of reporting in 2009 -10. It’s very di� erent to [today],” he said. ‘‘ We’ve got Brimbank o� the front page.”

Mr Lewinsky said measures were in place to ensure mistakes of the past weren’t repeated.

“We can only do the best we can to make the policies, procedures, processes, plans and strategies as robust as possible ... embed them, drill them deep,” he said.

“ If I can guess why the administration was extended in November, 2012, it was that we probably weren’t ready at that stage – we’d just planted the sapling.’’

Mr Lewinsky said council meetings had become more e� cient and professional.

“We don’t give people cause to come. � ey came for the theatre before,” he said.

‘‘We don’t have the political grandstanding and theatrics of other councils.

“I’d like to have been a bit more advanced in the development of our sporting and

decisions are clearly understood.”Administrators Jane Nathan and John

A replacement for Mr Lewinsky will be announced in coming weeks. \

Sunshine Residents Association’s Darlene Reilly said that while she didn’t agree with Mr Lewinsky on some issues – including a preference for ‘‘inappropriate’’ high-rise development – he had done a good job.

“Compared to where we were with elected councillors, it’s been a huge improvement,” she said. “He always took the time and listened when dealing with the public and was courteous.”

Mr Lewinsky said he had a few words of advice for the new council: “Don’t fear engagement. Don’t put yourself in a position where you breed suspicion.

missing man found An elderly Sydenham man who went missing last week has been reunited with his family. Police held grave concerns for the safety of John Manariti , 90, who was last seen going to bed last Tuesday night. He was found in Sunshine North just after 9pm on Wednesday. A Powercor spokesman said a major line went down at 3.58pm Wednesday, shutting off power for 79 minutes. The outage affected about 6000 homes. More than 3000 houses were without power from 5.15pm Thursday after power use overload caused an underground cable fault. Most houses had power restored after an hour. \

An in� uential investors’ report has identi� ed Brimbank as a national property hotspot for 2014.

� e Smart Property Investment “Fast 50” listed Sunshine among the suburbs set to “take o� ’’ this year, based on factors including population growth, household income levels, demand for housing, employment and vacancy rates.

Terry Ryder, a member of the panel of property experts that drew up the list, said Sunshine, with strengthened transport infrastructure and a� ordable housing, was “poised to become the regional centre for

Melbourne’s western suburbs”. Mr Ryder added: “It has a major hospital with another in the planning stages, two university campuses and $800 million being spent on its railway station to create a major transport hub.

“Suburbs in this local government area can o� er tenants good connectivity, while investors are attracted by a� ordability.”

Smart Property Investment editor Vivienne Kelly said Sunshine, with a median house price of $450,000 last quarter, could bene� t from an improving market.

“If the inner-Melbourne property market heats up, Sunshine may bene� t from a spillover of buyers who have been priced

out of other markets,” she said.It is the � rst time a Brimbank suburb has

been nominated for the list.In December, demographer Bernard

Salt told a business forum that Sunshine was poised to become a “pivot point” for investment between the south-west and north-west growth corridors .

Bell Real Estate director Stel Kyriakoula said Brimbank would only become more attractive.

“We’ve seen an increase in demand over the past six months in Sunshine,” she said.

“Sunshine has been under-appreciated for far too long.’’ \

landlords bewareBrimbank landlords are being urged to ensure they have a strong insurance policy to protect themselves from dodgy tenants.

Local landlords claimed nearly $7000 on average for incidents of malicious damage, burglary and rental default last � nancial year.

New data from the RACV shows Brimbank had the second-highest number of insurance claims (165) in the west in 2012-13. Melton City was third with 122. The RACV paid out almost $10.6 million in that period, with the average Brimbank landlord claiming $6883.

Property Owners Association of Victoria president Harvey Cohen said he frequently dealt with members who had lost more than 10 weeks of rent. \

� ousands of children in Melbourne’s west will receive free dental care under a scheme rolling out this month.

Medicare-funded dental care for children began on January 1 and will provide up to $1000 in dental services every two years for 3.4 million Australian children in families which receive Family Tax Bene� t Part A.

� e $2.7 billion scheme is part of the $5 billion Dental Health Reform Package developed as part of an agreement secured by the Greens in forming a minority government with Labor.

