INTRODUCTION

This report presents average birth and fer-tility rates for geographic divisions, States, andselected standard metropolitan statistical areas(SMSA’S) and cities for the years 1969-71.AvaiIability of detailed population data from the1970 Decennial Census made it possible toexpand and supplement the rates that havepreviously been published for these years inVital Statistics of the United States, Vol. I,Natality.

Birth statistics presented in this report, withthe exception of those concerned with illegit-imacy, are based on information obtained fromthe birth certificates of the 50 States and theDistrict of Columbia. Illegitimacy data referonly to those States reporting legitimacy statuson the birth certificates. Microfilm copies of allbirth records were sent to the National Centerfor Health Statistics where a 50-percent sampleof records was seIected.

All rates shown in this report, except thosefor SMSA’S and those according to the mother’snativity, are averages of data for the 3 years1969-71. Birth data for SMSA’S during 1969 arebased on the 1960 definition of SMSA’S, anddata for 1970-71 are based on the 1970 defini-tion of these areas. Because of this change indefinition, rates for SMSA’S were limited to anaverage of data for 1970 and 1971. Data onbirths according to place of birth of motherwere unavailable for 1969 so rates according to

the mother’s nativity were restricted to anaverage for 1970 and 1971.

The rates shown in this report include thefollowing: birth rates by age of mother and bylive-birth order for the United States, each ofthe nine geographic divisions (as defined by theU.S. Bureau of the Census), each State, and the50 largest SMSA’S; birth rates by age of motherfor the central city or cities of these SMSA’S andthe area outside of the central cities; illegitimacyrates by age of mother for States reportinglegitimacy status and for SkfSA’s with popula-tions of 500,000 or more entirely within Statesreporting Iegitimac y status; birth and fertilityrates for specified racial or national origingroups; and birth rates by age of motheraccording to the mother’s nativity. AU tabula-tions show data by race.

The measures of fertility used in thisreport-birth rate, general fertility rate, age-specific birth rates, and total fertility rate—aredefined in the appendix.

There have been sharp declines in fertilitysince the years for which data are presented inthis report. Comparison of data on birth andfertility rates for the United States during1969-71 with data for 1975 shows that the birthrate has dropped 17 percent to 14.8 births per1,000 population and that the fertility rate hasdeclined 22 percent, reaching an alltime Iow of66.7 births per 1,000 women 15-44 years of age.

The decline of the birth rate in recent yearshas been general, affecting each geographic

division and all States except Utah. Between1969-71 and 1975 the declines in birth rates forStates ranged from 1 to 30 percent.

At the national level, the declines in age-specific fertility have been greatest for olderwomen. During the period from 1969-71 to1975 birth rates for women in the age groups35-39 through 45-49 declined 38 to 43 percent.Substantial decreases during this period havealso occurred for women in the peak child-bearing age groups (20-24 and 25-29 years);these declines amounted to 30 and 22 percent,respectively.

Population data have not been available insufficient detail for divisions, States, andSMSA’S during intercensal years to allow thecalculation of age-race-specific rates as shown inthis report. Moreover, births for SMSA’S duringthe years since 1970 are classified according tothe 1970 definition of these areas and, there-fore, may not be comparable to the intercensalestimates of population of these areas, which areclassified according to a current definition.Hence, data are not available to update themeasures of fertiIity for geographic areas belowthe national level as are shown in this report, soit is not possible to determine how the changesin fertility evident for the country as a wholecompare with changes for specific smaller areas.

SUMMARY OF FINDINGS

Residence

Birth rates and fertility rates for four of thenine geographic divisions were below thenational averages during 1969-71 and those forfive divisions exceeded national levels. Birthrates for the divisions ranged from 91 to 113percent of the national average of 17.9 birthsper 1,000 population, and fertility rates variedfrom 92 to 111 percent of the national averageof 85.5 births per 1,000 women aged 15-44(table 1).

There is greater variability among the divi-sions in the age-sex distribution of the Negropopulation than of the white population. As aresult, there is less correspondence for the Negropopulation between the relative standing of the

divisions with respect to their ranks according tobirth rates amd ranks according to fertility rates.

