1INTRODUCTIONTheaspirationtoreturnartistsAlNeilandCaroleItter’scabintotheforeshoretoserveasastudioaboarda‘roving’,off-the-gridfloatingartistresidencyisinspirational,daring,andlogisticallycomplex.Crossingoverjurisdictionalboundaries,theBlueCabinFloatingArtistResidencywillassertapresenceforart,heritageandcultureamongsttheeconomiesoftradethatdominateourregion’swaterways.This“BlueCabinFloatingArtistResidencyPreliminaryFeasibilityReport”addressesthefirstroundofquestionsthatsupporters,potentialpartnersandfundersmightaskwhenconsideringthisambitiousproposal.ItpresentsinformationabouttheBlueCabin’sheritagestatus;theregulatoryconditionsguidingbuilding,travellingandmooringonthewater;andidentifiespotentialmooragesitesandpartners.Thisinformationwillaidinthedevelopmentofanupcomingdetailedresidencyfeasibilitystudyandbusinessplan,bothofwhichwillfurthertheresidency’songoingsustainableoperation.Celebratingthepotentialityoftheresidency,thisReportalsopresentsarangeofpossibilitiesforresearchandcollaborationthatarecross-culturalandmulti-disciplinary.Itbringsforwardadesireandneedforalternatemodesoflivingandworking,andexpandsourunderstandingofwhatconstitutespublicspace.DespiteVancouver’sinternationalreputationforproducingexceptionalartists,inflatedrealestatepricesmakeitchallengingatbestforartsorganizationstooffervisitingartistsspacesforresearch,experimentation,innovation,andexchange.Artistresidenciesexistworldwideandtheexperiencesofthosewhohavebeenluckyenoughtotakepartareoftendescribedaslifechangingandtransformational.Recognizingtheneedforsuchagenerativespace,theBlueCabinFloatingArtistResidencypresentsanopportunitythatisuniquetothisregionwhileglobalinitsreach.

2BACKGROUND TheBlueCabinisadwellingthathasresistedownershipfor80yearsormore.From1932to2015,itrestedonpilingsabovetheintertidalzoneofhighandlowtidesonTsleil-WaututhterritorywithintheDistrictofNorthVancouver.ThecabinwasoriginallybargedoverfromCoalHarbourtoserveasaconvenientplacetolivewhiletheNorwegiancarpenterwhobuiltitworkedattheneighbouringshipbuildingyard.TuckedintoasmallcovebetweenCatesParkandMcKenzieBarge&MarineWays(previouslyMcKenzieBarge&DerrickCompany),ithadbeenstandingemptyforanumberofyearsbeforeartist/musicianAlNeilmovedtherein1966.Atfirsthewasapayingtenant,butovertheyears,heactedasanunofficialbeachwatchmaninexchangeforfreerent.HispartnerCaroleItterjoinedhiminthelate‘70sandbothusedthisveryspecialsiteasagenerativeplaceforartproductionuntiltheirevictionin2015.AscharacterizedbyheritagespecialistHalKalman,“[theBlueCabin]istheuniquesurvivorofaoncepopular,butnowvanishedwayoflife,whenpeopleoflittlemeanscouldlive‘offthegrid’in‘squats’alongthewaterfront,yetbewithinanurbanized,metropolitanarea.ManyofthesquattersintheDollartonareawereartistsandtheareaformedavitalartists’community.”1BesideAlandCarole,artistTomBurrows,GreenpeaceactivistDr.PaulSpong,andwriterMalcolmLowry,wereamongmanywholived,worked,andcreatedinthemodesthomesthatdottedtheshorelineoftheBurrardInlet.WiththeexceptionoftheBlueCabin,PortMetroandthemunicipalityremovedallofthesedwellingsinthelate1960sand‘70s.AlNeil’scabinwassparedbecauseofitsconnectiontoMcKenzieBarge.TheMcKenzieBargesitewassoldtoPolygonHomeswhoin2014,begantoactonplansforthesite’sredevelopmentas“CatesLanding”,a95-unitwaterfrontcondodevelopment.UndertheiragreementwiththeVancouverFraserPortAuthority,2Polygonwasobligatedtoremediatetheneighbouringcontaminated

