Blackwater Agency understands that excellent security cannot be priced at a level that would compromise the integrity or quality of the security services. Therefore, our billing rates are “realistically” priced in order to provide a service that our company and our clients can be proud of. We provide all management, supervision training, manpower, material, supplies, equipment, scheduling, and assure effective performance of all services described.

Before starting our security services, a detailed Standing Operating Procedures will be designed with both parties to discuss all job duties and rules.

A Supervisor will be available for your property 24 hours a day, 7 days a week and will be on property at least once per shift every day. The road supervisor is responsible for initial training and quarterly training as well as unscheduled checks on officers and reviewing all reports.

Spot checks are conducted based on the client’s needs and recommendations. We understand the importance and the role spot checks can have in your security plan. Each report will be done on a timely basis based on the need of your site and location. Security officer will tour around the property, check doors, and secure the facility.

The security officer will arrive on your property for an inspection using our Guardlocate system. Spot checks are a great alternative for limited budgets, and unique time constraints. Allow Blackwater to explain how spot checks can not only increase security presence, but reduce crime through our unique program.

GuardLocate Spot Checks

Any issues found are documented by the officer in an incident report if needed. A picture of the incident will be taken for both your records and ours. Spot checks can also be used to conduct and monitor property maintenance reporting, randomly through the day or evening based on the client’s needs. Guardlocate also features a parking violations section with the ability to print violations if needed.

When a violation is submitted, an email is automatically sent to our client. Spotchecks can be used to monitor, enforce, and correct parking issues in your community or business.

Guardlocate Overview

Guardlocate Security System manages a variety of important security officer responsibilities within one application and utilizes a variety of technologies including QR codes, Image capture, GPS Geofencing, GPS location, Reporting and Digital Timeclock to facilitate and validate all security officer’s duties.

Guardlocate is an integrated application that runs on Android and iPhone Operating Systems, which allows to do a multitude of tasks such as service calls, track officers, manage alerts and create reports on smartphones even without any signal.

Guardlocate is a Green Solution and maintains all records paperless, eliminating time-consuming storage and retrieval of documents and reports, while protecting employees and the property from liability.

You can be anywhere in the world with a computer that is online or from your smart phone and view any of these reports with just your username and password. Although you can print any of these reports at any time, we ask you to please consider our environment before printing.

Guardlocate contains several features but does not charge per each one of them, like other companies do. The simple icon based design makes Guardlocate more user-friendly, cost-effective and much more economical than a combination of individual or a “charge by module” system. We also include the use of our Windows based software (ADAM-602) if needed, and at no additional cost to you.

Through the administration portal, you can tailor the system configuration to match the exact needs of each client along with giving each one of your clients their own username and password where they can access all of the information and reports. Management/Dispatch is able to track employees graphically on a map at all times, generate specific reports of the officer within a 5 foot area with a time stamp, and be able to view when a guard trips a geofence alert.

Using an i-button (RFID) system is how clients and owners of security companies verify if an officer was doing their “rounds” of a property, but it has various disadvantages. This system requires that a supervisor download and read the data from the wand. Also, the i-button system has a large availability of actual i-buttons themselves so an officer can just search on the internet for i-button systems, order his own set of i-buttons that match the ones that are on the post, and then sit at his desk running the wand over his own collection of i-buttons. The solution to this is the Guardlocate Tour Verification System.

Guardlocate uses simple QR Code labels that are scanned with an Android or iOS running the Guardlocate software. Guardlocate creates a GPS stamp of each and every time the Guardlocate code is scanned and is sent to the server immediately where it is instantly viewable by your client from their own client account page. Included are GPS links to satellite maps showing a marker of where the guard was exactly at the time of the Guardlocate scan. Furthermore, the Guardlocate system sends out an email to each one of your clients every morning with the activities from the past 24 hours of all the Guardlocate scans of their property only.

How the Guardlocate System works:

When the guard scans a location, a GPS stamp is created so there is absolutely no way a guard can manipulate the location of the scan entry. If the client wishes to verify the Guard-locate tour scan location, all they need to do is click to the right of the report entry under the “Options” header where it says “Map” to view the exact location where the entry was made via a satellite map that can be zoomed in for a location within 10 feet.

The ACTIVITY REPORT feature was designed for standing guards who require to submit their reports at the end of their shifts to the property management immediately. This feature allows an officer to create, save and update multiple reports at the same time. The Activity report can also be used by officers that patrol multiple properties during one shift, because it was designed to be quick and efficient

In the first screen, the officer would select the account they wish to create a report for. Once the activity report screen appears on the device, the officer would enter in the date of the report, start and end of their shift and leave the “Default Account Email Address” checked or choose from the list of available recipients.

