    Regulations on helidecks on offshore installations*

    Edition 4, 18 December 2006

    In pursuance of 52, 70, and 149 (10) ofthe Danish Air Navigation Act, cf. Consolida-

    tion Act no. 1484 of 19 December 2005, theCivil Aviation Administration hereby stipulateson the authority of the Ministry of Transportand Energy, cf. Order no. 795 of 3 September2001 on delegation of authorities to the CivilAviation Administration - Denmark and onpublication of the Regulations issued by theAdministration:

    2. Definitions

    Chevron mark:A mark stating the definitions of the obstacle

    free surface over the helicopter deck level atan angle of 210o.

    D value (D):The D value (D) is the total length of a heli-copter from the front edge of the main rotor tothe back end of the tail rotor.

    Helicopter landing officer (HLO):A person with a special training who is incharge of the daily work in connection withhelicopter operations on an offshore installa-

    tion.

    Helideck:Helideck on offshore installation.

    Offshore installation:Platform or other installation on the sea. Off-shore installations include both stationary andmobile offshore installations.

    Offshore installation, mobile:Offshore installation which can be movedfrom one position to another by sailing or tow-ing and which is intended to be used in sev-eral different positions in its life, including thefollowing vessels: drill ships, diving ships,floating production store and shipping unitsas well as cable and culvert vessels. Thevessels thus being mobile offshore installa-tions are collectively called vessels in this BL.

    Offshore installation, stationary:Offshore installation permanently erected on

    the sea bed.

    Safe landing area (SLA):Designation for the safe landing area which incertain cases can be larger than the areadefined by the D value.

    3. Applicability

    This BL applies to helidecks on offshore instal-lations which are within Danish waters and/or

    shelf area with the purpose of exploring orexploiting the continental shelf, cf. 1 of the

    Air Navigation Act, 3 of the Act on the Conti-nental Shelf and 1 of Decree no. 259 of 7June 1963 regarding the exercise of sover-eignty over the continental shelf. The BL shall

    also apply to helidecks used for hoist opera-tions on windmills etc.

    Note: This also includes the shelf areasnear the Faeroe Islands and Greenland.

    4. General

    4.1 The owner of an offshore installationon which a helideck is established, shall beresponsible for the establishment, operation

    and maintenance of installations, equipmentand services being performed in accordancewith the provisions in this BL and any specialconditions stated in the technical approval, cf.paragraph 5.1.

    4.2 The manager of the offshore installa-tion shall be responsible for the daily opera-tion and maintenance of the helideck beingperformed in accordance with the technicalapproval, the helideck manual and existingprovisions, for observing the provisions in thisBL and the instructions, cf. paragraph 34.5,and for persons employed in connection withhelicopter operations having the necessarytraining and the necessary knowledge of ex-isting instructions etc. Further the manager inquestion shall be responsible for notifying theCivil Aviation Administration and any helicop-ter operators of circumstances arisen thatimplies that the helideck no longer meets theprovisions in this BL. If the person in questionestimates that such circumstances may lead

    to danger when using the helideck, the flyingactivities shall immediately be discontinued.

    4.3 The helicopter landing officer (HLO)shall be responsible for observing the obliga-tions resting with him under paragraph 35.3.

    4.4 The radio operator shall be respon-sible for attending to the correspondence withthe helicopter pilots under paragraph 36.2.

    5. Approval

    5.1 Before a helideck is taken into opera-tion, it shall have been technically approved bythe Civil Aviation Administration - Denmark.

    The Civil Aviation Administration - Denmarknormally inspects a helideck before a licenceis issued, and supervises the installation andits operation.

    5.1.1 The Civil Aviation Administration shallhave received an application for approval of ahelideck not later than one month prior tocommencement of operation. The followinginformation shall be enclosed:

    a. Specification of the largest helicopter

    type to be operated.

    b. Declaration substantiating that theload-bearing capacity of the helideckis sufficient for the helicopter type inquestion. For stationary offshore in-stallations the declaration shall beissued by the Danish Energy Author-ity or by a classification company,and for mobile offshore installationsit shall be issued by the Danish Mari-time Authority or a classificationcompany.

    c. Situation drawings with dimensionsshowing the entire offshore installa-tion in plane and section views in alegible scale.

    d. Drawing of the helideck and its imme-diate surroundings. The drawing shallshow the location of the obstacle freesurfaces, cf. Part 9 and Parts 29-31,

    and any obstacles with specification oftheir height above the helideck sur-face.

    e. Drawings specifying the details of thehelideck, cf. Parts 10-18.

    f. Description, specification of quantityand information on the positioning ofthe equipment mentioned in Parts 18-28.

    g. Information on liability and instruc-tions, cf. Parts 4 and 34.

    h. Copy of any approvals from foreigncivil aviation authorities.

    i. Helideck manual for the stationaryinstallations.