The pattern of birth rates by age of motherwas similar for all divisions and both major racialgToups (table 2).

Although birth rates for States within somedivisions such as the West North Central andEast North Central were very similar, in otherdivisions individual State rates were qu~ite di-verse. In the South Atlantic Division the ratesvaried from 16.7 (Florida) to 20.4 (Georgia) andin the Pacific Division rates ranged from 16.3(Oregon) to 24.1 (Alaska). The ranges of Statebirth rates and fertility rates in relation to thenational averages were somewhat wider than theranges for divisions. State birth rates rangedfrom 88 through 139 percent of the nationalbirth rate and fertility rates ranged from 91through 134 percent of the comparable nationalrate. States with relatively high and low fertilityrates were not always the same for white womenas for Negro women. Even in divisions where therates for both groups were generally high or lowthere was considerable variation in the rankingof States for the two racial groups.

The average birth rate for 1970-71 wasslightly lower for the 50 largest SMSA’S com-bined than for the United States as a whole(17.5 compared with 17.9). The difference inthe birth rates between these two areas wasgreater for the white population than for theNegro population. Fertility rates for all womenas well as for ‘each racial group were 5 to 6percent higher for the United States as a wholethan for these metropolitan areas.

Birth rates and fertility rates were somewhathigher for persons living inside the central citiesof the 50 largest SMSA’S than for those livingoutside the central cities. While the difference inbirth rates was nearly the same for the white andNegro populations living inside and outsidecentral cities (5 and 7 percent, respectively),there was a difference of 8 percent in whitefertility rates compared with a 2-percent differ-ence in the Negro fertility rates (table 4).

The magnitude of these differences for bothracial groups is influenced by the age-sex, distri-bution of the population in these areas. Thetotal fertility rate controls for these differences,and it can be seen that for both racial groups the

differences in this measure between womenliving inside and outside central cities were lessthan 1 percent.

The traditionally wide difference in age-specific fertility noted between women living incentral cities and those living in areas surround-ing central cities is not evident in the data shownin this report. Although other vital statistics dataare not available to evaluate this apparentreduction in the differential, data from the U.S.Bureau of the Census indicate that between1960 and 1970 the difference between numbersof children under 5 yetus of age per 1,000women of childbearing ages for women living incentral cities and those living in the urban fringedeclined for most age-color groups.

Specified Race

American Indians generally maintained thehighest levels of fertility of any specific racial ornational origin group in the United States;Japanese women maintained the lowest. In1970 the fertility rate for American Indianwomen was 32 percent higher than the rate forNegro women who had the second highest rate.The rate for Japanese women was 66 percentbelow the rate for American Indian women and39 percent below the rate for white women whogenerally maintained the second lowest rates inthe country (table 7).

Nativity of Mother

The average fertility rate during 1970-71 forwomen born outside the United States was 32percent higher than the rate for native women(1 11.5 compared with 84.5). The differenceaccording to nativity was slightiy greater forNegro women than for white women. The ratefor foreign-born Negro women exceeded that fornative Negro women by 41 percent; the differ-ence for white women was 36 percent (table 8).

Illegitimacy

Illegitimacy rates–births per 1,000 unmarriedwomen aged 15-44 years—for States reportinglegitimacy status were quite diverse for bothmajor racial groups. States with the highest andlowest rates were generally different for white

and Negro women. Rates for unmarried Negrowomen were higher than rates for unmarriedwhite women in all reporting States, rangingfrom 2 to 12 times higher (table 9).

The illegitimacy rate for the total of SMSA’Sof 500,000 or more located entirely withinreporting States was 10 percent higher than therate for the total of the reporting States (seetable A).

PLACE OF RESIDENCE

Geographic Divisions

Comparison of birth rates and fertility ratesfor the nine geographic divisions with nationalaverages for 1969-71 showed that rates for fourdivisions were beIow the national averages andrates for five divisions exceeded the nationallevels. Birth rates vaned from 91 to 113 percentof the national average of 17.9 births per 1,000population, and fertility rates varied from 92 to111 percent of the national average of 85.5births per 1,000 women aged 15-44 years.

