INTRODUCTION

In line with the Interreg V B ADRIATIC-IONIAN COOPERATION PROGRAMME 2014-2020

“ADRION” priorities, and in particular with the objectives of the Axis 1- INNOVATIVE AND SMART

REGION (specific objective 1.1 “SUPPORTING THE DEVELOPMENT OF A REGIONAL INNOVATION

SYSTEM FOR THE ADRIATIC-IONIAN REGION”), BLUE_BOOST project aims at boosting the innovation

potential of traditional and emerging BlueGrowth sector clusters in the Adriatic-Ionian region. Project

Partners1 from 7 regions are focusing on transnational and cross-sectoral cooperation and innovation

of maritime clusters through knowledge sharing and a community-based approach.

The main objective of the project is to UNLOCK and BOOST the potential of

KNOWLEDGE/TECHNOLOGY TRANSFER, TRANSNATIONAL and CROSS-SECTORAL COOPERATION of

KEY INNOVATION ACTORS of ADRION area TRADITIONAL AND EMERGING BLUE GROWTH SECTORS

by reinforcing the relationships and interactions within and among their clusters according to an

OPEN SOURCE, KNOWLEDGE SHARING & COMMUNITY BASED APPROACH.

BLUE_BOOST project’s specific objectives are:

To stimulate and guide INNOVATION CAPACITIES OF BLUE SECTORS MSMES/START UPs of

the 7 focused Adriatic-Ionian marine/maritime clusters2;

To TEST A TRANSNATIONAL INNOVATION VOUCHER SCHEME to fund innovation and

transnational/cross-sectoral cooperation development of Blue sectors MSMEs/START UPs of

the 7 focused Adriatic-Ionian marine/maritime clusters;

To promote A TRANSNATIONAL INNOVATION NETWORKING STRATEGY and related JOINT

ACTION PLAN TO SUPPORT TRANSNATIONAL COOPERATION AMONG MARINE/MARITIME

STAKEHOLDERS of and beyond the 7 involved Adriatic-Ionian territories.

Main expected project results include:

The increase of common awareness and understanding among the 7 involved maritime

territories about the competitive advantage of Blue Growth and its potential market

opportunities

Enhancement of the competencies/skills to increase the value of their own products and/or

services, or the start-upping, diversification on emergent Blue market segments of the

involved Blue MSMEs/START Ups

The INCREASE OF INTERCLUSTERING, EXPORTING AND INTERNATIONALIZATION CAPACITIES

of the 7 focused ADRION MARITIME CLUSTERS together with the capacity of local BLUE

MSMEs/Start-Ups to UTILIZE, TRANSFER AND ACQUIRE KNOWLEDGE bridging over the

geographical barriers

new materials,..) TO BUILD NEW CROSS-SECTORAL and CROSS-BOUNDARY VALUE CHAIN,

jointly address future challenges, supporting benchmarking and learning through the open

source, knowledge sharing &community based approach

The main action of the BLUE_BOOST project is the B_B TRANSNATIONALPILOT ACTION. It is the

pilot action dedicated to design and realize (with an external evaluation for improved replicability)

the BLUE-BOOST TRANSNATIONAL INNOVATION VOUCHER SCHEME. It is composed of a unique

transnational call for projects proposals to be granted with innovation vouchers (max 10.000,00

euro) to be launched in all the 7 PPs’ areas: about 35 vouchers are allocated to MSMEs & Start-Ups

wishing to improve their position all along the value chains of Blue Economy thanks to

knowledge/technological skills provided by knowledge providers: Research, Development &

Innovation bodies, skilled enterprises and NON INSTITUTIONAL NEW INNOVATION AGENTS (ANNEX

1).

The BLUE_BOOST transnational pilot action aims at:

reducing barriers to Blue MSMEs’s capacity to develop

organizational/technological/marketing innovation and then market new

products/services;

promoting & improving knowledge transfer from KPs to SMEs,

building relationships between KPs themselves leading to transnational long-term

partnerships.