    5.2 It is a condition for technical approvalthat the helideck meets the technical require-ments and other requirements in this BL.

    5.3 The approval is granted for a periodof up to five years for helidecks on stationaryoffshore installations and up to one year forhelidecks on mobile offshore installations.

    5.3.1 The approval shall be revoked if theoffshore installation leaves Danish waters

    and/or shelf area. However, direct movementbetween areas over which Denmark has thesovereign power does not result in annulmentof the approval.

    5.3.2 If a previously approved helideckreturns to Danish waters/shelf area, a re-newed licence may be issued on the basis of adeclaration from the owner stating that thehelideck has undergone no changes since thelatest approval.

    6. Technical requirements tohelidecks etc.

    6.1 Helidecks for single main rotor heli-copters located on offshore installations shallmeet the technical requirements in Parts 7-28,cf. however, paragraphs 6.2 and 6.3.

    6.2 Helidecks for single main rotor heli-copters located between stem and stern on

    vessels shall meet the technical requirementsin Part 7, Parts 10-14 and Parts 16-29.

    6.3 Helidecks for single main rotor heli-copters located near one side of vessels shallmeet the technical requirements in Part 7,Parts 10-14, paragraphs 15.1, 15.2, 15.3.2,15.4-15.6, 15.8, Parts 16-28 and Part 30.

    6.4 A hoist area on offshore installationsshall meet the technical requirements in Part31.

    7. Physical characteristics of ahelideck

    A helideck for single main rotor helicoptersshall be designed in such a way that all di-

    mensions of the helideck are always largerthan or equal the D value of the largest heli-copter type using the helideck.

    8. Location of helideck

    A helideck shall be located in such a way thatturbulence induced by the structure above andbelow the helideck platform in connection withstrong wind is minimised as much as possible

    in the final approach and take-off directions forthe helideck normally used. Further exhaustfrom gas turbines etc. shall be taken into con-sideration.

    9. Obstacle free surfaces

    9.1 A helideck shall be provided with anobstacle free sector of 210o above thehelideck surface with origin in a defined pointon the helideck periphery. The point shall be

    marked with a painted Chevron mark, cf.paragraph 13.5. There must not be any obsta-cles in the obstacle free sector at an angle of210o above the helideck surface out to a dis-tance of 1,000 m from the helideck.

    9.1.1 For existing offshore installations it isacceptable that the obstacle free 210o sectoris turned to each side +/-15o relative to thesymmetry line goes through the helideck cen-tre and the Chevron mark.

    9.2 In the remaining 150o sector over thehelideck surface an obstacle free surface shallbe established consisting of two sectors calledsector 1 and sector 2, respectively.

    9.2.1 Sector 1 stretches horizontally out toa distance of 0.62 x D value calculated fromthe helideck centre. The height of the sectorshall be 0.05 x D value.

    9.2.2 If the safe landing area (SLA) covers

    a larger area than the declared D value, theorigin of sector 1 shall be located at thehelideck perimeter line ending at a distance

    from the perimeter line calculated by the for-mula 0.12 x D value.

    9.2.3 Sector 2 is defined by a surface witha positive gradient of 30o with origin located at

    the outer limit of sector 1 and ending at a dis-tance calculated by 0.83 x D value with originin the helideck centre.

    9.2.4 If the safe landing area (SLA) coversa larger area than the declared D value, theorigin of sector 2 shall be calculated by thedistance 0.12 x D value and the end by 0.21 xD value, both distances calculated form theactual perimeter line of the helideck.

    9.2.5 Sector 1 as well as sector 2 will in all

    possible configurations be lines parallel withthe edge off the helideck, including the edgeoff the safety net.

    9.3 Within the 210o sector there must notbe any equipment penetrating a height above25 cm measured relative to the helideck sur-face.

    9.4 A helideck shall be provided with anobstacle free surface in level with and belowthe helideck platform in a sector of an angle of

    180o out to a distance of 1000 m from thehelideck. This sectors origin shall be locatedin the helideck centre and shall be providedwith a sloping obstacle free surface originatingfrom the helideck perimeter, including theedge of the safety net, down to sea level witha falling gradient of 5:1.

    9.4.1 For existing offshore installations it isacceptable that the obstacle free 210o sectoris turned to each side +/-15o relative to the

    symmetry line goes through the helideck cen-tre and the Chevron mark.