The ranking of the nine geographic divisionsaccording to fertility rates for dl women andwhite women was nearly the same as the rankingaccording to birth rates as shown by the rankorder correlations (r) of 0.97 and 0.93, respec-tively. For Negro births, however, the rank ofthe divisions according to fertility rates variedconsiderably from the rank by birth rates (r =0.64), reflecting the greater variability thatexists among divisions in the age-sex distributionof the Negro population than of the whitepopulation. When rates for the Negro populationin each of the divisions were adjusted to reflectan age-sex distribution that is the same as that ofthe white population, much of the difference inthe ranks of the birth and fertility rates disap-peared, and the correlation increased to 0.90.

The effects of variations in population com-position can be seen by comparing birth andfertility rates for the Negro populations in theMiddIe Atlantic and West South Central Divi-sions (tabIe 1). The birth rates for these divisionswere virtually the same, but the fertility rate forthe West South Central Division was 16 percenthigher than for the Middle Atlantic. This is

because women in the childbearing ages (15-44years) comprised a smaller proportion of thetotal population in the West South CentralDivision (20.7 percent) than those in the MiddleAtlantic Division (23.9 percent). Although thewomen -of the West South Central Division had ahigher average number of births, they couldmaintain the birth rate of the total populationonly at the level of the Middle Atlantic Division.

The use of age-specific birth rates as com-parative measures of fertility among the divi-sions provides the most control for the agedifferences in the populations and thus allowsfor more detailed analysis of differences infertility levels for these areas.

The pattern of birth rates by age of motherwas similar for all divisions. The greatest dispar-ity among the divisions for white women isfound among rates for women under 20. For theage group 15-19 the highest rate exceeded thelowest by 95 percent. In contrast, for Negrowomen differences between the divisions wererelatively greater for older women. The largestdifference was for the age group 40-44 years,where the highest rate was 116 percent greaterthan the lowest rate. Differences between thedivisions were smallest for women at the peakchildbearing ages (20-29 years) for both racialgroups (table 2).

There was little difference between thedivisions in the pattern of birth rates by live-birth order. However, there were substantialdifferences in the level of these rates for somebirth orders. The largest differences between thedivisions in these rates were at the highestorders. For white women the highest rate foreighth and higher order births was 171 percentgreater than the lowest rate. The differencebetween the divisions for this birth order waseven greater for Negro rates for which thehighest rate was nearly four times as great as thelowest (table 3).

States

The highest average birth rates for the 3-yearperiod 1969-71 were in Utah (24.8) and Alaska(24.1); Pennsylvania had the lowest rate (15.8).

Of the remaining States and District of Colum-bia, 24 areas had rates above the nationalaverage of 17.9 and 23 areas had rates below thisaverage; the rate for one area equaled theaverage (table 1). State birth rates were from 88through 139 percent of the national birth rate.Although rates for States within some divisionssuch as the West North Central and East NorthCentral were very similar, in other divisionsindividual State rates were quite diverse. Forexample, in the South Atlantic Division the ratesvaried from 16.7 (Florida) to 20.4 (Georgia),and in the Pacific Division rates ranged from16.3 (Oregon) to 24.1 (Alaska).

Since the birth rate is affected by populationcomposition, notably the proportions of womenin childbearing ages, differences in the birthrates by State are affected to some degree bydifferences in these proportions. For example,the higher proportion of women in childbearingages in Alaska and Georgia (21.9 percent) thanin Florida (14.9 percent) and Oregon (20.7percent) favored higher birth rates in the formerStates.

States with relatively high and low fertilityrates were not necessady the same for whitewomen as for Negro women; the rank ordercorrelation between these two groups was 0.51.Even in divisions where the rates for both gToupswere generally high or low, there was con-siderable variation in the ranking of States forthe two racial groups. One example of this is theState of West Virginia, located in the SouthAtlantic Division where rates were relatively lowfor both groups. This State ranked 34 in theorder of white rates from lowest to highest,while for Negro rates it was the second lowest ofall States.

As can be seen from table 2, the pattern ofbirth rates by age of mother for each State andthe District of Columbia generally was the sameas that for the United States as a whole, withthe lowest rates at the extremes of the child-bearing ages and the highest rates for women20-24 years of age. These rates also show that inthe majority of States the rate of childbearingwas higher for Negro women throughout thechildbearing ages except for ages 25-29 years,where rates were lower for Negro women..