This is done once for every report, when first creating the report, then the following would be done every time a report is updated with new duties or information. Next, the officer would select the “Observations/Activities” button and/or the “Points of Contact” button which would open a popup screen where the officer can choose from a list of observations and activities or contacts that he has encountered.

Next, the officer would click on the “current time” button to enter the time of the activi-ty that he is performing at that moment, click on the “Activities” button to add an activity from a popup list of options, select the activity, and then save the newly entered information (Screenshot 3). If an officer needs to add any details to the activity from the drop down list, they could add information in the comments box just below the activities button.

Patrol report

The PATROL REPORT feature is for an Officer to keep track of multiple properties that they have in a patrol route, and then submitting them at the end of their shift to the property management instantly.

An email notification is sent with a link to the report or they can view from their personal client portal that shows a complete list of all reports created for their property.

The following is how this feature is used:After the employee selects “Patrol Report” from the main screen, the officer will have to click on the lower left bottom “menu” icon from their Android phone and a gray menu bar would appear on the screen where they would select. The above screenshot is where the officer would select the account they wish to create the report for. Patrol Officers would enter any information on the screen below.

Next the officer would enter in any comments or specific duties they performed throughout their shift along with any details. Although the area in the screen shot shown (right) may appear to be small, there is no limit to the amount of text that can be entered into this area. After saving report, it will appear on the main activity screen.

The patrol officer can enter as many reports as needed from the main patrol feature screen, select a report to update and add more information throughout their shift. For a guard or patrol officer to submit a report, all they have to do is select and hold the desired report to be submitted until a “Select Action” window pops up where the officer would select the desired action.

As each report is successfully submitted, a blue confirmation window will popup stating successful submission and that particular patrol report will be removed from the list of open reports.

incident reports

The INCIDENT REPORT feature is for keeping track of any incidents that may happen at a particular property and where an insurance company, corporate office, management company, police department, etc., may need specific information as to what happened and the contact information of those involved. Security Guard or Patrol Officer enters information from the mobile device as shown in the example:

1. There are 3 subject areas which are selected by touching the desired subject2. When submitted, an email gets automatically sent to your client.3. In the email there is a link to a web version of the report issued for your client to see and print.

These reports are saved in the database and are always available for you to review and print. This is practical because this information will be needed in the future. Instead of searching through boxes of paper reports, you can now peform a search on the Guardlocate program, print out the desired report and send it to the requesting party, all in about a minute.

maintenance reports

Finally a way for security to help property management maintain their properties by reporting maintenance issues with exact accuracy. When your officers are touring a property and they find any type of maintenance issue such as a broken gate, lights out, grafitti/vandalism, etc, they would select the maintenance feature from Guardlocate, fill out the required information, take a picture of the issue and submit the report, all in less than a minute, and with a GPS location marker for the report.

From a report, you can see a picture of the maintenance issue, image can be enlargened, a satellite map of the exact location of the issue with zoom capabilities, and information that was taken at the time the report was created. When the report is submitted, your clients will receive an email as shown below. This report would also be available from your client’s account access page.

REALTIME UNIT LOCATIONS MAP & SATELLITE VIEW

Lastly, our “unit tracking” function allows you to track all of your employees and see all of your units graphically on a map or a gps map view. Units are shown as patrol cars and your accounts shown as a star icon.

This feature can be accessed anyplace in the world as long as you have an internet connection and a web browser as all of the “Admin” functions can be accessed this way without having Guardlocate installed on to the computer.

Your clients will be very satisfied by knowing you are doing a good job of observing their property and it’s status, not to mention the detailed and unparalleled quality of the reports. From a report, you can see a picture of the maintenance issue that you can click on to see a larger image, a satellite map of the exact location of the issue with zoom capabilities, and information that was taken at the time the report was created.

parking violation

Security Officers now have the ability to enter violations, and print them if needed, besides get search results in real time, without using a computer. Clients will also enjoy the simplicity of this feature: they receive an email with a link to a web version of the permit for your client to see, automatically every time an agent submits a report. Reasons our clients have told us why they like our parking violation feature:

1. No more upset property owners calling to get information on a vehicle that was towed, and the copy of the citation not being dropped off yet because the shift is not over, or they have not been delivered to property management yet.2. The property management being able to review what is going on with their parking situations instantly.3. The property management being able to share these records by forwarding the email notification or having multiple email recipients for any account.4. Being able to see the violation from the attached picture.5. Security Company Management can access information through smart phone of computer without having the need to drive over. 6. Being able to pull up records of repeated violators in an instant.7. Saving office space by having citations on the computer instead of storage boxes.