    9.4.2 If the 210o sector is not turned, a turnof the 180o to each side, if relevant, is optionalas mentioned in paragraph 9.4.1.

    9.4.3 If the 210o sector is turned relative tothe symmetry line mentioned in paragraph9.1.1, a turn of the 180o sector can only beaccepted if it is turned to the same side and atthe same angle as the 210o sector is turned.

    10. Helideck surface

    10.1 The helideck surface shall have acoating ensuring that the coefficient of frictionis at least 0.65. Coated surface may, however,

    be omitted if the helideck used is made of ex-truded aluminium profiles where the samefriction conditions can be obtained by aworked-up or casted, fluted structure in thesurface.

    10.2 A helideck shall be equipped with adrainage system around the safe landing area(SLA) of the helideck and with a gutter with thepurpose to lead rainwater and fuel spills awayfrom the helideck.

    10.3 The helideck on mobile offshore in-stallations shall be equipped with a kerb encir-cling the entire safe landing area (SLA). Thekerb shall be perforated with appropriate num-bers of holes to allow rainwater and fuel spillsto pass the kerb down to the gutter, cf. para-graph 10.2. The kerb must not be of a heightthat shades the helideck edge lights, cf. Part16.

    10.4 A helideck shall be equipped with arope net made of natural products (sisal). Therope net shall be located with midpoint in thecentre of the aiming circle and shall be made if20 mm rope with a mesh size of 200 mm.

    10.4.1 The rope netting size shall dependupon the type of helicopter using the helideck.However, only rope nets of the below-mentioned three sizes may be used:

    D value < 12 m: 9 x 9 m12 m < D value < 20 m: 12 x 12 m

    D value > 20 m: 15 x 15 m

    11. Tie-down points

    11.1 A helideck shall be equipped with tie-down points to secure all types of helicoptersoperating on the helideck with respect to un-desirable movements when parked.

    11.2 The number and dimensions of thetie-down points shall be made in such a way

    as to ensure a helicopter in any weather situa-tion which can occur at the locality. In connec-

    tion with the dimensioning the inertial forces asadditional forces shall be taken into accountintroduced by the vessels or ships ownmovements in the sea.

    12. Safety nets

    12.1 A helideck shall be equipped with a1.5 m wide safety net on all sides, except forsections where the helideck is in level withlarge surrounding areas.

    12.2 The safety net shall have a positiveslope outwards and upwards of 10o and shallbe mounted in such a way that the safety netprotects persons on the helideck and at the

    same time does not exceed a height of 25 cmabove the helideck level, cf. paragraph 9.3.

    12.3 The safety net shall be flexible anddimensioned so that it can stand any load thatmay occur if a person weighing 100 kg fallsout in the safety net.

    13. Access/escape routes

    A helideck shall be provided with at least twoaccess/escape routes located so that, in theevent of an accident, passengers can escapeupwind in all wind conditions.

    14. Visual aids

    14.1 The name of a helideck shall bepainted on the helideck between the Chev-ron mark and the aiming circle with symbolsof at least 1.2 m. The name shall be painted in

    white colour and shall be illuminated at nightand in conditions of poor visibility. The nameshall be identical to that of the offshore instal-lation in question and shall be approved asVHF radio call sign.

    14.2 A helideck shall be provided with awindsock located so that it is in a free windfield without noticeable disturbances from thesurrounding structure. The windsock shall beilluminated so that it can be seen from all di-rections in all illumination conditions.

    14.3 A windsock shall have the form of atruncated cone with a diameter of maximum0.6 m and minimum 0.3 m and a length of 2.4m, and the colour shall be orange or red/whitein 5 alternate bands the first and the last being

    red.

    15. Helideck painting and mark-ing

    15.1 The helideck surface shall be paintedin the colours dark grey or dark green.Helidecks of pure aluminium may, however,be unpainted if all other markings are sur-rounded by a 10 cm wide black line.

    15.2 A helideck shall be provided with aperimeter line marking the safe landing area(SLA). The perimeter line shall consist of awhite painted line 0.3 m wide.

    Note: In most situations the safe landingarea (SLA) equals the area defined by the Dvalue painted on the helideck.

    15.3 A helideck shall be provided with amark in the form of a Chevron marking the

    origin of the obstacle free 210

    o

    sector. TheChevron shall be black. Each leg of thechevron shall be 79 cm long and 10 dm wideforming an angle of 150o which is coincidentwith the obstacle-free 210o sector, cf. para-graph 9.1.

    15.3.1 The chevron can either be painted asshown in figure 4 in the appendix to this BL orin the top of the white perimeter line.