The 50 Largest SMSA’S

The average birth rate for 1970-71 wasslightly lower for the 50 largest SMSA’S (17.5)than for the United States (17.9). The differencein the rates for these areas was greater for thewhite population than for the Ne~o population.The average birth rate for the white populationin these metropolitan areas was 16.2 comparedwith 16.9 in the entire United States. The ratesfor the Negro population were about the same,25.3 for the SMSA’S and 25.2 for the UnitedStates. Comparison of the two areas with respectto the rate of childbearing, for all women as wellas by race, shows that fertility rates were 5 to 6percent higher for the United States as a wholethan for these metropolitan areas.

For the Negro population, the nearly equalbirth rates for the United States and theseSMSA’S, despite a lower fertiIit y rate in theSMSA’S, is explained by the difference in theproportion of women in childbearing ages; thechildbearing population was a larger proportionof the total Negro population in the SMSA’S(23.2 percent compared with 22.0 in the UnitedStates). Therefore, even with their lower rate ofchildbearing they maintained a birth rate for thetotal population within the SMSA’S at nearly thesame level as that for the United States.

Among the 50 largest SMSA’S shown in table4 the highest average birth rate (23.2) andfertility rate (108.5) were in the San Antonio,Tex., SMSA and the lowest rates (14.2 and 69.3)were in Patterson-Clifton-Passaic, N.J. Moreover,differences between the fertility rates for whiteand Negro women were smallest and largest inthese two SMSA’s-in the San Antonio SMSAthe fertility rate for Negro women was 2 percenthigher than the rate for white women, and in thePatterson-Clifton-Passaic SMSA it was 86 per-cent higher.

Birth rates by age of mother for the 50largest SMSA’S are shown in table 5. The levelsof fertility in these SMSA’S were within 3percent of the levels for the entire United Statesin the age groups 25-29 through 35-39 yearswhile for other age groups the differences were 8percent or more. For white women the rateswere closest (within 2 percent) for the 25-29-

and 35-39-year age groups, but for Negrowomen they were closest for those in the agegroups under 20 (see figure 1).

The pattern of birth rates by live-birth orderand race for the United States and the 50 IargestSMSA’S are illustrated in figure 2. For bothracial groups, rates at each birth order werehigher for the United States than for themetropolitan areas. However, differences weregreater for white women than for Negro womenat all birth orders except the sixth and theeighth and higher orders. Birth rates by live-birthorder for each of the 50 largest SMSA’S areshown in table 6.

Inside and outside central cities. —There areconsiderable differences between the populationinside central cities and outside central cities ofthe SMSA’S with regard to race, sex, and agecomposition. Therefore comparison of data forthese areas among individual SMSA’S could Ieadto different conclusions depending on the meas-ure of fertility and controk that are used.Comparison of the birth rates, fertility rates, andtotal fertility rates by race for persons livinginside and outside the central cities of the 50largest SMSA’S illustrates this point.

Birth rates and fertility rates were somewhathigher for those persons Iiving inside the centralcities of the 50 largest ShlSA’s than for thoseliving outside of central cities. While the differ-ences in birth rates inside and outside centralcities were nearly the same for the white andNegro populations (5 and 7 percent, respec-tively), there was a difference of 8 percent in thewhite fertility rates compared with 2 percent inthe Negro fertility rates. These differences re-flect the fact that white women in childbearingages constituted a larger proportion of the totalpopulation outside of the centrzd cities than in-side; for Negro women the reverse was true. Thedifferences in the fertility rates for white andNegro women living inside and outside of centraJcities are influenced by the age distributionwithin the childbearing population of bothgroups. Among white women in the childbearingages, the proportion at the ages of peak fertility(20-24 years) was higher inside central cities–23.4 percent compared with 18.1 percentoutside central cities—favoring a much higher

fertility rate; comparable proportions for Negrowomen were more similar— 19.9 compared with18.7 percent. The total fertility rate may beused to control for these differences within thechildbearing population. For both racial groupsthe differences in the total fertility rates be-tween women living inside and outside centralcities were less than 1 percent.