1. OBJECTIVE

The BLUE_BOOST project is launching a transnational Call for Expressions of Interest (Call for EoI)

of Knowledge Providers (hereinafter BLUE-BOOST KPs EoI) through PPs in all the ADRION eligible

territories3 (even those ones not involved in the project) in order to develop a database with all

possible relevant knowledge/technology providers to be chosen by the vouchers applicants (Blue

sectors MSMEs/STARTUPs of involved territories4). The KPs EoI will remain open until the end of the

project (the project will be closed by October 2019 with the possibility of extending such deadline to

April 2020) and the final database is put at disposal of any private/public organization, even from

outside ADRION area, requesting for a membership to the B_B Network, which will give them the

opportunity to access this treasure of thematic knowledge on Blue Economy and Blue Growth

together with the contacts of other stakeholders in the field. This database - published on the

BLUE_BOOST Cyber Space – represents, indeed, the primary stakeholders to be invited to join the

BLUE_BOOST transnational networking strategy and community.

It is foreseen that the Knowledge Providers registered in the BLUE_BOOST Knowledge Providers

list (Knowledge Providers Database) will have the opportunity to:

I. Gain the visibility at transnational level and broaden their professional network through the

BLUE_BOOST Cyber Space, an innovative and interactive open space platform, where their

profiles will be published and promoted among blue SMEs community;

II. Take advantage of the networking opportunities organized by the project;

III. Jointly prepare and present innovation-driven project proposals in collaboration with Blue

SMEs/ Start-ups to be awarded with BLUE_BOOST Innovation Vouchers. A total amount of

350.000€) will be allocated to, at least, 35 projects, for funding the services provided by

involved KPs, who will support the SMEs in identifying solutions and engage in innovation

process. The beneficiaries will be SMEs/Start-ups operating in blue growth sectors (fishing,

aquaculture, coastal and maritime tourism, shipbuilding, blue biotechnologies etc) in

collaboration with New Innovation Agents. After evaluation, at least 5 Innovation projects

will be selected in each pilot region and granted with innovation vouchers up to 10.000€

each one. Selected innovative projects will need to be implemented within six months. After

successful realization of each innovation project, the Knowledge Provider will be paid off for

the amount reported on the Voucher by the pilot partner who is responsible for the territory

where the SME/ Start-up involved in the project is located.

The Knowledge Providers will thus, support the implementation of an Innovation Voucher

mechanism by assisting SMEs/ Start-ups from the Adriatic Ionian Regions involved in the

BLUE_BOOST project activities and operating in the blue economy and blue growth sectors, to

generate new ideas, test new products, processes, services, business models and marketing

strategies.

The support of Knowledge Providers will focus on strengthening traditional and emerging

economic activities related to the maritime economy with innovative business ideas, through

transferring of knowledge and breakthrough solutions to blue SMEs/ Start-ups and through

identification and sharing of innovative experiences, such as spatial cross-sectoral collaboration

(where inter-sectoral innovation has special conditions to occur: incubators, fab labs, co working

spaces etc.).

2. SHORT DESCRIPTION OF VOUCHER SCHEME

i. Knowledge Providers (KPs) are invited to submit the EoI (online Application Form) and

accompanied documents (mentioned in point 3.2) in order to be evaluated. KPs submitted

applications are evaluated by project partners in base of the selection criteria mentioned in

section 3 below. Every partner is responsible for KPs from the following countries/regions:

- CROATIAN CHAMBER OF ECONOMY – ZADAR COUNTY CHAMBER (Croatia) KPs from Croatia

(2 eligible regions: Jadranska Hrvatska, Kontinentalna Hrvatska), Slovenia (2 eligible regions:

Vzhodna Slovenija, Zahodna Slovenija), Bosnia and Herzegovina (the whole country is eligible),

Montenegro (the whole country), Serbia (the whole country)