    15.3.2 The actual D value of the helideck

    shall be painted in white colour in 3 positionsaround the white perimeter line as shown infigure 4 in the appendix to this BL. The Dvalue shall be pained in alphanumeric symbolswith a height of 60 cm and a line diameter of10 cm.

    15.4 The approved load bearing capacityshall be painted on the helideck as stated infigure 3 in the appendix to this BL. The num-ber shall be painted in white colour with aheight of 90 cm and width of 12 cm.

    15.5 A helideck shall be provided with anaiming circle as a yellow circle with an innerdiameter of 0.5 x D value and with a width of 1m.

    15.5.1 If the helideck D value is 16 m or be-low, the centre of the aiming circle may beidentical with the geometrical centre of thehelideck.

    15.5.2 If the helideck D value is above 16 m,the centre of the aiming circle may be allowedto be located a distance up to 0.1 x D valueoffset the helideck geometrical centre. Anyoffset of the aiming circle shall always be inthe same direction as the symmetry line of the210o sector and always so that the distance to

    the chevron is increased in case of dislocation.

    15.6 A helideck shall be provided with anH in the centre of the aiming circle. The di-mensions of the H symbol shall be in accor-dance with what is shown in figure 4 in theappendix to this BL.

    15.6.1 If the 210o sector has been turned,the horizontal line of H symbol shall be parallelwith the symmetry line mentioned in para-graph 9.1.1.

    15.7 On existing helidecks on mobile off-shore installations constructed so that it is notpossible to remove certain obstacles penetrat-ing the obstacle free surfaces, a restrictionmark shall be marked where the helicopternose must not be parked. The painting of therestriction area shall be in accordance withfigure 5 in the appendix to this BL.

    15.7.1 Where helicopter types with long tail

    bar are operated and where there may be arisk of collision between the tail rotor and in-stallation on the helideck, the helideck shall beprovided with the painting mentioned in para-graph 15.7.

    15.8 At a helideck there shall be a signal inthe form of a red cloth with a yellow crosswhich shall be placed on the helideck surfacein case a situation has arisen where landing isprohibited, cf. figure 6 in the appendix to thisBL.

    16. Lighting

    16.1 A helideck shall be provided with pe-rimeter lights equally spaced at intervals of notmore than 3 m. The perimeter lights shall be

    located immediately outside the perimeter linefor the area defined by the D value of ahelideck, or the safe landing area (SLA) if thelatter area is the larger.

    16.1.1 The perimeter lights shall be greenand emit omnidirectionally over a horizontalplane with an effective intensity complying withthe following values:

    Maximum 60 candelas> 20o - 90o Minimum 3 candelas> 10o - 20o Minimum 15 candelas0o - 10o Minimum 30 candelas

    16.2 Where the shape of the helideck is arectangle there shall at least be placed pe-rimeter lights in each corner and a number ofperimeter lights on the sides that implies thatthe interval does not exceed 3 m.

    16.3 In cases where a helideck is provided

    with a helicopter parking area outside the ob-stacle free 210o sector, the parking area shallbe marked with red perimeter lights with thesame intensity as stated in paragraph 16.1.1.

    16.4 The helideck surface shall beequipped with flood lights if it is intended to beused by night. It must be possible to turn onand switch off the lights independently of therest of the lighting system.

    17. Obstacle marking and light-ing

    17.1 Fixed obstacles on a helideck whichare not easy to identify from the air, shall bemarked in daytime with a pattern in one of thefollowing three colour combinations:

    Red and white. Black and white. Black and yellow.

    The single painted bands in the pattern shallnot be less than 50 cm and not more than 6 mwide.

    17.2 All fixed obstacles located outside,

    but close to the obstacle free sectors shall beequipped with a red obstacle light with an in-tensity of at least 10 candelas. Obstacles witha height above 15 m above the helideck levelshall be equipped with obstacle lights with thesame intensity spaced vertically at maximum10 metres intervals. Illumination by floodlightof the structure in question can be acceptedas alternative to the above-mentioned obsta-cle marking.

    17.3 The highest point of an offshore in-

    stallation or vessel shall be fitted in the topwith red omnidirectional obstacle lights with anintensity of from 32 to 200 candelas.

    18. Rescue and fire fighting fa-cilities

    18.1 A helideck shall be equipped withrescue and fire fighting facilities which can beused with a response time of not more than 30

    seconds.

    18.2 The rescue and fire fighting facilitiesshall include foam producing equipment lo-cated close to the helideck, or as an integratedpart of the helideck, which can uniformlyspread foam on every part of the helideck inall weather situations expected to arise at thelocality.