Although there was virtually no difference inthe total fertility rates for either white or Negrowomen between those living inside and thoseliving outside central cities, for ail womencombined the rate was 7 percent higher forwomen inside central cities. This is explained byracial differences in the composition of thechildbearing population. In the central citiesNegro women comprised 26 percent of thechildbearing poptdation, but outside centralcities only 5 percent. Therefore, Negro women

exerted greater influence on the rates for allwomen inside central cities than outside centralcities, causing the former to be higher.

Although birth rates for women under 20years of age and women 30 years of age and overwere generally higher inside central cities thanoutside central cities, rates for women at theages of peak fertility (20-24 years and 25-29years) were 1 and 10 percent lower. This patternwas the same for white women whose peak rateswere 8 percent lower in the central cities.However, for Negro women rates were higherinside central cities only for women under 20years of age (figure 3).

Differences between age-specific birth ratesfor women living inside central cities and womenliving in the surrounding areas are not assubstantial as has been traditionally noted.Other vital statistics data are not available to

evaluate this apparent reduction in the differ-ential. Howeve;~ data from the Bureau of theCensus show that between 1960 and 1970 thedifference between the number of childrenunder 5 years of age per 1,000 women inchildbearing ages for women living in centralcities and those living in the urban fringedeclined for most age-color groups.1,2

SPECIFIED RACE ORNATIONAL ORIGIN

Birth and fertility rates for specified racialgroups during census years from 1940 to 1970

are shown in table 7. Drawing inferences fromcomparison of these rates either interracially orfrom decade to decade is difficult due todifferences in the age-sex composition of thepopulations involved as well as certain incom-parabilities of the data from one decade to thenext, as will be discussed.

Rates for 1940 and 1950 are computed forbirths occurring in the 48 conterminous Statesand the District of Columbia. The inclusion ofbirths in Alaska and Hawaii beginning in 1960affects the comparability with previous decadesdue to the considerable concentration ofChinese, Japanese, and other races in these twoStates; over half of the “other races” resided in

Alaska and Hawaii during 1960. Therefore,changes in the rates for other races between1950 and 1960 were in part due to the inclusionof this group. In 1950 the number of birthsamong Hawaiians and Part-Hawaiians in Hawaiialone was almost twice the number of births toother races in the conterminous United States;the birth rate for these residents of Hawaii(43.7) was more than twice that of the lattergroup.

A second factor is that rates for years priorto 1960 are adjusted for underregistration whilerates for 1960 and 1970 are based on registeredbirths. The estimated underregistration variesamong races, and according to results from the1950 test of birth registration completeness, theunderregistration was greatest for AmeficanIndian births. Consequently, part of the de-

creases in the rates shown between 1950 and1960 may be due to the discontinuance ofadjustment for underregistration.

Thirdly, there was an artificial increase inthe American Indian census population between1950 and 1960 because of the fact that a groupof persons of mixed white, Negro, and Amer-ican Indian ancestry in the eastern section of thecountry were classified as “other races” in the1950 census and were classified as AmericanIndian in the 1960 census. They were classifiedin birth statistics as American Indian in both1950 and 1960.

Despite these strictures, it can be seen thatAmerican Indians generally maintained thehighest levels of fertility of any specified race ornational origin group in the United States. In1970 the fertility rate for women in this group

was 31 percent higher than the rate for Negrowomen, who had the second highest rate.Japanese women generally maintained thelowest IeveIs of fertility with a fertility rate in1970 that was 66 percent below the rate forAmerican Indiam women and 39 percent belowthe rate for white women, who maintained thesecond lowest rates in the country in all yearsexcept 1970.

NATIVITY OF MOTHER

The average fertility rate for 1970-71 forwomen born outside the United States was 32percent higher than the comparable rate fornative women. The difference according tonativity was slightly greater for Negro womenthan for white women (table 8 and figure 4).The rate for foreign-born Negro women was 41percent higher than for native Negro women,

while for white women the difference was 36percent.