3VISIONFORTHEBLUECABINFLOATINGARTISTRESIDENCY

TheimpetustosavetheBlueCabinbeganasaconversationamongstanumberofartistsandgrewintoaswellofsupportthattravelledwellbeyondthereachoftheVancouverartcommunity.Unitedintheirrecognitionofthecabin’ssignificance,peoplefromallwalksoflifesteppedup,wroteletters,andvolunteeredtheirtime,expertise,andresourcestoensurethe80-year-oldsquattersdwellinghadafuture,albeitonethatwasunknown.Thecabin’ssuccessfulmovewastheresultofcollaborativeeffort,agestureofcooperationthatisnowpartoftheethosofthefloatingartistresidency.Theideaofsettingthecabinadriftfromownershiporpermanentlocationtookshapeandgainedtractionthroughthecollaborationofthreedifferentartsorganizations:gruntgallery,OtherSights,andC3,allofwhomremaincommittedtostewardingthecabinintothefuture.Theirgoalistoremediateandrepurposethehistoriccabinasanartiststudio,andmountittoabargeorfloatingplatformalongsideatinyhouse,toserveasavital,offthegrid,multi-disciplinaryartistresidency.Theplatformwillbetowedbytugtooneofanumberofconfirmedmooragesitesforthedurationofeachartist’sstay.Visualartists,musicians,writers,andcuratorsfromaroundtheworldwillusetheresidencyasaplaceforresearch,experimentationandcreativeproduction,theiruniqueinterpretationsanddiscoveriessharedwiththepublicthroughopenhouses,events,andpresentations.Attheheartofthisvisionisarespectforconsultation,collaborationandexchange.TheBlueCabinCommitteerecognizesthatthesuccessoftheresidencyreliesuponthegenerosityofthepartnersandhostswhowelcomeitwithintheirjurisdictionsand,tothatend,haveinitiatedconversationswiththeTsleil-WaututhNation,FraserPortAuthority,DistrictofNorthVancouver,CityofVancouver,andCityofRichmond.Offeringartiststhespaceandtimetoresearch,develop,andsharetheirprojectsthroughlive/workresidenciesareoutofthereachofmost‘host’organizationsprimarilyduetothecrisisofunaffordabilityplaguingtheMetroVancouverarea.Despitebeingrecognizedasnecessarytomaintainingahealthyandvitalartcommunity,opportunitiesfordialogueandexchangewithartistsfromplacesbeyondthePacificNorthwestcontinuetodecline.TheBlueCabinCommitteesawthecabin’sreturntothewaterfrontasanaffordablewaytocounterthistrend.Foracapitaloutlayamountingtolessthanthecostofa1-bedroom

apartmentinVancouver,thecabin-studio,tinyhouse-accommodation,willprovidemuchneededspaceforguestartiststooccupytheintertidalzonewherequestionsofownershiparecuriouslysuspendedbetweentherulesofthelandandthewater.WhiletheongoinggentrificationoftheLowerMainlanderasesthecity’spast,thecabin/studioandsmalldwellingalignsthehistoryofsquattingalongtheBurrardInletwiththepresent-daytinyhousemovement,bothofwhichrepresentresourcefulsolutionstothechallengesoffindingaffordablehousingwithinametropolitanarea.WiththemythologizationofVancouver’snaturalsetting,thetendencyistolookouttowater/mountainviews.Asacountertothis,thefloatingresidencywillbeaplatformforre-directingone’sgazeandreflectionbacktothecity.Itwillofferaplaceofcontemplationatthecity’sedge,allowingpassengerstoexperiencelocationsandperspectivesthatareotherwiseinaccessibletomostcityresidentsandvisitors.Choosingfromashortlistofconfirmedsites,Artists-in-residencewillbeembeddedwithintheuniqueconditionsandhistoriesofdifferentmooragelocations,eachofwhichbringsopportunityforexchangewithresidentpartnersorhosts.Thefloatingplatformorbargehasbeenconceivedasasmall,self-sustainingenvironmenttominimizeenvironmentalimpactandmaximizeartisticautonomy.Withacommitmenttobeingindependentofmarinasforchargingbatteries,pumpingtanksandfillingreserves,theBlueCabinCommitteeisresearchingthenewesttechnologiesinsolarandwindpower,alternativetoilets,andgreywatertreatments,withthegoalofbeingself-sustaining,andhavingzeroimpactonthewaterwaysandmarinelifeitmoorswithin.ThemarineecologiesoftheIndianArm,BurrardInlet,FalseCreekandFraserRiveraredistinctanduniquefromoneanother,yetequallyfragile.Asacollaborativeeffortthathascapturedthepublic’simagination,theBlueCabinFloatingArtistResidencyrepresentsaninnovativeresponsetosomeofthemostpressingissuesofourtime:globaltrade,themarineenvironment,sustainability,affordability,andtheprotectionofcultureandheritage.Throughpartnershipswithhostsites,artistsfromarangeofdisciplineswillbeensconcedwithintheuniqueconditionsofthePacificNorthwestandwillhaveopportunitiesfordialogueandexchangewithartandnon-artaudiencesalike.WiththeBlueCabinCommittee’scommitmentto,andexperiencewithsuccessfulpublicoutreachprograms,theresidency’spotentialforimpactandlastingpublicbenefitisprofound.