    18.3 The amount of foam per minute to beavailable at the helideck shall equal to at least

    the amount of foam produced by 6 litres ofwater/foam per minute per square metre. Thearea on which the calculation of the amount offoam is based, is the area defined by the Dvalue for the helideck.

    Note: When calculating the amount of waterthe following formula can be used:

    Total amount of water per minute = (D value)2

    x/4 x 6 litres per minute.

    18.4 The foam producing system shallinclude integrated induction equipment to en-

    sure that water and foam concentrates aremixed in correct proportions, except wherepremixed water/foam solutions are used asagent.

    18.5 The foam producing system shall beable to produce foam without interruption for atleast 5 minutes.

    Note: Calculation of total foam concentra-tion supply can be made from the followingformula:

    Supply = (D value)2 x/4 x 6 litres per minute

    x foam concentration percentage x 5 minutes.

    18.6 If foam is to be carried through by

    use of foam monitors, there shall be at leastthree foam monitors at the helideck distributedin such a way that at least one of these canalways be operated in the wind direction Theangle between the foam monitors shall notexceed 140o. Main fire pump, piping systemand foam monitors shall be designed so thatthe water pressure immediately before thefoam monitors fitting flange is at least 6 bars,but not more than 8 bars when the system isin operation. It shall be possible to uphold thispressure level when one or two foam monitorsare in operation. It shall be possible for eachfoam monitor to deliver at least half theamount of foam required in paragraph 18.3.

    18.6.1 If the carrying through of foam ismade by use of a multi nozzle system inte-grated in the helideck or located in a ringaround the helideck, it shall be designed to becapable of operating in weather conditionswith frost and supercooled rain, includingglazed frost.

    18.7 In addition to the foam producinginstallation the following extra equipment shallbe available near the helideck:

    a. Two hand controlled fire hoses withspray nozzles each capable to deliverminimum 250 litres per minute of clearwater.

    b. A 45 kg dry powder (ABC powder)extinguisher capable of discharging at

    least 2 kg powder per minute.

    c. One carbondioxide extinguisher of atleast 18 kg.

    d. The following equipment:1 adjustable wrench.

    1 rescue axe.1 bolt cutter.1 crowbar.1 salving hook.1 hacksaw with 6 spare blades.1 two-piece ladder.1 15 m lifeline (diameter 5 cm), includ-ing rescue harness.1 set of assorted screwdrivers.

    e. A motor rescue boat which is readyfor immediate assistance in case of an

    aircraft accident during take-off andlanding.

    f. A metal boat-hook with a shaft 3 mlong.

    g. Power cutting tools for helidecks witha D value above 24 m.

    19. Personal equipment for fire-

    men and HLO

    19.1 The following equipment shall beavailable for each fireman when on duty:

    a. Protective clothing, including fire-resistant gloves, boots and helmetwith vizier.

    b. Air breather apparatus (compressedair type) for protection of respiration.

    c. An escape knife.

    19.2 HLO shall be equipped with a brightlycoloured HLO tabard and the portable radiomentioned in Part 21.

    20. Refuelling

    If there is a refuelling installation at thehelideck, check of fuel and refuelling shall bemade in accordance with the provisions in BL3-6.

    21. Radio station

    At a helideck there shall be at least one radiostation and a portable radio intended for aero-nautical communication with belonging fre-

    quencies approved in accordance with theprovisions in BL 7-22.

    22. Radio beacon (NDB)

    If a helideck installation is equipped with aradio beacon (NDB), this equipment shall beapproved in accordance with the provisions inBL 3-3.

    23. Bank indicator etc.

    A helideck located on a mobile offshore instal-lation shall be provided with instruments ca-pable of showing the vessels heave, pitch androll.

    24. Meteorological equipment

    A helideck at an offshore installation shall be

    provided with the following meteorologicalequipment:

    a. An anemometer capable of measuringwind direction and force which mustbe approved in accordance with theprovisions in BL 7-18. The anemome-ter must be capable of transmittingdata from sensor to a operator roomso that the data are easily accessiblefor the personnel serving the helideck.

    b. A thermometer capable of measuringthe outdoor temperature, approved inaccordance with the provisions in BL7-18.

    c. A hygrometer which either electroni-cally or by use of conversion tables iscapable of giving the actual dew point.The hygrometer shall be approved inaccordance with the provisions in BL7-18.

    d. A barometer which either electroni-cally or by use of conversion table is

    capable of giving the actual QNHvalue or QFE value measured in unitsHecto Pascal. The barometer shallfurther be approved in accordancewith the provisions in BL 7-18.

    25. Other equipment

    A helideck at an offshore installation shall beprovided with a scale for weighing baggage,cargo and persons. Chocks and tie-downstrops/ropes shall be available.