Greens health spokesman Richard Di Natale said the package was the most signi� cant reform of dental care in Australia’s history.

“One in three people are unable to a� ord to see a dentist, but all that is about to change,” he said.

“For too long we’ve treated the mouth as separate from the rest of the body, which has resulted in an oral health crisis in this country.

“� is reform means millions of Australians will now be able to a� ord dental care. But it also lays the foundation for universal dental care in the years to come, building a healthier nation for all of us.”

Western Metropolitan Greens MP Colleen Hartland said the six-year reform

package was aimed at people on low and middle incomes.

As well as subsidised basic dental treatment for children, it includes $1.3 billion for about 1.4 million

additional services for adults on low incomes.

Mr Di Natale wants the government to extend Medicare to cover dentistry by 2018.

Public dental services in the western suburbs include ISIS Primary Care in St Albans and Hoppers Crossing. \

Designs for a controversial mixed-use precinct in Cairnlea are far from � nalised, Brimbank council’s soon-to-depart administrator Peter Lewinsky says.

While the council has declared in-principle support for Places Victoria’s request for Planning Minister Matthew Guy to rezone the land adjacent to Cairnlea Drive , Mr Lewinsky said middle ground had to be found between the urban renewal authority and the Cairnlea community.

A council report found that commercial development would bring “immediate positive economic impacts”.

“� at’s still a work in progress,” he said. “I’d have thought the two [business and residential] could go hand in glove.

‘‘You’re not going to build massively big, horrible factories there. You might get low-level industry, but I’d have thought there could be some form of area planning we can develop in consultation with the community.”

Asked if he shared the community’s concerns about 300 trees being removed, Mr Lewinsky said: “I share their concerns in

Caroline Springs police will swap blue for white next Monday when they pad up for a cricket match to promote peace on and o� the pitch.

O� cers from the north-west metro region and the Victoria Police Cricket Club will combine to take on an Indian community side in a Twenty20 match at Sunshine Heights Cricket Club from midday.

■ More education and training for unemployed people will increase the standard of job applicants – and competition for jobs – but it won’t actually increase the number of employment vacancies.

What needs to be questioned is why our economy is failing to produce the number of jobs required to sustain all the people, and why our population growth rate is kept at full-throttle when our economy is sluggish.

Property developers are demanding land and streamlined permits to keep building houses. And thanks to high rates of immigration, people will arrive and settle here on Melbourne’s fringes.

All these mortgages and buildings are creating a mountain of disadvantage, debt and welfare dependency.

There must be a democratic debate on the sort of growth best suited to our state. Relentless population growth without a plan

According to SunSmart, outdoor workers in Australia receive � ve to 10 times more sun exposure than indoor workers, placing them at an increased risk of skin damage and skin cancer.

Construction workers have a higher risk of skin cancer than many other s because of their exposure to ultra violet radiation, through direct sunlight and re� ected sun.

Similarly, agricultural workers have a higher rate of contracting skin cancer. Between 1999 and 2002, death rates from skin cancer for male farmers and farm managers were nearly 60 per cent higher than the general population.

Across our country, at least one in every two Australians will require treatment some time in their life for various forms of skin cancer.

Workplace health and safety laws require employers to provide a safe working environment, which includes protection against risks associated with working in heat.

This issue is particularly important given so many people in the western suburbs work in manufacturing

A north-west student has been rewarded for putting in the hard yards, both in class and on public transport.

Hillside’s Victor Lin achieved his high school’s perfect score, recording an Australian Tertiary Admission Rank of 99.5 at Melbourne Grammar School.

It’s just reward for early-morning rises and sacri� ce, and Lin now has his sights on studying biomedicine at Melbourne University a� er excelling in chemistry, Latin,

literature, philosophy and specialist maths .“I had to travel an hour and 15 minutes

every day to get to school,” he said. “Some days I was up at 6am. Luckily, the University of Melbourne is a little closer to home.”

� e 18-year-old was a bit of an all-rounder in 2013, combining his studies with table tennis, chess and soccer. He is also a member of the Debating Association of Victoria.

“I had no speci� c motivation, I just wanted to do well,’’ he said.