Although agents can print notices via Bluetooth, the Guardlocate parking violaton feature allows clients view the violation results anytime from their “Client Access Page”

Time Clock Feature

The TIME CLOCK feature is ideal for:• Keeping track of a guards hours without having to drive to each account location.• Making sure that someone else is not signing in for the guard on duty.• Verifying that the guard is in proper uniform.• Verifying location at the start or end of their shift.

To accomplish all of the above, after a guard logs into the GT3 System with their user name and password, they would push the lower left bottom “menu” icon from their Android phone and a gray menu bar would appear on the screen where they would select the “Time Clock” feature.

The next screen that would appear would ask that they verify the following information such as: • Officer Name / I.D. • Current Date • Current Time • Then ask to Start or End Shift

If a Guard were to disagree with any of the information shown, they are instructed to contact their supervisor immediately to notify them of this problem and select cancel to close without clocking in or out.

The Guardlocate clock function is updated via the The U.S. Naval Observatory Atomic Clock and is accurate to 10 nanoseconds (10 one-billionths of a second) every year. When an employee “clocks” in our out, a GPS stamp is also taken of the employee’s location at the time the employee “selects” start or end shift.After the employee selects to either start or end their shift, the camera function will commence, and depending on if you have a forward facing camera (Moto Atrix, Galaxy, Thunderbolt, etc.) or a rear facing camera, the employee faces it toward themselves so that when the report is generated, there will be photo proof of the employee being on the property at that precise moment.

Field interviewsThe FIELD INTERVIEW (F.I.) feature is for keeping track of any suspicious contacts or troublemakers that may be encountered on your property for future reference. To use this feature, first the Security Guard or Patrol Officer enters FI information as shown below: then to add a photo to the FI report, the officer would simply click on the lower left bottom “menu” icon , then select “camera attach” (the camera function would start), then click the “snap” bar at the bottom of the screen to add the photo.

When submitted, an email is automatically sent to your client. In the email there is a link to a web version of the report issued for your client to see and print. The “FIs” are also great for warning trespassers that they will be arrested the next time they are caught on a clients property.

Receive service calls

When a dispatcher or designated person who answers your company phone wishes to “Add A Call For Service”, they would start by clicking on the “Add Calls For Service” button from the Dispatch index screen, then they will be taken to the “call for service” screen shown below:

Also when the dispatcher submits a call to a unit, the program automatically sends the address of the call to the units that are in the “Primary Unit” and the “Unit To Assist” fields of the “Call For Service” dispatcher screen. Once a call is sent to a unit and unit to assist if any, a popup screen would appear and display the pages shown below for either the Windows version or Guardlocate Android/iOS version.

There would also be an audible alarm that lasts about 1 second to notify the field unit that there is a call for service or a change to the call for service they originally received.

If a call is updated by the dispatcher or office personnel, the call is resent to the officer/guard, and the officer/guard to assist if any, along with any changes to the location of the call for the GPS function while sounding the audible alarm once again.

Sample Service Agreement

The Agreement is made this 17 day of February 2014, between Blackwater Agency, INC, herein after referred to as “BLACKWATER”, and _______________________ located at __________________ herein referred to as “THE CLIENT.”

TERM OF THE AGREEMENT: This Agreement shall become effective as of the latest date it is signed by both parties here to (the “Effective Date”). The “Commencement Date” of the Term shall be the first date that BLACKWATER Provides services to the Client, and thereafter the Term of this Agreement shall continue for as long as the client deems. Either party reserves the right to provide at least 30 days advance written notice of its intention to cancel this Agreement.

SERVICES: In accordance with the specifications attached to and made a part if this agreement, BLACKWATER agrees to provide uniformed security personnel, fully licensed by Florida Department of State under the provisions of Chapter 493, and to provide the equipment needed to perform at the client’s premise(s) located at: PROPERTY ADDRESS

During the term of this contract and any extension or renewal of this contract, client agrees to exclusively use BLACKWATER and agrees to furnish such service as described herein, client agrees to pay, BLACKWATER for the service and, equipment provided to client at the following rates, plus all applicable sales, use and similar tax.

Sample Service Agreement

Client will notify BLACKWATER by fax or email, as additional service is needed. Holiday rate (time and one half of regular rate) will be billed on the following legal holidays: New Years Day, Memorial Day, Labor Day, Independence Day, Thanksgiving and Christmas Day.

Overtime rate shall apply to all additional hours of service when requested by the client with less than (72) hour’s prior written notice. The above specified rates will remain in the in effect and will be subject to adjustments because of any change of any federal state or municipal law administrative regulation or collective bargaining agreement that requires of change of work hours, wage rates, working conditions or other costs of fulfilling this agreement.