    26. Alarm system

    A helideck at an offshore installation shall beprovided with an alarm system which can beactivated from a location from where thehelideck can be kept under surveillance con-stantly.

    27. Back-up power system

    A helideck at an offshore installation shall beprovided with a back-up power system.

    Changing over shall be done within 15 sec-onds. The helideck lighting systems, commu-nication systems, navigation equipment, me-teorological equipment and alarm system shallbe supplied by the back-up power system.

    28. Signs

    28.1 The following signs with text in Dan-ish and English shall be put up at the accessroutes to the helideck:

    a. Entrance on helideck area prohibitedduring take-off and landing.

    b. No smoking and use of open fire.

    c. No traffic behind helicopters with ro-tors in operation.

    28.1.1 In special cases the Civil AviationAdministration - Denmark may require signs in

    other languages than mentioned above.

    29. Helidecks for single rotorhelicopters located amidship onvessels

    Note: According to paragraph 6.2 ahelideck located between stem and stern(amidship) shall meet the technical require-ments in this Part in addition to the require-ments in Parts 7, 10 - 14 and 16 - 28.

    29.1 The helideck shall be provided withtwo symmetrical obstacle free surfaces of 150oeach on each side so that these are locatedwith an extension to both sides at right anglesto the approach and take-off directions withpoint of origin in the helideck edge line. Fur-

    sectors shall have an out-ward and upward slope of 5o out to a distancegiven by the D value as shown in figure 7 inthe Appendix to this BL. No objects above aheight of 25 m above helideck level are al-lowed in the area outside the helideck edgeand in the approach and take-off sectors.

    29.2 The helideck shall be painted as de-scribed in Part 15 except that it shall be pro-vided with two Chevron marks, one oppositeeach of the apexes of the two 150o sectors.

    The H marking and the aiming circle shallalways be located in the geometric centre ofthe helideck. The helideck name, cf. para-graph 14.1, shall be painted close to one ofthe two Chevron marks.

    29.3 The helideck may only be used thenthere are operative limitations approved by theCivil Aviation Administration - Denmark.

    30. Helidecks for single rotorhelicopters located near one side ofthe vessel

    Note: According to paragraph 6.3 ahelideck located between on one side of avessel shall meet the technical requirementsin this Part in addition to the requirements inPart 7, Parts 10 - 1, paragraphs 15.1, 15.2,15.3.2, 15.4 - 15.6 and 15.8 and Parts 16 - 28.

    30.1 The helideck may only be used thenthere are operative limitations approved by theCivil Aviation Administration - Denmark.

    30.2 The obstacle free surfaces shall con-

    sist of a zone around the helideck area with awidth of 0.25 x D value with a height limitationdetermined by the value 0.05 x D value. Theobstacle free surface shall have an inner widthof 1.5 x D value at the ships or vessels sideand shall be secant to the circle or edge linemaking up the helideck periphery in a pointlocated in the distance 0.5 x D value from thevessels side. The obstacle free surface isshown in figure 8 in the Appendix to this BL.

    30.3 No objects above a height of 25 m

    above helideck level are allowed in the areaoutside the helideck edge and in the approachand take-off sectors.

    30.4 The H marking and the aiming circleshall always be located in the geometric cen-tre of the helideck.

    31. Hoist area on offshore instal-lations

    31.1 A hoist area may only be used fortransportation of persons if there is no otherpossibility of establishing a normal helideck onthe vessel.

    31.2 The hoist area shall be establishedas a clear zone with a diameter of 5 m. Theclear zone shall be surrounded by an obstaclefree surface with a diameter of 1.5 x D valuewith a height limitation of 3 m. Finally out to adistance of 2 x D value there shall be a height

    limitation of 6 m as shown in figure 9 in theappendix to this BL.

    32. Helidecks on offshore instal-lations intended for tandem rotorhelicopters

    Helidecks on offshore installations intended fortandem rotor helicopters shall meet the tech-nical requirements specified by the Civil Avia-

    tion Administration - Denmark in each individ-ual case.

    33. Maintenance

    A maintenance system shall be establishedensuring that the helideck and its equipmentand services always meet the regulations in

    this BL.

    34. Helideck manual and instruc-tions

    34.1 The operation of a helideck on a sta-tionary installation shall be covered by aSafety Management System which must bedescribed in the helideck manual, cf. para-graph 34.2 - 34.4.

    34.2 A helideck manual shall be in placefor both stationary and mobile offshore instal-lations.

    34.3 The helideck manual for stationaryinstallations shall meet the requirements in BL3-18.

    34.4 For mobile offshore installations thehelideck manual shall include the following:

    a. A description of the deck and itsequipment and services.

    b. All instructions and guidelines con-nected with the operation of the deck.