- UNIVERSITY OF CAMERINO (Italy) KPs from the Italian regions Abruzzo, Emilia-Romagna,

Umbria and Marche

- THESSALONIKI CHAMBER OF COMMERCE AND INDUSTRY (Greece) KPs from the Greek

regions Anatoliki Makedonia – Thraki, Kentriki Makedonia, Dytiki Makedonia, Thessalia, Ipeiros,

Voreio Aigaio

- CENTRAL EUROPEAN INITIATIVE – EXECUTIVE SECRETARIAT (Italy) KPs from the Italian

regions/provinces Provincia Autonoma di Trento, Provincia Autonoma di Bolzano/Bozen, Veneto,

Friuli-Venezia Giulia, Lombardia

- ALBANIAN DEVELOPMENT FUND (Albania) KPs from Albania (the whole country is eligible)

- PATRAS SCIENCE PARK S.A. (Greece) KPs from the Greek regions Ionia Nisia, Dytiki Ellada,

Sterea Ellada, Peloponnisos, Attiki, Notio Aigaio, Kriti

- APULIA REGION (Italy) KPs from the Italian regions Molise, Puglia, Basilicata, Calabria, Sicilia

ii. KPs should be located (with a legal or operative seat/branch) in one of the eligible ADRION

areas.

iii. If the evaluation result is positive, the KP is registered in the online ‘’Knowledge Providers

Database’’. Its profile and communication details are public and available to Blue SMEs/Start-

ups seeking for collaboration in elaborating innovation projects. SMEs/ Start-ups from the

blue sector and located in pilot partners’ areas, need to select a KP registered in the

Database. SMEs/Start-ups, in collaboration with a KP (the KP will be asked to sign the project

proposal in order to validate it and declare its availability for the collaboration envisaged by

the proposal), are invited to submit blue-innovation project proposals in the framework of

the BLUE_BOOST Transnational Call for Innovation Vouchers launched and promoted in all 7

pilot areas. The Call will be open for 3 months.

iv. Blue-innovation project proposals are evaluated at regional level by Selection Boards. Boards

are composed by Local Innovation Committees members (specialists in blue-growth and

trans-sectoral innovation), project partners and regional stakeholders. Each Pilot Partner has

50.000€ for allocating at least 5 vouchers up to 10.000€ each one. Awarded SMEs/ Start-ups

and their KPs are given 6 months to conclude projects. Monitoring visits are realized during

awarded projects’ implementation to highlight workflow and possible problems.

v. After successful realization of each innovation project, certified by relevant Local Innovation

Committee, the KPs are paid off for the amount reported on the Voucher by the pilot partner

who is responsible for the territory (ADRION region) where the SME/ Start-up involved in the

project is located.

3. APPLICATION PROCEDURE AND SELECTION CRITERIA

Interested individuals and organisations that wish to candidate as potential Knowledge Providers

(KPs), should access the online Application Form available on the portal -

https://blueboost.unicam.it/ . They are invited to submit their Expression of Interest (EoI) and

thus create their profile in the BLUE_BOOST Knowledge Providers Database, so that blue growth

sector SMEs/Start-ups interested in presenting innovation projects, to be granted with Innovation

Vouchers, can be informed about their expertise and contact them before applying.

Applications must be submitted in English. Applications in other languages will not be accepted.

In order to apply, the knowledge provider aspirants must take account of the following selection

criteria described in section 3.1.