4FINDINGS4.1BLUECABINANDHERITAGEHalKalman,awellregardedheritagespecialistandarchitecturalhistorian,withAndrewTodd,anexperiencedartconservator,prepared“APlanfortheConservationandRe-useoftheBlueCabin”,February2016,whichoutlinesthehistoryandsignificanceoftheBlueCabinandmakesrecommendationsforitsconservationandinterpretation.KalmancitestwoprotectiontoolsfortheBlueCabinCommittee’sconsideration:6HeritageDesignation,whichprovidesprotectionagainstinappropriatechangeordemolitionandisregisteredagainstthepropertytitle;andaHeritageRevitalizationAgreement(HRA),avoluntarybutbindingagreementwiththelocalgovernment.UnderanHRA,theowneragreestorestore,preserveandprotectthebuildinginexchangefornon-conforminguse,densityand/orsitingregulations.Theagreementisimplementedthroughthedevelopmentpermitprocess.HRAisalsoregisteredagainstthepropertytitle.BecausetheBlueCabinhasnopropertytitle,andisnotownedbyanyone,thereisnothingtoregisteritto.Aspartofthecargobeingcarriedbya‘non-selfpropelledvessel’itwillbetowedbytugacrossboundariesandjurisdictions.Withoutapermanentlocation,thecabinisnottiedtoanyonemunicipalityandtheland-useregulationsandby-lawstheyadhereto.Itwillhoweverbesubjecttowaterwayjurisdictionsandwillhavetocomplywithnavigationregulations.Seeitem4.3below.4.2REPAIRSANDMODIFICATIONFORNEWUSERegardlessofthecabin’sofficialdesignation,theBlueCabinCommitteehasstatedtheirintentiontorehabilitatethecabintomakethenecessaryrepairsandupgradestoaccommodateitsnewusewhilestillretainingitsculturalheritage.TothatendtheyhavepursuedaStatementofSignificance(SOS),adeclarationofvaluethatprovidesaconcisedescriptionofthehistoricplaceandwhyitisimportant.AnSOSidentifieskeyaspectsoftheplacethatmustbeprotectedandliststhecharacterdefiningelements.

ConsultingstructuralengineersBushBohlman&PartnerspreparedastructuralassessmentinMarchof2016.RespondingtoBohlman’srecommendationsinadditiontothoseoutlinedbyAndrewToddintheConservationreport,theBlueCabinCommitteedevelopedandprioritizedthescopeofwork,obtainedquotesfromcontractors,andarecurrentlyfundraisingforthecabin’snecessaryrepairs.TheyanticipateworkwillcommenceintheearlyFallof2016.4.3ONTHEWATER:REGULATIONSCLASSIFICATIONSBecausetherearenovesselclassificationsspecifictoCanada,marineengineersrefertothosedefinedbytheAmericanBureauofShippingandLloydsofLondon.ThegeneralclassificationfortheBlueCabinFloatingArtistResidencywillfallunder“non-selfpropelledvessel”.Theseincludebargesofallkinds,(workbarges:deck,tank,bin,crane,notch,spud,jack-up)andaccommodationbarges,hotelships,floatingdrydocks,anddredges.REGISTRATIONANDLICENSINGAccordingtotheCanadaShippingAct,2001(CSA2001),section46,allnon-pleasurevesselsmustberegisteredwithTransportCanada.AregisteredvesselisonethathasaCertificateofRegistryfromTransportCanada’sVesselRegistrationOffice.8Registrationisatitlesystemforvesselownership.Itissimilartolandtitleregistry.RegistrationwithTransportCanadaallowsfornameapprovalandmortgageregistration.Registrationrequiresthevessel’sname,portofregistry,statementofqualification,appointmentofauthorizedrepresentative,builder’scertificate,andtonnagemeasurement.Thereisafirsttimeregistrationfeeof$250.Smallandlargenon-pleasurevesselownersareresponsibletoensuretheirvesselsandoperationscomplywithallapplicableregulatoryrequirements.TheSmallVesselComplianceProgram(SVCP)isintendedtohelpsimplifytheprocessofregulatorycompliancebyconsolidatingtherequirementsofnumerousregulationsundertheCanadaShippingAct,2001,intooneeasy-to-usetoolwithguidancenotes.EnrolmentintheSVCPisoptional.Theresidencyvesselshouldbefittedwithacompliancenotice.Thisnotice

6.1INDIANARMFocus:FirstNationsculturalhistoriesandcontemporarywaterwayuseInConversationwith:Tsleil-WaututhNationTheIndianArmisasteep-sided,saltwater,glacialfjordthatextendsstraightnorthfromtheBurrardInlet,betweenBelcarraandDeepCoveinNorthVancouver.AtthemouthofIndianArm,Dollarton,CatesPark,andalargepartoftheBurrardInletshorewereinhabitedformillenniabytheTsleil-WaututhNation,‘ThePeopleoftheInlet’.Sometenthousandpeoplearebelievedtohavelivedinthearea,settingupcampsanderectingtheirsummerhousesalongtheforeshoreinthelatespringaspartoftheirseasonalround.“ThevillageofWhey-ah-Wichen(‘facingthewind’)waslocatedinthepresentCatesPark.TheTsleil-WaututhNationandtheDistrictofNorthVancouversignedaculturalagreementandprotocolforWhey-ah-WichenandCatesParkin2000.”2