In such event, BLACKWATER shall give the client a written notice of changes in rates to be charged and the effective day and date of the change at least (60) days sixty in advance as well as the effective day of the change.

PAYMENT:A late payment made after (30) days to BLACKWATER will be charged a late fee in the amount of 5.5% of the invoice amount. Client agrees to pay reasonable attorney fees and all other costs of collection that may be incurred by BLACKWATER to collect any regular mail to the address in the paragraph above, and shall be due and payable upon receipt without off set or abatement.

The client must notify BLACKWATER in writing of any dispute regarding the invoice amount within thirty (30) days from the invoice date setting forth the specific items in dispute; otherwise all disputes and defenses will be deemed waived.

EMPLOYEES:Personnel provided by BLACKWATER shall be BLACKWATER employees and not employees of the client. BLACKWATER is solely responsible for payment of all wages and all social security unemployment and similar taxes applicable to the performance of services by such employees. In compliance with the foregoing and BLACKWATER affirmative action plan, employees providing the service hereunder will be assigned regardless race, age, sex, nationality, or handicap conditions that do not impair job performance and/or covered veteran status.

Client shall have the right to approve or disapprove any security personnel assigned by BLACKWATER hereunder as long as such right is exercised reasonably and not in violation of federal state or local law or regulation. BLACKWATER will perform background check on any and all employees that will work on the CLIENT property .The employee must have no criminal record.

HIRING:Client agrees that it will not directly or indirectly hire or employ any BLACKWATER personnel in any security position for one year after the termination of employee’s assignment to Client.

Sample Service Agreement

INSURANCE:BLACKWATER shall at all times maintain a $2-Million General Liability Insurance Policy and warrants that it has a comprehensive program of insurance that covers liability of personal injury of BLACKWATER personnel (including body injury, assault and battery, false arrest, libel, slander and similar torts) as well as damage to property and insurance of worker’s compensation as required by statute including employer’s liability coverage and legal liability coverage for dishonest acts of BLACKWATER employees

LIABILITY:Client acknowledge that BLACKWATER is not an insurer so the amount payable to BLACKWATER by the client are based upon the value of services offered and the scope of liability undertaken and that such amounts are not related to the value of client’s interest being protected or of client’s property or the property of others located in or about client’s premises.

Accordingly BLACKWATER makes no warranty express or implied that the services it furnishes will avert or prevent occurrences or the consequences therefore which may result in loss or damage. Client agrees that BLACKWATER shall not be liable for any of client’s losses or damages to person or to property caused by performance or non-performance of obligations imposed by this agreement unless such loss or damage was caused by BLACKWATER gross negligence or intentional conduct.

If client request of security personnel to operate any vehicle during the course of their duty other than a personal vehicle that belongs to such security personnel or one supplied by BLACKWATER client agrees to indemnify and defend BLACKWATER against any claims, losses or other expenses that may arise from the use of said vehicle.

The service provided under this agreement is solely for the benefit of client and neither this agreement nor any other service rendered hereunder shall be deemed to confer any right on any other as a third party beneficiary.

The obligations of either party hereunder shall be suspended during any period where performance is prevented by acts of God, war, riots, strikes, governmental orders or similar occurrences beyond the party’s control.

CLAIMS AND ACTIONS:Client shall give written notice to BLACKWATER by registered or certified mail of any claim or potential claim out of or relating to this agreement within sixty (60) days following the day and date of the occurrence giving rise to such claim or potential claim.

Such claim shall contain sufficient information as to the time; place, nature and extent of such claim or potential claim as will enable BLACKWATER to be properly advised and make a reasonable assessment thereof.

Sample Service Agreement

AMENDMENTS:The daily schedule of staff assignments, to patrol inspections and other services may be changed from time to time upon oral or written notice by client and with the written approval of BLACKWATER. Other amendments to this agreement must be in writing and signed by the parties hereto. If at client’s request, a BLACKWATER Employee under takes duties other than agreed to by BLACKWATER Client shall be solely responsible for indemnify, and defend BLACKWATER against any claims, losses or other expenses arising therefore.

EARLY TERMINATION:Client may terminate this agreement at any time and without cause, by providing BLACKWATER with 30 days prior written notice of its intention to terminate this Agreement.Agreement termination or expiration will not terminate or affect any of the party’s obligations or liabilities to the other party, which may accrue before such termination or expiration.

ENTIRE AGREEMENT:This agreement constitutes the entire agreement and understanding between the parties and no representations, inducements, promises or agreements or otherwise between the parties not embodied herein shall be of any force and effect.

ASSIGNMENT:This agreement is not assignable by client without the prior written consent of BLACKWATER In witness whereof the parties by their duty-authorized representatives herewith accept this agreement and the terms.
