WHAT IS BLSP?

Boto Lasalyano, Sulong Pilipino, is the official University wide campaign of De La Salle University that seeks to heighten the awareness and participation of Lasallians and the rest of the nation in the upcoming 2016 National Elections. BLSP started in the time of the 2001 senatorial elections, making at that time DLSU an official partner of electoral-related organizations like the National Citizens’ Movement for Free Elections (NAMFREL) and the Parish Pastoral Council for Responsible Voting (PPCRV). It has since been initiated in every election period held since. This year, Boto Lasalyano, Sulong Pilipino aims to evolve its campaign approach through strong collaboration, resource sharing and impact augmentation of the efforts of the different stakeholders in DLSU, particularly within the Student Sector.

The BLSP Collaboration Framework

Given this approach, the BLSP collaboration framework exists to facilitate partnerships, spotlight and broaden the reach of student organization initiatives for the 2016 elections, assess their impact, and consolidate the Lasallian Community’s knowledge and political acumen.

The Central Committee

The BLSP Central Committee’s role is to act as a streamlining, consolidation and assessment

body for the entire Boto Lasalyano, Sulong Pilipino campaign.

The primary highlight of BLSP will be the different efforts and initiatives of DLSU organizations and

sectors relating to the 2016 Election. Thus, the Central Committee has set out the following

responsibilities for itself in order to ensure the success and maximized impact of these efforts,

fulfilled by the different committees under the CenComm

HISTORY AND BACKGROUND

Boto Lasalyano, Sulong Pilipino, is the official University wide campaign of De La Salle University that seeks to heighten the awareness and participation of Lasallians and the rest of the nation in the upcoming 2016 National Elections. Boto Lasalyano, Sulong Pilipino started in the time of the 2001 senatorial elections, making at that time DLSU an official partner of electoral-related organizations like the National Citizens’ Movement for Free Elections (NAMFREL) and the Parish Pastoral Council for Responsible Voting (PPCRV). The program has continued to evolve during every election period it has been initiated, particularly during the 2010 National Elections, which saw a large majority of Lasallians registered and mobilized for election activities as well as the prominent, nationally-broadcasted 2010 Presidential Youth Forum as initiated by the University Student Council in cooperation with the ABS-CBN News Channel. Believing in the power of the Filipino youth and their capability to become catalysts of change, Boto Lasalyano, Sulong Pilipino seeks to mobilize Lasallians in different activities that will involve them in the national elections. This year, BLSP has adopted three main goals;

(1) Encourage Lasallians to become registered voters

(2) Provide comprehensive and objective voters’ education so Lasallians and the Filipino youth will cast well-informed votes, that are in and platform – based and;

(3) To encourage Lasallians to be involved as volunteers that will advance the

cause of a just, fair and honest election.

Phases of Action

Phase 1: Voter Registration Continue the voter registration effort initiated during the third term of A.Y 2014-2015 in partnership with the Commission on Elections with the goal of reaching 95% Eligible Voter’s Registration as a key performance indicator. Phase 2: Voter Education A multisectoral effort for the formation and execution of a comprehensive voter education campaign, highlighting platform and issue based facets of candidates and parties in the national election. Key performance indicator shall be a 70% capacity attendance average of planned events and a to-be-determined social media engagement percentage. Phase 2 shall be composed of a consolidated lineup of efforts and programs of the different sectors and organizations in the University. The BLSP Central Committee shall foster cooperation and sharing of resources, as listed below. Phase 3: Mock Election

Providing emphasis to the value of the Lasallian Vote, a mock election shall be scheduled weeks prior to the May 9, 2016 election in order to engage the student body in a simulated voting process. Phase 3 KPI shall be an 80% turnout of the total undergraduate student body. Phase 4: Lasallian Volunteerism With the philosophy that Lasallian participation should not be limited merely to participation as voters in the elections, phase 4 of BLSP shall mobilize the Lasallians in election monitoring through different NGOs and volunteer programs,

PROGRAM-WIDE INITITIVES

• Research and analysis program including frequent student opinion polling and other election-related surveys. Gathered data shall be open source. Focus area on impact assessment of the BLSP program through measurable metrics.

• Political analysis campaign and publications to highlight issue and program based aspects of the election (“siphoning out” personality politics) through dissemination of material such as candidate platform analysis, party backgrounds and news clippings.

• Strong integrated marketing campaign in order to highlight BLSP initiatives and publications through social media channels and the BLSP website as well as to efficiently disseminate voter education material and other relevant information.

PROVISIONS FOR PROGRAMS AND INITIATIVES

• Highlighting of initiatives through BLSP Integrated Marketing Campaign

and social presence in order to ensure success of programs. • Access to BLSP Media Partners (official partner of ABS-CBN) for

coverage of events and initiatives. • Provision of assistance in logistical requirements • Access to consolidated network of contacts including candidate and party

offices, press, think tanks, research groups and others. • Activity processing and other administrative assistance (inclusion in

integrated BLSP GOSM and calendar) • Access to supplementary funding for initiatives • Use of BLSP Research and Analysis committee and access to gathered

data