    34.5 It lies with the person holding theapproval of a helideck to ensure

    a. that instructions have been preparedfor the head of the offshore installa-tion, for HLO, for radio operators, for

    meteorological observers and forfiremen,

    b. that instructions have been preparedfor inspection and maintenance of in-stallation and equipment etc., includ-ing record keeping for inspections andmaintenance, and

    c. that there are instructions for emer-gency situations and accidents.

    35. HLO

    35.1 When helicopters are operated anHLO must be present at the helideck, cf.,however, Part 39.

    35.2 To be allowed to discharge his dutiesas HLO, the person in question shall havecompleted a HLO course at the a school whichis approved by the Civil Aviation Administra-tion - Denmark, or at a comparable foreignschool.

    35.2 It lies with an HLO

    a. to be in charge of the daily work inconnection with helicopter opera-

    tions,

    b. to keep the head of the offshore in-stallation informed of the state of af-fairs regarding the helideck, equip-ment and services,

    c. to ensure that there are no personsor loose items on the helideck duringtake-offs and landings,

    d. to maintain contact with the helicopterpilot, either directly or via the radiooperator of the off-shore installation,to inform him whether the deck isclear, and

    e. to ensure that the firemen are ready.

    35.4 If HLO uses portable radio equipmentwith a range of more than 1 NM or permanentradio equipment, he shall be authorized to doso by the Civil Aviation Administration - Den-

    mark or comparable foreign authority.

    36. Radio operator/meteorologi-cal observer

    36.1 Transmission on the aeronauticalfrequencies shall only be done by personswho hold a national N-JOR licence with Eng-lish phraseology, or by persons approved todo so by the Civil Aviation Administration -Denmark.

    36.2 The radio operator shall communi-cate with the helicopter pilot in accordancewith existing regulations and shall pass onmeteorological information, etc.

    36.3 If the radio operator does not preparethe meteorological information himself, an-other person on the offshore installation shallbe appointed to do so.

    36.4 The meteorological observer may inspecial cases be subject to the approval of theCivil Aviation Administration - Denmark.

    37. Firemen

    In connection with helicopter operations thereshall be at least two trained firemen present atthe helideck, cf. however, Part 39. At least oneof these shall be dressed in a protective suitand shall stay near the foam monitor for rapidintervention, if necessary. An HLO trainedperson, cf. Part 35, may be one of the twofiremen.

    38. Unmanned helidecks

    38.1 The manning requirements in Parts35 - 37 shall not apply to unmanned helidecksif the average number of operations does notexceed one per week.

    38.2 When operating to unmannedhelidecks, the helicopter must not carry transitpassengers.

    38.3 In connection with major operationalactivities at unmanned helidecks, a HLO/fire-

    man and a fireman shall be carried on thedays first flight who shall perform their respec-tive functions that are required for a mannedinstallation. The HLO and the fireman shall bethe first to be landed and the last to leave thedeck.

    38.4 Unmanned helidecks shall not meetthe requirements regarding fire fightingequipment, cf. Part 18, with the exception ofparagraph 18.7, letters d.-f., but shall insteadbe equipped with the following fire fighting

    equipment:

    a. 2 foam installations with pre-mixedwater/AR-AFF foam (Alcohol Resis-tance-Aqueous Film Forming Foam),that are driven by a pressurized gas,or 2 foam monitors that are driven by

    pumps, if such exist in advance on theexisting installation. The foam installa-tions and the foam monitors shall befunctional at least down to -10o andthere shall be a clear operating man-ual at the foam installations and thefoam monitors.

    b. For helidecks with a D value up to 15m the total amount of water shall be atleast 500 litres with a draining capac-ity of 2 x 115 l/min.

    c. For helidecks with a D value from 15m to 24 m the total amount of watershall be at least 1,000 litres with adraining capacity of 2 x 230 l/min.

    d. One carbondioxide extinguisher of atleast 10 kg with an extension deviceon the nozzle.

    38.5 Status lights shall be put in on un-manned helidecks where there may be mat-

    ters endangering the helicopter or the crewand the passengers and these circumstancescannot be detected from another locality fromwhere the pilot can be notified of the actualsituation.

    38.5.1 Status lights shall have an intensity ofat least 3,250 candela between an angle from5o to 10o. From a vertical angle of 10o up to90o the status light shall have an intensity of atleast 1,000 candela. The status light shall be

    an integrated part of the entire safety systemand it must be possible to activate it bothautomatically and manually.

