A. Introduction

1. Title: Blackstart Capability and Blackstart Resource Testing Plan WECC Criterion 2. Number: EOP-007-0-WECC-CRT-1.1

3. Purpose: To establish:

1) a Blackstart Capability Plan pursuant EOP-007-0, (the Blackstart Capability Plan is not a system restoration

plan);

2) a set of consistent, minimum test requirements for Blackstart

Resources; and

3) Reliability Assurer (WECC) compliance with EOP-007-0 addressing establishment, maintenance and documentation of a regional Blackstart Capability Plan.

Portions of this Regional Criterion were developed pursuant to North American Electric Reliability Corporation (NERC) Reliability Standard EOP-007-0. Violation of this criterion may result in a violation of NERC Reliability Standard EOP-007-0. Violation of NERC Reliability Standard EOP-007-0 may result in financial penalties imposed by NERC.

4. Applicability:

5. Background:

This criterion is designed to: 1) establish a WECC Blackstart Capability Plan (BCP) as part of an

overall regional coordinated system restoration plan, per NERC Reliability Standard EOP-007-0;

2) create a consistent, minimum test requirement for Blackstart Resources; and

3) meet the “fill-in-the-blank” requirements associated with WECC in its role as the Regional Reliability Organization (RRO) identified in EOP-007-0. This criterion is not designed to create a system restoration plan; it is a single component of a system restoration plan.

In Version 3 of the NERC Reliability Functional Model (Model), the RROs were considered one of the Reliability Services Functions. The “Regional Reliability Assurance Function” and the corresponding “Regional Reliability Organization Entity” were changed to “Reliability Assurance Function” and “Reliability Assurer Entity” in Version 4 of the Model. Along with the name change included in Version 4, the graphical depiction of the model moved the RRO from the Reliability Services to the Standards and Compliance Functions (see Model, Version 4, Page 7). These changes were adopted and carried into the current Model, Version 5. The WECC Procedure for Regional Blackstart Capability Plan dated February 6, 2009 described the RRO role in EOP-007, R1 as being performed by the WECC Operations staff and the Reliability Coordinator. The WECC publication “WECC Power System Restoration, Restoration Concepts” dated July 7, 2009 indicates the WECC Reliability Coordinator System Restoration Plan summarizes…the restoration plans of each Balancing Authority and Transmission Operator within WECC. When the term Blackstart Capability Plan (capitalized) is used in this document, it refers to this criterion designated EOP-007-WECC-CRT-1.

B. Requirements and Measures:

WR1. The Reliability Assurer (WECC) shall create and maintain a WECC Blackstart Capability Plan Database comprised of all Blackstart Resource information reported by the Generator Operator to the Transmission Operator on the Blackstart Resource Identification and Testing Form (Attachment A of this criterion), for use in the WECC system restoration plan.

WM1. The Reliability Assurer (WECC) shall have and provide upon request, evidence that its Blackstart Capability Plan Database (comprised of data compiled from Attachment A forms maintained in accordance with WR1 of this criterion and collected in accordance with this criterion) matches the Blackstart Resource list provided by the Transmission Operator.

WR2. The Reliability Assurer (WECC) shall instruct the WECC Control Work Group,

or its successor, to review this criterion at least every five years after its effective date and report any required changes to the Reliability Assurer.

WM2. The Reliability Assurer (WECC) shall have and provide upon request,

evidence of communications in any form indicating that it instructed the WECC Control Work Group, or its successor, to cyclically review this criterion in accordance with WR2, at least every five years after its effective date, for the purpose of addressing required changes reported to the Reliability Assurer.

WR3. The Reliability Assurer (WECC) shall file or cause to be filed a WECC

Standards / Regional Criterion Request Form, or its successor, to initiate any changes to this criterion. WM3. The Reliability Assurer (WECC) shall have and provide upon request,

a WECC Standards / Regional Criterion Request Form, or its successor, in accordance with WR3, stating the requested changes to this criterion, as evidence that changes to this criterion have been initiated.

WR4. The Reliability Coordinator shall, as part of creating a Reliability Coordinator

Area system restoration plan, review the content of the Blackstart Capability Plan Database, along with each system restoration plan provided by the Transmission Operators, to verify that each Blackstart Resource functions as intended within the Reliability Coordinator Area system restoration plan.

WM4. The Reliability Coordinator shall have and provide upon request, evidence that, as part of creating a Reliability Coordinator Area system restoration plan, it reviewed the content of the Blackstart Capability

Plan Database along with each system restoration plan provided by the Transmission Operators, to verify that each Blackstart Resource functions as intended within the Reliability Coordinator Area system restoration plan, in accordance with WR4.