Melbourne’s interface councils say the state government’s 40-year vision plan for Melbourne fails to address issues that are already a� ecting people and businesses in outer suburbs.

� e 10 interface councils, which include Melton, Hume, Whittlesea and Wyndham, say that Plan Melbourne needs to re� ect the current inequity between inner-city and outer suburbs , especially in regards to providing vital infrastructure and services .

� ey have called for these inequities to be identi� ed and addressed as a matter of priority.

� e councils put their position in a joint submission to the government on the plan, which aims to address the challenges of population growth and ensuring economic prosperity and liveability until 2050.

Councils have also forwarded individual submissions to the government planning inquiry.

In their joint submission, they say they endorse improved planning outcomes underpinning the government’s plan and its policy of ensuring all families have

access to services and opportunities wherever they live.

But the interface councils claim the government has already failed to fund infrastructure and services for the rapid population growth these areas have experienced.

“It is important to monitor growth on an annual basis and provide advice to the Department of Treasury and Finance

on an annual basis,” their joint submission states.

“Tracking the rate [of growth] should allow the department to make � nancial adjustments, to ensure that essential services and infrastructure are provided

on a regular basis.”� e submission calls on the

government to acknowledge the long-term consequences of failing to fund growth appropriately.

In a report One Melbourne or Two?, released last year, the interface councils said the government needed to allocate $9.8 billion over 15 years to help fund half the infrastructure and services already needed, including public transport. \

“I’m generally pretty fired up, so I need to bring myself down,” says Australia’s defending Olympic aerial skiing champion Lydia Lassila.

“For me, it’s more of a challenge to stay calm, stay chilled out.”

Lassila is providing an insight into the silent minutes before a jump when she likes to visualise herself pulling it off.

In 2006, the freestyle skier became a household name when she claimed gold at the Vancouver Winter Olympics in Canada. Four years on, the prospect of becoming a legend at next month’s Winter Olympics in Sochi, Russia, is looming with Lassila hoping to bag back-to-back gold medals in the snow.

If successful, she will create history, becoming Australia’s first dual Winter Olympics gold medallist.

Lassila grew up in Sunshine and began her sporting career as a gymnast at the Footscray City Gymnastics Club. When she was 12, her family moved to Diggers Rest and gymnastics became more than a pastime.

She competed at the Niddrie Gymnastics Club and then moved into elite gymnastics at Methodist Ladies’ College in Kew. She finished high school at MLC, making the daily commute from Diggers Rest.

By year 12, Lassila was coaching gymnastics and it was then she was quizzed about giving aerial skiing a go.

“I hadn’t skied before and had no idea about it,” she recalls. “They reeled me in by saying, ‘You might have a chance of going to an Olympics.’

“It was the carrot dangling for me. I thought the worst that could happen is that you learn how to ski,” she jokes. In fact, Lassila did spend 1999 learning to ski, with her skills as a gymnast helping her pick up the techniques easily.

A year later she was jumping and was hooked. The rapid rise continued and culminated with her

competing at her first Olympics in February, 2002, in Salt Lake City. Less than a decade later – Vancouver, 2010 – Lassila became an Olympic champion.

Her latest Olympic bid is now in full swing. In Switzerland last year, Lassila undertook gruelling

challenges to perfect a new routine that she hopes will lift her to glory.

The quadruple-twisting triple somersault, which adds an extra twist to the routine that won her gold in Vancouver four years ago, has never been successfully completed by a woman on snow.

Understandably, training for the attempt has been physically and mentally draining. In the summer off-season, she practised every day on an artificial surface, taking off a jump and landing in a pool.

She gradually built her skills, from single flips to double, then added twists and triple flips with twists.

The process was repeated for days and weeks on end until it was clear in her head and she was confident enough to nail it on snow.

“There’s a lot of impact on your body. It’s mentally draining to do this for six months. The harder the skill, the more difficult it gets mentally.”

With mental preparation an important factor in her performance, a key component of Lassila’s preparation occurs away from the slopes.

She employs sports hypnotist Jeffrey Hodges to increase her mental toughness and help her let go of any lingering negative experiences.

“We work on different skills, like relaxation, visualisation, or anchoring a positive experience or letting go of a bad one,” she says.