Rates for native white women were lowerthan the rates for foreign-born white women forall age groups. In contrast, the rates for nativeNegro women under 20 years of age weresubstantially higher than those for foreign-bornNegro women of comparable ages–136 percentfor women under 15 and 38 percent for women15-19 years of age. For all other ages the rateswere lower for the native Negro women.

ILLEGITIMACY

Data on illegitimacy m-e availabIe only forStates reporting illegitimacy status on their birthcertificates. There were 38 States and theDistrict of Columbia reporting this informationfor all 3 years, 1969-71 (table 9). Illegitimacydata are shown for an SMSA only if it is located

entirely within States that report legitimacystatus. An SMSA located in two or three States,one of which does not report this information, isexcluded from the tabulation. The measure ofillegitimacy used in this report is the illegitimacyrate, a measure of the “risk” that an unmarriedwomen will bear an illegitimate child. This is thenumber of illegitimate births per 1,000 un-married women 15-44 years of age.

Reporting States

Illegitimacy rates for States reporting legit-imacy status were quite diverse, even withingeographic divisions (table 9). Moreover, Stateswith the highest and lowest rates were generzdlydifferent for white and Negro women. Rates forwhite women were highest in Arizona (19.4),Wyoming (18.8), and Hawaii (18.7), and lowestin Alabama (8.3), New Jersey (8.9), and Mis-sissippi and Utah (9.3). In contrast, the highestrates for Negro women were in Wyoming

(201.3), Delaware (133.4), and North Dakota(133.3), and the lowest rates for this group werein South Dakota (24.5), Hawaii (35.0), andMaine (45.2).

For white women, very little of the differ-ence between the States with the highest andlowest rates is accounted for by differences inthe distribution of unmarried women by age.Even when the rates for white women inArizona, Wyoming, and Hawaii are adjusted toreflect an age distribution for unmarried womenin childbearing ages, which is the same as that inAlabama, the rates for those three States remaintwice as high.

The population of unmarried Negro women15-44 years of age is relatively small in most ofthe States with the extreme rates. Thereforethese rates should be interpreted with caution.Moreover, due to the erratic F~ttern of theage-specific rates in these States, adjustment forpopulation differences through standardizationis not feasible.

Rates for unmarried Negro women 15-44years of age were higher than the rates forunmarried white women in all reporting States,ranging from 2 to 12 times higher.

With few exceptions the “risk” of having anillegitimate birth was greatest for women 20-24

years of age. The States in which this was nottrue were located primarily in the New Englandand North Central Divisions of the country. Forthese States the greatest risk was for women25-29 years of age.

SMSA’S of 500,000 or More

Illegitimacy rates for SMSA’S are shown onlyfor all women and Negro women since thepopulation data necessary for computing ratesfor white women (numbers of unmarried womenby age) were unavailable. Negro illegitimacyrates are shown only for those SMSA’S in whichthe Negro population was 25,000 or more. Thepopulation data necessary to compute theserates were unavailable for SMSA’S in which theNegro population was less than 25,000.

Illegitimacy rates for 1970-71 were lower forthe total of all States reporting legitimacy statusthan for the SMSA’S with a population of500,000 or more located entirely within theseStates, as shown in table A. This was true forboth the total and the Negro populations.Examination of the rates by age group showsthat among older women the reverse was true–

for all women 35 years and over and Negrowomen 30 years and over, the rates for theSMSA’S were lower.

As can be seen from the data shown in table10 the SMSA having the highest rate in 1970-71for alI unmarried women was Memphis, Tenn.-Ark. (59.8) and the lowest was Allentown-Bethlehem-Easton, Pa.-N.J. (1 1.5). Of thoseSMSA’S with rates for Negro women, the highest

rate was for Fort Lauderdale-Hollywood, Fla.(153.6) and the lowest was for Birmingham, AIa.(69.9). The difference between the rates forthese areas remained nearly the same afteradjusting the rates to eliminate differences in thedistribution of unmarried women by age fortotal and Negro women. Therefore these widevariations are not attributable to differences inthe distribution of the popu.Iation “at risk.”

DEFINITION OF TERMS

Measures of Fertility

The measures of fertiIity presented in thisreport vary according to the aspect of fertilitythat they describe, their degree of refinementwith respect to population at risk, and whetherthey are summary or specific. These measuresare defined below.