. WR5. The Reliability Coordinator shall verify for each Blackstart Resource included

in the Reliability Coordinator Area system restoration plan, that use of the Cranking Paths, number, size, and location of Blackstart Resources meet the regional Blackstart Capability Plan requirements.

WM5. The Reliability Coordinator shall have and provide upon request,

evidence that it verified the use of the Cranking Paths, number, size, and location of Blackstart Resources included in the Reliability Coordinator Area system restoration plan, and that those features verified met the regional Blackstart Capability Plan requirements, as required in WR5.

WR6. The Reliability Assurer (WECC) shall coordinate the development, reviews,

and updates of the Blackstart Capability Plan with each adjacent Regional Reliability Organization (RRO), by including each adjacent RRO in the notification process required by WECC for purposes of developing and approving WECC Criteria specific to the Blackstart Capability Plan, and by making the content of the Blackstart Capability Plan Database available to adjacent RROs, upon request.

WM6. The Reliability Assurer (WECC) shall have and provide upon request,

evidence that it included each adjacent RRO in the notification process required by WECC for purposes of developing and approving WECC Criteria specific to the Blackstart Capability Plan, per WR6, and by making the content of the Blackstart Capability Plan Database available to adjacent RROs, upon request.

WR7. Each Transmission Operator shall have a written Blackstart Resource

agreement(s) with the Generator Operator containing, at a minimum, each of the following: 1) Identification of each generating unit jointly designated by the parties

as a Blackstart Resource for purposes of the Transmission Operator’s system restoration plan.

2) Procedures or protocols specifying the terms and the conditions of the

agreement(s) between the Transmission Operator and the Generator Operator.

3) Requirement(s) to complete corrective action plans due to a failed test

as identified in Attachment A, and a requirement(s) to retest within 90

days or as agreed to by the Transmission Operator.

4) Agreement that a failure to implement the corrective action plan for a

failed test as identified in Attachment A, and failure to successfully complete the retest within 90 days will result in the loss of Blackstart capability status.

5) Any additional Blackstart Resource testing requirements agreed to by

the parties.

WM7. Each Transmission Operator shall have and provide upon request, evidence of a written Blackstart agreement(s), in accordance with WR7, between the Transmission Operator and the Generator Operator containing, at a minimum, each of the following:

1) Identification of each generating unit jointly designated by the

parties as a Blackstart Resource for purposes of the Transmission Operator’s system restoration plan.

2) Procedures or protocols specifying the terms and the conditions

of the agreement(s) between the Transmission Operator and the Generator Operator.

3) Requirement(s) to complete corrective action plans due to a

failed test as identified in Attachment A and a requirement(s) to retest within 90 days or as agreed to by the Transmission Operator.

4) Agreement that a failure to implement the corrective action plan

for a failed test as identified in Attachment A, and failure to successfully complete the retest within 90 days, will result in the loss of Blackstart capability status.

5) Any additional Blackstart Resource testing requirements agreed

to by the parties.

Evidence may include, but is not limited to, production of the actual agreement(s) or, in the alternative, production of a summary of the agreement(s) accompanied by a certification by the Transmission Operator stating the requirements of WR7 above are included in the agreement(s). For utilities that are both the Transmission Operator and the Generator Operator, evidence of agreement(s) may include, but is not limited to, production of internal communications such as memorandum, emails, or policies and procedures indicating the information required in WR7

above. In the event those internal communications are deemed confidential, an executive officer of the utility shall certify that the utility meets all of the requirements of WR7 above.

WR8. Each Generator Operator shall notify the Transmission Operator within 24

hours of any known changes to the capabilities of the Blackstart Resource.

WM8. Each Generator Operator shall have and produce upon request, evidence of communication, per WR8, showing that it notified the Transmission Operator of any known changes to the capabilities of the Blackstart Resource within 24 hours of knowing those changes have occurred. Evidence may include, but is not limited to: 1) log book entries, 2) instant messaging, 3) recorded telephone communications, or 4) emails communicating those changes.

WR9. Each Generator Operator shall complete the WECC Blackstart Resource Identification and Testing Form (Attachment A) to demonstrate through actual operation, at a minimum once every three calendar years,1 that each of its Blackstart Resources identified in the WECC Blackstart Capability Plan Database has each of the following capabilities2 (both 1 and 2 below):

1) The ability to start the unit when isolated with no support from the BES

or remain energized without connection to the remainder of the System.