3.1. ELIGIBILITY OF KNOWLEDGE PROVIDERS

To be included in the transnational list of BLUE_BOOST Knowledge Providers, applicants shall be:

o one of the entities with independent Legal Status listed in point a

o in compliance with ALL the specific requirements listed in point b

a. General Requirements: type of Knowledge Providers beneficiaries

1) Be an economic operator legally recognised or duly licenced or authorized to render

professional services in an ADRION Programme eligible area; Or

2) Be a natural person/single expert legally recognised or duly licenced or authorized to render

professional services in an ADRION Programme eligible area; Or

3) Be a public or private Research Organisation (University, Technological Research Centre,

other research organisation) based in an ADRION Programme eligible area; Or

4) Be an entity considered as Non-Institutional New Innovation Agent (According to the list in

Annex 1) recognised or duly licenced or authorized to render professional services in an

ADRION Programme eligible area;

b. Specific Requirements

1) Must speak English fluently (for contact person/expert involved in the Service);

2) Cannot be entities, which are in financial difficulty within the meaning of EU State aid rules,

in particular Commission regulation (EU) no 651/2014.

3) Entities applying must have proven expertise in the domain of their activities. It is noted that

previous experience of collaboration with BLUE MSMEs / Start – Ups is not required.

3.2. ACCREDITATION PROCEDURE AND EVALUATION OF APPLICATION

Application Procedure:

Interested parties should apply online, by clicking on the following link to access the online

application: https://blueboost.unicam.it .

During registration, the interested parties shall be asked to declare that agree with data privacy

terms and the Declaration of Honour (Annex 2) by uploading the relevant document on the on line

Registration Form and to submit:

i. CV/Company/Organisation Resume in English language, which is significant with respect to their

skills and activities and the Objective of the call. Also information on required English language

competences must be included;

ii. A scanned copy of the Establishment Act/Statute (which can be submitted in original language)

or, in case of non existence, an official print out from the relevant Tax Authority stating clearly

their activities;

iii. A copy of the identity card of the legal representative.

Evaluation of the Applications:

BLUE_BOOST project partner reserves the right to reject any application that fails to comply with

the specifications of this Call for EoI.

Candidates Knowledge Providers will be notified about evaluation results by e-mail. In particular,

KPs will be informed by responsible Project Partner if its Application has been accepted or not, not

later than 5 working days from the submission of the application. If an application is rejected the

responsible Project Partner will explain the reasons of rejection.

Only selected Knowledge Providers may be selected by SMEs/ Start-ups for Innovation Voucher

services.

The BLUE_BOOST knowledge Providers Database will be constantly open and new knowledge

providers for Innovation Vouchers will be added regularly. The full list is available at:

https://blueboost.unicam.it .

4. APPLICATION DEADLINE

For Knowledge Providers willing to jointly draft and present innovation-driven project proposals

in collaboration with Blue SMEs/ Start-ups to be awarded with BLUE_BOOST Innovation Vouchers,

the Expression of Interest must be submitted online by 15.06.2019 (EXTENDED to 30.06.2019) at

midnight CET.

For Knowledge Providers willing to be simply registered in BLUE_BOOST online international

catalogue (Knowledge Providers Database) in order to gain visibility and have the opportunity to be

chosen as collaborators by Blue SMEs/Start-ups, regardless of project’s Innovation Vouchers

mechanism, the Call will remain open until 31.10.2019 or, in any case, till the end of the project

implementation which could be extended to 30.04.2020.

5. DISCLAIMER

By submitting this Expression of Interest (EoI), the applicant declares that: 1. The applicant is fully aware that resources of the BLUE_BOOST project, which aim to finance

Innovation Vouchers, are part-funded by the European Regional Development Fund (ERDF) –ADRION Programme and that all resources are therefore subject to the EU Structural Funds Regulations;

2. The applicant is fully aware that the participation as Knowledge provider automatically excludes the possibility for the entity representing the Knowledge Provider to present a project for the innovation voucher;

3. The information provided in the online registration form of this is accurate, sincere, complete

and correct in all its elements;

4. The applicant or any of the persons involved in the knowledge providing does not have any conflict of interest that may affect the potential performance of the Innovation voucher;

5. The applicant declares that holds all the eligibility requirements;

6. The applicant is not in one of the following situations:

i. is in bankrupt or being wound up, is having its affairs administered by the courts, has entered into an arrangement with creditors, has suspended business activities, is the subject of proceedings concerning those matters, or is in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