Crude birth rate. –This measure relates thenumber of births occurring in an area to thetotal population of that area without regard toage or sex distribution. It is expressed as thetotal number of live births per 1,000 population.Although it is useful in indicating the con-tribution of births to the growth of am area, it islimited as an analytic tooI. Since the age and sexcomposition of a population are so influentialon the level of its birth rate, measures of fertiIitythat are less affected by differences in age-sexcomposition from one population to another aremore useful for most interarea and intergroupcomparisons.

General fertility rate. –This rate relatesbirths in an area to the population at risk ofbearing children-women of childbearing ages(15-44 years). It is the number of live births per1,000 women of these ages. The fertility ratecontrols for differences in the proportion of thetotal population comprised by women in thechildbearing ages. Differences in the age distribu-tion within the childbearing years can influencethe level of this rate just as differences in thecomposition of the total population can affectthe birth rate.

Age-specific birth rates.–The age-specificbirth rates relate the number of births to

mothers of a given age to the female populationof that age. They are expressed as the number ofbirths to mothers of a given age per 1,000women in that age group.

Total ~ertility rate. –This measure is the sumof the age-specific birth rates for 5-year agegroups multiplied by 5. It is an age-adjusted ratebecause it is based on the assumption that thereare the same number of women (1,000) in eachage group. Therefore, it controls for differencesin the distribution of women within the child-bearing ages. The totaJ fertility rate indicates thenumber of children a hypothetical group of1,000 women would have if they were toexperience a given set of age-specific ratesthroughout the childbearing period.

Standard Metropolitan Statistical Areas

It should be noted that the definitions ofmetropolitan areas used for vital statistics tab-ulations for the New England area differ fromthose established by the Office of Managementand Budget. The Office of hlanagement andBudget uses towns and cities to define metro-politan areas in New England. Since vital statis-tics data are coded by counties rather thantowns, the metropolitan State economic areas,established by the Bureau of the Census andcomposed of whole counties, are used in NewEngIand. For all other parts of the country theSMSA’S as defined for 1970 by the Office ofManagement and Budget are used.

All rates presented in this report are com-puted on the basis of the population enumerated

Data from the Health Examination Survey. –Data from direct examination, testing, and measurementof national samples of the civilian, noninstitutionalized population provide the basis for two types ofreports: (1) estimates of the medically defined prevalence of i.pecific diseases in the United States andthe distributions of the population with respect to physical, physiological, and psychological charac-teristics; and (2) analysis of relationships among the various measurements without reference to anexplieit finite universe of persons.

Series 12. Data from the Institutionalized Population Surveys. –Discontinued effective 1975. Future reports fromthese surveys will be in Series 13.

Series 13. Data on Health Resources Utilization.–Statistics on the utilization of health manpower and facilitiesproviding long-term care, ambulatory care, hospital care, and family planning services.

Sert”es14. Data on Health Resources: Manpower and Facilities. -Statistics on the numbers, geographic distrib-ution, and characteristics of health resources including physicians, dentists, nurses, other health occu-pations, hospitals, nursing homes, and outpatient facilities.

Series 20. Data on Mortality. –Various statistics on mortality other than as included in regular annual or monthlyreports. Special analyses by cause of death, age, and other demographic variables; geographic and timeseries analyses; and statistics on characteristics of deaths not available from the vital records, based onsample surveys of those records.

Series 21. Data on Natality, Marrz”age,and Divorce. –Various statistics on nataiity, marriage, and divorce otherthan as included in regular annual or monthly reports. Special analyses by demographic variables;geographic and time series analyses; studies of fertility; and statistics on characteristics of births notavailable from the vital records, based on sample surveys of those records.

Series 22. Datu j?om the National Mortality and Natality Surveys. –Discontinued effective 1975. Future reportsfrom these sample surveys based on vital records will be included in Series 20 and 21, respectively.

Smies 23. Da@ from the National Survey of Family Growth. –Statistics on fertility, family formation and disso-lution, family plarming, and related maternal and infant health topics derived from a biennial survey ofa nationwide probability sample of ever-married women 1544 years of age.