2) The ability to energize the high-side bus by one of the following

methods (either a or b):

a) Energizing the high-side bus for five minutes from the time of the breaker closing, to demonstrate that the unit can remain energized and stable.

b) Certify the capability to energize the high-side bus where

operational conditions do not allow energization of the high-side bus solely for testing purposes. The Generator Operator shall verify that the generator breaker can be closed by either of the following two methods (either 1. or 2):

1 Testing can be completed any time in the calendar year in which it is due.

2 The Blackstart Resource testing requirement is designed to ensure that each separate Blackstart Resource is tested at least every three years.

1. The generator breaker shall be isolated with the unit at

rated voltage and frequency, closed for five minutes to demonstrate that the unit will remain stable when the breaker is closed.

2. The generator breaker close coil relay can be energized

with the voltage and frequency monitor controls disconnected from the synchronizing circuits.

WM9. Each Generator Operator shall have and provide upon request, evidence that it tested each of its Blackstart Resources, at a minimum once every three calendar years. Evidence shall include Attachment A, completed as required in WR9.

WR10. Each Generator Operator shall provide a completed Blackstart Resource

Identification and Testing Form (Attachment A) to the Transmission Operator within 90 days of completing a test or retest following a failure to perform the intended function of the Blackstart Resource.

WM10. Each Generator Operator shall have and provide upon request,

evidence that the Generator Operator provided Attachment A, in accordance with WR10, to the Transmission Operator within 90 days of completing a test of a Blackstart Resource. Evidence may include, but is not limited to, emails or certified receipts of delivery evidencing delivery of the required information.

WR11. Each Transmission Operator shall, in January of each calendar year,

provide to the Reliability Assurer (WECC) updates to the Attachment A(s) since the last data submittal.

WM11. Each Transmission Operator shall have and produce upon request,

evidence that updates to Attachment A(s), since the last data submittal, were provided to the Reliability Assurer (WECC) in January of each calendar year, as required by WR11. Updates include Attachment A(s) for new Blackstart Resources, Attachment A(s) completed since the last data submittal, and removal of Attachment A(s) for units that are no longer a Blackstart Resource. Evidence may include, but is not limited to, emails or certified receipts of delivery evidencing delivery of the required information.

WR12. Each Transmission Operator shall, in January of each calendar year,

provide to the Reliability Assurer (WECC) a list of all Blackstart Resources in its system restoration plan(s).

WM12. Each Transmission Operator shall have and provide upon request,

evidence that a list of all Blackstart Resources in its system restoration plan(s) was provided to the Reliability Assurer (WECC) in January of each calendar year as required by WR12. Evidence may include, but is not limited to, emails or certified receipts of delivery confirming the required information was delivered.

WR13. Each Transmission Operator shall provide to the Reliability Assurer (WECC) and to the Reliability Coordinator, a current system restoration plan that includes transmission switching diagram(s) identifying the number, size, and location of Blackstart Resources, and the initial transmission switching required for start-up and use of that Blackstart Resource under each of the following conditions:

1) Within each calendar year, even if no changes have been made to the

system restoration plan.

2) Within 90 days of the Transmission Operator identifying any unplanned permanent system modifications which impact the system restoration plan.

WM13. Each Transmission Operator shall have and provide upon request,

evidence that it provided, at least annually or within 90 days of a modification, a current system restoration plan to the Reliability Assurer (WECC) and to the Reliability Coordinator as required by WR13. Evidence may include, but is not limited to, emails or certified receipts of delivery evidencing delivery of required information.

WR14. Each Transmission Operator shall provide a revised system restoration plan to the Reliability Assurer (WECC) and to the Reliability Coordinator at least

90 days before implementing a planned change to the Bulk Electric System that would change the implementation of the system restoration plan.

WM14. Each Transmission Operator shall have and provide upon request,

evidence that it provided a revised system restoration plan to the Reliability Assurer (WECC) and to the Reliability Coordinator at least

90 days before implementing a planned change to the Bulk Electric System that would change the implementation of the system

restoration plan as required by WR14. Evidence may include, but is not limited to, emails or certified receipts of delivery confirming the required information was delivered.

WR15. Each Transmission Operator shall provide information verifying each

of the following capabilities of its system restoration plan, within 90 days of a request by the Reliability Assurer:

1) The capability of Blackstart Resources to meet the Real and Reactive Power requirements of the Cranking Paths and the dynamic capability to supply initial Loads and each incremental step to completion of the Cranking Path.

2) The location and magnitude of Load required to control

voltages and frequency within acceptable operating limits. 3) The capability of Blackstart Resources required to control

voltages and frequency within acceptable operating limits.

WM15. Each Transmission Operator shall have and provide upon request, evidence that it supplied verification of its system restoration plan to the Reliability Assurer, as required by WR15, within 90 days of the request. Evidence shall include test results, simulations, or studies that demonstrate the plan satisfies all the sub-requirements of WR15.