    39. Platforms to be used in con-nection with hoist operations onwind turbines in daylight

    39.1 Design of platform

    39.1.1 A four-sided platform shall have asize of at least 4 x 4 m. A circular platformshall have a diameter of at least 5 m.

    39.1.2 The platform shall be made so that itgenerates as little turbulence as possible.

    39.1.3 The platform deck shall be capable ofcarrying a mass that is twice the expected

    maximum weight.

    39.1.4 The platform deck shall have a fric-tion coefficient of at least 0.4.

    39.1.5 The platform shall be surrounded bya 1.5 m high railing which will allow the air toflow through. The railing shall include handrails and must not make it possible for thehoist hook to get jammed. Further it shall en-sure that small items do not get blown awayfrom the platform by the down-wash from the

    helicopter rotors.

    39.1.6 The platform must not be designedso that a helicopter unintentionally can lock upwith the construction.

    39.1.7 The circumstances regarding dis-charge of static electricity from the helicoptermust be taken into consideration.

    39.1.8 The platform shall be located so thatwhen the hoist (helicopter crane) is placed

    over the centre of the platform, there is aminimum clearance between main rotor andturbine wing in vertical position of 4 m for thedimensioned helicopter type.

    39.2 Obstacle freedom

    Within a distance of 1.5 m from the railingthere must not be marking equipment, anten-nas, anemometers or the like above the top of

    the railing. From the distance of 1.5 m theremust not be items penetrating a surface with apositive gradient of 100% up to 3 m above theplatform level. From here the surface is hori-zontal up to the mills rotor plane.

    39.3 Marking

    The platform deck shall be painted yellow. Therailing shall be clearly marked with red, orangeor red/white colours.

    39.4 Possibilities of communication/signal installations

    39.4.1 Persons on the platform shall havethe possibility of communicating with the heli-

    copter.

    39.4.2 There shall be a signal system with agreen lamp indicating whether the turbine isready for a hoist operation.

    39.4.3 An aiming system shall be estab-lished making it possible for the helicopter pilotto determine his position in relation to the plat-form over one (sighting point marking) orsimilar markings.

    39.5 Operational conditions

    39.5.1 It is a condition that the wind turbineis normally placed abeam of the wind andlocked during hoist operations. The helicoptershall have the wing in ahead.

    39.5.2 The turbine rotor shall whenever pos-sible be locked in Y position during hoist op-erations.

    39.5.3 It shall be possible to switch off pow-erful obstacle lightning on the turbine duringhoist-operations.

    39.5.4 It is a condition for all requirements inPart 38 that hoist operations are only carriedout in daylight.

    39.6 Operating organisation

    39.6.1 The owner of a platform to be usedfor hoist operations shall establish an operat-ing organisation that shall attend to the opera-tion and maintenance of the platform. An ac-countable manager for this organisation mustbe appointed.

    39.6.2 An operations manual shall be pre-pared for the platform, including at least thefollowing items:

    a. Organisation and responsibilities.

    b. Description of the installation, includ-ing drawings.

    c. Operational and maintenance re-quirements.

    d. Instructions for actions in connectionwith errors on the platform and its sys-tems.

    e. Communication with the helicopteroperator.

    f. Copy of the platform approval.

    40. Colours

    The colours mentioned in this BL shall meetthe CIE standards described in ICAO Annex14, Volume I, Appendix 1.

    41. Revocation

    The Civil Aviation Administration - Denmarkmay revoke a technical approval, cf. para-graph 5.1, if the conditions for obtaining the

    technical approval are no longer met, and theconditions are not corrected within a time limitset by the Civil Aviation Administration - Den-mark.

    42. Exemption

    The Civil Aviation Administration - Denmarkmay in particularly exceptional cases grant

    exemption form the regulations laid down inthis BL if it is deemed compatible with theconsiderations on which the regulations inquestion are based.

    43. Punishment

    43.1 Violation of the regulations in this BLwill be punished with a fine.

    43.2 Criminal liability for violations may beimposed on companies etc. (legal persons)under the rules of Chapter 5 of the DanishCriminal Code, cf. subsection 14 of 149 ofthe Danish Air Navigation Act.

    44. Implementation and provi-sional regulations

    44.1 This BL comes into force on 1 Janu-ary 2007.

    44.2 Already approved helidecks shallmeet the regulations in this BL not later than 1July 2007, cf., however, paragraph 44.22.1.

    44.2.1 The regulations in Parts 13 and 18shall be met not later than 1 January 2010unless major changes are made to thehelideck in which case the regulations shall bemet in connection with these changes.

    44.3 At the same time BL 3-5, 3 edition of25 June 1991 is repealed.
