INEE Global Consultation Phase II Final ReportINEE

INEE is pleased to share the final report from Phase II of the globalconsultation on education in emergencies and protracted crises The fullreport is available in English a summary is available in Englishfranccedilais espantildeol portuguecircs العربيه

Phase II of the INEE Global Consultation held between 19 January shy 12February 2016 facilitated dialogue and gathered inputs about theproposed ldquoCommon Platformrdquo for education in emergencies andprotracted crises More than 500 people around the globe participated inthe consultation process via inshyperson consultations online discussionforums an online survey and a webinar

The global consultation report highlights areas of consensus concern andrecommendation pertaining to questions posed on the conceptualframework priority functions and scale of the proposed common platformThe vast majority of consultation respondents applauded the efforts to address the significant gap infunding for protracted crises and welcomed the opportunity to provide input on the proposed platformOverwhelmingly respondents favor the establishment of a platform that will

focus on the functions of inspiring political commitment and generating new and increasedfunding for education in emergencies and protracted crises and

support the existing humanitarian architecture to more effectively carry out the functions ofimproving planning and response across the humanitarianshydevelopment continuum buildingnational and global capacity and data collection and evaluation for learning and innovation

The CPMS Taskforce of the global CPWG is conducting anevaluation of the implementation of the CPMS in 8 countries withtwo inshydepth case studies The selected countries are RwandaIndonesia Lebanon Burundi Pakistan Kenya (Dadaab)Colombia and Turkey (Syria response)

We are interested in the implementation specifically in and for these country sites As part of theevaluation we are conducting online surveys to reach a larger number of actors in each of the chosencountries We have created surveys in English French Spanish and Arabic

These surveys are due Monday March 21st

On 4 February 2016 the UK Germany Kuwait Norway and the UnitedNations coshyhosted a conference on the Syria crisis in LondonThe Supporting Syria and the Region conference brought together worldleaders from around the globe to rise to the challenge of raising theresources needed to help millions of people whose lives have been tornapart by the devastating war

Language in school If you donrsquot understand how can you learnGEM Report

How a country chooses the language for its education system is not aneasy process The decision is usually influenced by multiple factorscolonial history origins of immigrants legal recognition of minoritylanguages cultural diversity political interests ndash to mention but a few Insome cases instruction is provided in more than one language in othersthe medium of instruction may vary between primary and secondaryeducation

Underneath this tangled and evolving web of policies and prioritieshowever lies an undeniable truth teaching and assessing children in a language they understand willresult in better learning This is something that has been recognised now for decades It is written intothe 1989 ILO Convention and Convention on the Rights of the Child and the 2001 Universal Declarationon Cultural Diversity Our new paper out today lsquoIf you donrsquot understand how can you learnrsquo confirmsthis basic principle and yet reports that despite the overwhelming evidence supporting this claim 40are still not able to access education in a language they understand It is clear that the complex natureof factors affecting languageshyeducation policy still take precedent over the accumulation of evidence

The CPMS Taskforce of the global CPWG is conducting anevaluation of the implementation of the CPMS in 8 countries withtwo inshydepth case studies The selected countries are RwandaIndonesia Lebanon Burundi Pakistan Kenya (Dadaab)Colombia and Turkey (Syria response)

We are interested in the implementation specifically in and for these country sites As part of theevaluation we are conducting online surveys to reach a larger number of actors in each of the chosencountries We have created surveys in English French Spanish and Arabic

These surveys are due Monday March 21st

On the 5th anniversary of the Syrian Crisis we take stock of the realities on the ground for Syrianchildren and Canadarsquos role in helping to prevent a lost generation of children

Over the past few months Canadians have welcomedthousands of Syrian children and their families into ourlives and if we are are honest into our hearts Buttodayrsquos anniversary is a sobering reminder of where theyhave come from and how far we as a global communitystill have to go to help address this crisis Today ourtelevisions newspapers and radios will include theimages sounds and stories of a civil war that continuesto ragemdash5 years on By many accounts the war wastriggered by a series of events that followed on from asmall group of teenagers who painted revolutionary slogans on a school wall Gives one pause

Today on the fifth anniversary of the war in Syria more than three million children and youth are out ofschool in the Syria region An entire generation is at risk of exploitation and their future threatened by aconflict with no end in sight

Language in school If you donrsquot understand how can you learnGEM Report

How a country chooses the language for its education system is not aneasy process The decision is usually influenced by multiple factorscolonial history origins of immigrants legal recognition of minoritylanguages cultural diversity political interests ndash to mention but a few Insome cases instruction is provided in more than one language in othersthe medium of instruction may vary between primary and secondaryeducation

Underneath this tangled and evolving web of policies and prioritieshowever lies an undeniable truth teaching and assessing children in a language they understand willresult in better learning This is something that has been recognised now for decades It is written intothe 1989 ILO Convention and Convention on the Rights of the Child and the 2001 Universal Declarationon Cultural Diversity Our new paper out today lsquoIf you donrsquot understand how can you learnrsquo confirmsthis basic principle and yet reports that despite the overwhelming evidence supporting this claim 40are still not able to access education in a language they understand It is clear that the complex natureof factors affecting languageshyeducation policy still take precedent over the accumulation of evidence