At home in her downtime, Lassila finds yoga the best way of recharging her batteries.

But she’s not home much. With no training facility in Australia, she’s forced to spend the summer off-season abroad, away from the home in Flemington she shares with her husband Lauri and two-and-a-half-year-old son Kai.

“Sometimes I can take Kai away with me. He travels with me and my mum, but then my husband is without Kai,” she laments.

“So then my mum would fly him back and I would be without Kai. I can function, but I hold a lot of anxiety

and it’s heartbreaking to leave him.” Lassila is unsure whether she will push on after the Winter Olympics. “I’m going to leave that decision for 10 seconds after the final to see what sort of feeling I get.”

Post Vancouver, she recalls thinking that if she won she’d have been satisfied given the roller coaster ride she’d been on.

“I thought I would get that feeling, but I got the opposite. I felt that I had more in me. So I’m

waiting for that moment again.”The 32-year-old has been long campaigning

for an Australian water ramp training facility and her decision about continuing in the sport will depend heavily on getting one. A new

facility would mean less travel and more time at home with family. But in the end, she says, the

sacrifices are worth it and she owes a lot to sport. “It’s built me; it’s who I am. It’s stripped me bare and

that,” she says. “In any world – corporate or sporting or a ‘mum’ world – you have days when you need motivation. You need to pick yourself up and that’s what sport has taught me.”

Lassila says she’s heading into the Sochi Games feeling well prepared.

There is an air of added anticipation, excitement and pressure as the defending champion, and she describes it as both frightening and exciting. “My body feels great, and I need to stay calm and keep it all together for the day.”

The mechanics and aesthetics of jumping is what Lassila says she loves most, but it’s the adrenalin and fear it creates that keeps her coming back.

“You’re always on the edge, riding that fine line and that’s what I love about it – but also hate about it. A lot of variables can affect you. You need to constantly adjust yourself. You have to be ready for anything.” \

Handy helpers prove it: charity begins at homeWESTERN SUBURBS

A charity has established a program to assist the western suburbs’ most vulnerable families.

� e Caroline Chisholm Foundation in Moonee Ponds has launched a Handy Home Helpers program, which will recruit men to be home-maintenance volunteers, assisting single mothers with work in their homes.

Volunteer co-ordinator Glenda Rumble says the men will accompany social workers during their visits , undertaking tasks such as installing smoke alarms, setting up play equipment for children, � xing furniture and supporting the women in the safety and maintenance of their homes.

Almost 2000 women seek help from the society every year.

More than 75 per cent of these families are in Melbourne’s western suburbs, including in Moonee Valley, Hobsons Bay, Maribyrnong, Brimbank and Wyndham.

“We have three purposes in this program: to make houses safe for the women and children, engage men back into the community, and reduce friction between landlords and our clients by keeping the homes up to standard,” Ms Rumble said.

She said another bene� t of the program

was that it helped women restore their trust in men.

“Many of these women may have � ed situations of family violence and may not have good experiences with men, so it’s about building up that con� dence again,” she said.

“It also improves the women’s self-esteem by giving them a sense of pride in their home and allowing them to feel listened to and

understood.” Ms Rumble added many of the women were also refugees and migrants with no family to rely on for support.

Essendon resident Michael Lynch, 69, began volunteering with Caroline Chisholm more than � ve years ago and has since been recruited as the home-maintenance program’s � rst volunteer.

� e father of two said he was inspired to

volunteer with the organisation a� er the births of his � ve grandchildren.

“I thought to myself that if one of my daughters was in this situation I would hope that somebody would do the same for them,” Mr Lynch said.

“Most of the jobs I undertake are those simple, little things that men do around the house like assembling a cubby house or � xing prams that have been donated to the charity.”

Caroline Chisholm chief executive o� cer Helen Cooney says the organisation will be working with Men’s Sheds and Lions Clubs to recruit men.

“We encourage all men to apply,” Ms Cooney said.

“� ere are speci� c skills required, but we would love to recruit more tradesmen who can assist the women in more specialised work.”

� e program is being funded by a $45,000 Moonee Valley council partnership grant, which will be allocated over three years, and by a $30,000 grant from the Lord Mayor’s charitable fund. \
